The article presents investigation of groundwater occurrence in the Ebba River catchment located in central Spitsbergen (Petuniabukta region). It was recognized that groundwater occurs there seasonally in the summer melting season when the melting of active layer take place and enable flow of groundwater. Using data from four groups of piezometers located in different parts of the valley the hydrogeological parameters that characterize this shallow aquifer (thickness of the active layer, hydraulic conductivity, groundwater level fluctuations) were recognized. Using Darcy’s low the amount of water that recharge Ebba River was calculated using field data. This calculation enabled more precise estimation of other component of Ebba River recharge (surface and overland water inflow, recharge from glaciers). These calculations were confirmed by interpretation of groundwater and surface water chemistry differentiation.

This paper examines the Arctic Search and Rescue Agreement – the first legally binding instrument adopted under the auspices of the Arctic Council – and analyses its direct and indirect implication for both the development of the Arctic shipping and the perspectives of regionalization processes. It is argued that the adoption of the Agreement should be perceived as an ambiguous achievement since, while its direct relevance for the Arctic shipping is not very substantial at the moment, it however reaffirms the indispensable and leading position of the Arctic Council in the regional governance system and offers important prospects for deepening the cooperation among the Arctic states. The Arctic SAR Agreement is also recognised as a manifestation of exercising the Arctic sovereignty by the eight states (also against non-Arctic actors) and consequently a sign of growing regionalization of the Arctic.
Artykuł jest poświęcony Umowie o Poszukiwaniu i Ratownictwie w Arktyce – pierwszemu prawnie wiążącemu porozumieniu, przyjętemu przez Radę Arktyczną. Zawiera analizę bezpośrednich i pośrednich skutków Umowy, zarówno dla rozwoju żeglugi arktycznej, jak tez dla perspektyw rozwoju procesów regionalizacji. We wnioskach stwierdza sie, iż przyjęcie tego dokumentu nie jest jednoznacznym osiągnięciem, ponieważ porozumienie nie wpływa znacząco na zwiększenie poziomu bezpieczeństwa żeglugi arktycznej, jednocześnie jednak potwierdza wiodącą pozycję Rady Arktycznej w regionalnym systemie zarządzania i stwarza istotne możliwości dla zacieśniania współpracy między państwami regionu arktycznego. Umowa o Poszukiwaniu i Ratownictwie w Arktyce podkreśla suwerenność sprawowaną w regionie przez osiem państw arktycznych (niejako w opozycji do aktorów spoza regionu), a w konsekwencji stanowi także oznakę rozwoju regionalizmu arktycznego.

The sea ice in the Arctic has shrunk significantly in the last decades. The transport pattern has as a result partly changed with more traffic in remote areas. This change may influence on the risk pattern. The critical factors are harsh weather, ice conditions, remoteness and vulnerability of nature. In this paper, we look into the risk of accidents in Atlantic Arctic based on previous ship accidents and the changes in maritime activity. The risk has to be assessed to ensure a proper level of emergency response. The consequences of incidents depend on the incident type, scale and location. As accidents are rare, there are limited statistics available for Arctic maritime accidents. Hence, this study offers a qualitative analysis and an expert-based risk assessment. Implications for the emergency preparedness system of the Arctic region are discussed.

The article contributes to a better understanding of the role of research in the policies of the states that are scientifically engaged in the High North. The research covers 17 European states: six are Arctic and 11 non-Arctic, which were selected according to the follow- ing (at least one) formulated criteria: having an established tradition of carrying out scientific research in the Arctic region; having issued Arctic policy documents and/or Arctic research strategies; participation in the activities of the Arctic Council; and having gained member- ship of the International Arctic Science Committee (IASC). In the analysis we have applied a mixed research method, since it incorporates elements of both qualitative and quantitative approaches and offers a more comprehensive review of the scrutinised texts. The qualitative analysis relies on a discourse analysis (predicate analysis). The quantitative part of the analysis utilizes the instruments of a software research tool — The AntConc. In the end, the outcomes of both methods are merged and compared. The study reveals that conducting scientific re- search is not a top priority for all Arctic states. However, it has the highest similarity in terms of applied approaches among Arctic states as compared to other fields (e.g. the economy, se- curity or pollution). At the same time, the environment and climate change are perceived to be the most important drivers behind Arctic research as defined in the Arctic states’ strategies. Moreover, there are major differences among both Arctic and non-Arctic states in terms of the level of accuracy in the presentation of their research activities, particularly with regard to the implementation of scientific programmes and research aims. Finally, the research indicates that all states highlight that international scientific cooperation stimulates cooperation also in other areas and that research provides information that supports decision making and policy creation

Simultaneously with a decreasing sea ice cover in the Arctic region an increase in ship traffic is experienced in these waters, meaning a higher probability of accidents and incidents to occur. The capability to handle emergency situations for shipowners, operators and rescuers in a cold climate environment are heavily affected by the risks present in polar waters and depends on limited emergency response resources covering extremely large areas. In 2017, the International Code for Ships Operating in Polar Waters (The Polar Code) was adopted by the International Maritime Organization (IMO), applicable for the Arctic and Antarctic regions. The goals of the functionally based regulation are to provide for safe ship operations and the protection of the polar environment, by addressing risks present in polar waters and to ensure these are mitigated sufficiently. A qualitative pilot study, with individual expert interviews, has been conducted in order to examine the Polar Code's implications for safe ship operations in the Arctic region. The study concludes that the discussions raised in the aftermath of the Polar Code has led to an increase in focus and a strengthen consciousness about hazards and risks associated with polar water ship operations and additional measures required to mitigate these. Further, the implementation of the Polar Code is considered as a milestone by establishing an international regulation, mandatory for polar water ship design and for voyage planning. However, the study points out that the main principle of the Polar Code is risk-based, meaning the performance of safe ship operations are depending on those subjects to the regulation, to conduct thorough operational risk assessments covering all actual hazards, and to ensure that those are mitigated sufficiently. In this regard, authority presence is found crucial, to validate the adequacy and the dimensioning of the implemented measures. У статті проаналізовано еволюцію арктичної політики Китаю, яка за три десятиліття розширилась від окремих полярних наукових досліджень до статусу країни-спостерігача в Арктичній раді та наявності державної арктичної стратегії. КНР та РФ налагодили взаємовигідне співробітництво в Арктичному регіоні в таких умовах, коли за багатьма напрямками присутні принципові протиріччя між країнами. Захід не мав довготермінової стратегії, здатної зреагувати на сучасні виклики безпеки, зокрема в Арктичному регіоні. Коли у 2007–2008 роках Росія вдалася до спроб повернути собі втрачені позиції на світовій арені, Китай ставав все впливовішим гравцем у світі. Якщо до цього Арктика десятки років була за межами ліній суперництва, питання Крайньої Півночі, як арени військової конкуренції, почало посідати перші місця. Окремий аспект – швидка мілітаризація Арктичного регіону після 2014 року, насамперед, через зміни в російській військовій стратегії, яка поширюється на Північ. Це призвело до напружених відносин між Сполученими Штатами та Росією. Китай поки не вдавався до розширення своєї військової потуги на Арктику. Тому військовим методам протиставляється китайська політика впливу в інфраструктурній та економічній сферах, а також оцінюється їх ефективність. У статті здійснено аналіз перспектив Північного морського шляху стати міжнародною морською транспортною артерією в умовах, коли РФ з 2014 року переправила значні військові ресурси в Арктику, зокрема для закріплення за собою прав на контроль Північного морського шляху.
The article analyzes the evolution of China's Arctic policy, which has expanded over three decades from individual polar research to observer status in the Arctic Council and the existence of a state Arctic strategy. China and Russia have established mutually beneficial cooperation in the Arctic region in such conditions, when in many areas there are fundamental contradictions between the countries. The West did not have a long-term strategy capable of responding to current security challenges, including in the Arctic. When Russia tried to regain lost positions on the world stage in 2007-2008, China became an increasingly influential player in the world. If before the Arctic had been outside the lines of rivalry for decades, the question of the Far North as an arena of military competition began to take first place. China has become a long-term threat to both the United States and Russia. In previous years, with the help of the China, Moscow had the opportunity to receive the necessary investments and technologies for large-scale Arctic projects. The more Beijing attempts to establish itself as an influential player in the Arctic, the more the threat to other Arctic countries will grow. The Russian Federation has positioned itself as a leader in the region. The country's policy was aimed at strengthening this status through regional control and expansion of the military presence. This led to a response from the United States and NATO countries. In Russia it was assessed as a threat. The question arises as to what the strategy of the United States should be, and whether it will be possible to resist the costly arms race. If not, then the competition will be concentrated in the political and economic spheres. A particular aspect is the rapid militarization of the Arctic region after 2014, primarily due to changes in Russia's military strategy, which extends to the North. This has led to the tensions between the United States and Russia. China has not yet resorted to expand its military power in the Arctic. China's policy of economic and infrastructural influence is opposed to military methods. The effectiveness of Chinese non-military methods of influence is assessed.

This paper presents the results of Aerosol Optical Depth (AOD) studies which took place in Ny-Ålesund in the spring of 2014 during the iAREA campaign. The measurements were taken using Microtops II hand-held sunphotometers along the Kongsfjorden, on a path leading from the research village to the fjord opening. Local breeze circulation was observed during the measurement campaign which resulted in an evident increase of AOD along the measurement profile towards the open sea. Using the observed AOD, changes over the open sea have been calculated and the location of the breeze front has been determined.

Autor podejmuje również próbę prześledzenia, w jaki sposób operacje ratownicze wpływały na powszechna świadomość, stymulując powstanie korzystnego klimatu dla współpracy instytucjonalnej.
From the historical perspective the article discusses selected rescue operations in the Arctic. The events which triggered international cooperation in this area are described. The history of attempts to improve the chances of survival in extreme conditions are outlined against the background of the development of equipment and rescue techniques. The author also attempts to trace how rescue operations affect the general awareness stimulating the creation of a favourable climate for institutional cooperation.

The article analyzes the integration results in the field of rational nature management and environmental protection in the international regional organization - the Barents Euro-Arctic Region (BEAR) for the 22 years of its history in aspects of social, environmental and economic performance in the context of sustainable development of the region and the participating countries. In the historical aspect a description of the prerequisites, qualifying features and actors of the integration process is given. It is proved that the integration regarding environmental issues is the most intense and mutually beneficial. On the basis of strategic analysis of external factors and the environmental situation in the Russian part of the Barents Region the main directions of integration development in the field of nature management and environmental protection are substantiated.

Over recent decades, the Arctic region has been subjected to rapid climate change stemming from global warming. The advance of Atlantic waters to high latitudes is notable. The increased abundance of fish, such as cod (Gadus morhua) and haddock (Melanogrammus aeglefinus), has been reported near the western coast of Spitsbergen and entering fjords together with Atlantic waters. This study used multifrequency acoustics to measure fish distribution and abundance in 2013–2014 in two Arctic fjords, the colder Hornsund, which is typically of Arctic character, and the warmer Kongsfjorden, which is more of Atlantic character. The study revealed a bimodal fish size distribution with larger fish in the deep parts of fjords, and smaller fish distributed in more shallow waters. An evident increase in the abundance of large fish, most probably Atlantic cod, was observed in Hornsund and especially in Kongsfjorden in 2014 in comparison to 2013. The intense inflow of Atlantic water on the shelf in 2014 is suggested as the explanation for this phenomenon.

In this paper, the Arctic identity of Sakha (Yakutia) is explored from the regionbuilding perspective, using a constructivist approach to reveal the principal factors that have shaped it. Recognising the degree of climate transformations in the Arctic becomes vital, especially in times of rapid global climate change. The 21st century has seen a renaissance in Arctic coastal research. Here, we aim to present this recent progress. Moving from the European Arctic through the Siberian part and ending with the Canadian Arctic Archipelago (CAA), we describe how the region’s coasts have transformed. This work is mostly focussed on progress in coastal geomorphology, geohazards, and reconstructions of the paleoarchives, although we also address the future research challenges of cold region coastal environments.

Biological methods for soil rehabilitation are comparatively cheap, but it is only a few years since the strategies of biological remediation were adopted. This paper therefore discusses the possibility of using the approach of phytoremediation (a biological method) for tackling heavy metal-contaminated land with harsh climatic conditions in the arctic region. A preliminary research on a pilot scale of 4 ha was carried out on territories subjected to continuing pollution load from the Monchegorsk smelter complex (67°51'N and 32°48'E in Russia) in order to investigate the feasibility of phytoremediation under a harsh climate (annual mean temperature of -1°C) and current pollution load (~450 to ~2,400 g ha-1 y-1 Ni, ~750 to ~2,700 g ha-1 y-1 Cu and other depositions): after a compost substratum was added to the contaminated land, metal-tolerant plants (willow and birch collected in the tolerance zone) were used for this research. The results obtained over 3 years showed the applied plants had good phytostabilization (i.e. the fixation of metals in chemically inert form); the Ni concentration (457.2 mg kg-1) and the Cu concentration (338.3 mg kg-1) in the willow leaves in the test field were 117 times and 147 times greater, respectively, than those in the background field. It is therefore indicated that Ni, Cu and other metals can be removed from metal-contaminated land by harvesting the plants (i.e. removal of annual litterfall of deciduous trees from the contaminated territory).

We present the results of species distribution modeling conducted on macrobenthic occurrence data collected between 2002 and 2014 in Arctic fjord – Hornsund. We focus on species from Mollusca and Crustacea taxa. This study investigates the importance of individual environmental factors for benthic species distribution, with a special emphasis on bottom water temperature. It aims to verify the hypothesis that the distribution of species is controlled by low water temperatures in the fjord and that the inner basins of the fjord serve as potential refugia for Arctic species threatened by the climate change-related intensification of warmer water inflows. Our results confirm the importance of bottom water temperature in regulating the presence of benthic fauna in the Hornsund fjord. The distribution of studied species is clearly related to specific water mass – colder (<1°C) or warmer (>1°C); and the preferred temperature regimes seem to be species specific and unrelated to analyzed groups. This study supports the notion that inner basins of the Hornsund fjord are potential refugia for cold water Arctic fauna, while the outer and central basins provide suitable habitats for fauna that prefer warmer waters.

The aim of the study is to characterize the frequency and determinants of the synoptic conditions of advection of arctic and tropical air masses over the Lublin region. Their occurrence in the regional scale in the years 1951–2010 was based on lower synoptic maps for 12 UTC, which derived from PIHM/IMGW-PIB. In turn, the calendar of circulation types for the Lublin region was used to assess the synoptic conditions of the analyzed air masses. The annual frequency of arctic air masses reached 13.4%. The highest frequency of these air masses occurred in spring, with the maximum in April (20.4%), and the lowest in summer (July and August, < 5%). Days with tropical air were recorded less frequently (4.1% of all days in the year). It is most often found in the summer (with a maximum of 9.2% in July) and the lowest in winter (< 1%). In the years 1951–2010, there were signifi cant changes in the frequency of advection of arctic and tropical air masses (average increase by 8 and 3 days per 10 years, respectively). The occurrence of arctic masses signifi cantly increased in winter, autumn and spring, and tropical in the summer. In all seasons, the arctic air was most likely to be recorded during the northern and northeastern circulation types, while the lowest in the southern and southwestern types. In the case of tropical air, it is most likely to occur during air fl ow from directions E-SE-S-SW. Regardless of the time of the year, arctic and tropic air masses are characterized by signifi cant anomalies in air temperature at 850 hPa and 850–1000 hPa thickness.
Celem opracowania jest charakterystyka częstości i uwarunkowań synoptycznych napływu mas powietrza arktycznego i zwrotnikowego nad obszar Lubelszczyzny. Ich występowanie w ujęciu regionalnym określono dla godziny 12 UTC na podstawie dolnych map synoptycznych PIHM/IMGW z okresu 1951-2010. Do oceny uwarunkowań synoptycznych napływu analizowanych mas powietrza wykorzystano kalendarz typów cyrkulacji dla Lubelszczyzny. Częstość napływu mas powietrza arktycznego w ciągu roku wynosiła 13,4%. Największy udział tych mas występuje wiosną, z maksimum w kwietniu (20,4%), najmniejszy zaś latem (w lipcu i sierpniu poniżej 5%). Rzadziej notuje się napływ powietrza zwrotnikowego (4,1% wszystkich dni w roku). Najczęściej nad Lubelszczyzną występuje ono w lecie (z maksimum w lipcu – 9,2%), natomiast najrzadziej w zimie (< 1%). W latach 1951-2010 zaznaczyły się istotne zmiany w częstości napływu nad Lubelszczyznę mas arktycznych (wzrost średnio o 8 dni na 10 lat) i zwrotnikowych (wzrost o blisko 3 dni na 10 lat). Udział mas arktycznych zwiększył się w zimie, jesieni i na wiosnę, mas zwrotnikowych zaś w lecie. We wszystkich porach roku największe prawdopodobieństwo występowania powietrza arktycznego notowano podczas typów cyrkulacji ze składową północną i północno-wschodnią, najmniejsze zaś w typach warunkujących adwekcję powietrza z południa i południo-zachodu. W przypadku powietrza zwrotnikowego największe prawdopodobieństwo jego wystąpienia notuje się podczas napływu powietrza z kierunków E-SE-S-SW. Niezależnie od pory roku, podczas występowania powietrza arktycznego i zwrotnikowego wykazano występowanie wyraźnych anomalii, zarówno temperatury powietrza na powierzchni izobarycznej 850 hPa, jak i średniej grubości warstwy powietrza między powierzchnią izobaryczną 850 i 1000 hPa.

Over the recent years, ship traffic in the polar areas has increased. There is reason to believe that this traffic, and especially the cruise traffic, will increase further as the ice retracts towards the poles. There is also reason to believe that with the continued focus and exposure of the Polar Region, the cruise tourism to the region will grow. The increased presence in the polar areas will create positive repercussions for several actors, both on sea and land. There will, however, also be challenges associated with the growing presence in the polar areas. Vessels will be operating at long distances to other vessels and land infrastructures. These vessels will also be operating in climate and conditions that will put extra pressure on both vessel and crew. These challenges need to be solved in order for the ship industry to operate safely in the Polar Region. To ensure that companies operating in these areas identify and manage these challenges, the International Maritime Organization (IMO) developed the Polar Code (2017) with the intent of increasing the safety for vessels operating in polar waters, and to reduce the impact on humans and environment in this remote, vulnerable and harsh area. This code defines a number of requirements, with which the vessels should operate in accordance with. In this paper, we reveal which challenges the vessel and its crew need to deal with when navigating in polar waters. The challenges will be analysed and assessed through the use of a preliminary qualitative risk analysis to determine the potential hazards the vessel is exposed to under operations in polar waters, and to find out what level of risk the different hazards represents for the vessel and its crew. The main objective of the paper is to find out how the risk levels can be reduced, with particular focus on the use of simulator training as a risk reducing measure. The final goal is to measure the risk towards acceptance criteria, which have been determined prior to conducting the analysis.
