    Opis:
    Families are responsible for the functioning of the future generations. However, in their lives there may occur difficult situations which they are not able to overcome. Then the government provides the necessary assistance through actions carried out by aid institutions and various support programs. Currently in Poland there are many programs to help the poorest and the families in need. One of them is the program “Rodzina 500 plus” which is very well-reviewed by the public . It is, however, necessary to control the effects of the support given by the government to improve aid projects and indeed direct the stream of money to those who need it the most. The article includes analyses of the studies carried out in the Opolskie Voivodeship which aim was to show effects of the current implementation of the program “Rodzina 500 plus” from the perspective of the social workers.

    Przedmiotem artykułu jest zbadanie, czy przepisy o pomocy publicznej znajdują zastosowanie do niektórych działań mieszczących się w pojęciu „wspierania kultury i zachowania dziedzictwa kulturowego” w rozumieniu art. 107 ust. 3 lit. d Traktatu o funkcjonowaniu Unii Europejskiej. W pracy ustalono, że do działań w sferze kultury i dziedzictwa kulturowego stosuje się przepisy dotyczące pomocy publicznej, jeżeli działania dotyczą finansowania ze środków publicznych przedsiębiorstwa. Problematyczna jest jednak w niektórych przypadkach ocena, kiedy taka sytuacja ma miejsce. W artykule poddano badaniu niektóre decyzje Komisji Europejskiej, a także jej późniejsze stanowisko wyrażone w dokumencie Zawiadomienie Komisji w sprawie pojęcia pomocy państwa w rozumieniu art. 107 ust. 1 Traktatu o funkcjonowaniu Unii Europejskiej
    The aim of the article is to examine whether the provisions on State aid apply to certain activities falling within the concept of “supporting culture and preserving cultural heritage” within the meaning of Article 107(3)(d) of the Treaty on the Functioning of the EU. The article stated that the provisions on State aid apply to activities in the sphere of culture and cultural heritage if the activities concern financing the enterprise from public funds. However, it is problematic in some cases to judge when this is the case. The article examines some decisions of the European Commission, as well as its later position expressed in the document Commission Notice on the notion of State aid as referred to in Article 107(1) of the Treaty on the Functioning of the European Union.

    Opis:
    This paper discusses guidelines for implementation of art. 107-109 of the Treaty on the Functioning of the European Union, from perspective of state guarantees for banks in wake of the financial crisis which descended on EU Member States. Qualitative analysis of bank loan guarantees was based on The Banking Communication of 13 October 2008. Statistical data for quantitative analysis was collected from European Commission reports issued about state aid granted to Member States. Discussed were criteria for granting that aid, verifying its objectives as well as measures and amounts approved by the Commission. Research theory was set out that the banking loans guarantees as a  state aid instrument were used predominantly by countries within the Euro zone, whilst states without the common currency had little in the way of that aid.
