    Opis:
    Following the events related to the pandemic and the war in Ukraine, increasing air traffic also increases turnaround agents' activity at airports. Turnaround operations are among the critical activities performed at airports, which must be characterized by punctuality and accuracy of the elementary handling operations. Lack of punctuality in ground handling causes delays in air traffic. On the other hand, a lack of accuracy can also cause disruptions that can turn into aviation incidents. Achieving punctuality and accuracy in aircraft handling is possible by minimizing the resulting disruptions during such handling. The safety management system (SMS) assumes activities to reduce the causes of potential incidents. In the turnaround process, the human factor, the technical aspect, and compliance with existing procedures are significant. The authors have extensively analyzed the disruptions arising during ground handling, learning its causes and effects, which will help avoid adverse events. Occurring disruptions can cause delays in the execution of flight operations but can also cause aviation incidents. Therefore, the authors focused on ground-handling disruptions that can cause adverse aviation incidents. The article presents the interference analysis results as an Ishikawa diagram. Using the FRAM method, an analysis of possible disruptions during the baggage handling process was carried out.

    Opis:
    The extreme concentration of tangible and non-tangible resources in the environment of the Smart City calls for their securing and protection. In the case of threat emergence, the military would have to enter areas where local authorities cannot guarantee the security of Smart City assets. Thus, the question arises whether or not Smart Cities could potentially assist the military forces in performing their tasks better on the battlefield. Some military agencies are currently exploring the possibility of using the military in Smart Cities. For instance, the United States Army Research Laboratory (ARL) is studying whether smart city communications and infrastructure could be of use on the future battlefield. This paper aims to indicate the potential for expansion and integration of the anti-aircraft defense systems to serve the needs of urban defense, thereby allowing the achievement of air superiority and implementing the assumptions of A2/AD systems. In reference to the research objective formulated in such a way, discovering the answers to the following questions was deemed crucial: What is the state of the current Anti-Aircraft Defense (AAD) system of urban centers, in particular Smart Cities? What are the possibilities of expanding and improving this system? How can the SMART CITY system be integrated and serve as an element of strengthening the AAD system? In order to answer the indicated questions, this article was written with the use of qualitative method consisting of text and literature exploratory research and analysis, and comparative analyzes of Smart Cities and Air Defense in contemporary military operations. To achieve the assumed aim, the authors have also conducted the evaluation of Air Defense combat capabilities, as well as the changes that have occurred in the environment of Smart Cities. The authors used thematic analysis methods to interpret patterns and meanings in the data.

    The submitted publication is a kind of scientifically justified attempt to identify knowledge (in retrospective, present and prospective terms), relating directly to road sections of the airports (RAS) – as elements of the state's airport infrastructure. Mutual and decades-long influence of classified content on RAS, in a collision with its marginal use during various types of military exercises, has generated a situation in which issues focusing on RAS and their literary presentation can be perceived at an almost marginal level. In turn, war experiences in Ukraine (especially after February 24, 2022) indicate that these facilities are important elements of the widely perceived defence system of the state. The invoked importance became the same impulse to conduct scientific research, the written study of which is presented in this study.
    Przedkładana publikacja stanowi swoistego rodzaju próbę naukowo uzasadnionej identyfikacji wiedzy (w ujęciu retrospektywnym, obecnym i prospektywnym), odnoszącej się wprost do drogowych odcinków lotniskowych (DOL1 ) – jako elementów infrastruktury lotniskowej państwa. Wzajemne i trwające przez dekady oddziaływanie treści niejawnych o DOL, w zderzeniu z marginalnym ich wykorzystywaniem podczas różnego rodzaju ćwiczeń wojskowych – wygenerowało sytuację, w której zagadnienia ogniskujące się wokół DOL i ich literacka prezentacja może być postrzegana na poziomie niemalże marginalnym. Z kolei doświadczenia wojenne z terytorium Ukrainy (zwłaszcza po 24. lutego 2022 r.) wskazują, że obiekty te są ważnymi elementami szeroko postrzeganego systemu obronnego państwa. Przywoływana ważność stała się tym samym impulsem do przeprowadzenia adekwatnych badań naukowych, których pisemne opracowanie przedkładane jest w niniejszym opracowaniu.

    Currently, there is an observable trend towards continuous and comprehensive development in both fixed-wing and rotary-wing aircraft design. Furthermore, a dynamic progression has been also witnessed in the evolution of unmanned aerial vehicles, loitering munitions, lethal autonomous weapons systems, ballistic missiles, cruise missiles, hypersonic cruise missiles, lighter-than-air sensor platforms, high altitude pseudo satellites and any others. The development of modern technologies and the acquisition of new materials create opportunities for the modernization of existing air threats as well as the development of novel types. Additionally, the potential of artificial intelligence in unmanned systems is a significant factor that should not be overlooked. The aforementioned circumstances have prompted the author of the article to conduct a thorough examination of contemporary military air threats and to make a forecast regarding the evolution of air threats in future conflicts.

    The 2019 attacks on the oil processing facilities in Saudi Arabia and the effectiveness of combating Armenian long-range anti-aircraft systems have highlighted the nature and scale of the challenges for air defense posed by unmanned aircraft systems. The aim of this article is to summarize the lessons learned from the use of unmanned systems in recent conflicts, to assess the development of trends in such systems, and to discuss the implications of those developments for air defense. This article discusses the impact of the development of unmanned aircraft systems on air defense concepts, their organization, and the effectiveness of this defense for the defended assets. It also tries to highlight how unmanned aircraft systems may reduce the survivability of air defense systems. This research is based on publicly available documents related to air defense and unmanned aircraft systems as well as selected analytical studies on the implications of the development and use of unmanned aircraft systems for air defense. As such, this research identifies the possible challenges related to ensuring effective air defense against attacks by unmanned aircraft systems, resulting from the costs of defense despite the availability of technological solutions. It also raises the issue of survivability of air defense systems if attacked by unmanned aircraft systems.

    The aim of the research was to create such a calculation model for the air defense efficiency that will enable to determine the degree of implementation of the task by anti-aircraft defense forces in combat conditions. The innovative approach to the efficiency of air defense presented in the article focuses on the methods and algorithms enabling the assessment of the feasibility of the air defense task. In its general form, it is based on the determination of the probable number of air assault assets intended for the implementation of an air task (destruction, incapacitation, disorganization of the cover object) and the possibility of air defense sets (means) to repel an air attack. The research was conducted with the use of qualitative methods – when determining the elements of protection or tactical and technical data. The results of the presented research can be implemented in the command process in air defense.

    One of the factors affecting the security of a state is air threats. Their nature often exerts a negative impact on both the functioning of the state and using airspace. The purpose of this article is to define the term of air threats and characterize contemporary air threats, illustrated with numerous examples. The scientific deliberations lead to outlining possible development trends in this respect, in relation to technological progress. The article ends with several concluding statements with regard to an analysis of prospective air threats. It also shows possible development trends in the discussed matter. The final part of the article is devoted to conclusions regarding the transformation of contemporary air threats.

    Lessons learnt during recent wars and conflicts indicate that the pivotal precondition for success is neutralization of aviation in the initial period of conflict. Eliminating aviation from combat allows us to gain advantage (superiority) in the air and provides convenient conditions for the conduct of combat activities by one’s own forces. One of the ways to achieve this objective is to destroy air bases with their aircraft, security potential and infrastructure, which is necessary for their operation and proper functioning. Under these conditions, air defense of the air base becomes particularly important. The complexity of the problem stems from the increased possibility of impact from the air and the significance of the air base in aviation operations. That is why it is worth looking at the air base from the point of view of air defense.

    Właściwe pojmowanie zagrożeń i ich źródeł w sensie defi nicyjnym jest istotne, aby prawidłowo stosować te pojęcia w sferze bezpieczeństwa w różnych sektorach i systemach. Autor proponuje rozumienie tych pojęć według ściśle określonego paradygmatu, polegającego na wyodrębnieniu nieabstrakcyjnych źródeł zagrożeń, z których liniowo wynikają różne zagrożenia. Należy więc postrzegać zagrożenia jako zdarzenia niekorzystne, które wynikają z konkretnych źródeł. Słuszność postulowanych koncepcji autor testuje na przykładzie bezpieczeństwa operacji lotniczych w lotnictwie ogólnym.
    Proper understanding of threats and their sources in the defi nitional sense is important to correctly apply these concepts in the sphere of safety in various sectors and systems. The author proposes to understand these concepts according to a strictly defi ned paradigm, consisting in the separation of not abstract sources of threats, which linearly result in various threats. Therefore, threats should be perceived as unfavorable events that result from specifi c sources. The author tests the correctness of the postulated concepts on the example of the safety of air operations in general aviation.

    Baterie litowe okazały się prawdziwym odkryciem XX wieku. Stosowane są w prawie wszystkich modelach telefonów komórkowych, tabletach, komputerach podręcznych i aparatach fotograficznych. W transporcie lotniczym wśród ładunków (cargo) oraz bagażu podręcznego i rejestrowanego jest wiele urządzeń elektronicznych wyposażonych w wewnętrzne źródła energii typu bateria lub akumulator. Niewielu podróżnych zdaje sobie jednak sprawę z tego, że elementy te stwarzają często ogromne zagrożenie. Przedmiotem rozważań prowadzonych w artykule jest przewóz baterii litowych transportem lotniczym. Skoncentrowano się na prezentacji i analizie regulacji dotyczących przewozu baterii litowych w bagażu podręcznym, bagażu rejestrowalnym i przewozie cargo. W pierwszym rozdziale przedstawiono charakterystykę baterii litowych. Regulacje dotyczące przewozu baterii litowych transportem lotniczym zaprezentowano w rozdziale drugim. Przedstawiono także statystykę zdarzeń lotniczych z udziałem baterii litowych. Omówiono również zasady przewozu baterii litowych w bagażu pasażera i ładunków (cargo).
    Lithium batteries turned out to be a true discovery of the 20th century. They are used in almost all models of mobile phones, tablets, handheld computers and cameras. There are many electronic devices equipped with internal energy sources such as a battery or accumulator in the air transport of cargo (cargo), hand luggage and registered luggage. Few travelers are aware, however, that these elements often pose a huge threat. Paper discussed the transport of lithium batteries in airplains. The presentation and analysis of regulations regarding the transport of lithium batteries in hand luggage, checked baggage and cargo transportation were focused on. The first part presented the characteristics of lithium batteries. Regulations regarding the transport of lithium batteries by air transport are presented in the second part. The statistics of aviation events with the participation of lithium batteries were presented. The rules for the transport of lithium batteries in passenger and cargo luggage are also discussed.

    The widespread use of civilian unmanned aerial vehicles (UAVs) has created a new threat for air traffic. This is why there is a requirement to initiate research in that domain as UAVs have already were seen flying too close to manned aircraft, including commercial and military flights. It was notified in airspace of many countries. Such incidents have occurred in many countries causing a need to conduct a multi-vector analysis of the matter. The issue is facilitated by very easy access to drones, lack of law regulations, and people’s lack of understanding of the threat. Unidentified drones have already landed within area of nuclear power stations, military units and even highly secured interior of the White House. So, the challenge is rather significant. It could lead to undermining the security of air traffic, but at the same time to terrorists’ attacks, the violation of privacy, and sabotage, including acts against critical infrastructure. It is necessary to study the issue and the paper could be a contribution to enhancing the understanding of the challenge and facilitator of further research.

    The contents of this article are focused on presenting the results of research concerning development of the means of air threat as a major determinant of changes in the modernisation of the air defence system in Poland. In this regard, the authors emphasise the role and means of air threat as a kind of pacemaker development of air defence systems. In this article, the main area of scientific considerations are technical and tactical aspects concerned with the evolution of manned and unmanned aircraft. The directions of their development of combat capabilities and an estimate of their use in contemporary and future battlefields against military objectives and non-military ones are covered. The article has high educational value and highlights future threats to the state air defence system and development trends in the twenty-first century.
