    Opis:
    Otwarte czasopisma naukowe odgrywają coraz większą rolę w komunikacji naukowej, a ze względu na nieograniczony dostęp do ich treści mogą być częściej czytane i cytowane niż czasopisma rozpowszechniane w sposób tradycyjny. Celem artykułu jest przedstawienie stanu ilościowego czasopism otwartych z nauk humanistycznych. Szczegółową analizą objęte zostały polskie czasopisma z zakresu bibliologii i informatologii. W artykule zestawiono wyniki badań z 2014 i 2018 r., dotyczących m.in. widoczności poszczególnych tytułów w katalogach otwartych czasopism, strategii wydawania czasopism i stosowania licencji Creative Commons czy oprogramowania wykorzystywanego do udostępniania artykułów. Ilościowe zestawienia poszczególnych kryteriów pokazują, jak na przestrzeni ostatnich czterech lat Open Access rozwijał się w bibliologii i informatologii.
    Open-access scholarly periodicals play an increasingly important part in scholarly communications, and due to the unlimited access to their content, they may be read and quoted more frequently than periodicals which are disseminated in a traditional manner. The purpose of the article is to present the quantitative state of open-access periodicals representing the humanities. An in-depth analysis was performed on Polish periodicals representing the field of bibliology and informatology. The article presents the results of research of 2014 and 2018 which have to do with inter alia the visibility of the particular titles in the catalogues of open-access periodicals, the strategies of publishing periodicals and the application of the Creative Commons licence or the software which is used to ensure the availability of articles. Quantitative presentations of the particular criteria demonstrate the development of Open Access in bibliology and informatology in the period of the last four years.

    Wejście w życie Ustawy 2.0 nie zmieniło jednego faktu – biblioteka nadal pozostaje ważną częścią uczelnianego mikro- i makroświata akademickiego. Pomimo tego, że formalnie ustawodawca nie sprecyzował roli biblioteki w strukturze uczelni, a jedynie zasygnalizował jej istnienie. W artykule porównano funkcje biblioteki naukowej wynikające z obecnie obowiązującego ustawodawstwa z teraźniejszymi formami działalności biblioteki akademickiej. Na przykładzie Biblioteki Uniwersytetu Opolskiego omówiono wdrożone zmiany organizacyjne w jej funkcjonowaniu wynikające z regulacji prawnych sformułowanych na podstawie obowiązującej ustawy. Ukazano złożony, ale szybko przebiegający proces przygotowawczy do wprowadzania na uczelni polityki otwartości w dostępie do publikacji i otwartych danych badawczych. Wprowadzony 20 marca 2020 roku na terenie kraju stan epidemii narzucił bibliotekom akademickim nowy styl pracy w obszarze dokumentowania i sprawozdawania osiągnięć naukowych oraz w zakresie wspomagania realizacji działalności dydaktycznej szkoły wyższej. Wydarzenia ostatnich miesięcy oraz przemiany, jakie zaszły na uczelniach w latach 2018-2020 były początkiem nowej jakości usług informacyjnych i bibliotecznych oraz dały impuls do wprowadzenia wielu nowych rozwiązań organizacyjnych w bibliotekach akademickich.
    Changing the role of the library in the structure of the university on the example of new areas of activity of the Library of the University of Opole. The entry into force of Act 2.0 did not change one fact – the library still remains an important part of the university’s micro and macro academic world, although it was formally noticed by the legislator to a small extent. However, the dynamically changing academic reality forced the necessity of rapid adaptation of libraries to new roles and functions, which were assigned to them for various reasons. The article compares the functions of the scientific library resulting from the current legislation with the present-day activities of the academic library. On the example of the activities of the Library of the University of Opole, the implemented organizational changes in its operation resulting from the legal regulations formulated on the basis of the currently binding act were discussed. It shows the complicated but fast adaptation process of introducing the policy of openness in access to publications at the university. The state of the epidemic introduced on March 20, 2020 in Poland has shaken the process of preparations at universities for the evaluation scheduled for 2021 by an ordinance of the Ministry of Science and Higher Education. It imposed a new style of work in academic libraries in the area of documenting and reporting scientific achievements and in supporting the implementation of university didactic activities. The events of recent months and the systemic transformations of 2018-2020 at universities are the beginning of a new quality of information and library services, they also gave impetus to the introduction of many new organizational solutions in academic libraries.

    Artykuł omawia kryteria i tryb oceny parametrycznej czasopism naukowych według Projektu z dnia 6 czerwca 2016 r. „Rozporządzenia Ministra Nauki i Szkolnictwa Wyższego z dnia ……………….. 2016 r. w sprawie przyznawania kategorii naukowej jednostkom naukowym”, wskazuje poważne wady natury legislacyjnej i naukoznawczej (w tym bibliometrycznej) tego projektu oraz postuluje istotną nowelizację treści przepisów tego rozporządzenia.
    The article discusses the criteria and procedure for the parametric evaluation of scientific journals according to the Bill of 6 June 2016 of the “Directive of the Minister of Science and Higher Education, Republic of Poland, dated .................... 2016 concerning the process of granting academic categories to scientific institutions”. It indicates serious legislative flaws as well as flaws concerning the science of science (including bibliometrics) in the Bill and proposes significant amendments to the provisions of this Directive.
