Opis:
The procedure for taking into account shear and rotational inertia in the case of transverse vibrations of beam elements of material handling vehicles with different conditions of fastening (support) is considered. The dynamic model of the rod element is supplemented with compressive forces with a fixed line of action and monitors the angle of rotation of the rod. The Fourier method of separation of variables in the harmonic vibrations of beams is applied. This made it possible to obtain a differential equation, kinematic and static parameters in the amplitude state. The resulting differential equation is integrated, the fundamental functions are normalized, and the complete solution is presented in matrix form with initial parameters. Four cases of fundamental functions are revealed. For beam elements with different support conditions, the vibration frequency has been refined. With hinged support, the first 5 frequencies of this work coincide with the frequencies obtained by another approach.

The author of this paper analyses selected solutions of sickness insurance in terms of the implementati on of the principle of solidarity, with the considerations referring to sickness and maternity allowances. A thorough analysis of the regulations concerning the personal scope of sickness insurance, the rules for financing contributions, conditions for the acquisition or continuation of sickness and maternity allowances, the possibility of receiving these benefits after the lapse of the insurance coverage and the basis for contribution assessment leads to the conclusion that sickness insurance is essentially based on the principle of solidarity. However, some detailed solutions violate this principle, by allowing for some abuses at the expense of the risk community or by allowing benefits to be received in a situation where there is no social risk.
W niniejszym opracowaniu autor analizuje wybrane rozwiązania ubezpieczenia chorobowego pod kątem realizacji zasady solidarności, przy czym rozważania dotyczą zasiłków chorobowego i macierzyńskiego. Dogmatyczna analiza przepisów dotyczących zakresu podmiotowego ubezpieczenia chorobowego, zasad finansowania składek, warunków nabycia lub kontynuowania pobierania zasiłków chorobowego i macierzyńskiego, możliwości pobierania tych świadczeń po ustaniu tytułu ubezpieczenia oraz wysokości podstawy wymiaru składki prowadzi do wniosku, że zasadniczo ubezpieczenie chorobowe opiera się na zasadzie solidarności. Niektóre szczegółowe rozwiązania zasadę tę jednak naruszają, pozwalając na pewne nadużycia kosztem wspólnoty ryzyka czy na pobieranie świadczeń w sytuacji, w której nie występuje ryzyko socjalne.

The work contains the results of research conducted to optimize the machining of milling table castings. The possibility of reducing the total volume of machining allowances, reducing the wear of cutting tools, shortening machining time and eliminating idle machining passes was considered. The tests were carried out on two batches of castings supplied by two independent foundries. Casting geometry measurements were made using a structured light scanner. The analysis included machining with cemented carbide tools and tool ceramics at two machining centers: DMC200U and DMC270U. It has been shown that as a result of eliminating idle machining passes, it is possible to reduce machining time by 12% for the first and by 44% for the second casting supplier. The estimated annual savings for the production volume of 500 pcs of these castings can range from € 7388 to even € 23 346. The actual cost of cheaper casts was also calculated, taking into account the difference in machining cost resulting from larger machining allowances.

Opis:
The amount of tax-free personal allowance is one of the most significant parameters of income tax system in Poland. It has been equal PLN 3,089 unchanged since 2008 until 2016. The Constitutional Tribunal predicated that the regulation of the act on PIT specifying the amount of personal allowance violates the article 2 and the article 84 of the Constitution of the Republic of Poland as regards the lack of facility to provide a mechanism adjusting the amount of tax reduction, that would guarantee at least the minimum subsistence. At present its level is specified at the level of more than twofold personal allowance. Therefore, the tax system must be amended. This paper aims at a statistical comparative analysis of gains and losses expected for budgets of both taxpayers and government under prospective various tax systems scenarios. The statistical analysis considers fundamental characteristics of a tax system, i.e. average and marginal tax rates, and tax progression.
Jednym z ważniejszych parametrów systemu podatku dochodowego jest kwota wolna od podatku, która od 2008 r. do 2016 r. w Polsce nie uległa zmianie i wynosiła 3089 złotych. Trybunał Konstytucyjny orzekł, że przepis ustawy o PIT wskazujący wysokość kwoty wolnej od podatku w zakresie, w jakim nie przewiduje mechanizmu korygowania kwoty zmniejszającej podatek, gwarantującego co najmniej minimum egzystencji, jest niezgodny z art. 2 i art. 84 Konstytucji Rzeczypospolitej Polskiej. Obecnie prawo określa minimum egzystencji na poziomie ponad dwukrotnie wyższym od obowiązującej kwoty wolnej od podatku. Konieczna jest zatem korekta systemu podatku dochodowego. Celem artykułu jest przeprowadzenie statystycznej analizy porównawczej strat i zysków zarówno dla budżetu podatników, jak i budżetu państwa, przy różnych scenariuszach proponowanego systemu podatkowego. W analizie statystycznej uwzględnione zostały podstawowe charakterystyki systemu podatkowego, jakiem jest średnia i krańcowa stopa podatkowa oraz progresja. Porównania natomiast dotyczą nowo proponowanych rozwiązań zmian w zakresie kwoty wolnej od podatku.

The subject of the work is the analysis of the principles for determining the basis for calculating contributions for pension and disability pension insurance for persons on a leave of absence related to parenthood. The analysis covers not only the matter of being subject to insurance while exercising parenthood rights and entitlements, but also the period of leave itself. An important advantage of the work is also the reference to the practical aspects relating to maternity leave benefits.

W artykule przedstawiono problematykę optymalizacji naddatków obróbkowych wielkogabarytowych odlewów żeliwnych. Jako kryterium optymalizacyjne przyjęto minimalizację objętości zebranego materiału. Na wielkość skrawanych naddatków ma wpływ przede wszystkim: wartość przyjętych naddatków odlewniczych, dokładność wykonania odlewu oraz proces technologiczny obróbki, w którym najważniejszym elementem jest odpowiedni dobór pomocniczej i zasadniczej bazy obróbkowej. W zależności od odlewni i sposobu wykonania odlewy mogą różnić się między sobą w znacznym stopniu. Powoduje to, że w przypadku zmiany dostawcy lub nawet podczas kolejnej partii odlewów z tego samego źródła może istnieć konieczność opracowania nowej dokumentacji technologicznej. Zmniejszenie ilości wiórów niesie ze sobą przede wszystkim mniejsze zużycie energii, ograniczenie pracochłonności obróbki oraz redukcję zużycia narzędzi, co bezpośrednio przekłada się na niższy koszt wytworzenia. W opracowaniu przedstawiono wyniki symulacyjnych badań optymalizacyjnych naddatków obróbkowych trzech odlewów wielkogabarytowych o różnym stopniu skomplikowania. Posłużono się w nich parametryzacją i wzajemnymi powiązaniami geometrycznymi naddatków obróbkowych, które podzielono na trzy grupy kierunkowe (zgodne z osiami kartezjańskiego układu współrzędnych). Analiza miała za zadanie pokazać różnice objętościowe zebranego materiału między istniejącym procesem technologicznym części oraz procesem zoptymalizowanym.
The article presents problems of machining allowances optimization of large-size iron castings. As the optimization criterion chips volume is admitted. There are a few factors that influence the chips volume: casting accuracy, casting allowances and manufacturing process in which machining datum surface and allowances selection are the most important. Castings may be different in a certain extent and that's conditioned by foundry technology and there is necessity to improve documentation of production technology when supplier changes. Mass reduction of chips results in lower energy consumption, labor consumption and lowering of tools wear most of all. The effect is lowering the production cost directly. In the study the simulation research results of machining allowances optimization of three large-size castings of different complexity are presented. In simulations parameterization and geometrical mutual connections of machining allowances were used. The machining allowances were divided in three directional groups (cartesian co-ordinate system compatible). The analysis was to show the differences of the chips volume between existing and optimal technological process.

According to Article 5a of the Act on the Exercise of the Mandate of a Deputy or Senator at the time of deprivation of liberty the Deputy is not entitled to receive parliamentary per diem allowance or a salary. The period of preliminary custody is calculated from the date of detention. An expiry of the period of preliminary custody or repealing of the decision by a court restores to the Deputy a full enjoyment of rights and obligations, and thus enables to receive a parliamentary per diem allowance and a Deputy’s salary.

The machining allowance variation is significant for the reliability of a part during the machining process. Usually, when the machining allowance of a part increases, the machining and production cost also increase. When the machining allowance decreases, the machining surface will have defects. The parts will produce manyscraps andreliability will decrease. The machining allowance of a part consists of multiple process machining allowances. To analyze the impact caused by machining allowance variation, the hidden quality loss and process machining allowance are combined through theprocess capability index (PCI). Then the asymmetric quadratic quality loss function (AQF) and quadratic exponential function (QEF) are used to analyze them. A prediction model of hidden quality loss of process machining allowance is proposed. On the premise that the quality characteristic value obeys normal function distribution, a numerical model is given and used to obtain process machining allowance-inherent reliability of the product. The actual case is used to compare and verify the two models.

The provisions of the Standing Orders of the Sejm concerning the reduction of Deputy’s salary or parliamentary per diem allowance (as a form of financial penalty) do not require any changes, as there is no need to adjust Polish law to the jurisprudence of the European Court of Human Rights contained in the cases referred to in this opinion. The views expressed by the ECHR in these judgments may however affect the interpretation and application of the provisions of the Standing Orders of the Sejm concerning, in particular, the terms “a Deputy making it impossible for the Sejm to work” and “making it impossible to carry out the debate”. The author claims that the introduction into the Standing Orders of a requirement to give reasons for decisions on the reduction of salary or per diem allowance in order to avoid the allegation of “excessive severity of the penalty,” would also allow both to demonstrate that the principle of equality before the law and principle of proportionality are observed.

Artykuł został poświęcony tym aspektom systemu opieki długoterminowej nad osobami niesamodzielnymi, które wpływają na przyszłą sytuację emerytalną opiekunów nieformalnych (najczęściej rodzinnych). W pierwszej części zostało pokazane, jak sprawowanie opieki wpływa na możliwości aktywności zawodowej opiekuna i tym samym może ograniczać jego perspektywy emerytalne. W drugiej części został omówiony – również pod kątem zabezpieczenia emerytalnego – system świadczeń dla osób będących poza zatrudnieniem ze względu na sprawowanie opieki. Rozważania te prowadzą do wniosku, że ustawy o świadczeniach rodzinnych i o pomocy społecznej zawierają regulacje, które nie wystarczają do dostatecznego zabezpieczenia emerytalnego znacznej części opiekunów. Autor analizuje też fakt, że część opiekunów decyduje się na opuszczenie rynku pracy (włącznie z konsekwencjami dla bezpieczeństwa emerytalnego) i uwarunkowania tej sytuacji. Rozważania te służą także sygnalizowaniu wyzwań, z jakimi musi zmierzyć się ustawodawca, by zwiększyć szanse opiekunów na bezpieczeństwo socjalne w okresie starości. Omówione zostały również dotychczasowe próby umożliwienia aktywności zawodowej opiekunów w rodzimej polityce publicznej. Całość wieńczą wnioski i rekomendacje.
The article deals with those aspects of the long-term care system that have an influence on the future situation of carers as pensioners. In the first part, it is shown and analysed how informal care can affect the working possibilities of a caregiver and thus their social security in old age. Next, elaborated is the Act on family benefits and the Act on social assistance, regarding the issues entitlement to social security. This considerations lead to the conclusion that the contemporary law does not protect the social security of carers and former carers in old age. Then, there are analysed some of the preconditions for why many carers in Poland leave the labour market. Evaluated are the challenges to be faced in order to strengthen the pension security of informal carers. The author also analyses some legislative attempts to tackle the problem of the exclusion of informal carer from the labour market. The final part of the article constitutes the conclusions drawn and the recommendations made.

The article presents the influence of heat treatment on corrosion properties of non-alloy steel. This steel is used in machine elements. Heat treatment has a major impact on corrosion resistance of steel materials. Laboratory methods for measuring the corrosion rate consist of Electrochemical Impedance Spectroscopy and polarization curves. Instead of these types, there are also industrial methods of velocity corrosion measurements like researches in natural conditions and coupons corrosimetry. These days the most popular techniques of corrosion measurements are electrochemical measurements. In order to conduct impact assessments influent of heat treatment to corrosion properties there is need to proceed few steps like prepare samples, carry out heat treatment, hardness measurements, metallographical examination, prepare samples for corrosion and proceed corrosion researches by potentiodynamic method. An important element during researches is corrosion allowance, which has an impact influent on corrosion properties. This is the most popular and efficient method of corrosion protection. These days for corrosion protection are use paints or zinc coatings, cathode protection or stainless.

Opis:
Niniejszy artykuł poświęcony jest zagadnieniu uprawnień rolników do świadczenia pielęgnacyjnego, o którym mowa w ustawie z dnia 28 listopada 2003 r. o świadczeniach rodzinnych. Istotą tego zagadnienia jest spór, jaki zarysował się w ostatnim czasie między Naczelnym Sądem Administracyjnym, który w jednej ze swoich uchwał wyraził stanowisko o braku przesłanek uprawniających rolników do świadczeń pielęgnacyjnych, a Ministerstwem Pracy i Polityki Społecznej, prezentującym odmienny pogląd o spełnianiu przez rolników określonych kryteriów warunkujących ubieganie się o omawiane świadczenia.
The right of farmer to care allowance in the jurisprudence of Polish courts The aim of this paper is to analyze important issue regarding right of farmers to care allowance as referred to in article 17 of the Law on family benefits of 28 November 2003. Recently have evolved two different position on this matter – one refusing farmers the rights to these benefits, and the second – giving them that power. In this paper the author briefly discusses both of this positions.

Opis:
Celem opracowania jest odpowiedź na pytanie, na ile niedawno ustanowione świadczenia dla rolników, ubezpieczonych w Kasie Rolniczego Ubezpieczenia Społecznego, zapewniają im ochronę w czasie pandemii COVID-19. W konkluzji stwierdzono, że obecnie obowiązująca regulacja nie zapewnia ubezpieczonym rolnikom wystarczającej ochrony przed czasową utratą zdolności do pracy. Przyznane świadczenia w postaci covidowego zasiłku chorobowego i zasiłku z tytułu kwarantanny są zbyt skromnym socjalnie wsparciem dla rolnictwa w czasie pandemii. Nie uwzględniają swoistości pracy w działalności rolniczej, nie kompensują utraconych dochodów rolnika i ze względu na niewłaściwe zaadaptowanie z systemu powszechnego nie spełniają swoich funkcji. W obliczu czwartej fali zakażeń konieczna jest rychła nowelizacja omawianych rozwiązań.
L’articolo si propone di rispondere alla domanda in che misura i contributi previsti di recente per gli agricoltori assicurati presso la Cassa delle assicurazioni sociali per gli agricoltori riescano a proteggerli durante la pandemia da COVID-19. Nella parte conclusiva l’autore afferma che di fronte a una perdita temporanea della capacità lavorativa, la quale essi si trovano costretti ad affrontare, la regolazione attuale non riesca a offrire una protezione sufficiente. I contributi concessi al settore agricolo durante la pandemia sotto forma di indennità di malattia da covid e indennità di quarantena costituiscono un sostegno sociale troppo modesto. Essi non tengono conto della specificità del lavoro agricolo, non riescono a compensare il mancato reddito di un agricoltore e, a causa di essere stati presi e adottati in maniera negligente dal sistema generale, non assolvono in modo adeguato alle funzioni loro proprie. Di fronte alla quarta ondata dei contagi è necessario procedere a modificare rapidamente le soluzioni discusse.
The aim of this paper is to determine to what extent the benefits for farmers insured in the Agricultural Social Insurance Fund that have recently been granted provide protection during the COVID-19 pandemic. The conclusion is that the current regulation does not provide insured farmers with sufficient protection against a temporary loss of capacity to work. The benefits granted in the form of COVID sickness and quarantine allowance constitute a too modest social support for agriculture during the pandemic. These allowances fail to take into account the specificity of work in agriculture and do not compensate for the farmer’s lost income and, having been rather carelessly adopted from the universal system of insurance, they do not fulfil their functions properly. In view of the fourth wave of infections, it is necessary to amend these measures as soon as possible.
