    Po przeprowadzonej wiosną 1947 roku akcji ujawnienia struktur polskiego podziemia niepodległościowego ludzie, którzy pozostali w konspiracji, nie stanowili już dla władzy komunistycznej żadnego poważnego zagrożenia. Postanowili kontynuować dalszą walkę, gdyż nie wierzyli komunistom, nie godzili się na sowietyzację Polski i liczyli na szybki wybuch trzeciej wojny światowej. Struktury podziemnych organizacji wojskowych zostały rozbite do przełomu 1949/1950 roku. Do końca 1953 roku zlikwidowano ostatnie grupy lokalne i oddziały zbrojne. Pozostały jedynie kilkuosobowe grupy zbrojne o charakterze „przetrwaniowym”.
    After the action of disclosing the structures of the Polish independence underground in the spring of 1947, those who remained underground did not pose any serious threat to the communist authorities. They decided to continue the fight, because they did not believe in communists, they did not accept the Sovietization of Poland and they hoped for a quick outbreak of the Third World War. The structures of the underground military organizations were broken up by the turn of 1949/1950. By the end of 1953, the last local groups and armed units had been liquidated. Only a few armed groups of a “survival” nature remained.

    The substantial re-education of the Polish Armed Forces has necessitated replenishment of the number of reserve personnel. To this end, new forms of short military training for volunteers have been introduced, in line with the objective that within the next few years the number of soldiers and civilian employees of the military will initially exceed 200,000, and later 300,000. The aim of this article is to analyse the possibilities of increasing Poland’s defence capacity through in-service training for teachers of military preparation units. The research included analysis of the literature on the subject of military education classes in Poland, as well as the study of regulatory documents in the area under consideration. Theoretical research methods such as analysis, synthesis and inference were also applied. The study presented here includes an account of the origins of the military preparation units and a description of the features of the in-service training for teachers of those units, conducted at the War Studies University.

    Since the start of the "Arab Spring" ongoing socio-political destabilization of the MENA region, has led to the outbreak of numerous of an intra armed conflicts. An important role in these territorial conflicts play a non-professional armed forces - the militant organizations based on local material and human resources, operating on a specific area. To described type of military organizations include territorial defenseformations, tribal police, national guards and anti-government groups conducting military operations. The conflict, which illustrating in a comprehensive manner the role of these formations and the whole situation in the MENA region is a civil war in Syria. In that conflict in which a significant share of military actions has described formations, which can be found in the composition of each of the six warring parties (government forces, the forces of the Kurdish formations associated around the Free Army of Syria, Sunni groups, al-Nusra Front, the Islamic State). Increased involvement of operational forces of foreign countries and also increase the inflow of foreign volunteers, mainly serving in the armed Islamic State, led to the creation of national alliances in the descriptions formations. The deepening of this process is the expected step in the development of these armed organizations.

    Artykuł zawiera ocenę obecnego stanu i możliwości wykorzystania formacji inżynieryjnych Sił Powietrznych Rzeczypospolitej Polskiej w ramach zarządzania kryzysowego oraz propozycję ich antycypacyjnego wykorzystania w przedmiotowym zakresie. Celem przeprowadzonych badań naukowych, których pisemne opracowanie zawiera się w treściach przedkładanej publikacji, była identyfikacja aktualnych zdolności formacji inżynieryjnych Sił Powietrznych Rzeczypospolitej Polskiej w zakresie zarządzania kryzysowego i przedstawienie projektu koncepcyjnego organom odpowiedzialnym za kierowanie inżynierią wojskową w Wojsku Polskim. Dodatkową wartością przedkładanego wydawnictwa jest porównanie wyników badań naukowych – w prezentowanym zakresie – z adekwatnymi badaniami autorów, prowadzonymi w odniesieniu do całości formacji inżynieryjnych Sił Zbrojnych Rzeczypospolitej Polskiej.
    The paper presents the evaluation of the current state and capability to use engineering units of The Air Forces of The Republic of Poland in the disaster risk management system as well as recommendations for the anticipatory use of the engineering units in that system. The aim of the empirical studies described in this paper was to identify the current capabilities of the engineering units of The Air Force of The Republic of Poland in disaster risk management and present the conceptual project to the bodies responsible for command and control of military engineering in The Polish Army. The added value of the presented publication is the comparison of the results of the empirical studies on the discussed issue to the relevant studies conducted by the Authors, on the all engineering units of The Armed Forces of The Republic of Poland.

    Opis:
    This paper analyses required personnel, training capacities and equipment for participation in the United Nations peacekeeping operations with the riverine elements. In order to meet necessary capabilities for engagement in United Nations peacekeeping operations, Serbian military riverine units have to be compatible with the issued UN requirements. Serbian Armed Forces have the potential to reach such requirements with the River Flotilla as a pivot for the participation in UN missions. Serbian Military Academy adopted and developed educational and training program in accordance with the provisions and recommendations of the IMO conventions and IMO model courses. Serbian Military Academy has opportunities for education and training military riverine units for participation in the United Nations peacekeeping operations. Moreover, Serbia has Multinational Operations Training Center and Peacekeeping Operations Center certified to provide selection, training, equipping and preparations of individuals and units to the United Nations multinational operations.

    System szkolenia podoficerów i szeregowych zawodowych w Wojsku Polskim jest nie wydolny i nieskuteczny, uniemożliwia podniesienie kompetencji aż 1/3 osób tego wymagających, a szkolenie pozostałych odbywa się mimo niedoborów kadry, na przestarzałym sprzęcie; brakuje też urządzeń szkolno-treningowych oraz podstawowych środków bojowych. Z ustaleń Najwyższej Izby Kontroli wynika, że nabyte przez żołnierzy umiejętności często nie przystają do wymogów współczesnego pola walki.
    Training of the army is the basic task of the Armed Forces of the Republic of Poland during peace. It is aimed at individual preparation of specialist soldiers, tailored to the functions they perform. The effectiveness of training depends on both solid analysis of training needs, and on providing appropriate staff in military training units, their appropriate equipment and provision of necessary material and technical supplies. NIK decided to examine the actual practice in the area. The audit was conducted at the Armed Forces General Command (Polish: Dowództwo Generalne Rodzajów Sił Zbrojnych) in Warsaw and at seven military training units, including five training cen tres and two schools for non-commissioned officers. The auditors reviewed: planning of training needs; ensuring trainers and appropriate training infrastructure; implementa tion of planned training activities and methodological training; supervision and control over military training units. The findings of the audit indicate that prompt changes are necessary, while the irregularities detected during the audit should serve as a warning for the whole national defence sector, which is responsible for such an important task.

    The publication concerns the issue of periodic energy supply breaks. The main goal of the paper is to answer the following question: how one can solve the problems of local communities connected with periodic energy supply breaks, for instance: floods, avalanches, windstorms, hurricanes, tornadoes, which result in power cuts lasting for almost a week. Secondly, this article is also dedicated to the investors, who would certainly decrease the use of energy in some urban areas, if they applied the provided solutions with regard to their investments such as huge shopping centres. What is more, the aim of this paper is to present certain legal regulations related to the crisis management concerning the use of the equipment of the Armed Forces in the case of periodic energy supply breaks.
