    Opis:
    In recent years, ideas and applications for autonomous shipping have been rapidly increasing. In most of today’s ship bridge systems decision support systems with different capabilities are installed and officers of the watch rely on them. First tests with fully and constrained autonomous ships are on the way. One of them is the B0 | BZERO project, with the aim of an autonomous 8-hour watch-free bridge, while the ship is still manned. The system’s constraints are captured in the operational design domain (ODD) defining all conditions under which the autonomous system can operate safely. We propose the definition of a preliminary ODD considering both regulatory and technical restrictions. Furthermore, we present a new way of defining the level of autonomy of a ship by using the ODD and navigational specifications.

    The Church is the unity of people that are connected with their faith in Jesus Christ. Faith is a dynamic thing, both in the social and personal area. It is characterized by the developement, progress but as well as regress. Nowadays there is a lot of talking about the faith crisis. The main cause of that crisis there are secularization, pluralism and the cultural globalization. Characteristic property of present times is the secularity, the lack of the references of daily life to the religious area. Characteristic issues of present culture are: fortuity, worldliness and passing, relativity and relativism as well as authonomy and freedom. God, salvation, eternity and many other ideas from religious language area are away from the experience and subsistence. Nowadays Christianity is in a very predicament. It is very big chalenge which would be a subject of theological discussion in the Year of the Faith that was heralded.

    This paper is an introduction to studies of Urban Beautification Societies (“UBSs” in the plural) active in times of Galicia’s autonomy (1867–1914). The Societies were community organisations set up in many cities and towns across Galicia from the 1880s onwards with a view to improve the aesthetic in public urban space. To Galicia, years of its autonomy yielded years of considerable expansion of civic freedoms, including the re-enacted right to association. Formed by individuals with university education, UBSs were popular throughout Galicia, their structure frequently reflecting the local cross-section and specificity of social strata. Established in large, medium-sized, and small cities and towns (such as Cracow and Lviv; Przemyśl; Wadowice and Wieliczka), they attempted to reach their goals chiefly through establishing urban parks and green squares (often as not with accompanying infrastructure, such as tennis courts or bowling alleys); planting trees in market and other public squares and along communication routes; developing aesthetically pleasing small architecture; and taking initiative to erect monuments and install commemorative plaques, usually commissioned with eminent artists. The latter – in large cities in particular, where art communities were large and powerful – were occasionally UBS co-organisers and members, and thus capable of considerable influence over any Society activities, potentially including publishing, graphic artists and painters especially prominent therein.

    Growth prospects for ocean economy are promising because ocean industries are addressing challenges such as food security, energy security and climate change. However, safety and efficiency are the general challenges of ocean operations. Increased automation is believed to solve these problems. This paper discusses the impact of automation on safety and efficiency. A literature review of ‘Human factors’ mainly from the aviation and maritime industries is presented to untangle the human-machine relationship characteristics when increased automation is introduced to operators. A literature review of Hydrodynamics, Guidance, Navigation and Control (GNC) technologies is presented to introduce the state-of-art and associated limitations. It is concluded that, if the industry’s drive is safety and efficiency, then full-autonomy is, at present, not the way to go. Remote control, instead, could facilitate a feasible future, while focused research and development are in need.

    This paper presents a user‐friendly simulator developed based on Windows Forms and deployed as a test bed for validating automatic control algorithms. The effectiveness of some of the integrated track controllers has been tested with free running experiments carried out in the Towing Tank for Manoeuvres in Shallow Water in Ostend, Belgium. The controllers enable a ship to follow predefined random paths with high accuracy. Ship‐to‐ship interaction is considered in some cases. Simulator environments provide useful tools for extending the number of validation scenarios, supplementing the work performed in the towing tank. The simulator is presented with a graphical user interface, aiming at providing a good user experience, numerous test scenarios and an extensively‐validated library of automatic control algorithms. With the usage of the simulator, further evaluation of developed control algorithms by implementing extensive test runs with different ships and waterways could be made. Case studies are shown to illustrate the functionality of the simulator.

    The development of the Ponti cal University of John Paul II in Krakow requires a change in law that regulates the church university. The Apostolic See approved a new statute of the school in question in 2015. The new law is based on the Apostolic Constitution Sapientia christiana and puts an emphasis on the following ideas: church and evangelizing characteristics of the school. The law also underlines autonomy of the University towards Polish state and, at the same time, it declares the openness of the school for multidimensional cooperation with the state.
    Rozwój Uniwersytetu Papieskiego Jana Pawła II w Krakowie wymaga zmian w akcie prawnym, który dotyczy tego kościelnego uniwersytetu. Stolica Apostolska zaaprobowała nowy statut tej uczelni w 2015 roku. Nowe prawo oparto na konstytucji apostolskiej Sapientia christiana. Kładzie ono nacisk na kościelny i ewangelizacyjny charakter uczelni. Nowy statut podkreśla także autonomię uniwersytetu względem państwa polskiego, a jednocześnie deklaruje otwartość uczelni na wielowymiarową współpracę z państwem.

    This paper attempts to answer the question, what is it and what are the conditions for rational and efficient management of public resources, including local government property, in particular, how conducive to it is information about its property prepared by local government units (LGUs), plenty of rope and decision autonomy, local government’s financial system and real estate management.
