The term RENEGADE is used to define civilian aircrafts that are suspected of being used as weapons to perform terrorist attacks. The answer to this threat is the Common Concept in the Field of Air Transport Security.

    Purpose: The main purpose of this paper is to investigate the safety of unmanned transport in armed conflicts, with a particular focus on the Russo-Ukrainian war. Methodology: The authors employ a multidimensional comparative analysis of selected Unmanned Aerial Vehicles (UAVs) used for reconnaissance, combat, and transport tasks. Various sources such as scientific literature, military reviews, historical facts, technical specifications, and illustrations support the arguments and compare different types of UAVs. Results: The authors confirm their research thesis that in current geopolitical conditions, UAVs will become one of the equipment elements of the armed forces of individual European countries. They highlight their diverse functionality, positive impact on safety, and technological progress. Theoretical Contribution: This paper contributes to the field of military technology by providing a comprehensive analysis of the role and impact of UAVs in modern warfare. It offers valuable insights into the evolving nature of conflict and the increasing reliance on unmanned technologies. Practical Implications: The findings of this research have significant practical implications. They suggest that the use of UAVs in future military technologies will become increasingly common, and their combat capabilities and electro-optical equipment will continue to improve. This underscores the need for ongoing research and development in this area to ensure these technologies' safe and effective use in the context of armed conflict.

    Opis:
    An airport is a designated area on land, water or other surface, in whole or in part, intended for take-offs, landings and above-ground aircraft traffic, including permanent structures and construction facilities contained in its boundaries, entered into the register of airports [Air Law]. In accordance with applicable legal regulations regarding civil aviation security, air transport requires both the passenger and the airport manager to meet a number of conditions determining the ability to travel on board an aircraft. This is mainly related to the limitations imposed by national and EU legal regulations. The growing threat of unlawful interference results in further consequences in the form of tighter security controls at airports. Technological development, new ways and areas conducive to greater vulnerability, have a decisive impact on the methodology and the entire process of screening people and luggage. These activities are aimed, inter alia, at detection in a luggage carried by a passenger, a prohibited item that would serve to commit a broadly understood act of unlawful interference, which in turn may be, for example, a plane crash. No wonder that the airport manager, who is burdened with the main obligation to ensure that the passenger does not have access to prohibited articles on board the aircraft, undertakes a number of organizational measures to fulfill this obligation.

    Opis:
    The existing regulations impose the obligation to perform random cabin baggage security screening for the presence of traces of explosives (explosive trace detection, ETD) at airports. As a result, a problem arises in relation to the proper organization of security screening checkpoints and the provision of telematic devices used to facilitate the process. The study considered three options a) a dedicated ETD checkpoint, b) ETD screening in all security checkpoints, c) equipping all checkpoints with an explosive detection system (EDS). The purpose of the paper is to propose a mathematical model and conduct a practical evaluation of options concerning security checkpoint modernization in terms of the following criteria: capacity, cost, and efficiency of detecting prohibited substances. An independent evaluation was conducted on the basis of the criteria, considering the analysis of the actual inflow of baggage in individual security checkpoints and the annual costs of equipment and staff, while the efficiency of screening was subjectively evaluated by experts. The proposed mathematical model and the established calculation tool were used to evaluate the options of security checkpoint organization at Katowice Airport. As a result of the conducted analysis, option c) was recommended. This solution showed the best results in terms of capacity and efficiency and generated medium costs.

    This article is dedicated to the art of improving safety in aviation in response to stress in the aviation sector, as well as the impact of stress on aviation and communications errors caused by ignorance of communication skills needed at the required level. The first part is dedicated to safety management systems, the second part is devoted to stress and the third part explores communication errors, which have resulted in aviation accidents. The paper concludes with a preview of a possible solutions known as “Virtual Airport”, which enables you to use simulator systems in order to increase the effectiveness level of training.

    Air transport consists in moving people or goods by air. Aircrafts, known as the main means of air transport, can be divided into two categories: airplanes and helicopters. Such transport is the most modern and the most dynamically developing branch of transport. It is also considered to be the safest mode of transport, even though, for various reasons, aviation accidents still occur. Security in aviation has various connotations. According to the International Civil Aviation Organization (ICAO), it is a state in which the possibility of damage to persons or property is minimized and is maintained as part of a continuous process of hazard identification and safety risk management at an acceptable level or below this acceptable level. Aviation security includes flight safety and aviation security against acts of unlawful interference. There is a significant difference between the meaning of "safety" and "security". The first of these concepts means preventing unintentional damage, while the second refers to the procedures undertaken in order to prevent deliberate damage resulting from an intentional act. As it appears from the abovementioned information, the immovable part of aviation safety is aircraft protection, including the protection of civilian airports.The aim of the article is to draw attention to the problems of air transport security, including the security of airports, related to the evolution of threats and the functioning of the airport security system. The problem that the authors address is expressed in a question: in what directions should the current solutions in the field of air transport security be improved in order to effectively prevent acts of unlawful interference in the future? Theoretical research methods, such as the analysis and synthesis of information contained in literature and source materials, inference, comparison, were used to develop the article.

    The development of measures in civil aviation protection against illegal acts is based on the analysis of incidents, which can be divided into four development stages. Before 9/11, civil aviation entities were mostly reactive; only new threats warranted a proactive approach to mitigating air threats. The present article’s aim was to analyse the development of methods for checking passengers and objects intended for air transport. The analysis of selected incidents, control processes, and the level of security achieved confirm that the implemented security methods and proactive approach to working with air traffic risks are a suitable compromise between passenger comfort, technological development of detection devices, and processes at the airport.

    In the study, the authors conducted a multidimensional data analysis on the decrease in the number of passengers transported by air in Poland and Germany caused by the COVID-19 pandemic between 2020-2022. Forecasts of the number of passengers transported by air in Poland and Germany obtained after applying the Holt-Winters exponential smoothing method from January 2020 to December 2022 were compared with actual data. The research showed that in the case of Germany, in 2020 there was a decrease of 174 628 873 people, and in 2022, it was 90 620 354 people. In Poland, the decrease in 2020 amounted to 40 257 520 people; in 2022, it was already 21 083 066 passengers.

    Poland, as a member of the EU, is represented within the ICAO, by the European Aviation Safety Agency. However, this does not relieve our country from the responsibility of developing a state safety programme (SSP). The need to set up such a programme, which has to be specific to every country involved in aviation operation, was introduced by the ICAO’s Annex 19. One of the important points in Annex 19 is: “5.2.1 Each State shall establish and maintain a safety database to facilitate the effective analysis of information on actual or potential safety deficiencies obtained, including that from its incident reporting systems, and to determine any actions required for the enhancement of safety”. The Polish Civil Aviation Authority, along with other databases, manages the European Coordination Centre for Aviation Incident Reporting Systems (ECCAIRS). The authors (who are specialists dealing with exploitation processes in aviation) have conducted a laborious processing of the data contained in the ECCAIRS database, analysing them based on various criteria: aviation occurrence categories (as defined by the ICAO), phases of flight for different airports in Poland etc. Aircraft with an maximum take-off mass (MTOM) 5,700 kg (commercial aviation) were considered separately. It was found that the most events are those that relate to power plant (SCF-PP) airframes and related system (SCF-NP) failures, followed by collisions with birds (BIRD), events related to airports (ADRM) and events related to the required separation of aircraft (MAC). For lighter aircraft, the dominant categories are ARC, CTOL, GTOW and LOC-I events. The article presents a proposed method for predicting the number of events, determining the alert levels for the next years and assuming a normal distribution (Gaussian). It is one of the first attempts to use actual data contained in the database of events on airports in Poland. The results of this analysis may support the decisions of supervisory authorities in the areas where security threats are most important.

    The paper refers to security requirements for new threats international airports, taking specifically into consideration current challenges within processing of passengers, in light of types of current major threats, in a way ensuring positive passenger experience within their journey. In addition, within the scope of this paper, presented initial outcome of study research among professional aviation stakeholder's environment, on current threats in the area of security and protection of airport infrastructure. The airports are a very demanding environment: seasonal traffic, fluctuating passenger volumes and last minute changes mean there is a lot of flexibility required in order to meet specific needs of airport authorities and their clients or the passengers (Dolnik, 2009). Therefore, security in aviation sector has been a big issue for civil aviation authorities, as airports are susceptible targets for terrorist attacks. The list of incidents is extensive and gets longer every year despite strict security measures. Within decades, aviation has become the backbone of our global economy bringing people to business, tourists to vacation destinations and products to markets. Statistically flying remains the safest mode of travelling compared to other modes of transportation. However, simultaneously terrorists and criminals continue in their quest to explore new ways of disrupting air transportation and the challenge to secure airports and airline assets remain real. This calls for greater awareness of security concerns in the aviation sector. The key element, how to protects against terrorist modus operandi, is to stay ahead of recent threats, incidents and breaches occurring worldwide. It requires implementation of effective data sharing systems, in order to proactively monitor potential risks and vulnerabilities within different type of aviation ecosystems.

    The purpose of the study is to forecast the number of passengers transported by air in the United States for 2021-2022. The forecast is preceded by a multidimensional comparative analysis of the number of passengers transported by air in the United States from 1 January 2019 to 2 November 2021. To achieve this goal, the data were grouped as dependent variables: years, months-years. The observed similarities, the analysis and evaluation of the literature as well as the own experience made it possible to forecast primary data for the future. The obtained results show a growing trend in the number of passengers transported by air in the United States. The forecast for 3 November 2021 to 31 December 2022 is 837 459 877 prospective air passengers in the United States. The standard deviation of the obtained forecast was 255 680,3, the arithmetic mean was 1 975 141 passengers and the median was 1 998 478 passengers. The observed similar trends in the identical months of July-October in 2019 and 2021 as well as the analysis of the literature and the own experience allowed for the selection of a method for the forecasting of the number of passengers transported by air in the United States for the future. The detected regularities as recurring trends in the number of air passengers transported in the United States on a dynamic basis may be used to forecast them for the future.
    Celem badania jest prognoza liczby pasażerów przewiezionych drogą lotniczą w Stanach Zjednoczonych na lata 2021-2022. Prognozę poprzedza wielowymiarowa analiza porównawcza liczby pasażerów przewiezionych drogą lotniczą w Stanach Zjednoczonych od 1 stycznia 2019 r. do 2 listopada 2021 r. Aby osiągnąć ten cel, dane pogrupowano jako zmienne zależne: lata, miesiące-lata. Zaobserwowane podobieństwa, analiza i ocena literatury oraz własne doświadczenia pozwoliły na prognozowanie danych pierwotnych na przyszłość. Uzyskane wyniki wskazują na rosnący trend liczby pasażerów przewożonych drogą lotniczą w Stanach Zjednoczonych. Prognoza na okres od 3 listopada 2021 do 31 grudnia 2022 to 837 459 877 potencjalnych pasażerów lotniczych w Stanach Zjednoczonych. Odchylenie standardowe uzyskanej prognozy wyniosło 255 680,3, średnia arytmetyczna 1 975 141 pasażerów, a mediana 1 998 478 pasażerów. Obserwowane podobne trendy w identycznych miesiącach lipiec-październik w 2019 i 2021 roku oraz analiza literatury i własnych doświadczeń pozwoliły na wybór metody prognozowania liczby pasażerów przewiezionych drogą lotniczą w Stanach Zjednoczonych na przyszłość. Wykryte prawidłowości jako powtarzające się trendy w liczbie pasażerów lotniczych przewożonych w Stanach Zjednoczonych na zasadzie dynamicznej mogą posłużyć do ich prognozowania na przyszłość.

    Opis:
    The article is devoted to the analysis of current problems of international civil aviation, in particular, intensification of work in the program of global partnership in civil aviation to implement the UN document “Transforming our world: an agenda for sustainable development until 2030”, which defines 17 Sustainable Development Goals. This document envisages the involvement of all countries in the world to promote prosperity, protect the planet, ensure peace, eradicate poverty, so that by 2030 all people can live safely. The analysis of the influence of modern world trends on solving the problem of priorities of civil aviation in achieving the Sustainable Development Goals, the study of Ukraine’s efforts to develop their provision in accordance with its own priorities and the problems of the world as a whole. The goals of sustainable development for the period up to 2030 are guidelines for the development of draft policy documents, draft regulations in order to ensure the balance of economic, social and environmental development of Ukraine. The technology of determining the priorities of international civil aviation is analyzed, taking into account the specifics of Ukraine’s development, set out in the National Report “Sustainable Development Goals: Ukraine”, as well as their compliance with international organizations. The measures proposed by the ICAO Council for the implementation of the priority goals of regional priority, proposals for setting priorities for sustainable development in new programs with the participation of member states of international and European civil aviation organizations are described. Topical issues of application of international standards of civil aviation, which testify to their effectiveness in improving approaches to achieving the Sustainable Development Goals, are covered. However, despite the fact that the problems of achieving the Sustainable Development Goals are relevant, attract the attention of many international organizations, not many domestic researchers have tried to provide independent scientific justification for international civil aviation, provided by the final UN document. The development of domestic legislation, its gradual harmonization with international law, as well as regular ICAO recommendations, existing international and European standards in the field of civil aviation necessitate the emergence of new research in this area.
    Стаття присвячена аналізу сучасних проблем міжнародної цивільної авіа- ції, зокрема, активізації роботи у програмі глобального партнерства у сфе- рі цивільної авіації для виконання документа ООН «Перетворення нашого світу: порядок денний у сфері сталого розвитку до 2030 року», де визна- чається 17 Цілей сталого розвитку. Цей документ передбачає участь усіх країн світу у сприянні процвітанню, захисту планети, забезпечення миру, знищення бідності, щоб до 2030 року всі люди могли жити безпечно. Здійснюється аналіз впливу сучасних світових тенденцій на вирішення проблеми пріоритетів цивільної авіації у досягненні Цілей сталого розвитку, дослідження зусиль України у розробці їх забезпечення відповідно до власних пріоритетів і проблем світу загалом. Цілі сталого розвитку на період до 2030 року є орієнтирами для напрацювання проєктів програмних документів, проєктів нормативно-правових актів з метою забезпечення збалансованості економічного, соціального та екологічного розвитку України. Проаналізовано технологію визначення пріоритетів міжнародної цивільної авіації з урахуванням специфіки розвитку України, викладених у Національній доповіді «Цілі сталого розвитку: Україна». Охарактеризовано заходи, запропоновані Радою ІКАО для реалізації першочергових цілей регіональної пріоритетності, пропозиції щодо визначення шляхів сталого розвитку в нових програмах за участю держав-членів міжнародних та європейських організацій цивільної авіації. Проведено аналіз імплементації міжнародних та європейських стандартів ІКАО у сфері цивільної авіації, доведено, що співпраця України з міжнародними та європейськими організаціями має наслідком взаємні позитивні зрушення, а пріоритети цивільної авіації у досягненні Цілей сталого розвитку сприяють покращенню координації та узгодженості політики держав з урахуванням національних планів розвитку. Висвітлюються актуальні питання застосування міжнародних стандартів цивільної авіації, які засвідчують їх ефективність в удосконаленні підходів до досягнення Цілей сталого розвитку. Проте, незважаючи на те, що проблеми досягнення Цілей сталого розвитку є актуальними, привертають увагу багатьох міжнародних організацій, не так багато вітчизняних дослідників здійснювали спробу дати самостійне наукове обґрунтування вирішенню питань міжнародної цивільної авіації, передбачених підсумковим документом ООН. Дослідження пріоритетів цивільної авіації на період до 2030 року у вітчизняній юридичній науці майже відсутні. Розвиток вітчизняного законодавства, його поступова гармонізація з міжнародним правом, а також застосування рекомендацій ІКАО, міжнародних та європейських стандартів у сфері цивільної авіації зумовлюють необхідність появи нових досліджень у цій сфері.
