Nieuniknione jest, że ta sytuacja będzie wpływać na wzrost liczby wypadków. Bardzo częstą przyczyna wypadków i kolizji jest niejasna, niewłaściwa i niedostateczna infrastruktura drogowa. W artykule zostaną poruszone kwestie związane z podejmowanymi działaniami w sferze infrastruktury drogowej, które mają bezpośredni wpływ na poprawę bezpieczeństwa ruchu drogowego. Niniejszy artykuł stanowi drugą z dwóch części.
In recent years the number of road users has grown rapidly and due to that fact the traffic congestion has also increased. The economic development of the country is in favour of those tendencies and in the nearest future we will observe further increase in number of road users. As a result, the increase in number of accidents is unavoidable. The cause of accidents and collisions on the roads is often the vague, improper and insufficient road infrastructure. The article refers to issues connected with undertaken actions in reference to road infrastructure which have direct influence on road safety. This article is the second out of two parts.

Opis:
The impact of the economic crisis, i.e. the decrease in purchasing power in the Republic of Croatia, has been reflected negatively on the sales of new road vehicles and the maintenance plan of used road vehicles. A comparison of the results of technical inspections on vehicle roadworthiness has indicated a slight increase in unroadworthy vehicles, with a tendency for this to increase. Unroadworthiness and the average age of vehicles amounting to 12.18 years prompt for thinking about road safety in the Republic of Croatia. This paper aims to establish the extent of the increase in vehicle unroadworthiness and the importance of its reduction in order to increase road safety. The Republic of Croatia has adopted the National Road Safety Program for 2011-2020, accepting thereby a task that will be difficult to accomplish without organising training on the importance of vehicle roadworthiness.
Die Folgen der Wirtschaftskrise bzw. die verminderte Kaufkraft in der Republik Kroatien haben den Verkauf von neuen und den Instandhaltungsplan von gebrauchten Straßenfahrzeugen negativ beeinflusst. Durch den Vergleich der mit der Verkehrstauglichkeit von Straßenfahrzeugen verbundenen Ergebnisse technischer Kontrollen ließ sich ein leichter Anstieg von verkehrsuntauglichen Fahrzeugen, mit einer Tendenz zur Erhöhung, feststellen. Die technische Untauglichkeit sowie das Durchschnittsalter von Straßenkraftfahrzeugen von 12,18 Jahren lassen Bedenken über die Sicherheit des Straßenverkehrs in der Republik Kroatien aufkommen. Das Ziel dieser Untersuchung war es festzustellen, wie stark die Verkehrsuntauglichkeit von Straßenfahrzeugen angestiegen ist sowie auf die Wichtigkeit ihrer Minderung hinzuweisen, mit dem Zweck, die Sicherheit des Straßenverkehrs zu erhöhen. Die Republik Kroatien hat das Nationalprogramm der Sicherheit im Straßenverkehr 2011-2020 verabschiedet und sich dadurch vor eine schwierige Aufgabe gestellt, die sie ohne Schulungsveranstaltungen, welche die Wichtigkeit der Verkehrstauglichkeit von Fahrzeugen zum Thema haben, wohl kaum erfüllen kann.

W istniejących realiach, świadczących o dużej liczbie wypadków drogowych skutkujących licznymi ofiarami i pogorszeniem stanu zdrowia wielu ludzi oraz dużych stratach materialnych, celowym jest zastanowienie się nad tym zagadnieniem. Właściwe oznakowanie w ruchu drogowym ma niewątpliwie wpływ na poziom bezpieczeństwa w tym obszarze. Kierujący pojazdami nie stosują się w wielu sytuacjach do znaków i sygnałów drogowych, ponieważ ich rozmieszczenie i usytuowanie wydaje się być często niezgodne z logiką i celowością ich zastosowania. Niesie to za sobą wiele przykrych – o których wspomniano już – konsekwencji, ale również (i często) przejawia się w samym lekceważeniu obowiązujących przepisów prawnych w komunikacji drogowej, co w konsekwencji obniża poziom kultury bezpieczeństwa, postrzeganej z punktu widzenia nauk o bezpieczeństwie.
It is worth investigating the problem of whether the contemporary organization of the road safety management system in Poland takes into account in its program assumptions significant social and economic costs caused by numerous road accidents and „sees“- in a proper way – problems of road marking with signs and signals as one of the main reasons for this state of affairs. In the existing realities, proving the high number of road accidents resulting in numerous victims and deterioration of the health condition of many people and large material losses, it is purposeful to reflect on this issue. Proper road marking undoubtedly affects the level of safety in this area. The drivers of vehicles do not apply in many situations to traffic signs and signals, because their location and location often seems to be incompatible with the logic and purpose of their use. It involves many unpleasant – as mentioned above – consequences, but also (and often) manifests itself in disregarding the applicable legal provisions in road transport, which in turn reduces the level of safety culture, perceived from the point of view of security sciences.

Mortality caused by road accidents is a significant problem for most countries, including Poland, where approximately 2,900 people die each year, and another 37,359 are injured. Research in this area has been conducted on a large scale. One of the most important elements is the evaluation of factors leading to fatalities in road accidents, which is also the goal of this article. The analysis was based on data on road accidents from the Mazowieckie Voivodeship, which is characterized by one of the highest mortality rates gathered for the period 2016-2018. Owing to the dichotomous form of the studied variable, logistic regression was used. Estimated model parameters and calculated odds ratios allowed to assess the effect of selected factors on road traffic mortality rate. As significant, the type of the perpetrator and the traffic participant, sex and age of the victim, road lighting, and the driver’s experience were selected. It was assessed that pedestrians are the group most exposed to death in a road accident, both as perpetrators and victims. It was also pointed out that the risk of death for women is 1.8 times higher than men. In addition, the effect of driving experience is also important, and the risk of death is 0.64 times lower for drivers with longer practice. It was also assessed that with each subsequent year of life, the risk of death in a road accident increased by 2%. Furthermore, according to incident site lighting, the study demonstrated that the risk of death was greatest when driving at night on an unlit road. The results obtained may support public safety and law enforcement authorities in carrying out preventive actions and also can be helpful in shaping the overall strategy on road safety.

Cyclists are a vulnerable group of road users, especially when no separate infrastructure for cyclists is provided. Then, road factors such as distance and altitude differences can indirectly affect cyclists' safety. Therefore, the authors proposed a procedure based on the geometric characteristics of the road that can determine riding difficulties for cyclists. The proposed procedure can be used both by the public authorities who manage cyclists' safety and as a method of classifying the road network for cycling. The proposed procedure, based on the use of pattern recognition techniques, analyses data from a sample of nine riders who travelled on rural roads within the Municipality of Messina (Italy) to classify the roads according to their cycling difficulty. For each rider, duration, distance, road slope, altitude difference and spent calories have been measured and analysed. The collected data were used for the development of a model capable of predicting the cyclist’s physical effort as a function of the road alignment itself. Knowing the effort required to cycle along a route can contribute to a more complete assessment of road classification, commonly defined according to motor vehicles. Moreover, it may constitute a measure determining the safety of cycling by encouraging cyclists to travel along roads compatible with their physical abilities.

Niniejszy artykuł porusza zagadnienia z dziedziny inżynierii ruchu. Zgodnie z jej założeniami ruch drogowy to system składający się z 3 nierozerwalnych elementów, którymi są człowiek, pojazd oraz droga. W artykule autorka skupiła się na powiązaniach pomiędzy 2 z tych elementów: człowiekiem jako użytkownikiem drogi a drogą, która powinna być elementem podporządkowanym możliwościom i wygodzie użytkownika. Pierwsza część artykułu stanowi wprowadzenie do tematyki. Zostały w niej zaprezentowane dane dotyczące liczby wypadków w ruchu drogowym spowodowanych czynnikiem ludzkim oraz kategorie błędów popełnianych przez kierowców. W dalszej części przeanalizowane zostały biologiczne czynniki wpływające na działania kierowcy, takie jak wzrok, uwaga oraz czas reakcji (ze szczególnym naciskiem na niedoskonałości tych czynników, które powinny być uwzględnione przy projektowaniu dróg oraz organizowaniu ruchu – dzięki temu możliwe jest zapewnienie wyższego poziomu bezpieczeństwa w ruchu drogowym). Celem niniejszego artykułu jest opracowanie praktycznych wniosków do projektowania dróg i organizacji ruchu, które pomogą lepiej dostosować infrastrukturę transportu drogowego do możliwości i naturalnych ograniczeń człowieka. Wnioski te zostały zawarte w podsumowaniu.
This article deals with issues in the field of traffic engineering. According to its assumptions, traffic is a system consisting of three inseparable elements which are man, vehicle and road. In this article, the author focuses on the relationship between two of these elements: human as a road user and a path that should be a subordinate of the user’s capabilities and convenience. The first part of the article is an introduction to the topic of the article. There are presented the data on the amount of road traffic accidents caused by human factors and the categories of errors committed by drivers. In the further part there were analyzed the biological factors which have influence on driver’s actions such as sight, attention and reaction time with particular emphasis on the imperfections of those factors which should be taken into account when designing roads and organizing traffic because it lets to provide a higher level of road safety. The purpose of this article is to develop practical conclusions for road design and traffic management that will help to better adjust the road transport infrastructure to the capabilities and natural limitations of the human person. These conclusions are included in the summary.

One of the important factors on which road safety depends is adequate visibility. This article analyses horizontal visibility within road intersections. The visibility condition depends on many factors, primarily on the geometric parameters of road elements and the location of buildings, fences, vegetation etc., neighboring the road. The aim of the research presented in the study was to determine the current condition of horizontal visibility, on the example of twenty two intersections located mostly in built-up rural area along a provincial road near Czestochowa. The research was carried out by two methods (the analysis of satellite photographs and the visual method) and the obtained results were compared. The assessment of the security level was based on applicable regulations and technical guidelines. It was found that the results of the visibility assessment based only on the analysis of maps and satellite photographs are in many cases overestimated, due to the fact that many small elements not visible in the photographs are not taken into account and the occurrence of convex vertical road arches within the field of visibility. However, the main reason for the insufficient visibility at the many intersections is the fact that the geometrical parameters of roads and their surroundings were shaped in the past when the traffic conditions were completely different. It was also noted that road managers perceive this problem and take measures to increase safety within road intersections.

Przeanalizowano dostępne raporty i sprawozdania na temat bezpieczeństwa w szczególności na przejazdach kolejowych. Zwrócono uwagę na udział zdarzeń pojazdów samochodowych na przecięciu tras drogowych z liniami kolejowymi. Przedstawiono wybrane aspekty poprawy bezpieczeństwa ruchu w transporcie lądowym.
Traffic accidents are a major threat to the participants of transport, especially as we take into account the large number of road fatalities. The paper analyzes the state of safety in the national transport at the meeting point of rail and road transport. The available reports and statements on safety, particularly at railway crossings, were analyzed. The events involving vehicles at the intersection of traffic and railway lines were alsoanalyzed. Moreover, selected aspects of traffic safety improvement in land transport were presented.

In the paper methods for conducting Road Safety Inspections (SIs) in Italy and Poland are described and compared. The goal of the study is to improve the quality and efficiency of the safety inspections of road network by using low cost equipment (GPS, Tablet, Camera) and specific software. Particular attention was paid to the need for proper calibration of factors, causing traffic safety hazard associated with road infrastructure. The model developed according to the Italian procedures was adapted to comply with the checklists and evaluation criteria of the Polish guidelines. Overall, a good agreement between the two approaches was identified, however some modification was required to include new safety issues, characteristic for the Polish network for safety inspection of two lane rural roads. To test the applicability about 100 km of regional two lane roads in Poland were inspected with Polish and Italian procedures.

W artykule przedstawiono wybrane możliwości wykorzystania mobilnego symulatora jazdy samochodu ciężarowego i autobusu w zakresie badań nad bezpieczeństwem drogowym. Obecnie symulatory są szeroko stosowane w szkoleniu kierowców, które z powodzeniem zdaniem autorów artykułu mogą znaleźć zastosowanie również w badaniach nad bezpieczeństwem. W artykule uwagę zwrócono na produkty, które powstają w naszym kraju, są efektem prac polskich konstruktorów lub wdrażaniem licencji konstrukcji zagranicznych. Opisano kwestie związane z budową i zastosowaniami symulatora jazdy samochodem. Badanie, szkolenie lub doskonalenie umiejętności kierujących pojazdem w warunkach ruchu drogowego jest niebezpieczne i drogie. Rozwój technik symulacyjnych, wzrost wydajności komputerów i układów do generowania obrazów umożliwił budowę wirtualnych środowisk badań I szkolenia kierowców – symulatorów jazdy samochodem. Poza badaniami kierowcy i jego środowiska pracy, wyposażenia i stanu technicznego pojazdu, obecnie symulatory są coraz powszechniej wykorzystywane w procesie szkolenia.
The selected possibilities of using driving simulator truck and bus. Currently, simulators are widely used in driver training that successfully, according to the authors of the article can also be used in security research. Describes issues related to the construction and applications driving simulator. The drivers are the main culprits of accidents. Improving no-traffic safety must involve changing driver behavior, increase the sense of responsibility for their behavior, decisions. The study, training or skills guiding the vehicle in traffic conditions is dangerous and expensive. Development of simulation techniques, increase productivity poor ditch and systems for generating images enabled the construction of virtual environments for research and training drivers-simulators drive. Their application increases the independence of weather conditions, promotes the growth of reproducibility of results. Besides testing the driver and his working environment, equipment and the technical condition of car currently simulators are increasingly being used in the training process.
