Driving speed is an important risk factor, especially when negotiating horizontal curves. Therefore it may be useful in extracting surrogate measures to proactively safety assessment, a practice consistent with a current shift towards a Safe System approach to addressing road trauma. Review of previous literature indicated two categories of studies: (1) studies focusing on a safe driving perspective, i.e. studies primarily interested in finding the cut-off point in FCD data characteristics between safe and unsafe driving; (2) studies focusing on relating meaningful risk rates (percentages of exceeding the risk thresholds) to specific locations, and thus identify safety critical sites. However, no study was found that specifically focused on the relationship between kinematic characteristics (other than just speed) and road curves. The presented study focused on exploring the relationship between acceleration and jerk thresholds and crashes occurring on road curves. The first objective was to determine meaningful acceleration and jerk thresholds to utilize in explaining safety performance when negotiating curves. For this purpose floating car data (FCD) from a fleet of company vehicles, driving in rural sections of national roads in the Czech Republic, was collected and used to derive and validate potential surrogate safety measures. FCD presents in-vehicle information with several benefits compared to traditional techniques, such as feasibility of data collection, relatively unlimited spatial coverage, and availability of historical data. In the analysis, lateral acceleration and longitudinal jerk were found to be the most influential measures of curve safety performance. To sum up, the exploratory study outlined a practical approach to proactive evaluation of road curve safety: FCD data can generate useful surrogate measures of curve safety (acceleration and jerks) associated with crash history. A larger study is required to strengthen robustness of the results and provide confidence necessary for practical application. Potential use cases may include conducting interim evaluations of curve road safety treatments, or in-vehicle monitoring devices for detection of potentially unsafe manoeuvers and providing real-time feedback to drivers based on a combination of identified safety thresholds.

Opis:
Speed is a critical transportation concept – it is one of the most important factors that road users consider in relation to route convenience and efficiency; at the same time speed has been recognized as the most influential risk factor. To improve speeding analyses, an emerging data source – probe vehicle data (also known as floating car data), may be used. This data enables obtaining information on vehicle speeds, without being limited in time and space. To prove the feasibility of using this data, a study was conducted on a sample of Prague expressway and collector roads. Firstly, probe data sample validity was checked through comparison to a traditional speed measurement technique – average speed control. Secondly, descriptive analysis of speeding was performed, focusing on speeding differences across homogeneous road segments in individual hour intervals. Thirdly, statistical models were also developed to explain which road parameters contribute to speeding. Analysis utilized cross-section and geometry parameters, which may potentially be related to speed choice and driving speed and speeding. In general, the applied concept proved as feasible: particularly night time was found more prone to speeding, and the rates were significantly different between segments. Statistical models indicated the statistically significant influence on speeding: lower speed limit, lower number of lanes, absence of roadside activities, or presence of horizontal curves. Information on these factors may be generalized and used for planning adequate speeding countermeasures. Final discussion also identified and described several challenges for future research, including free-flow speed estimation uncertainty, quality of speed-safety models, and potential multicollinearity of explanatory variables.

Transport systems in cities must be constantly adjusted to accommodate the ongoing changes in the environment. Apart from life quality expectations, civilizational growth requires also meeting certain requirements in terms of safety and environmental protection. The aim of this study is to determine the extent of the implementation of the postulates of Target 2, Goal 11. of the UN Agenda for Sustainable Development through the projects submitted to participatory budgeting. When analysing the projects submitted by city dwellers, special attention was paid to those intended to introduce changes in the city’s transport system. The study takes into account all of the previously implemented participatory budgets. Amongst the total of 1478 projects submitted in the years 2013-2019 316 concerned transportation issues. 46 of them were selected by vote by city dwellers. They were mostly projects concerning the construction and extension of bicycle paths and increasing the safety of pedestrians. The study findings show how big interest city dwellers have in transport and communication issues. The selection of projects submitted in this regard can contribute greatly to increasing safety, reducing the impact on the environment and, in effect, improving the quality of city life.

Interchanges are a key and the most complex element of a road infrastructure. The safety and functionality of interchanges determine the traffic conditions and safety of the entire road network. This applies particularly to motorways and expressways, for which they are the only way to access and exchange traffic. A big problem in Poland is the lack of comprehensive tools for designers at individual stages of the design process. This applies to guidelines or other documents regarding the location, choice of interchanges type and selection of design parameters. This does not provide sufficient material for designing safe and functional interchanges. This situation results in numerous hazards that occur on existing interchanges and errors that are still being made at all stages of the design process. Consequently, there is a risk of accidents in the area of interchanges, which often have serious consequences. The purpose of the research presented in the article is to identify main groups of hazards on the interchanges and to classify them based on field tests and audits of project documentation. The prepared classification uses the results of analyzing data on road accidents. As part of the research, a database was built that includes information on road accidents and traffic, as well as data on all existing interchanges on motorways and expressways in Poland. These data includes: interchange type, length of exit and entry lanes, total interchanges length, type of cross-section on main roads and ramps. The number and type of ramps occurring at a given interchange as well as the type of intersections, if any, were also taken into account. Based on the assessment, the level of safety was determined for individual types of interchanges. Then, the impact of selected road and traffic factors on safety was presented. The critical elements of interchanges are entries, exits, weaving sections and intersections. Assumptions were also adopted for the classification of identified hazards. A comprehensive safety assessment for interchanges allowed the development of assumptions for their design guidelines. On the basis of database exploration and field research, the main problems and hazards regarding the functioning of interchanges were identified.

The article presents the results of preliminary research into the behaviour of drivers at turbo-roundabouts. The subject of the research included the frequency of driver behaviour against the traffic rules, and the speed at which vehicles drive through turbo-roundabouts. One of the crucial problems which was analysed was the influence of different kinds of traffic lane division on the behaviour of drivers. The analysis results affirm that the raised lane dividers can visibly improve the propensity of drivers to stay within the designated traffic corridor. However, it does not eliminate the phenomenon of improper lane changing on circulatory roadway. The physical separation of traffic lanes has not been determined to introduce any additional hazard. The speed of vehicles encroaching upon the neighbouring traffic corridor is visibly higher than this of vehicles following traffic rules. Using crash prediction models developed for single- and multi-lane roundabouts, the authors of the research estimated that lane dividers may reduce the number of crashes from about 10% to 17%.

Opis:
The research on improvement of methodical approaches to definition of the probable reasons of infringement of conditions of stability of freight cars from derailment is carried out. Using a basic computer model of the dynamics of a freight car, the influence of the characteristics of the technical condition of their running gear and track on the indicators of empty cars stability from derailment was studied through the computational experiment. The article presents the main statements of the research methodology, which provides the analysis of probable causes of derailment of freight cars by conducting a series of numerical experiments with logging the progress of calculations and saving the results. Factor analysis was used to interpret the calculated data with an assessment of each of the factors influence or their combination on the probability of derailment. The developed procedure of the simulation experiment provides a step-by-step study of the freight cars derailment conditions, including factors structuring and ranking, development of experimental plan, calculating coefficients of wheel pairs resistance to derailment from rails, provided that the wheel flange rolls onto the rail head, and determining the degree of influence of relevant factors on the dynamic stability of cars from derailment. A comparative analysis of the stability of cars in rail tracks was performed using the introduced concept of the combined coefficient of stability of wheel pairs against derailment. Determining the probable causes of car derailment is based on scanning the parameter field. The results of the parametric study revealed the degree of influence on the freight cars stability of running gear technical condition characteristics. In particular, it is determined that the most dangerous in terms of stability loss of empty cars in the track is the exceeding of the wedges of the vibration dampers.

W artykule podjęto problem zapewnienia bezpieczeństwa w transporcie drogowym w sytuacjach kryzysowych, a także zapewnienia ciągłości komunikacyjnej. Skupiono się na powodziach gdyż w naszym kraju to one są często przyczyną uszkodzonych tras komunikacyjnych i obiektów mostowych. Mamy wtedy do czynienia nie tylko z problemem zniszczonej infrastruktury drogowej, ale także problem szybkiego przywrócenia drożności i tym samym przywrócenia bezpieczeństwa ruchu. W artykule podano sposoby na sprawną odbudowę zniszczonych dróg, przy wykorzystaniu geosyntetyków. Przedstawiono także postępowanie w przypadku zniszczonych obiektów mostowych. Zaproponowano również koncepcję adaptacji mostu tymczasowego na most stały, w celu zmniejszenia kosztów związanych z remontem. Problematyka podjęta w artykule ma zwrócić uwagę na opracowanie sposobów działania w sytuacjach kryzysowych, kiedy bezpieczeństwo użytkowników ruchu jest obniżone.
The article discusses the problem of ensuring road safety in emergency situations and to ensure continuity of communications. Focused on the floods in our country because they are often the cause of damaged roads and bridges. We then have to deal not only with the problem of road infrastructure destroyed, but also the problem of rapid restoration of patency and thus restore traffic safety. The article presents methods for efficient reconstruction of damaged roads, with the use geosynthetics. Also shows up in the case of damaged bridges. Also proposed the concept of adaptation of the temporary bridge to the bridge solid, in order to reduce the costs associated with the renovation. Problems in the article is taken to pay attention to the development of methods in case of emergencies, when the safety of road users is reduced.

Objectives. Evidence increases that cognitive failure may be used to screen for drivers at risk. Until now, most studies have relied on driving learners. This exploratory pilot study examines self-report of cognitive failure in driving beginners and error during real driving as observed by driving instructors. Methods. Forty-two driving learners of 14 driving instructors filled out a work-related cognitive failure questionnaire. Driving instructors observed driving errors during the next driving lesson. In multiple linear regression analysis, driving errors were regressed on cognitive failure with the number of driving lessons as an estimator of driving experience controlled. Results. Higher cognitive failure predicted more driving errors (p < .01) when age, gender and driving experience were controlled in analysis. Conclusions. Cognitive failure was significantly associated with observed driving errors. Systematic research on cognitive failure in driving beginners is recommended.

The high concentration of vehicles and pedestrians at traffic lights makes them a common place for road accidents to occur. The main reason for them is the behavior of vehicle drivers and pedestrians, who often violate the traffic law because of incorrect judgments. This study investigates a special type of traffic lights, which are located on places without roads intersection. In the present study, a concept for improving the safety of such traffic lights is suggested. The method suggests a novel algorithm for the detection of pedestrians, based on image processing and a background pattern. The concept of the detection system makes it applicable in different climatic conditions, such as rain, snow, dust, etc., and offers many advantages over the current situation in Bulgaria. The intelligent system only detects pedestrians in the waiting zones, in order to optimize the traffic problems, such as traffic delays, use by disabled people, protection against troublesome users, etc.

The final sections of main access roads to the cities require especial attention as the frequency of accidents in these road sections are considerably higher than other parts of interurban roads. These road sections operate as an interface between the rural roads and urban streets. The previous researches available on this subject are limited and they have also mainly focused on a narrow range of factors contributing to the accidents in these areas. The main contribution of this research is to consider a relatively comprehensive range of potential factors , and to examine their impacts through the development and comparison of both conventional probabilistic models and Artificial Neural Network (ANN) models. For this purpose, information related to the main access roads of three major Iranian cities were collected. This information consisted of accident frequency data together with the field observations of traffic characteristics, roadway conditions and roadside features of these roads. Various ANN and probabilistic models were developed. The frequency of accidents, i.e. fatal, injured, or damaged accidents, was considered as the output of the developed models. The results indicated that a hybrid of ANN models, each comprised of 10 input variables representing traffic, roadway and roadside conditions, outperformed several probabilistic models, i.e. Poisson, Negative binomial, Zero-truncated Poisson, and Zero-truncated Negative Binomial models, also developed under similar conditions in this study. Moreover, effective roadway width, roadway lighting condition, the standard deviation of vehicles speed, percentage of drivers violating the speed limit, average annual daily traffic, percentage of heavy goods vehicles, the density of roadside commercial and industrial land uses, the density of median U-turns, the density of local access roads, and the effective width of the left-side shoulder were identified as the most effective factors contributing to the accidents in these areas. The developed ANN model can be used as a tool to predict accident rates in these road sections, and to estimate a potential reduction in the accident rates, following any improvements in the major factors contributing to the traffic accidents in these areas.

The increasing number of road accidents nowadays seems to by a global problem. Apart from the obvious causes of accidents, such as violation of road traffic rules by drivers and pedestrians, the drunk driving, poor quality of road infrastructure, the technical faults of vehicles should also be take into account. Reasons of technical failures can be the failure of parts, components and assemblies caused by aging, poor quality or non-observance of technological norms when they are installed. It is possible to prevent the occurrence of faults by applying warning methods, one of which is obligatory periodic technical inspection. The purpose of this article is to analyze the characteristic features of the systems of technical inspections in automotive transport used in Poland and Russia. It makes it possible to identify common features and distinctive features of systems in both countries.
Wzrost liczby wypadków drogowym jest obecnie ogólnoświatowym problemem. Razem z głównymi przyczynami wypadków drogowych, tj. naruszanie zasad ruchu drogowego przez kierowców i pieszych, jazdą po spożyciu alkoholu, niedostateczną jakością drogowej infrastruktury technicznej, powinno się także uwzględniać usterki samochodów, jako istotny czynnik pośredni. Przyczynami defektów technicznych samochodów mogą być uszkodzenia części i komponentów spowodowane starzeniem, złą jakością lub nieprzestrzeganiem norm technicznych podczas ich montażu. W celu zapobiegania występowania usterek możliwe jest stosowanie działań zapobiegawczych. Jednym z nich jest okresowe badanie techniczne. Celem niniejszego artykułu jest analiza specyfiki systemów kontroli stanu technicznego samochodów przyjętych w Polsce i Rosji oraz identyfikacja ich cech wspólnych oraz charakterystycznych.

The article presents the issue of the implementation of speed management measures on regional roads, whose character requires the use of different solutions than those on national roads. The authors briefly described speed management measures, the conditions for their implementation and their effectiveness with reference to environmental conditions and road safety. The further part of the paper presents selected results of the authors' research into the speed on various road segments equipped with different speed management measures. The estimations were made as to the impact of local speed limits and traffic calming measures on drivers' behaviour in free flow conditions. This research found that the introduction of the local speed limits cause reduction in average speed and 85th percentile speed up to 11.9 km/h (14.4%) and 16.3 km/h (16.8%) respectively. These values are averaged in the tested samples. Speed reduction depends strongly on the value of the limit and local circumstances. Despite speed reduction, the share of drivers who do not comply with speed limits was still high and ranged from 43% in the case of a 70 km/h limit, up to 89% for a 40 km/h limit. As far as comprehensive traffic calming measures are concerned, results show decrease in average speed and 85th percentile speed up to 18.1 km/h and 20.8 km/h respectively. For some road segments, however, the values of average speed and 85th percentile speed increased. It confirms that the effectiveness of speed management measures is strongly determined by local circumstances.
