    Poland and especially its poorly developed regions are facing a challenge of modernization with the aim of building modern and competitive, knowledge-based economies. The purpose behind this orientation of socio-economic development is to transform countries and regions into advanced information societies. The author of the article presents how the development of information society in Poland’s underdeveloped regions can be supported through the implementation of one particular investment project, whose role for the growth is fundamental. This is the project named "Broadband Network of Eastern Poland", which is co-financed by the EU Structural Funds. This study presents, among others, the theoretical foundations of the concept of information society, the state of information infrastructure in Poland, technical and organizational conditions of the development of broadband networks and the importance of the European Union Cohesion Policy for building information society in 2007-2013. The analyses included in the article are rooted in the Community’s, national and regional documents and strategies for economic development, as well as in statistical research undertaken by the European Commission, the Statistical Office of the European Union (Eurostat), Poland’s Central Statistical Office (GUS), along with Polish and foreign studies related to the issues discussed in the article.

    One in four of all households in Poland does not have access to the Internet, while in the EU15, the same refers to only one in every six households. In this paper we analyze the Internet infrastructure from both supply (broadband coverage-speed) and demand (usage of Internet by individuals-SMEs) side, as well as the affordability aspect. In particular, we search for biggest gaps of Poland’s Internet infrastructure in comparison to other European Union Member States (EU15 and NMS12). Our empirical analysis is based on European Commission’s and ITU’s databases. Moreover, we provide some recommendations for the government and enterprises exposing the biggest gaps of Poland and emphasizing the beneficial impact of the Next Generation Access networks.

    Celem artykułu jest ocena rozwoju rynku usług telekomunikacyjnych w Polsce na przykładzie usługi dostępu do szerokopasmowego Internetu. Uznano przy tym, że wzrost dostępności oraz rosnąca skala jego wykorzystania przez przedsiębiorstwa i gospodarstwa domowe daje większe możliwości budowania potencjału gospodarki i jej wzrostu. W części teoretycznej artykułu przedstawiono zagadnienia odnoszące się do wpływu telekomunikacji na gospodarkę. Cześć teoretyczna dała podstawy do analizy wybranych wielkości z 2010 i 2014 r., dotyczących rozwoju szerokopasmowego Internetu w Polsce. Wnioski z niej płynące dotyczą kwestii stanu rozwoju infrastruktury, dostępu tej usługi oraz zakresu jej wykorzystania przez przedsiębiorstwa i gospodarstwa domowe.
    The aim of this article is to evaluate the development of the telecommunications market in Poland based on development of the broadband. It was assumed that the greater availability of this service and increasing the scale of its use by businesses and households, the greater the possibility of building economic potential of Poland. The theoretical part of the article presents issues relating to the impact of telecommunications on the economy. The theoretical article provided the basis for the analysis of selected data on the broadband in Poland in 2010 and 2014. The conclusions concern the state of development of infrastructure, access to this service and the scope of its use by businesses and households.

    W lutym 2014 roku Miasto i Gmina Choroszcz zrealizowała projekt „Narwiański Internet równych szans” w ramach działania 8.3 Programu Operacyjnego Innowacyjna Gospodarka 2007–2013. Przedsięwzięcie skierowane było do osób zagrożonych wykluczeniem cyfrowym. W ramach projektu na terenie gminy powstała radiowa sieć internetowa oraz 30 gospodarstw domowych otrzymało bezpłatnie sprzęt komputerowy wraz z oprogramowaniem. Wyposażono także w sprzęt komputerowy 4 świetlice gminne. W ten sposób znaczna część mieszkańców terenu Miasta i Gminy Choroszcz uzyskała dostęp do Internetu. Obecnie Internet nie jest tylko medium, dzięki któremu można uzyskać dostęp do informacji czy rozrywki. Dzięki platformie e-PUAP umożliwia załatwienie niektórych spraw urzędowych, a banki umożliwiają prowadzenie rachunku bankowego bez konieczności wychodzenia z domu. Celem niniejszego artykułu jest ukazanie na przykładzie Miasta i Gminy Choroszcz efektów prac zmierzających do ograniczenia zjawiska wykluczenia społecznego na terenie Polski.
    In February 2014, Choroszcz Town and Municipal implemented the project called: Narew Internet of Equal Opportunities which was implemented under 8.3 action: Innovative Economy 2007–2013 Operating Programme. The programme was dedicated to the people who are at risk of digital exclusion. The project resulted in creation of radio internet network and about 30 households received computer equipment with software. 4 community centres have also been equipped with computers. This way, the majority of inhabitants of Choroszcz Town and Municipal have now access to Internet. The Project is a part of actions taken in Podlasie voivodeship which are aimed at improving the access of the inhabitants to Internet. Within 2007–2013 Eastern Poland Operating Programme, a broadband network is being built. This network will enable the inhabitants of the region access Internet in the areas where no major provider is willing to operate. Nowadays, Internet is not only a source of information and entertainment. It facilitates dealing with administrative matters, making appointment with a doctor or using banking services without leaving the house.

    The article intends to discuss the impact of the development of IT and logistics systems on the development of ICT networks in the context of practical application in the area of transport, especially in the area of railway transport in Poland. At present, PKP PLK is involved in the construction of a teletransmission network, to be used mainly with ERTMS. According to the author, development of the network should be planned in such a way that this network is able to satisfy the current and future needs of all railway companies in the area of data transmission, making it possible for such railway companies to extend their range of ICT services to include other forms of transport. Systems of railway traffic control should be established within a physically isolated fibre-optic network (isolated fi bres in fibre-optic cables).

    Szybki postęp w rozwoju technologii informatycznych i zmiany kanałów komunikacji nie pozostają bez wpływu na sposób komunikacji międzyludzkich, szybkość pozyskiwania informacji, jak również sposób wykorzystania ich w celu pozyskania towaru bądź usługi. Problem wykorzystania technologii informacyjno-komunikacyjnych można analizować z punktu widzenia dążeń, celów i wartości, ale także z punktu widzenia możliwości aktywnego udziału w rozwoju społeczeństwa informacyjnego. Nie da się jednak poznać zachowań współczesnych internautów bez analizy poziomu dostępności do narzędzi informatycznych koniecznych do funkcjonowania użytkownika w danej społeczności. Celem opracowania jest przeprowadzenie oceny skali wyposażenia w sprzęt komputerowy oraz dostęp do Internetu w polskich gospodarstwach domowych w roku 2013. Analiza została oparta na danych statystycznych opublikowanych przez Główny Urząd Statystyczny. Wskaźniki wyposażenia gospodarstw domowych w sprzęt komputerowy i dostęp do Internetu, w tym za pomocą łącza szerokopasmowego, rosną. W ostatnich latach w największym stopniu zwiększyła się liczba gospodarstw domowych wyposażonych w łącze szerokopasmowe, niemniej jednak polskie gospodarstwa domowe poziomu „europejskiego” jeszcze nie osiągnęły. Artykuł ma charakter badawczy.
    The quick progress in development of information technologies and changes in the communication channels are not free of the impact on the way of interpersonal communication, the speed of information acquisition as well as the way of use thereof for good or service acquisition. The problem of the use of ITC may be analysed from the point of view of endeavours, goals, and values, but also from the point of view of the possibility to take an active part in the development of information society. However, one cannot learn contemporary Internet users’ behaviours not analysing the level of accessibility of IT tools necessary to user’s functioning in a given community. An aim of the study is to assess the scale of equipment with hardware and access to Internet in Polish households in 2013. The analysis is based on the statistical data published by the Central Statistical Office. The indices of households’ equipment with hardware and access to Internet, including with the broadband connection, have been growing. In the recent years, the highest was the increase in the number of households equipped with broadband connection; nevertheless, Polish households have yet not reached the ‘European’ level. The article is of the research nature.
    Быстрый прогресс в развитии информатических технологий и изменения в каналах сообщения не остаются без влияния на способ коммуникации между людьми, быстроту получения информации, а также на способ ее использования для обретения товара или услуги. Проблему использования информационно-коммуникационных технологий можно анализировать с точки зрения стремлений, целей и ценностей, но и с точки зрения возможности активного участия в развитии информационного общества. Однако невозможно узнать поведение современных интернавтов без анализа уровня доступности информатических инструментов, необходимых для функционирования пользователя в данном обществе. Цель разработки – провести оценку масштаба оснащения компьютерной техникой и доступа к интернету в польских домохозяйствах в 2013 г. Анализ основан на статистических данных, опубликованных Центральным статистическим управлением. Показатели оснащенности домохозяйств компьютерной техникой и доступа к интернету, в том числе с помощью широкополосного соединения, возрастают. В последние годы в самой большой степени увеличилось число домохозяйств, оснащенных широкополосным соединением, тем не менее однако польские домохозяйства еше не достигли среднего для Европы уровня. Статья имеет исследовательский характер.

    On the basis of an analysis of the EU regulatory framework on network and information systems security, the authors share the opinion that the geopolitical and economic factors of development, Ukraine may apply for inclusion in the global information infrastructure intended to connect all telecommunication and computer networks in globally, and is emerging to address complex issues such as security, privacy, hardware and software compatibility, identity management, digital rights management, and more. It is a European vector of integration of Ukraine for the creation of next-generation digital networks. However, it requires not only the proclamation of these directions as a priority but also the political will of the authorities and the establishment of a mechanism of interaction between public authorities and civil society institutions with the involvement of Ukraine’s strategic partners. The development of balanced interaction with the global digital infrastructure, strategic programming of digital preservation development and data processing, including energy and telecommunications infrastructure, creation and implementation of macro models inclusive development of Ukraine as a guarantee of information security.
    Na podstawie analizy ram regulacyjnych UE dotyczących bezpieczeństwa sieci i systemów informatycznych autorzy podzielają opinię, że geopolityczne i ekonomiczne czynniki rozwoju Ukrainy mogą ubiegać się o włączenie do globalnej infrastruktury informacyjnej, mającej na celu połączenie wszystkich telekomunikacyjnych i komputerowych sieci w skali globalnej i coraz częściej pojawia się ten postulat w celu rozwiązania takich problemów, jak bezpieczeństwo, prywatność, zgodność sprzętu i oprogramowania, zarządzanie prawami cyfrowymi. Europejski wektor integracji Ukrainy został wybrany w celu tworzenia sieci cyfrowych nowej generacji. Wymaga to jednak nie tylko ogłoszenia tych priorytetowych kierunków, ale także woli politycznej władz i wyboru mechanizmu interakcji między władzami publicznymi a instytucjami społeczeństwa obywatelskiego przy zaangażowaniu strategicznych partnerów Ukrainy. Rozwój zrównoważonej interakcji z globalną infrastrukturą cyfrową, strategiczne programowanie rozwoju ochrony zasobów cyfrowych i przetwarzania danych, w tym infrastruktury energetycznej i telekomunikacyjnej, tworzenie i wdrażanie makropoleceń – stanowią gwarancję bezpieczeństwa informacyjnego Ukrainy.

    This third overview of EU competition and sector-specific regulatory jurisprudential and case law developments with a nexus to Poland covers the years 2010 and 2011. This period of time is worth noting for several reasons. First, EU courts delivered a significant number of judgments in ‘Polish’ cases including an increased number of preliminary rulings. Second, 2010-2011 developments were dominated by judgments and decisions concerning telecoms. Finally, the Commission adopted only a handful of Polish State aid decisions following a formal investigation procedure under Article 108(2) TFEU. The main developments in telecoms relate to the Court of Justice's preliminary reference judgment in Tele 2 Polska focusing on the interpretation of Regulation 1/2003 and the PTC v UKE ruling that dealt with number portability charges. Relevant is also the antitrust prohibition decision issued by the Commission against Telekomunikacja Polska S.A. for its refusal to grant access to its wholesale broadband services. In other fields, the Court of Justice delivered three State aid judgments (including two appeals against pre-2010 judgments of the General Court) and two judgments in infringement proceedings (regarding pre EU Accession marketing authorisations for medicines and the reutilisation of data from the public sector). The General Court ruled on appeal in the butadiene rubber cartel case (e.g. in Trade-Stomil v Commission). Finally, the Commission dealt with a merger case with a truly Polish specificity (Kraft Foods/ Cadbury), approved subject to divestiture of the E. Wedel brand.
    Ce troisième aperçu portant sur les développements de la réglementation relative au droit de la concurrence de l’UE et droit séctoriel, ainsi qu’à la jurisprudence ayant un lien imporatnt avec la Pologne, couvre les années 2010 et 2011. Cette période vaut l’intérêt pour plusieurs raisons. Premièrement, les tribunaux de l'UE ont délivré un nombre important d'arrêts dans les cas « polonais » dont un nombre croissant de questions préjudicielles. Deuxièmement, les développements en 2010-2011 ont été dominés par les jugements et décisions concernant les télécommunications (télécoms). Enfin, la Commission n’a adopté qu’un petit nombre de décisions sur les aides de l’État polonais à la suite d'une procédure formelle d'examen conformément à l'article 108 (2) du TFUE. Les développements principaux dans les télécoms se rapportent au renvoi préjudiciel de la Cour de justice dans le cas Tele 2 Polska portant sur l'interprétation du règlement 1/2003 et celui relatif au cas UKE v PTC sur les frais de portabilité des numéros. La décision concernant une infraction en application adoptée par la Commission contre Telekomunikacja Polska SA pour son refus d'accorder l'accès à ses services de gros de la large bande est également pertinente. Dans les autres domaines, la CJCE a rendu trois arrêts sur les aides d'État (deux recours contre les arrêts rendus par le Tribunal de première instance avant 2010) et deux arrêts dans une procédure d'infraction (en ce qui concerne les autorisations de marketing pour la médecine préalables à l'adhésion à l’UE et la réutilisation des données du secteur public). Le Tribunal de première instance a statué sur le recours dans le cas de cartel caoutchouc butadiène (par exemple le cas Trade-Stomil v Commission). Enfin, la Commission a traité un cas de fusion avec une spécificité typiquement polonaise (Kraft Foods / Cadbury), approuvé assujetti à la cession de la marque E. Wedel.
