Celem artykułu jest identyfikacja współczesnego stanowiska badaczy w sprawie wytycznych, które pozwalają na uzyskanie zakładanej efektywności rozmowy oceniającej. Artykuł jest próbą zestawienia wskazań teoretycznych i empirycznych, dotyczących efektywnego prowadzenia rozmowy oceniającej. Przedmiotem studiów była literatura z zakresu systemu ocen okresowych, ze szczególnym uwzględnieniem rozmowy oceniającej i czynników (ludzkich i organizacyjnych), wpływających na jej efektywność, której miarą jest wzrost motywacji i poprawa wyników osiąganych przez pracowników. W opracowaniu wzięto pod uwagę polskie i zagraniczne opracowania poświęcone tej tematyce.
The goal of this article is the identification of the current position of researchers on guidelines that allow the achieving of the assumed effectiveness of the appraisal interview. The article strives to assemble theoretical and empirical indications relating to the effective conducting of an appraisal interview. The subject of the research was literature on performance appraisal systems, with special stress on appraisal interviews and factors (human and organizational) impacting on effectiveness, measured by growth in motivation and improved worker results. The study takes into account both Polish and foreign work devoted to the subject.

Sometimes one of the parties of the interaction is a whole group, sometimes it is a larger or smaller part of it, and at other times another one is assigned to be the addressee of the message. Regardless of the number of intended recipients and, less often, the broadcasters, all the articles presented in this text include direct or indirect information on the living conditions and interpersonal relationships in the Warsaw Ghetto. All pieces of information are also characterized by a constant set of features: directness, impersonality, lack of emotions, precision and comprehension, and textual standardization.

Celem artykułu jest ocena dostosowania systemu ocen pracowniczych w administracji samorządowej do potrzeb, wymagań i specyfiki pracy urzędów gminnych, czyli jakości narzędzia kadrowego, jakim jest system ocen. Szczególną uwagę zwrócono na zakres opisu kryteriów oceny oraz procedury oceniania. Ustawa z 2008 r. o pracownikach samorządowych przekazała prezydentom, burmistrzom i wójtom uprawnienia do samodzielnego tworzenia i wykorzystania systemu ocen pracowniczych, zgodnie z potrzebami urzędów. Różne badania, w tym Instytutu Pracy i Spraw Socjalnych (IPiSS), pokazały jednak, że urzędy nie skorzystały z tego. W dalszym ciągu stosuje się zasady i procedury określone w rozporządzeniu Rady Ministrów (RM) z 2007 r., które formalnie przestały obowiązywać od 2008 r. Oznacza to, że niezależnie od wielkości i rodzaju urzędu (miejski, wiejski), a więc jego specyfiki, systemy ocen są identyczne, podobny jest też zakres ich zastosowania.
The aim of this paper is to evaluate the extent to which the employee appraisal system applied in local government administration meets the needs, requirements, and job specifics of gmina [municipality] offices—the quality of a personnel tool such as the performance appraisal system. Special attention has been applied to the scope of employee appraisal criteria as well as appraisal procedures. The Act of 2008 on Territorial Local Government Workers provided mayors and village managers with powers to create and utilize employee performance appraisal systems in line with the needs of their offices. Research, including that conducted by the Institute of Labor and Social Studies, demonstrates that these offices have not taken advantage of this. They continue to apply principles and procedures as defined in the Directive of the Council of Ministers of 2007 that ceased being binding as of 2008. The result is that regardless of size and type of office (town or rural), hence its specifics, the appraisal system is identical as is the case of its range of application.

In recent years, specialist literature has particularly focused on the understanding of the modes of psychological adaptation to organic pathologies. A number of close investigations within the fields of medical and health psychology have been devoted to the analysis of situations characterised by a state of chronicity of organic pathology. Relying on the data deriving from such studies, the different authors tend to point out that illnesses represent a threat to the subject's psychophysical and relational integrity, thus constituting as a source of frustration and anxiety. Researchers belonging to different theoretical approaches raise a number of questions as to the role of personality and/or the subjective mode to react to tough, stressful, unexpected, negative situations, such as the emergence of a severe physical illness. Current research approaches essentially intend to explain the individual differences in the reactivity to negative stimuli by analysing the interactions between situational attributes and personality dispositions (for instance, trait anxiety).

In this paper, the author presents the results of his inquiry on personal management in 103 companies of Opole region. In the light of the inquiry it appears that personal connections are claimed by 51% of respondents to be important in Staff recruitment, although 88% respondents do not accept this. 96% of the inquired people are convinced that the managing board is obliged to prior inform the staff about the planned redundancy, and 57% expect essential aid from the employer to find a new job. Also, according to employees, the roles of job seniority (62%) and personal connections (44%) are important in rewarding the staff. However, the employee’s role in realizing the company’s longterm targets in rewarding the staff is seen as minor (31%). A positive aspect of personal management is that a considerable number of companies (43%) already apply assessing systems and employees accept them. Yet, we still lack modern staff assessment systems in our companies e. g. 3600.

The goal of this paper is to compare different EU methodologies used for appraisal of investments in transport infrastructure in order to address the problem of direct and indirect effects measurement. European methodology for CBA assessment includes recommendations for inclusion of not only direct but also some indirect effects. For instance VoT, cost of accidents, use of infrastructure, environmental effects should be measured and used as factors in CBA analysis. Currently the problem of inclusion of additional wider economic benefits (like employment and growth effects) is being discussed. At the same time national appraisal practices vary and are often distant from the suggested model. In this paper the scope of current cost benefit assessment in infrastructure projects in various EU countries is discussed. National practices are further compared and their strong and weak points are enumerated which could be a basis allowing for better inclusion of social benefits and costs into transport infrastructure assessments.
Europejska metodologia oceny efektywności inwestycji infrastrukturalnych przewiduje przeprowadzenie oceny kosztów i korzyści takich projektów z uwzględnieniem ich wymiaru społecznego w fazie przygotowywania projektu do realizacji. Oprócz bezpośrednich korzyści i kosztów w realizacji projektów powinny być więc także uwzględniane efekty pośrednie, często trudne do oszacowania, jak wartość czasu, oddziaływanie na środowisko naturalne, koszty wypadków, zmiany kosztów eksploatacyjnych pojazdów i infrastruktury. Coraz częściej mówi się także o konieczności włączenia do oceny kosztów i korzyści projektów infrastrukturalnych tzw. szerszych efektów ekonomicznych (efektów aglomeracji, wpływu na wzrost gospodarczy, zatrudnienie). Analiza praktyki krajów europejskich udowadnia, że podejścia do oceny kosztów oraz korzyści odbiegają od modelowego. Celem artykułu jest porównanie praktyki oceny projektów infrastrukturalnych w transporcie realizowanych w wybranych krajach Unii Europejskiej. W konsekwencji zidentyfikowania zalet i wad różnych przyjmowanych procedur oceny, co umożliwia wskazanie kierunków przyszłej ewolucji metod oceny projektów infrastrukturalnych w transporcie.

Research background: The value of the property can be determined on an individual or mass basis. There are a number of situations in which uniform and relatively fast results obtained by means of mass valuation undoubtedly outweigh the advantages of the individual approach. In literature and practice there are a number of different types of models of mass valuation of real estate. For some of them it is postulated or required to group the valued properties into homogeneous subset due to various criteria. One such model is Szczecin Algorithm of Real Estate Mass Appraisal (SAREMA). When using this algorithm, the area to be valued should be divided into the so-called location attractiveness areas (LAZ). Such division can be made in many ways. Regardless of the method of clustering, its result should be assessed, depending on the degree of implementation of the adopted criterion of division quality. A better division of real estate will translate into more accurate valuation results. Purpose of the article: The aim of the article is to present an application of hierarchical clustering with a spatial constraints algorithm for the creation of LAZ. This method requires the specification of spatial weight matrix to carry out the clustering process. Due to the fact that such a matrix can be specified in a number of ways, the impact of the proposed types of matrices on the clustering process will be described. A modified measure of information entropy will be used to assess the clustering results. Methods: The article utilises the algorithm of agglomerative clustering, which takes into account spatial constraints, which is particularly important in the context of real estate valuation. Homogeneity of clusters will be determined with the means of information entropy. Findings & Value added: The main achievements of the study will be to assess whether the type of the distance matrix has a significant impact on the clustering of properties under valuation.

The paper investigates whether the changes in cognitive appraisal and coping strategies related to initiation of insulin treatment onset mediate the effect of temperament on changes in positivity ratio among diabetic patients. Temperament, cognitive appraisal, coping strategies and positivity ratio (ratio of positive to negative affect) were assessed among 278 patients: just before conversion to insulin therapy and then one month later. Mediation analysis indicated that endurance and briskness were directly connected to changes in positivity ratio, whilst the effect of perseveration on positivity ratio was indirect via changes in negative appraisal, emotion- and problem-focused coping. The results confirm the stressful nature of the initiation of insulin treatment, and the assumptions of Lazarus’ model of stress and regulative role of temperament.

The paper introduces the concept of a critical incident (CI) in the context of foreign language teaching and discusses its importance for teachers` professional development as a factor leading to a teacher´s awareness of his/her classroom. The ability to diagnose critical incidents is seen as an inseparable part of a teacher´s ability to control the teaching context and thus create critical events (CE). This paper also introduces the concept of an appraisal system (Smith and Lazarus 1993 ), understood as one´s evaluation of the relationship between one´s success and failure in respect of past experience and the ability to adapt to an immediate context. In my analysis I will follow Scherer´s (1984) taxonomy of components of appraisal systems such as novelty, the pleasantness of a task and coping potential, among others. This appraisal system is seen as emotionally-driven but it also emphasizes the cognitive dimension and the interaction between affective and cognitive processing. In the empirical part of the paper, the study on CI in teaching EFL is reported on. The main objective of the study was to make in-service teachers of EFL reflect upon their most memorable critical incident (CI) and evaluate it from the affective point of view. The study was also to make the subjects more aware of themselves and their classroom presence. The research instrument used in the project was the Geneva Appraisal Questionnaire -GAQ (Scherer 2001), based on Scherer´s taxonomy.

Many of the generally accepted valuation principles and concepts are related to the classical valuation trio: income approach, asset approach, market approach. Professionals who (in the USA) are granted CBA, CVA or ASA titles have to follow prescribed rules and guidelines in preparing and distributing the appraisal reports. The standards created by some professional organizations must follow a uniform standard of practice consistent with the Uniform Standards of Professional Appraisal Practice. In Poland we lack such standards. All valuation professionals recognize many fundamental truths. All valuators agree on the basic definitions surrounding key concepts such as discount rate or FCF. Still, the valuations may lack consistency and integrity that can be imposed by a uniform valuation standard. The paper is an attempt to review existing valuation standards and suggest a new approach to building a code of practice for valuation professionals in Poland.

Objective: This article innovates when we incorporate the statistical analysis to the method of Double-Perspective Data Envelopment Analysis (DP-DEA), with the objective of obtaining an estimate of greater accuracy and reliability according to the assumptions of the Best Unbiased Estimator (BUE).   Design / Research Method: Double Perspective Data Envelopment Analysis (DP-DEA) is an extension to Classical Data Envelopment Analysis (DEA) for estimating efficiency, asset values, indicators, and other attributes from two perspectives, achieving a common result is the main objective. This article innovates in DEA methodology, in two aspects: 1. To demonstrate the ability of the DP-DEA to perform at intervals the estimation of values from a random sample; 2. Through the statistical analysis, making estimates of central tendency according to the assumptions of the Best Unbiased Estimator (BUE – Best Unbiased Estimator).   Conclusions / findings: The practical procedures performed step by step through DP-DEA according to the assumptions of the BUE, presented in its main findings and conclusions are: 1. Incorporation of statistical analysis to the DP-DEA method, which assumes assumptions of properties of the Best Estimator Non-biased; 2. Within the scope of the DEA, it presents an innovative capacity to make estimates from random samples, and; 3. At the end of the article, by simulation, able to validate modeling through the variation of property characteristics, demonstrating that the estimation of the corresponding values is consistent according to the market’s expectations.   Originality / value of the method: This article opens new avenues to be explored by the DEA community. Firstly, as a tool for valuing assets, according to the Comparative Market Data Method. In Brazil, DP-DEA has been approved by the Brazilian Association of Technical Standards for this purpose. Another innovation is to evaluate performance which results from common gain according to two perspectives, which interact in the process or procedure under analysis.

Little is known as to what extent the pandemic lockdown has changed the perceived level of stress and stress-coping strategies. In response to this gap we present the results of quantitative and qualitative studies on stress levels and coping with stress conducted among Polish adults during the COVID-19 lockdown. The first study indicates that the lockdown has changed stress appraisal moderately, and it has also affected stress-coping strategies in various areas. The second study reveals miscellaneous reasons for stress appraisal (health, economic, political, social, freedom restriction, and religious). Participants perceived pandemic and lockdown as a moderate stressor, more as a challenge than a threat. Moreover the avoidant style recognized as the most adaptive reaction on stress in our study, confirms that people have a natural ability to adapt to unpredictable and unexpected situations like COVID-19 lockdown.
