    The article examines how EU policies influence regulatory objectives related to digital switchover in Hungary, a relatively typical Central and Eastern European member state. From this perspective we evaluate the significance of the issue of digital switchover in the context of the general EU policy promoting the development of information society. In the light of the development of the European regulatory background we describe and evaluate the steps of the Hungarian regulator taken so far with the purpose of promoting digitisation. We also describe the institutions and the procedure of tendering the frequencies for digital broadcasting, that are based on a balance of political control and administrative procedures. The description may contribute to the identification of the definitive drivers behind the regulatory steps taken towards digital switchover at the national level. Beyond that, it also provides a (possible) explanation of the sudden advance of telecommunications law and tele- communications regulators to the detriment of media regulation and media authorities in this issue.

    Legal issues associated with the implementation of digital terrestrial television is not only important because of the assessment of their effectiveness. It also tips about what future regulators, based on the experience that we gain today analyzing the administrative and legal convergence in connection with the introduction of new technologies. Their importance is crucial to the debate on the concept of public interest and related restrictions, as well as to analyze the role of public administration in its protection. An example characterized by a change in the understanding of the public interest in the regulatory area of audiovisual media is primarily the sphere of market control and rationing. In the light of the development of new technologies and enlarging coverage market forces should be emphasized that for the sake of proportionality, the objectives of public interest and private purposes, and the rights and freedoms need a more flexibility with regard to rules governing conventional audiovisual media services without negation proven and still existing standards.

    Artykuł skupia się na działalności kanału telewizyjnego Zone Europa jako na zjawisku medialnym i estetycznym, i w związku z nim stawia kilka problemów: jaką wartość edukacyjną niesie kino?, jaka jest specyfika europejskiej kinematografii?, jakim narzędziem w budowaniu zbiorowych mitów jest film? Wiele z tych zagadnień wiąże się bezpośrednio z polityką programową stacji Zone Europa. Kanał ten został wprowadzony na rynek środkowo-europejski, w tym także polski, w 1999 roku pod nazwą Wizja Le Cinema. Następnie przez trzy lata – od 2003 do 2006, istniał jako Europa Europa. To prywatna stacja telewizyjna, której twórcy zadeklarowali wypełnianie misji edukacyjnej poprzez wzbogacanie wiedzy filmowej odbiorców. Jak wynika z ich początkowych założeń, ramówka ma odpowiedzieć na zapotrzebowania wymagających widzów, szczególnie zainteresowanych kinem. Autorzy Zone Europa stworzyli manifest programowy stacji, za pomocą którego przedstawili swoistą wizję kina i nietypowy dla stacji komercyjnej cel działania. Podkreślona została szczególnie chęć promowania „europejskiej estetyki filmowej”. Zagadnienia związane z kanałem Zone Europa stanowią punkt wyjścia dla moich rozważań o europejskich mitach i kulturze, również w znaczeniu instytucjonalnym, tj. o europejskiej polityce kulturalnej.
    The article focuses on a television channel called Zone Europa as an interesting media and aesthetic phenomena. It poses some questions regarding Zone Europa: What is the educational value of the cinema? What is the main characteristic of European cinematography? What kind of tool is the cinema in creating common myths? Most of questions seen above are linked to the program policy of Zone Europa channel. The channel was introduced to the Eastern-European market; including Poland in 1999 under the name Wizja Le Cinema. Consequently, for three years from 2003 to 2006 it was called Europa Europa. Creators of this private television declared fulfilling an educational mission by enriching movie awareness to their viewers. As it was stated by them, the Zone Europa’s program policy is to correspond to the most demanding movie fans. The channel’s authors wrote a manifest which presents their own vision of cinema, and an aim of creating the channel. An aim which is not typical for a private station. The willingness of promoting “European film aesthetic” was underlined. The questions regarding the Zone Europa channel became a staring point for me to reflect upon European myths and culture, including the institutional approach. i.e. European cultural and audiovisual policy.
