    In the case-law and in the literature on the subject, there is disagreement as to whether it is permissible to regulate in the statute of the auxiliary unit the principles and procedure for dismissal of a member of the resolution body of that auxiliary unit. Such a possibility also does not arise directly from the Act on Communal Self-government, as it does not regulate the issue of dismissal of members of legislative bodies coming from direct elections. If it is assumed that a community council had been given the opportunity to make decisions on specific matters related to the local community, then it is justified in the context of the interests of that community to discipline community councillors, e.g., depending on their attendance at the council sessions.

    The aim of this article is to bring closer the issues related to the functioning of villages – auxiliary units of a commune characteristic for rural areas. The study indicates the legal basis for the functioning of these units, starting with the Constitution, through statutory acts, ending up with acts creating their legal position, that is statutes. The status of individual village authorities and the basic principles of their financing have also been discussed, often referring to the reality of the Gryfino commune. In addition, the opinion of legal scholars and commentators as well as the jurisprudence on the above issues has been taken into account.

    Opis:
    A danger of conflict of interests in case of election to a legislative or an executive body of an auxiliary unit exists both with regard to executive positions and all local self-government employees (including councillors). A prohibition of standing for a position in the legislative (or executive) body of the auxiliary unit by a local self-government officer is not admissible, because regulating human rights may be exclusively regulated by statutes. Introducing statutory provisions concerning a formal incompatibility may prevent such conflict of interests. Such problem (conflict of interests) does not exist in case when the local government officer resides and works in different communes.

    Problematyka artykułu ma wyraźny związek z pandemią COVID-19 i jej negatywnym wpływem na partycypację. W 2020 r. pandemia i związany z nią lockdown czasowo przerwały deliberację w procesach budżetowych w ponad stu polskich miastach. Jednak zarazem w ogólnym pejzażu oraz w kształcie topografii budżetowania obywatelskiego w Polsce wiele się nie zmieniło. Nadal jest to teren dla deliberacji niełatwy, choć jest ona możliwa. Autorzy artykułu podjęli próbę przybliżenia skutków oddziaływania tych elementów ustawowej regulacji budżetów obywatelskich, które nie sprzyjają rozwojowi deliberacji. Wyniki analiz odniesiono do znanej w literaturze modelowej typologii partycypacji w budżetowaniu obywatelskim, z uwzględnieniem przypadków trzech polskich miast.
    The issues discussed in this article are clearly related to the COVID-19 pandemic and its negative impact on civic participation. In 2020, the pandemic and combined lockdown temporarily interrupted deliberation of budget processes in over a hundred Polish cities. However, not much has changed in the general landscape and in the shape of the topography of civic budgeting in Poland. It is still a difficult area for deliberation, although it is possible. The authors of the article have attempted to present the effects of those elements of the statutory regulation of civic budgets that are not conducive to the development of deliberation. The results of the analyzes were compared to the typology of participation in civic budgeting known in the literature, taking into account the cases of three Polish cities.

    Armoured Fighting Vehicle (AFV) personnel are being subjected to high ambient temperatures, humidity and radiant heat loads for hours during deployments in the hot dry desert or warm humid tropical environment. The heat stress is even worst while operating the AFV in Nuclear Biological & Chemical (NBC) Protection mode. Maintaining crew 's physical and cognitive performance amidst all of the stressors of the battlefield is a huge tash. However, if the heat stress imposed by exposure to the climatic extremes of the environment can be controlled with the use of a microclimate cooling system then this allows the soldiers to remain focused on other critical tasks. Life Support System (LSS) is an integrated Microclimate and/or Individual Crew Cooling System (ICCS) integrated with NBC Protection system. The use of LSS or LSS that is complimented by Auxiliary Power Unit (APU) on modern AFVs ensures to the mounted soldiers the ability to maintain safe body temperature. This session will discuss the efficiency of LSS and LSS-APU on AFYs.

    Współczesne samoloty pasażerskie należą do czołówki najbardziej niezawodnych i bezpiecznych środków transportu publicznego. Samoloty te certyfikowane są m.in. normą ETOPS (Extended range Twin Operations) zezwalającą dwusilnikowym samolotom pasażerskim operować na trasach długodystansowych, wcześniej niedostępnych dla maszyn o takiej liczbie silników. Norma ETOPS wymaga jednakzastosowania na pokładzie dwusilnikowego samolotu pasażerskiego dodatkowych, awaryjnych źródeł zasilania energią elektryczną, pneumatyczną i hydrauliczną, kompensujących (częściowo) spadek wydajności pokładowych systemów energetycznych przy niesprawności jednego z silników i systemów z nimi powiązanych. W artykule przeprowadzono analizę wykorzystania różnych typów ogniw paliwowych w technice lotniczej oraz przedstawiono projekt wstępny pomocniczej jednostki mocy APU, wykorzystującej ogniwo paliwowe SOFC (Solid Oxide Fuel Cell), przeznaczonej dla (awaryjnego) zasilania energią elektryczną samolotu pasażerskiego w koncepcji „More Electric Aircraft”.
    Modern passenger aircrafts belongs to the one of the most reliable and safe means of public transport. These aircrafts are certified according to ETOPS (Extended-range Twin-engine Operational Performance Standards) and they enable the introduction of twin-engine passenger aircraft on transcontinental routes which were earlier unavailable for twin-engine aircrafts. ETOPS standard requires the use aboard of the twin-engine passenger aircraft additional emergency sources of electrical, pneumatic and hydraulic power which partly compensate a decrease in performance on-board power systems at the failure of one of the engines and systems associated with them. The article describes an analysis of the use of different types of fuel cells in the aerospace engineering and presents preliminary design of the auxiliary power unit APU using fuel cell SOFC (Solid Oxide Fuel Cell), intended for emergency power supply of passenger aircraft in the concept of "More Electric Aircraft".

    The objective of the paper is to adjust for the bias due to unit nonresponse and measurement error in survey estimates of total household financial wealth. Sample surveys are a useful source of information on household wealth. Yet, survey estimates are affected by nonsampling errors. In particular, when it comes to household wealth, unit nonresponse and measurement error can severely bias the estimates. Using the Italian Survey on Household Income and Wealth, we exploit the available auxiliary information in order to assess the magnitude of such a bias. We find evidence that for this kind of surveys, nonsampling errors are a major issue to deal with, possibly more serious than sampling errors. Moreover, in the case of SHIW the potential bias due to measurement error seems to outweigh by far that induced by nonresponse.

    Opis:
    Construction of small area predictors and estimation of the prediction mean squared error, given different types of auxiliary information are illustrated for a unit level model. Of interest are situations where the mean and variance of an auxiliary variable are subject to estimation error. Fixed and random specifications for the auxiliary variables are considered. The efficiency gains associated with the random specification for the auxiliary variable measured with error are demonstrated. A parametric bootstrap procedure is proposed for the mean squared error of the predictor based on a logit model. The proposed bootstrap procedure has smaller bootstrap error than a classical double bootstrap procedure with the same number of samples.

    Możliwość awansu wewnętrznego na stanowisko kierownika samorządowej jednostki organizacyjnej pomocy społecznej wymaga interpretacji następujących przepisów: ustawy z dnia 21 listopada 2008 r. o pracownikach samorządowych, w szczególności art. 20 awans wewnętrzny, ustawy z dnia 12 marca 2004 o pomocy społecznej, w szczególności art. 122 ust. 1 wymagania wobec osób kierujących jednostkami organizacyjnymi pomocy społecznej oraz Rozporządzenia Rady Ministrów z dnia 15 maja 2018 r. w sprawie wynagradzania pracowników samorządowych. W każdym z wymienionych aktów prawa uregulowane zostały inne obligatoryjne wymagania, które muszą zostać spełnione w związku z awansem wewnętrznym. Zatem na mocy obowiązujących przepisów prawa wskazać należy: poprawność przeprowadzenia procedury awansu wewnętrznego; spełnienie ustawowych wymogów w zakresie stażu pracy: 5 lat doświadczenia zawodowego, 3 lata doświadczenia zawodowego w pomocy społecznej; spełnienie wymogu kwalifikacji: wykształcenie wyższe, ukończona specjalizacja z zakresu organizacji pomocy społecznej.
    The possibility of internal promotion to the position of the head of a local government organizational unit of social assistance requires the interpretation of the following provisions: Act of 21 November 2008 on local government employees, in particular art. 20 internal promotion, the Act of 12 March 2004 on social assistance, in particular art. 122 sec. 1 requirements for persons managing social assistance organizational units and the Regulation of the Council of Ministers of May 15, 2018 on remuneration of local government employees. Each of the aforementioned legal acts regulates other obligatory requirements that must be met in connection with internal promotion. Therefore, under the applicable law, the following should be indicated: the correctness of the internal promotion procedure; compliance with the statutory requirements in the field of seniority: 5 years of professional experience, 3 years of professional experience in social assistance; meeting the qualification requirement: university education, completed specialization in the organization of social assistance.
