    Opis:
    An airport is a place where there is a possibility of many threats. Not without reason it is included in the critical infrastructure. The quite large area which the airports occupy makes it difficult to control all people in order to eliminate the smuggling of prohibited goods or bringing dangerous tools to the aircraft. This is an area where there is often a local, high density of people, which promotes theft or the possibility of hide an explosive charge. In addition, deliberate or accidental fire hazards are often associated with breakdowns. The article presents the characteristics of detection systems installed and used at the airports in terms of increasing the level of security of both passengers and their property.
    Port lotniczy jest miejscem, gdzie istnieje możliwość wystąpienia wielu zagrożeń. Nie bez powodów zaliczany jest do budowli infrastruktury krytycznej. Dość duży obszar jaki zajmuje, utrudnia szczegółową kontrolę wszystkich osób, celem eliminacji przemytu towarów zakazanych czy wnoszeniu do samolotu niebezpiecznych narzędzi. To teren, na którym występuje często miejscowe, duże zagęszczenie ludzi, co sprzyja kradzieżom czy możliwości podrzucenia ładunku wybuchowego. Dodatkowo zagrożenia pożarowe spowodowane celowo bądź przypadkowe, często związane są z awariami. W artykule przedstawiono charakterystykę instalowanych i wykorzystywanych na terenie portów lotniczych systemów detekcyjnych pod kątem zwiększenia poziomu bezpieczeństwa zarówno pasażerów, jak i ich mienia.

    Situation awareness is a crucial factor in decision-making. It involves monitoring and identification of relationships among the state changing objects in collaborative dynamic environments. In the domain of airport security a critical need is to support security operators in real-time management of risky airside scenarios. This work relies on a fuzzy cognitive ontology-based approach to model situation awareness and introduces an agent-based distributed evaluation architecture to address the problem. Specifically, in order to model situation awareness this work instantiates and integrates two assessed ontological meta-models, Situation Theory Ontology (STO) and Saw Core Ontology (SAW), extended to cope with uncertainty when modeling relations among objects occurring in the addressed dynamic environment. Many task-oriented soft computing agents are in charge of monitoring the modeled situations while distributing the information evaluation process leads to achieving better real-time like performance.

    The paper presents the developed multispectral optoelectronic aircraft landing assistance and data transmission system for flight control. The purpose of the system is to provide information about the landing aircraft (in the day, at night and in the haze), such as the location of the aircraft in the runway axis, altitude, distance to touchdown and the condition of the plane components like landing gear etc. The system employs two infrared cameras working in spectral range of 3-5 µm and 8-12 µm and a video camera module. The system was tested in laboratory and in the field.

    The article presents an experimental exploration of the selected technical features of the Avigilon 2.0C-H4A-BO1-IR Compact Zoom Camera with IR Adaptive Illumination. The article describes the purpose, procedure, and results of the motion detection verification, as well as the identification of motion detection errors, using Avigilon's investigated camera, to the distance of guaranteed recognition capability in specific daylight conditions that determines video analysis. This article constitutes the first part of the internal research activity of the Department of Flight Preparation - pre-research, for the design of an integrated mobile airport security system. For safety reasons, the testing was performed near the airport and not at the airport. The test sample was obtained by using the Avigilon 2.0C-H4A-BO1-IR camera located 8 meters above the ground level in the direction of the selected perimeter of the "protected area" for the experiment. The movement in the space was made by people and the passage of motor vehicles at a distance that was less than the distance guaranteed by the camera's recognition capability in the specific daylight conditions. The movement of persons and motor vehicles was generally performed perpendicular to the position of the camera, left to right, and/or back. The speed of movement of people was, as a rule, an average walking speed of 1m/s, the motor vehicles ranging up to 40km /h. Identification of motion detection errors is important for corrections of the prepared information model of security risk assessment of a protected object based on the fuzzy logic to support the airport security management decisions, as well as for finding a technical solution to eliminate these camera vulnerabilities, or selecting and testing another camera for our mobile technology platform. The results advance our theoretical knowledge and have a praxeological significance for the creation of a technological demonstrator and subsequently a prototype of a smart mobile airport security system. Institutions responsible for the protection of state borders, the fight against illegal migration, smuggling of goods, etc. are also interested in mobile security solutions.

    Airport security management is a rapidly evolving process which results in new regulations, new procedures or equipment and the acquisition of new skills for aviation personnel. The fire protection of the Chopin Airport in Warsaw serves as an example intended to show a pattern of activities of entities responsible for safety that clearly strive for perfection, and are comprised by the safety management process, which can be replicated by other institutions. The essence of the article is to identify the key factors that determine the safety of an airport on the example of the Chopin Airport in Warsaw. The article presents the results of own research. The analysis of expert interviews conducted with airport personnel responsible for security and officers of the State Fire Service showed the reality of airport security management from the perspective of the entity responsible for it. New directions of change and areas for improvement were thus acknowledged. The result of the interviews is the development of the author’s concept of the improvement of tools used within the Safety Management System at the Warsaw Frederic Chopin Airport.
    Zarządzanie bezpieczeństwem portów lotniczych jest bardzo szybko rozwijającym się procesem, co przekłada się na powstawanie nowych uregulowań prawnych, nowych procedur czy wyposażenia i nabywania nowych umiejętności personelu lotniczego. Ochrona przeciwpożarowa Lotniska Chopina w Warszawie to przykład, który ma ukazać dążący do perfekcji schemat działania podmiotów odpowiedzialnych za bezpieczeństwo, ujęty w procesie zarządzania bezpieczeństwem, mogący być naśladowany przez inne instytucje. Istotą artykułu jest identyfikacja kluczowych czynników determinujących bezpieczeństwo portu lotniczego na przykładzie Lotniska Chopina w Warszawie. W artykule przedstawiono wyniki badań własnych. Analiza wywiadów eksperckich przeprowadzonych z personelem lotniska odpowiedzialnym za bezpieczeństwo oraz z funkcjonariuszami Państwowej Straży Pożarnej pokazała rzeczywistość zarządzania bezpieczeństwem portów lotniczych z perspektywy podmiotu za nie odpowiedzialnego. Dostrzeżono dzięki temu nowe kierunki zmian i obszarów wymagających doskonalenia. Wynikiem przeprowadzonych wywiadów jest opracowanie autorskiej koncepcji doskonalenia narzędzi wykorzystywanych w ramach Safety Management System na Lotnisku im. Fryderyka Chopina w Warszawie.

    W artykule została poruszona problematyka bezzałogowych statków powietrznych i ich wykorzystania w operacjach lotniskowych. Obsługa statków powietrznych przez drony w przeprowadzaniu inspekcji, konserwacji posiada wiele czynników mających wpływ na jego jakość, bezpieczeństwo, czas i oszczędności. Drony w przeprowadzaniu inspekcji statków powietrznych, infrastruktury lotniskowej mają wpływ w procesie ograniczania ryzyka wpływu człowieka na obsługę techniczną statków powietrznych, wyeliminowania awarii czynnika ludzkiego oraz zmniejszenia ryzyka utraty zdrowia czy życia w czasie wykonywania tych procedur. Autor omawia również w artykule wykorzystanie dronów w procesie obsługi technicznej, napraw i remontów samolotów komercyjnych, zarządzaniu ciągłością do lotu. Poruszony został również temat koncepcje systemu ”Smart Hangar”. Zidentyfikowane zostały zagrożenia związane z wykorzystaniem dronów w procesie utrzymania ruchu, zagrożenia związane z tą działalnością.
    The article discusses the issue of unmanned aircraft and their use in airport operations. The operation of aircraft by drones in carrying out inspections and maintenance has many factors affecting its quality, safety, time and savings. Drones in the inspection of aircraft and airport infrastructure have an impact in the process of reducing the risk of human influence on the technical maintenance of aircraft, eliminating the failure of the human factor and reducing the risk of loss of health or life during the performance of these procedures. The author also discusses in the article the use of drones in the process of maintenance, repair and overhaul of commercial aircraft, and flight continuity management. The concept of the "Smart Hangar" system was also discussed. Threats related to the use of drones in the maintenance process and the risks associated with this activity have been identified.

    Jak ważną rzeczą jest zachowanie wszelkich procedur od pasażera, pracownika portu, służb lotniskowych do Prezesa zarządzającego a zarazem osoby odpowiedzialnej za całość komunikacji na danym lotnisku i otoczeniu w powietrzu tak i na ziemi. Certyfikaty wydawane przez Władzę Lotniczą dotyczą w zasadzie wszystkich komórek w schemacie organizacyjnym portu lotniczego. Kontrola bezpieczeństwa wykonywana jest dla zapewnienia bezpieczeństwa pasażerów i personelu obsługującego w porcie lotniczym. Dlatego odpowiednie przygotowanie się pasażera do kontroli ułatwi jej sprawne i szybkie wykonanie. Listę przedmiotów, jakie pasażer może zabrać ze sobą do bagażu oraz pokład samolotu jasno i czytelnie są opisane na stronie władzy lotniczej a także na stronach linii lotniczych, biur turystycznych. Wszystko to wykonuje się dla zagwarantowania najwyższych standardów w transporcie lotniczym. Polega na kontroli manualnej oraz stosowaniu urządzeń jak skanery w celu identyfikacji przedmiotów zabronionych.
    How important it is to maintain all procedures from a passenger, airport employee, airport services to the Managing President and at the same time the person responsible for all communications at a given airport and the surrounding air and on the ground. The certificates issued by the Aviation Authority relate to virtually all cells in the organizational chart of an airport. Security control is carried out ensure the safety passengers and operating staff at the airport, therefore proper preparation of the passenger for the control will facilitate its efficient and quick execution. The list of items that the passenger can take with him is clearly and legibly described on the website of the aviation authority as well on the websites of airlines and tourist offices. All this is done to guarantee the highest standards in air transport. It consists in manual control and the use of devices such as scanners to identify prohibited items.

    The paper refers to security requirements for new threats international airports, taking specifically into consideration current challenges within processing of passengers, in light of types of current major threats, in a way ensuring positive passenger experience within their journey. In addition, within the scope of this paper, presented initial outcome of study research among professional aviation stakeholder's environment, on current threats in the area of security and protection of airport infrastructure. The airports are a very demanding environment: seasonal traffic, fluctuating passenger volumes and last minute changes mean there is a lot of flexibility required in order to meet specific needs of airport authorities and their clients or the passengers (Dolnik, 2009). Therefore, security in aviation sector has been a big issue for civil aviation authorities, as airports are susceptible targets for terrorist attacks. The list of incidents is extensive and gets longer every year despite strict security measures. Within decades, aviation has become the backbone of our global economy bringing people to business, tourists to vacation destinations and products to markets. Statistically flying remains the safest mode of travelling compared to other modes of transportation. However, simultaneously terrorists and criminals continue in their quest to explore new ways of disrupting air transportation and the challenge to secure airports and airline assets remain real. This calls for greater awareness of security concerns in the aviation sector. The key element, how to protects against terrorist modus operandi, is to stay ahead of recent threats, incidents and breaches occurring worldwide. It requires implementation of effective data sharing systems, in order to proactively monitor potential risks and vulnerabilities within different type of aviation ecosystems.

    The authors determined the following aim of this article: identifying threats generated by air terrorism as well as characterizing the forms, methods, and manners. Authors used theoretical methods of research. The article presents research findings with regard to the organization and operation of security systems in civil air transport. At the article, the authors focused on air terrorism and security system in the airport. The presented results of the study are not limited only to the theoretical aspects of terrorism. Authors also characterize organizational and technical undertakings that have already been implemented into security systems in aviation by national and intergovernmental institutions, responsible for its protection. Regardless of the form of air terrorism and applied means, an important issue is a fact that every attempt to intercept an aerial asset is attractive for terrorists, due to the fact that each time it causes not only damage or destruction of the machine itself and the death of passengers, but it is also a real threat to airport infrastructure, installations and urban residents. In addition, the events are accompanied by high-profile media coverage.

    The airport infrastructure has always been the target of terrorist attacks. Any changes and innovations within it should be aimed at preventing such attacks. Full security cannot be guaranteed by any system, which may be proved by the terrorist attempt at the airport of Zaventem near Brussels.

    There were many attacks on civil aviation facilities which occurred since the 1930s but the first recorded attack against the airport security occurred in 1970. Due to the extensive infrastructure, airports are susceptible to the occurrence of hazards especially acts of unlawful interference. The purpose of this article is the characteristics of airports in terms of possible threats. To accomplish this, the most important elements of airport infrastructure are characterized in the first part, which is followed by a presentation of selected acts of unlawful interference committed at airports. The last section of the paper contains most important results of the research regarding safety at airports in Poland from the passenger’s point of view.

    Opis:
    Polish accession to the EU and which consequently adapt Polish law to EU standards drew attention to the aviation community on the need for training and improvement of the quality of work people employed at the airport. Similarly, the subject was developed in the protection of civil aviation. Here, however, the direct stimulus for the formation of all kinds of regulations were the events in the USA 11.09.2001 r. It was then that apart from the obvious need to introduce more restrictive rules related to the security control of passengers and their luggage, it was also noted for staff training, their skills, threat detection and appropriate response to all types of custom passenger behavior. Then also placed special emphasis on quality control work, which is reflected in even the National Training Programme and the National Quality Control Programme, which are designed, on the one hand, professional prepare of the screeners for the implementation of the their statutory tasks, on the other hand, has created a tool to supervise the quality of the work done by this group of workers. Awareness of the human factor as an element that could significantly affect the level of airport security makes this factor is particularly treated in the protection of civil aviation. The consequences of human error, resulting from an act of conscious or unintentional, may in fact be catastrophic for the airport,the carrier and passengers.
    Przystąpienie Polski do UE i co za tym idzie dostosowanie polskiego prawa do standardów unijnych zwróciło uwagę środowiska lotniczego na konieczność szkolenia i doskonalenia jakości pracy zatrudnionych na lotnisku osób. Podobnie temat kształtował się stricte w ochronie lotnictwa cywilnego. Tutaj jednak bezpośrednim bodźcem dla powstawania wszelkiego rodzaju regulacji prawnych były wydarzenia w USA 11.09.2001 r. Wtedy też, oprócz oczywistej potrzeby wprowadzenia bardziej restrykcyjnych zasad związanych z kontrolą bezpieczeństwa pasażerów i ich bagażu, zwrócono również uwagę na szkolenie personelu w zakresie umiejętności wykrywania zagrożeń oraz odpowiedniego reagowania na wszelkiego typu niestandardowe zachowania pasażerów. Położono wówczas również szczególny nacisk na kontrolę jakości pracy, czego wyrazem są chociażby Krajowy Program Szkoleń i Krajowy Program Kontroli Jakości, które mają za zadanie z jednej strony profesjonalne przygotowanie OKB do realizacji ustawowych zadań, z drugiej stworzone zostało narzędzie do nadzoru nad jakością pracy wykonywanej przez tę grupę pracowników. Świadomość czynnika ludzkiego, jako elementu, który może istotnie wpłynąć na poziom bezpieczeństwa lotniska powoduje, że jest on szczególnie traktowany w ochronie lotnictwa cywilnego. Konsekwencje błędu człowieka, wynikającego z działania świadomego lub nieumyślnego, mogą bowiem mieć katastrofalne skutki dla lotniska, przewoźnika i pasażerów.

    Air transport consists in moving people or goods by air. Aircrafts, known as the main means of air transport, can be divided into two categories: airplanes and helicopters. Such transport is the most modern and the most dynamically developing branch of transport. It is also considered to be the safest mode of transport, even though, for various reasons, aviation accidents still occur. Security in aviation has various connotations. According to the International Civil Aviation Organization (ICAO), it is a state in which the possibility of damage to persons or property is minimized and is maintained as part of a continuous process of hazard identification and safety risk management at an acceptable level or below this acceptable level. Aviation security includes flight safety and aviation security against acts of unlawful interference. There is a significant difference between the meaning of "safety" and "security". The first of these concepts means preventing unintentional damage, while the second refers to the procedures undertaken in order to prevent deliberate damage resulting from an intentional act. As it appears from the abovementioned information, the immovable part of aviation safety is aircraft protection, including the protection of civilian airports.The aim of the article is to draw attention to the problems of air transport security, including the security of airports, related to the evolution of threats and the functioning of the airport security system. The problem that the authors address is expressed in a question: in what directions should the current solutions in the field of air transport security be improved in order to effectively prevent acts of unlawful interference in the future? Theoretical research methods, such as the analysis and synthesis of information contained in literature and source materials, inference, comparison, were used to develop the article.

    The development of measures in civil aviation protection against illegal acts is based on the analysis of incidents, which can be divided into four development stages. Before 9/11, civil aviation entities were mostly reactive; only new threats warranted a proactive approach to mitigating air threats. The present article’s aim was to analyse the development of methods for checking passengers and objects intended for air transport. The analysis of selected incidents, control processes, and the level of security achieved confirm that the implemented security methods and proactive approach to working with air traffic risks are a suitable compromise between passenger comfort, technological development of detection devices, and processes at the airport.

    W czasach otwartych granic, gdy Polska jest członkiem Unii Europejskiej i Strefy Schengen przemieszczanie się ludności nie tylko wewnątrz kraju, ale głównie pomiędzy państwami stało się czymś naturalnym, a wręcz niezbędnym do normalnego funkcjonowania. Znaczna część ruchu osobowego, ale także towarowego odbywa się drogą powietrzną, przy wykorzystaniu licznie funkcjonujących w Polsce lotnisk komunikacyjnych. Masowy przepływ osób skutkuje występowaniem wielu zagrożeń i koniecznością zapewnienia bezpieczeństwa w różnym stopniu i wymiarze. Przystępując do badań należy postawić tezę, że za bezpieczeństwo, spokój i porządek publiczny na lotniskach komunikacyjnych odpowiadają w głównej mierze formacje mundurowe. Przedmiotem rozważań w niniejszym opracowaniu są podstawy prawne oraz działalność takich formacji jak: Straż Graniczna, Policja, Służba Celno-Skarbowa, służba ochrony lotniska oraz lotniskowa służba ratowniczo-gaśnicza. Mają one za cel czuwanie nad bezpieczeństwem, spokojem i porządkiem publicznym na terenie lotnisk oraz obszarze przyległym. Artykuł ma charakter przeglądowy, a zawarte w nim rozważania oparte zostały w głównej mierze na materiale normatywnym. Zdaniem Autora brak jest kompleksowych opracowań dotyczących roli, jaką spełniają formacje mundurowe w kształtowaniu bezpieczeństwa na lotniskach dlatego warto zwrócić uwagę na najważniejsze aspekty z tym związane.
    In the times of open borders, when Poland is a member of the European Union and the Schengen Area, the movement of people not only within the country but mainly between countries has become something natural and even necessary for normal functioning. A significant part of passenger as well as cargo traffic is carried out by air, using the numerous communication airports operating in Poland. The mass movement of people results in the occurrence of many threats and the need to ensure security in various levels and dimensions. At the beginning of this study, a thesis should be made that uniformed services are primarily responsible for security, peace and order at airports. The subject of consideration in this study is the legal basis and activities of such services as the Border Guard, the Police, the Customs and Fiscal Service, the airport security service and the airport rescue and firefighting service. Their purpose is to ensure security, calm and public order at airports and the adjacent area. The paper is an overview, and the considerations contained are based mainly on normative material. According to the Author, there is a lack of comprehensive studies on the role of uniformed services in the formation of security at airports, and therefore it is worth noting the most important aspects related to this issue.

    From the institutional point of view, it is governmental authorities that play the key role in providing security for Polish citizens in home land. But an airport is a special place where both governmental and non-governmental organizations are also held responsible for security. This paper presents authorities and services which are responsible for security at the territory of an airport as well as other security-centered measures required of airport infrastructure and organization.

    The following article outlines the issues related to the influence of the planned enclosed structures at the airport on the widely understood civil aviation security. In the era of terrorist threat and continued improvement of security standards implemented in the scope of people and baggage security checks, an important, though less frequently discussed issue is the subject connected with the proper planning of airport infrastructure which takes into account the needs of the principles in this way understood security. This article is intended to encourage potential customers – persons involved in aviation activities, for consideration of the need to examine existing and possibly implement new solutions in the field.

    This article discusses civil aviation security, which is understood as a combination of human and material activities and resources to safeguard international civil aviation against acts of unlawful interference. This article presents protection measures applied in the security system of civil airports. Parts of the article focuses on both theoretical and practical solutions concerning the airport security system. The systemic approach observes aviation security as a set of elements and relationships that occur between them in accordance with established principles, through the prism of the aim. The aim of aviation security is to prevent acts of unlawful interference (people, objects, hazardous materials threatening the safety of aviation and the aviation infrastructure). The authors of the article have identified the concept of airport security system and characterised the civil airport as a specific object. This article presents the procedural and technical aspects of the functioning of the civil security airport system.

    Po 18 marca 2013 r. zarządzający lotniskami zobowiązani są do przejęcia od Straży Granicznej zadań związanych z kontrolą bezpieczeństwa osób, bagażu, ładunków i przesyłek. Kontrola ta powinna być wykonywana z zachowaniem obowiązujących regulacji prawnych w zakresie ochrony lotnictwa cywilnego, regulacji wewnętrznych zarządzającego oraz na podstawie niepisanych zasad wynikających z kultury osobistej, higieny i współżycia społecznego. Osoby wykonujące zadania związane z ochroną lotnictwa cywilnego powinien cechować wysoki poziom kultury osobistej, a wykonawca powinien dokładać wszelkich starań (poprzez wdrażanie narzędzi motywacji, szkolenia itp.), aby ten poziom utrzymać na stałym, wysokim poziomie.
    After 18.03.2013 airport operators are obliged to take over the tasks of the Border Guard to control security of persons, baggage, cargo and mail. This control should be performed in conformance with prevailing regulations in civil aviation security, internal regulations of Management and based on the unwritten principles of personal culture, hygiene and social life as well . Persons performing tasks related to the protection of civil aviation should be characterized by a high level of personal culture, and the Contractor shall make every effort (by implementing the tools of motivation, training, etc.) to keep this level to constant high level.

    One of the basic elements inseparably connected with air communication is the security control of persons and luggage which is performed by certified OKBs entered on the list of the President of the Polish CAA. An area of interest is the security check of hand baggage passengers take with them on board the aircraft. This control is carried out based on current legal regulations in the field of civil aviation security and is designed to detect prohibited and dangerous items hidden in the passenger's luggage specified in these legal acts. Due to the fact that the catalogue of these items is not included in an enumerative way, the security control operator assesses the possibility of using any item other than that specified in the document in terms of the possibility of making an act of unlawful interference. However, the skills of the security control operator are only one of the elements affecting the effectiveness of the security check being performed. The technical background and degree of technical sophistication are no less important in the control process. This paper aims to indicate possible organizational solutions to be applied in practice, which have a measurable impact not only on the effectiveness of the security control performed but also on the throughput at the security checkpoint, which in turn determines the operational readiness of the entire airport. The authors, through empirical studies carried out at airport security checkpoints equipped with different technical and technological solutions, quantitatively indicate the benefits of using new technologies and the possibility of choosing the organization of work at the security checkpoint, depending on the needs arising from the nature and number of flight operations.

    Tematem artykułu jest problematyka bezpieczeństwa w terminalach lotniczych – przede wszystkim działań mających na celu zapewnienie bezpieczeństwa antyterrorystycznego – widziana z perspektywy architekta. Planowanie, projektowanie i budowa terminalu, który ma gwarantować bezpieczeństwo antyterrorystyczne, jest złożonym, wielostopniowym procesem. Układ funkcjonalny terminalu przechodził w historii kolejne fazy rozwoju, a kwestie bezpieczeństwa stopniowo zyskiwały coraz większe znaczenie, co w efekcie doprowadziło do powstania obecnie obowiązujących standardów dotyczące barier i przegród budowlanych, a także podstawowych systemów BHS-EDS oraz stref kontroli osób i bagażu kabinowego. Zajmują one znaczne powierzchnie użytkowe, w których trzeba zapewnić sprawne działanie skomplikowanych systemów instalacji budynkowych i specjalnych. Należy przypuszczać, że powszechne wdrażanie nowych systemów, takich jak „kontrola osób bez zatrzymania” (Screening at Speed, SaS), spowoduje wzrost zapotrzebowania na powierzchnię użytkową i obsługę instalacyjną. Można sądzić, że coraz bardziej rozwinięte i zintegrowane systemy informatyczne (zagrożone notabene nowym i szybko rosnącym niebezpieczeństwem: cyberatakami) będą miały wpływ na sposób kształtowania architektury przyszłych terminali lotniczych. Duże znaczenie będzie miało zapewne wprowadzanie zieleni, wody i światła jako czynników łagodzących skutki postępu technicznego, oddzielającego człowieka od naturalnego środowiska.
    The article touches upon the issues of safety at airport terminals, including mainly activities aimed at providing anti-terrorism security as seen from the architect’s perspective. Planning, designing and constructing terminals in which the anti-terrorism safety priority is to be guaranteed is a complex, multi-stage process. The functional layout of the terminal underwent subsequent development stages throughout the years and security issues gradually grew more and more important. As a result, current standards for construction barriers and partitions as well as elementary systems for transportation and control of checked-in luggage (BHS-EDS) and control zones of passengers and cabin luggage have been developed. Such systems occupy considerable usable areas in which the proper functioning of complex building installation and special installation systems should be ensured. Consequently, the common implementation of new systems, such as Screening at Speed (SaS) causes increased demand for usable space and installation service. More and more developed and integrated IT systems (which are under a threat of a new and fast increasing danger of cyber attacks) will have an influence on the shaping of architecture of future airport terminals. The provision of green areas, water and light as factors that mitigate the consequences of technical progress separating human from the natural environment will grow in importance.

    The Safety of Civil Aviation is crucial for protecting of human’s life and ensuring a proper technical infrastructure. In addition to trouble-free operation during flights, the Safety of Civil Aviation protects against any acts of unlawful interference. The article presents the basic legislation governing the safety of flights and applied security systems. The described methods and tools implemented by the Airport’s Board at the Lech Walesa Airport in Gdansk ensure the safety of passengers and baggage. The article also identifies directions for further improvements in order to minimize risks and to eliminate threats at the airports.

    Opis:
    Cargo shipments are a growing part of the transport carried out by many air carriers. One of the critical elements in this area of activity is shipment security inspection, which is a mandatory part of the transportation process. This article aimed to study the inspection system's capacity under disruption conditions and determine its dependence on possible technical and organizational improvements. For this purpose, simulation modeling was applied using a microscale model of the cargo security inspection process realized in a colored, timed, stochastic Petri net. Bayesian networks representing the actual process were used to validate the model. As a result of the research, experiments showed that for Katowice Airport in Pyrzowice, more advanced technical solutions can increase capacity by up to 50%. On the other hand, introducing modifications to the procedure, involving at least two checks using specialized assistive devices, can reduce it by up to 40%. Relatively small changes in capacity are expected with changes in the training and experience of screening operators. Based on these results, it can be recommended that airport managers consider using technical solutions with the parameters analyzed in the article. In addition, it is necessary to maintain the level of training at least at the current level. At the same time, any changes in control procedures should be made prudently, only when necessary, due to the need to strengthen the effectiveness of controls during periods of increased terrorist threat.
    Przesyłki cargo stanowią coraz większą część przewozów realizowanych przez wielu przewoźników lotniczych. Jednym z kluczowych elementów w tym obszarze działalności jest kontrola bezpieczeństwa przesyłek, która jest obowiązkowym elementem procesu przewozowego. Celem artykułu było zbadanie przepustowością systemu kontroli w warunkach zakłóceń, a także określenie jej zależności od możliwych ulepszeń technicznych i organizacyjnych. W tym celu zastosowano modelowanie symulacyjne z wykorzystaniem mikroskalowego modelu procesu kontroli bezpieczeństwa cargo zrealizowanego w postaci kolorowanej, czasowej, stochastycznej sieci Petriego. Do walidacji modelu wykorzystano sieci Bayesowskie reprezentujące rzeczywisty przebieg procesu. W wyniku przeprowadzonych eksperymentów badawczych wykazano dla lotniska Katowice w Pyrzowicach, że użycie bardziej zaawansowanych rozwiązań technicznych może zwiększyć przepustowość nawet o 50%. Z kolei wprowadzenie modyfikacji procedury, polegające na co najmniej dwukrotnej kontroli z wykorzystaniem specjalizowanych urządzeń wspomagających, może doprowadzić do jej zmniejszenia nawet o 40%. Stosunkowo niewielkie zmiany przepustowości są spodziewane w przypadku zmian w zakresie wyszkolenia i doświadczenia operatorów kontroli bezpieczeństwa. Na podstawie tych wyników można rekomendować, aby zarządzający portem lotniczym rozważyli użycie rozwiązań technicznych o parametrach, które były analizowane w artykule. Dodatkowo, konieczne jest utrzymanie poziomu wyszkolenia na co najmniej dotychczasowym poziomie, zaś wszelkie zmiany procedur kontroli należy wprowadzać rozważnie, tylko wówczas kiedy jest to niezbędne z powodu konieczności wzmocnienia skuteczności kontroli w okresach zwiększonego zagrożenia terrorystycznego.

Na wstępie wyjaśniono najważniejsze pojęcia, których użyto w tekście oraz wskazano na podstawy prawne regulujące kwestie bezpieczeństwa lotniczego. W kolejnym punkcie przedstawiono główne zagrożenia dla bezpieczeństwa lotniczego jakim są akty bezprawnej ingerencji. Zasadniczy fragment tekstu stanowi ostatnia część, w której omówiono politykę bezpieczeństwa stosowaną przez zarządzających wrocławskim portem, określono kompetencje poszczególnych elementów systemu ochrony oraz opisano techniczne urządzenia wspomagające bezpieczeństwo. Całość z jednej strony zawiera więc to, co daje się zastosować z dotychczasowej teorii, a z drugiej prezentuje analizę i ocenę działania systemu bezpieczeństwa w Porcie Lotniczym Wrocław Strachowice. Główny problem badawczy zawiera się w pytaniu: jak procedury ochrony wpływają na poprawę bezpieczeństwa wrocławskiego lotniska? Podstawą metodologiczną jest natomiast założenie, że działania podejmowane we wrocławskim porcie lotniczym przyczyniają się do wzrostu poziomu bezpieczeństwa.
    The following article presents the issues related to the safety of airports and aircraft. The introduction of the text explains the most important terms that have been used and identifies the legal basis governing safety at airports. It also presents the main risks to aviation safety: the acts of unlawful interference. The further part of the article discusses security policies used by Wroclaw Airport management and specifies the authority of the individual elements of the security system. Finally, the article describes technical security aids. Summing up, the article focuses on what can be put in practice from the existing theory and analyses. It also assesses the security system at Wroclaw Copernicus Airport. The main re-search problem is included in the question: How do security procedures improve Wroclaw Air-port security? The methodological basis is the assumption that the actions taken at Wroclaw Airport contribute to the increase in the level of security.

    An airport is a designated area on land, water or other surface, in whole or in part, intended for take-offs, landings and above-ground aircraft traffic, including permanent structures and construction facilities contained in its boundaries, entered into the register of airports [Air Law]. In accordance with applicable legal regulations regarding civil aviation security, air transport requires both the passenger and the airport manager to meet a number of conditions determining the ability to travel on board an aircraft. This is mainly related to the limitations imposed by national and EU legal regulations. The growing threat of unlawful interference results in further consequences in the form of tighter security controls at airports. Technological development, new ways and areas conducive to greater vulnerability, have a decisive impact on the methodology and the entire process of screening people and luggage. These activities are aimed, inter alia, at detection in a luggage carried by a passenger, a prohibited item that would serve to commit a broadly understood act of unlawful interference, which in turn may be, for example, a plane crash. No wonder that the airport manager, who is burdened with the main obligation to ensure that the passenger does not have access to prohibited articles on board the aircraft, undertakes a number of organizational measures to fulfill this obligation.

    Opis:
    The existing regulations impose the obligation to perform random cabin baggage security screening for the presence of traces of explosives (explosive trace detection, ETD) at airports. As a result, a problem arises in relation to the proper organization of security screening checkpoints and the provision of telematic devices used to facilitate the process. The study considered three options a) a dedicated ETD checkpoint, b) ETD screening in all security checkpoints, c) equipping all checkpoints with an explosive detection system (EDS). The purpose of the paper is to propose a mathematical model and conduct a practical evaluation of options concerning security checkpoint modernization in terms of the following criteria: capacity, cost, and efficiency of detecting prohibited substances. An independent evaluation was conducted on the basis of the criteria, considering the analysis of the actual inflow of baggage in individual security checkpoints and the annual costs of equipment and staff, while the efficiency of screening was subjectively evaluated by experts. The proposed mathematical model and the established calculation tool were used to evaluate the options of security checkpoint organization at Katowice Airport. As a result of the conducted analysis, option c) was recommended. This solution showed the best results in terms of capacity and efficiency and generated medium costs.

    W artykule autor porusza tematykę bezpieczeństwa lotnictwa cywilnego, ze szczególnym naciskiem na bezpieczeństwo cywilnych portów lotniczych i ruchu lotniczego. Aspekt bezpieczeństwa rozpatrzony jest przez pryzmat identyfikacji zagrożeń. Ukazuje istotę zarządzania bezpieczeństwem w tak interesującym i ważnym środowisku, jakim jest środowisko lotnicze. W części pierwszej kluczowym elementem są uwarunkowania prawne ochrony portów lotniczych. To nie tylko system prawny, instytucje i służby zapewniające bezpieczeństwo. To także podstawy wynikające z ochrony infrastruktury krytycznej państwa. W części drugiej autor eksponuje współczesne zagrożenia oraz zwraca uwagę na ich prognozowanie. Rozwój lotnictwa powoduje konieczność stałego monitoringu sytuacji lotniskowej oraz unowocześniania struktur odpowiedzialnych za bezpieczeństwo. Finalnie zaprezentowany został model współczesnych zagrożeń jako podstawa do polemiki dotyczącej ich eliminowania. W części trzeciej została omówiona potrzeba oraz kluczowe elementy zarządzania bezpieczeństwem w lotnictwie. Poruszono także kwestie różnic między zarządzaniem bezpieczeństwem jako procesem organizacyjnym oraz zapobieganiem wypadkom jako czynności zaradczej. Opisane elementy zostały zestawione z Systemem Zarządzania Bezpieczeństwem funkcjonującym zgodnie z wytycznymi ICAO.
    “Safety management of civil airports in Poland. Regulations. Threats. System” is a synthetic approach to aviation security. The first section analyses regulations of airport security. It is also the basis of the protection of critical infrastructure of the state. In the next section the author present contemporary threats and draws attention to their predictions. Finally the model is presented as the basis for today’s threats to the controversy in the prevention of risks. The third part discusses the need for and elements of safety management in aviation. Shows the differences between the process safety management and accident prevention organization. The described components are compiled from functioning Safety Management System in accordance with ICAO guidelines.

    The main purpose of the article is an attempt to analyze the potential threats to the critical infrastructure of the 31st Tactical Air Base in Poznań-Krzesiny in terms of the security of the Poznań agglomeration. The main threats that may occur have been indicated in the context of military, non-military, asymmetric or hybrid activities. In addition, the mortgage effects of the actions taken, which can have a measurable impact on the safety of the Poznań agglomeration, were discussed and presented. An additional thread in the article is the indication of the existing threats that took place in the area of the Poznań-Krzesiny military airport, which could threaten the functioning of the critical infrastructure located in the area of the 31st Tactical Air Base and the critical infrastructure located in the area of the Poznań agglomeration. The article does not contain any information or data defined as classified information in accordance with Ustawa z dnia 5 sierpnia 2010 r. o ochronie informacji niejawnych.
    Głównym celem artykułu jest próba analizy potencjalnych zagrożeń infrastruktury krytycznej 31. Bazy Lotnictwa Taktycznego w Poznaniu-Krzesinach w aspekcie bezpieczeństwa aglomeracji poznańskiej. Wskazano główne zagrożenia mogące wystąpić w kontekście podjęcia działań o charakterze militarnym, niemilitarnym, a także o charakterze asymetrycznym lub hybrydowym. Ponadto omówiono i przedstawiono hipotetyczne skutki podejmowanych działań, które w wymierny sposób mogą wpłynąć na bezpieczeństwo aglomeracji poznańskiej. Dodatkowym wątkiem w artykule jest wskazanie zaistniałych zagrożeń, jakie miały miejsce w rejonie lotniska wojskowego Poznań-Krzesiny, a które mogły zagrażać funkcjonowaniu infrastruktury krytycznej zlokalizowanej na terenie 31.     Port lotniczy stanowi złożony system antropotechniczny (składa się z wielu elementów powiązanych licznymi relacjami wewnętrznymi), w którym silnie jest zaznaczona rola czynnika ludzkiego. Jednym ze szczegółowych zadań realizowanych przez zarządzającego portem lotniczym (ZPL) jest skonfigurowanie systemu zabezpieczeń portu lotniczego (SZPL), tak aby uzyskać oczekiwany poziom zaufania co do jego bezpieczeństwa. Polega ono na doborze infrastruktury, wyposażenia technicznego, alokacji personelu i środków finansowych niezbędnych do realizacji wszystkich funkcji SZPL. W artykule omówiono elementy składające się na SZPL, które są jednocześnie zmiennymi decyzyjnymi dla zarządzającego portem lotniczym podczas realizacji przez niego zadania konfiguracji SZPL. Zaproponowano rozmytą analizę SZPL opartą na modelu zależności i wpływu poszczególnych elementów systemu na poziom ochrony lotniska. Jego ocena będzie wyrażona wartością zmiennej lingwistycznej, a sposób jej uzyskania będzie uwzględniał ocenę skuteczności systemu kontroli bagażu, systemu kontroli osób, poziomu ochrony zewnętrznej i kultury bezpieczeństwa. W celu zilustrowania istoty metody przedstawiono modele lokalne do oceny poziomu ochrony przed nieuprawnionymi działaniami na terenie lotniska oraz do oceny skuteczności systemu kontroli bagażu rejestrowanego. W pracy przedstawiono sposób uzyskiwania oraz przykładowe parametry przyjętych trapezowych funkcji przynależności dla zmiennych lingwistycznych Napłotowy oraz Wykrywalność materiałów. Proponowana metoda oceny systemu zabezpieczeń lotniska polega na budowie hierarchicznego systemu wnioskowania rozmytego, w którym wyjścia z modeli lokalnych niższego rzędu są wejściami modeli lokalnych wyższego rzędu. System taki jest obecnie tworzony. Wstępne analizy pokazują, że proponowane podejście może być skuteczne jako element systemu wspomagania zarządzającego portem lotniczym w zakresie konfiguracji SZPL.
    An airport is a complex human-factors engineering system; it is composed of many elements interconnected with numerous internal relations with a strongly pronounced role of the human factor. One of specific tasks carried out by the airport managing entity (AME) is to configure the airport protection system (APS) so that to attain the expected level of confidence in the airport safety. The task consists in selection of infrastructure, technical equipment, allocation of personnel and financial means that are necessary to perform all functions of the APS. The paper discusses the elements that make up the APS that are both decision variables for the airport operator during the execution of the APS configuration tasks. Fuzzy APS analysis is proposed based on the model of dependency and impact of the individual components of the system at the level of airport security. This assessment will be expressed by the value of linguistic variable. The method to obtain this value would include an assessment of the effectiveness of the baggage inspection system, the passenger inspection system, the level of external protection and security culture. To illustrate the concept of the method, local models to assess the level of protection against unauthorized activities at the airport and to assess the effectiveness of the baggage inspection system are presented. The paper describes a method for obtaining parameters of trapezoidal membership functions which have been adopted for the linguistic variables “Napłotowy” and “Wykrywalność materiałów”. The proposed method of assessing the airport security system involves the construction of a hierarchical fuzzy inference system in which the outputs of the lower-level local models are inputs of higher-order local models. Such a system is being established. Preliminary analyzes show that the proposed approach can be effective as part of a system for supporting the airport operator in configuring APS.
