Opis:: The paper describes the evolution of the European Union’s Common Agricultural Policy from the perspective of political economics. This important EU policy is analyzed in the context of political and social mechanisms, policy objectives and instruments, as well as the division of benefits. The paper shows that there are growing differences between individual EU member states in agricultural policy objectives, instruments and the amount of funds available. The author focuses on the latest attempts to reform CAP and highlights the need to reorient the policy to improve the competitiveness of European agriculture and pursue other priorities important for EU citizens.

Opis:: It has been 10 years of Polish membership in the European Union, and the acquisition of Polish agriculture rules of the Common Agricultural Policy. Such an anniversary induces us to reflect on the changes taking place in agriculture. The aim of the study was to: a) show the amount of funds paid to farmers under the Common Agricultural Policy and the sources of their origin, b) the presentation of changes in agriculture in terms of: inputs, crop area and production of major crops in total and per capita, livestock farming and the production of major animal products in total and per capita, productivity (land, labor and fixed assets), marketability and profitability (land and labor), self-sufficiency in the production and consumption: basic cereals, potatoes, cow’s milk, hen eggs, and meat and offal. As the base period for comparison one adopted the years 2001-2003, i.e. three years before the Polish accession to the European Union, and the last period is 2011-2013, due to the availability of validated statistical data. In agriculture, there are variations in the cultivation of various crops, animal husbandry and productivity of plants and animals caused by natural factors and economic considerations. There are also variations in the prices of means of production and the production itself. The adoption of three-year periods allows for the elimination of annual fluctuations and provides a more comparable performance. Poland moving to a market economy in the nineties of the twentieth century did prepare its whole economy to join the EU, especially in rural areas and agriculture. With the adoption of the EU there were Polish institutions and legal solutions allowing for the adoption of appropriate management and financial support directed to the country and to agriculture. This support contributed to the need to increase investment in agriculture also from national resources (co-financing). Finally, funding for agricultural production increased from less than 9% in the pre-accession period to 60% in 2009-2010. Appropriations for direct payments and complementary targeted at farmers account for about 61% of all funds directed to rural areas by the EU. In addition, Poland obtained without tariff barriers an access to the EU market, resulting in increasingly higher volumes of products and an increase in trade surplus. Obtained funding for farmers, the organization of the agricultural market and legal infrastructure stimulate multiple transformations in Polish agriculture, and the main ones are: –– Changes in the factors of production; reduction of arable land resources and the increase in capital assets and the change of their structure (reducing the share of buildings and structures and increase the share of machinery, equipment and means of transport). Labor resources have a high degree of stability to the amount due to the low possibility of their use in non-agricultural activities, while changes to the structure of these resources: increase the participation of young people, women and those with higher education. –– Changes in acreage of individual crops, harvest and production of plant products per capita. These changes are shaped by the market: demand and profitability of production, –– Changes in the size of herds of livestock (cattle, pigs, sheep, horses, poultry) and meat animal production. Here, too, very much evident operation of the market: demand and profitability of production. –– Increased economic efficiency: increase in productivity of all factors of production, –– Increased food self-sufficiency: food self-sufficiency ratios improved with increasing trade flows in agricultural products abroad. In conclusion, after encompassing Polish agriculture in the Common Agricultural Policy of the EU, there were a lot of structural changes in the factors of production, the organization of production, management efficiency and food self-sufficiency.

Opis:: The paper contains an attempt to determine the economic size of 147 examined farms, at the same time taking into account the European Union subventions acquired in the scope of the so-called direct payments (financed by European Guarantee Fund). The scope of work covered farms located within Southern Poland. Obtained results allow to conclude that the production direction may be a determinant of acquired direct surplus value. Received direct subsidies reaching 7.63-17.67 thousand PLN*farm-1 allow to compensate for the values of incurred direct outlays.
W pracy podjęto próbę określenia ekonomicznej wielkości 147 badanych gospodarstw rolnych, uwzględniając przy tym subwencje unijne uzyskane w ramach tzw. płatności bezpośrednich (finansowanych z Europejskiego Funduszu Gwarancji). Przedmiotem pracy objęto gospodarstwa zlokalizowanych na terenie Polski Południowej. Uzyskane wyniki pozwalają wnioskować, iż kierunek produkcji może być determinantą uzyskanej wartości nadwyżki bezpośredniej. Pozyskiwane dopłaty bezpośrednie na poziomie 7,63-17,67 tys.zł*gosp.-1 pozwalają rekompensować wartość ponoszonych nakładów bezpośrednich.

Opis:: The aim of this paper was to analyze the changes in various agricultural income measures in Poland since 2004 as compared to the situation of the EU-15 member states. Another objectivewas to examine the mentioned changes against prices. The main source of income data was the FADN database. Incomes of agricultural holdings in Poland are significantly lower than of those in most of the analyzed member states; however, this is the result of their smaller average area – their efficiency per hectare is relatively high. Polish agricultural holdings are also characterized by their comparatively small dependence on payments (although this is growing). Agricultural incomes are highly unstable, which refers to changes in price relations. This instability is particularly evident in countries with smaller farms and, thus, lower income per farm.

Opis:: Subsydia oparte na produkcji rolniczej są powszechną formą dotacji w wielu krajach, zarówno tych słabiej rozwiniętych (z powodu ich ekonomicznych problemów w uzyskiwaniu zadowalającego poziomu samowystarczalności żywnościowej), jak i wysoko rozwiniętych. Jednak na przełomie XX i XXI wieku wsparcie to nie było tak popularne. Dopiero w drugiej dekadzie zaczęło być przywracane, co niekiedy określa się terminem „recoupling”. Pandemia COVID-19 oraz wojna ukraińsko–rosyjska to bez wątpienia dwie ważne okoliczności, które zwiększyły zainteresowanie tymi subsydiami. Ważne jest zatem poznanie uzasadnień teoretycznych i społeczno-politycznych dla sięgania po dotacje oraz problemów związanych z konstruowaniem schematów wyznaczania ich stawek jednostkowych. Po przeprowadzeniu całości analizy okazało się, że teoria mikroekonomii dostarcza raczej argumentów przeciw szerokiemu stosowaniu subsydiowania produkcji rolniczej. Mało przekonujące są również uzasadnienia dla prowadzenia takiej polityki, która odwołuje się do trudności występujących w poszczególnych sektorach rolnictwa. Kalkulowanie stawek płatności jednostkowych jest wyzwaniem z uwagi na brak solidnej metodologii oraz odpowiednio wiarygodnych danych źródłowych.
Subsidies based on agricultural production are a common form of subsidies in many countries, both less developed (due to their economic difficulties in achieving a satisfactory level of food self-sufficiency) and highly developed. However, at the turn of the 20th and 21st centuries, this support was not so popular. It was only in the second decade that it began to be restored, which is sometimes referred to as recoupling. The COVID-19 pandemic and the U krainian–Russian war are undoubtedly two important circumstances that have increased interest in these subsidies. Therefore, it is important to identify theoretical and socio-political justifications for using these subsidies and the problems related to preparing schemes for determining their unit rates. After conducting the analysis, it turned out that the microeconomic theory rather provides arguments against the wide use of agricultural production subsidies. The justifications for pursuing a policy which refers to the difficulties in particular sectors of agriculture are also unconvincing. The calculation of unit payment rates is a challenge due to the lack of a solid methodology and sufficiently reliable source data.

Opis:: Artykuł podejmuje problematykę płatności w ramach systemów wsparcia bezpośredniego jako istotnego problemu w postępowaniach o podział majątku wspólnego małżonków. Zagadnienie to nie jest właściwie zauważane w doktrynie, chociaż budzi rozbieżności w orzecznictwie. Autorka wyróżnia płatności, które zostały pobrane przed ustaniem wspólności majątkowej małżeńskiej i te, które zostały pobrane już po ustaniu wspólności, a przed podziałem majątku wspólnego. Poddaje krytycznej analizie dwa orzeczenia Sądu Najwyższego, dotyczące możliwości rozliczenia dopłat unijnych przez byłych małżonków, a także liczne rozstrzygnięcia, wydane w sprawach o podział majątku wspólnego małżonków. Ważnym procesowym zagadnieniem, analizowanym w opracowaniu jest ustalenie przez sąd faktu uzyskania dopłat przez jednego z małżonków, a także ich wysokości. Przeprowadzone rozważania pozwoliły stwierdzić, że w sprawach o podział majątku wspólnego, w sytuacjach w których małżonkowie pobierali dopłaty unijne, nie powinien mieć miejsca automatyzm rozstrzygnięcia i zawsze należy wziąć pod uwagę wszystkie okoliczności sprawy.
The article discusses issues concerning payments within direct support systems as a significant problem in the proceedings related to the division of spouses’ joint property. This issue has not received due attention in the doctrine, even though it is giving rise to divergences in judicial practice. I make a distinction between payments received before the termination of the spouses’ joint property and those received after the termination but before the division of their joint property. I carry out a critical analysis two judgements of the Polish Supreme Court concerning former spouses’ possibility to settle EU subsidies, and I also review numerous judicial decisions issued in cases related to the division of spouses’ joint property. An important issue in the legal proceedings I analyse in this study is the court’s determination of the fact that one of the spouses received subsidies and their amount. My discussion leads to the conclusion that in cases related to division of joint property in the situations where the spouses have received EU subsidies judicial decisions should not be taken automatically, and all the circumstances of the case should always be considered.

Opis:: The aim of the study was to characterize: a) financial aid paid to farmers under the Common Agricultural Policy and sources of funds from 2004-2018; b) changes in agriculture in terms of: factors of production, cultivation area and production of the main crops in total and per capita, livestock farming and production of the main animal products in total and per capita, productivity (land, labor, and fixed assets), marketability and profitability (land, labor, and fixed assets), self-sufficiency in the production and consumption of: cereals, potatoes, cow’s milk, hen eggs, as well as meat and offal. The period of 2001-2003 was adopted as the base period for comparisons, i.e., three years before Poland’s accession to the European Union, while the last period was 2016-2018, due to the availability of verified statistical information; c) position of Polish agriculture in the EU from 2004-2005 (EU-25), as well as 2010 and 2019 (EU-28). The analysis showed positive changes in all the discussed issues, except for land management, whose exclusion from agricultural production requires urgent state interference to reduce the pace of this process. The position of Polish agriculture in the EU generally ranks proportionally to land resources or higher. However, it is weaker in the case of animal production compared with crop production. Trade turnover in agri-food products and a positive trade balance are systematically growing.
Celem opracowania było scharakteryzowanie: a) pomocy finansowej wypłacanej rolnikom w ramach wspólnej polityki rolnej i źródeł pochodzenia środków w latach 2004-2018; b) przemian w rolnictwie w zakresie: czynników produkcji, powierzchni upraw oraz produkcji głównych ziemiopłodów ogółem oraz na 1 mieszkańca, chowu zwierząt gospodarskich oraz produkcji głównych produktów zwierzęcych ogółem oraz na 1 mieszkańca, produktywności (ziemi, pracy i środków trwałych), towarowości i dochodowości (ziemi, pracy i środków trwałych), samowystarczalności w zakresie produkcji i zużycia: zbóż, ziemniaków, mleka krowiego, jaj kurzych oraz mięsa i podrobów. Jako okres bazowy do porównań przyjęto lata 2001-2003, tj. trzylecie przed akcesją Polski do Unii Europejskiej, natomiast ostatni okres to lata 2016-2018, ze względu na dostępność zweryfikowanych informacji statystycznych; c) plasowania się rolnictwa polskiego w UE w latach 2004-2005 (UE-25) oraz 2010 i 2019 (UE-28). Stwierdzono pozytywne zmiany we wszystkich omawianych zagadnieniach, z wyjątkiem gospodarowania ziemią, której wyłączanie z produkcji rolniczej wymaga pilnej ingerencji państwa w celu zmniejszenia tempa tego procesu. Pozycja polskiego rolnictwa w UE na ogół plasuje się proporcjonalnie do zasobów ziemi lub wyżej. Słabsza pozycja jest w produkcji zwierzęcej niż w roślinnej. Systematycznie wzrastają obroty handlowe produktami rolno-żywnościowymi oraz dodatnie saldo handlowe.

Opis:: Głównym celem działalności towarowego gospodarstwa rolnego jest osiągnięcie jak najwyższego dochodu z działalności rolniczej. Na wielkość dochodu uzyskiwanego przez gospodarstwa rolne wpływają zarówno uwarunkowania zewnętrzne, jak i wewnętrzne. W ramach Wspólnej Polityki Rolnej (WPR) rolnictwo jest wspierane różnego rodzaju dopłatami. Celem badania omawianego w artykule jest ocena sytuacji dochodowej oraz znaczenia wsparcia publicznego w kształtowaniu wyników ekonomicznych gospodarstw towarowych w Polsce na tle wybranych krajów UE. W opracowaniu porównano pozycję dochodową oraz poziom wsparcia publicznego polskich gospodarstw rolnych objętych systemem FADN w latach 2004– 2019 z niemieckimi i francuskimi gospodarstwami rolnymi oraz ogółem gospodarstw w UE. Zastosowano analizę wskaźnikową. Wybrano mierniki i wskaźniki charakteryzujące sytuację makroekonomiczną oraz elementy potencjału gospodarstw rolnych, ich sytuację dochodową i poziom wsparcia publicznego. Analiza pokazała, że polskie gospodarstwa w porównaniu z niemieckimi i francuskimi charakteryzowały się mniejszym uzależnieniem wyników ekonomicznych od dopłat, a relacja dopłat do działalności operacyjnej do produkcji z gospodarstwa rolnego na jednostkę powierzchni użytków rolnych w Polsce zbliżyła się do poziomu pozostałych badanych krajów. Badanie prowadzi do wniosku, że wsparcie publiczne w ramach WPR z jednej strony stabilizuje dochody rolników, z drugiej zaś uzależnia je od transferów budżetowych.
The main objective of a commercial farm is to achieve the highest possible income from agricultural activity. The level of this income is influenced by both external and internal conditions. The agriculture sector in the EU receives significant money transferes in the form of various types of subsidies. The aim of the article is to assess the income situation of commercial farms in Poland and the importance of public assistance in shaping their economic results compared to selected EU countries. The study presents the income ranking of Polish farms covered by the FADN system in 2004–2019 and the level of public assistance for them in comparison to German and French farms and all EU farms. The study employed ratio analysis based on the measures and indicators describing the macroeconomic situation as well as the elements of the potential of farms, their income situation and the level of public assitance for them. The performed analysis demonstrates that the results of Polish farms were dependent on subsidies to a lesser extent than those of the German and French farms, and that the ratio of subsidies for Polish farms to their output per unit of agricultural area neared the same ratio in the other analysed countries. The conclusion of the study is that public asssitance extended to farms in the framework of the CAP stabilises farmers’ income, but on the other hand makes them dependent on budget transfers.

Opis:: W artykule przedstawiono rolę głównych instrumentów wspólnej polityki rolnej (WPR) w podnoszeniu jakości życia mieszkańców obszarów wiejskich. Na podstawie danych uzyskanych z Ministerstwa Finansów (MF) i Agencji Restrukturyzacji i Modernizacji Rolnictwa (ARiMR) dokonano oceny transferów finansowych środków unijnych w latach 2004–2016 w ramach WPR i znaczenia programu PROW 2007–2013 dla rozwoju obszarów wiejskich. Szczególną uwagę poświecono płatnościom bezpośrednim (SAPS) i ich udziałowi w dochodach rolniczych; wykorzystano w tym celu wyniki badań jakościowych przeprowadzonych wśród rolników z wybranych gmin dwóch województw: podkarpackiego i świętokrzyskiego. Stwierdzono, że w latach 2004–2016 wartość transferów z budżetu UE do Polski w ramach WPR wyniosła 42,5 mld euro, czyli ponad 1/3 wszystkich transferów z budżetu unijnego, jaki nasz kraj uzyskał w okresie członkostwa. Stanowi to potwierdzenie dużego udziału funduszy europejskich w rozwoju polskiego rolnictwa i obszarów wiejskich i oznacza, że w kwotach bezwzględnych, Polska w tym analizowanym okresie była największym beneficjentem netto. Wyniki badań jakościowych wykazały, że najliczniejszą grupę – ponad 43%, stanowili rolnicy, którzy wyrażali pogląd, iż sytuacja ich gospodarstwa rolnego tylko nieznacznie się poprawiła po wstąpieniu Polski do UE, a tylko 16%, że znacząco się poprawiła, przy czym bardziej krytycznie wypowiadali się właściciele gospodarstw rolnych z województwa podkarpackiego.
The article discusses the role of the main common agricultural policy (WPR) instruments in improving the quality of living standards of rural inhabitants. Following the data collected by the Ministry of Finance (MF) and the Agency for Restructuring and Modernization of Agriculture (ARiMR) an assessment concerning financial transfers of EU funds within WPR in the years developing rural areas. A special attention has been drawn to direct subsidies (SAPS) and their contribution to farming income. For that purpose the findings from quality research conducted among farmers from selected communities of two provinces – podkarpackie and swietokrzyskie, were used. It has been stated that during the years 2004–2016 the amount of financial transfers from the EU budget to Poland within WPR has equaled to 42,5 mld euro, which makes over one third of all the transfers which were made for Poland during the whole membership period. This fact is a confirmation of a great contribution of EU funds to the development of Polish farming and rural areas. Further this means that during the period in question, Poland was the greatest net beneficiary. Indications of the quality research has proved that over 43 % of the farmers under research, evaluates the condition of their farms as better since joining the EU by Poland, and 16 % of the farmers – as much better. Nevertheless, more critical group of owners were from the province of podkarpackie.

Opis:: The article presents changes in the value of fixed assets in relation to the amounts of subsidies directed to farms in two selected European Union countries – Poland and Spain – in the years 2004-2016. Both of these countries were selected on the basis of similar qualitative and quantitative characteristics that are characteristic of agriculture. An additional determinant of the choice of these countries was a similar economic situation before and after accession to the structures of the European Union. The article consists of an introduction, where the essence and significance of fixed assets in agriculture is presented, followed by the material and methodology of the research. A comparison of fixed assets of both countries was based on statistical data from the European Farm Accountancy Data Network (FADN). Analysis of material shows that, in 2004-2016, in Poland and Spain, the value of fixed assets was strongly positively correlated with total subsidies – excluding subsidies on investment (SE605), total direct payments (SE606), subsidies on intermediate consumption (SE625) and decoupled payments (SE630). Additionally, it was determined that, in Poland and Spain, the value of fixed assets was strongly negatively correlated with total subsidies on crops (SE610) and other subsidies (SE699). The value of property, plant and equipment in Poland and Spain increased gradually during the period under review.
W artykule określono zmiany wartości środków trwałych w odniesieniu do kwot subwencji kierowanych do gospodarstw rolnych w dwóch wybranych krajach Unii Europejskiej – Polsce i Hiszpanii – w latach 2004-2016. Oba te kraje zostały wybrane na podstawie zbliżonych cech jakościowych i ilościowych charakterystycznych dla rolnictwa. Dodatkową determinantą wyboru tych krajów była podobna sytuacja ekonomiczna przed i po przystąpieniu tych krajów do Unii Europejskiej. Porównanie środków trwałych obu krajów oparto na danych statystycznych pochodzących z European Farm Accountancy Data Network (FADN). Z analizy materiału wynika, że w latach 2004-2016 w Polsce i w Hiszpanii wartość środków trwałych była silnie dodatnio skorelowana z dopłatami do działalności operacyjnej (SE605), płatnościami bezpośrednimi (SE606), dopłatami do zużycia bezpośredniego (SE625), a także z jednolitymi płatnościami obszarowymi oraz dodatkowymi płatnościami (SE630). Dodatkowo określono, że w Polsce i w Hiszpanii wartość środków trwałych była silnie ujemnie skorelowana z dopłatami do produkcji roślinnej (SE610) oraz pozostałymi dopłatami (SE699). Wartość środków trwałych w Polsce i w Hiszpanii w okresie objętym badaniem ulegała sukcesywnemu zwiększeniu.

Opis:: The issue of efficiency in Slovak Republic as well as in other countries of the Visegrad Four was opened in the period of transformation of their economies and preparations for their accession to the European Union. The accession of these countries to EU changed the whole system of the former agricultural support. The V4 countries have undergone by dramatic development that significantly affected the structure of their economy, including agriculture. Therefore, the financial management creates an important part of the overall management of enterprises in the agricultural sector. The aim of this paper is to compare the volume of subsidies in the V4 countries on average per farm with a detailed analysis of their structure.
Kwestia wydajności w Republice Słowacji, jak również w innych krajach Grupy Wyszehradzkiej została otwarta w okresie transformacji ich gospodarek i przygotowania do akcesji do Unii Europejskiej. Przystąpienie tych krajów do UE zmieniło cały system dotychczasowego wsparcia dla rolnictwa. Kraje V4 przeszły radykalny rozwój, który znacząco wpłynął na strukturę ich gospodarki, w tym rolnictwa. Dlatego też zarządzanie finansami tworzy istotną część ogólnego zarządzania przedsiębiorstwami w sektorze rolnym. Celem niniejszego artykułu jest porównanie wielkości dotacji w krajach V4 średnio na gospodarstwo ze szczegółową analizą ich struktury.

Opis:: Polskie rolnictwo ekologiczne przechodzi znaczne przeobrażenia. Od 2014 r. nie obserwuje się już wzrostu liczby gospodarstw i powierzchni użytków rolnych (UR). Jest to trend odwrotny do oczekiwanego zgodnie ze Wspólną Polityką Rolną, która zakłada zagospodarowanie metodami ekologicznymi 25% UR do 2030 r. Celem niniejszej pracy jest ocena sytuacji produkcyjno-ekonomicznej gospodarstw ekologicznych z uwzględnieniem mechanizmów polityki rolnej Unii Europejskiej. Badaniem objęto gospodarstwa ekologiczne zarejestrowane w bazie Inspekcji Jakości Handlowej Artykułów Rolno-Spożywczych oraz w Polskim FADN. Wykorzystano dane za lata 2005, 2013 i 2018, a w przypadku niektórych zestawień rozszerzono porównania o lata 2019 i 2020 oraz 2004 i 2006–2012. Analizę przeprowadzono w ujęciu dynamicznym, z uwzględnieniem rozkładu liczebności gospodarstw i powierzchni UR w województwach, zmian w strukturze upraw rolniczych i pogłowiu zwierząt oraz wolumenu produkcji z najważniejszych upraw i produktów odzwierzęcych na poziomie kraju. Z analizy danych wynika, że powodem rezygnacji z rolnictwa ekologicznego są czynniki ekonomiczne: rozproszenie produkcji utrudniające sprzedaż, zbyt mały obszar gospodarstwa utrudniający organizację produkcji według zasad ekologicznych, duże obciążenia administracyjne, brak znaczącego wsparcia dla ekologicznej produkcji zwierzęcej oraz niska opłacalność produkcji i dochodowość gospodarstw. Mimo że w latach 2013–2018 powierzchnia ekologicznych UR zmniejszyła się o ok. 25%, zwiększył się areał zbóż i innych upraw polowych oraz warzyw, w efekcie czego znacząco wzrosła produkcja tych grup upraw rolniczych. Rozwój sektora rolnictwa ekologicznego zależy od wsparcia finansowego i racjonalnej polityki rolnej, oferującej pomoc rolnikom, a jednocześnie egzekwującej realizację zaleceń środowiskowych.
Polish organic farming is undergoing significant transformations. In 2014, the number of ecological farms and utilised agricultural area (UAA) stopped growing, and this trend has persisted since then. It is contrary to the trend expected under the Common Agricultural Policy, which assumes that by 2030, organic farming methods will be used in 25% of UAA. The aim of the study is to assess the production and economic situation of organic farms, taking into account the role the agricultural policy of the European Union plays in this context. The study sample consisted of organic farms registered in the database of the Agricultural and Food Quality Inspection and the Polish FADN (Farm Accountancy Data Network). The research period covered the years 2005, 2013 and 2018, which in some cases, to show a wider context, was expanded to the years 2019, 2020, 2004 and 2006–2012. The data was analysed in the dynamic view, taking into account the distribution of farms and UAA in voivodships, changes in the structure of crops and in the number of livestock, and the volume of production of crops and animal products at the national level. The analysis of the above data demonstrated that the reasons behind abandoning organic farming are of an economic nature, including production scattering that makes sales difficult, farm sizes too small (which results in difficulty in organising production according to the ecological principles), heavey administrative burdens, no significant support for organic animal production, and low production profitability and low income of organic farms. However, despite the fact that the UAA under organic farming shrank in 2013–2018 by approximately a quarter, the acreage of cereals, other field crops and vegetables increased, and consequently the production of these types of agricultural crops increased significantly. The development of the organic farming sector is conditional upon financial support and rational agricultural policy that offers suport to farmers, at the same time watching over the implementation of the environmental recommendations.

Opis:: W pracy wskazano na możliwe do uzyskania dopłaty związane z użytkowaniem lub zalesieniem trwałych użytków zielonych zgodnie z "Planem rozwoju obszarów wiejskich" i Rozporządzeniem Rady Unii nr 1257/1999. Szerzej omówiono kryteria wyznaczania i podziału na strefy obszarów o niekorzystnych warunkach gospodarowania (ONW). Wskazano na zalecane do tego celu wskaźniki waloryzacji rolniczej przestrzeni produkcyjnej (WWRPP), a jednocześnie na możliwości wyznaczania ONW w oparciu o Ustawę o podatku rolnym z 1984 r. w odniesieniu do rolniczej przydatności gleb trwałych użytków zielonych (TUZ). Przedstawiono również metodę obliczania bezwzględnych wskaźników rolniczej przydatności gleb na przykładzie 16 województw i czterech okręgów podatkowych.
The paper indicates possibly available subsidies associated with the use or afforestation of permanent grasslands according to the "Plan for the development of rural areas" and the Decree of EC No. 1257/1999. Criteria for selection and division of zones in less favoured areas (LFA) are discussed in details. Recommended evaluation indices of agricultural productive space and a possibility of selecting LFA based upon the Act on Agricultural Taxes of 1984 in relation to agricultural usefulness of soils on permanent grasslands are indicated. A method of calculating absolute indices of agricultural usefulness of soils tested in 16 voivodships and 4 tax regions is presented.

Opis:: The aim of this study is to determine changes in the structure of horticultural farms in EU countries in the years 2007-2017 and their incomes and determine the share of subsidies of the Common Agricultural Policy in the income of horticultural farms in studied groups. Horticultural farms from the European Union Farm Accountancy Data Network (EUFADN) of all EU countries were surveyed. A dynamic analysis of the structure of farm numbers in particular groups of economic size (ES6) was carried out, and then the average change in income and the share of subsidies in income within these groups in 2007 and 2017 were presented. As a result of the conducted research, changes in the number of horticultural farms in various groups of economic size were taken into account and the assumptions concerning the decreasing scale of fragmentation of horticultural farms were confirmed by a decrease in the number of the economically weakest groups and an increase in the number of medium and large farms. It was noted that, in the studied groups, the strongest income growths concerned farms with medium or high economic strength, which may mean that income had a significant impact on the process. Moreover, it results from the conducted research that existing institutional solutions additionally supported the tendency to reduce the scale of fragmentation of horticultural farms in the EU-12 due to the fact that the shares of subsidies were higher in groups with higher economic strength.
Celem opracowania jest określenie związków zmiany struktury gospodarstw ogrodniczych w krajach Unii Europejskiej w latach 2007-2017 z ich dochodami oraz określenie wpływu subsydiów wspólnej polityki rolnej na poziom dochodu gospodarstw ogrodniczych. Badaniu poddano gospodarstwa ogrodnicze z bazy European Union Farm Accountancy Data Network (EUFADN) wszystkich krajów UE. Przeprowadzono dynamiczną analizę struktury liczebności gospodarstw w poszczególnych grupach wielkości ekonomicznej (ES6), a następnie zaprezentowano średnią zmianę dochodów oraz udział subsydiów w dochodach w ramach tych grup, w latach 2007 i 2017. W wyniku przeprowadzonych badań, uwzględniając zmiany w liczebności gospodarstw ogrodniczych w różnych grupach wielkości ekonomicznej, potwierdzono przypuszczenia dotyczące zmniejszającej się skali rozdrobnienia gospodarstw ogrodniczych, a także pozytywnie zweryfikowano hipotezę dotyczącą wpływu dochodów na zachodzący proces. Ponadto z przeprowadzonych badań wynika, że istniejące rozwiązania instytucjonalne dodatkowo wspierały tendencje do zmniejszania się skali rozdrobnienia gospodarstw ogrodniczych w krajach UE-12, ze względu na fakt wyższych udziałów subsydiów w grupach o wyższej sile ekonomicznej.

Opis:: Celem opracowania było rozpoznanie specyfiki stosowanych w ramach Wspólnej Polityki Rolnej unijnych płatności bezpośrednich dla rolników jako jednego z wydatków państwa. Wykorzystano metodę konfrontacji parami alternatywnych ujęć płatności bezpośrednich. Stwierdzono, że problematyczne jest kategoryczne zaklasyfikowanie płatności bezpośrednich do jednego z głównych typów wydatków państwa, tj. wydatków na dobra i usługi, subsydiów bądź transferów. Bardziej właściwe byłoby ustalenie struktury wydatków realizowanych w formie płatności bezpośrednich według ich typu, jako że mogłoby istotnie wzbogacić wiedzę gromadzoną na potrzeby wspomagania polityki gospodarczej opartej na dowodach.
The aim of the study was to identify the specificity of direct payments to farmers applied under the Common Agricultural Policy of the European Union as one of the state’s expenditure. The applied analytical method is a confrontation of alternative approaches to direct payments in pairs. It has been found problematic to categorically classify direct payments as one of the main types of state expenditure, i.e. expenditure on goods and services, subsidies or transfers. It would be more appropriate to define the structure of expenditure implemented in the form of direct payments according to their type, as it could significantly enrich the knowledge gathered to support evidence-based economic policy.

Opis:: Na przełomie ostatnich kilku lat można zaobserwować dynamiczny rozwój rolnictwa ekologicznego w Polsce, zapoczątkowany w 2004 r., czyli od akcesji Polski do Unii Europejskiej. Wyrazem tego rozwoju jest m.in. stale rosnąca liczba ekologicznych producentów rolnych i przetwórni ekologicznych oraz wzrastająca powierzchnia ekologicznych użytków rolnych w Polsce. Celem opracowania jest próba oceny wpływu dopłat unijnych do gospodarstw ekologicznych na rozwój rolnictwa ekologicznego w Polsce. Ponadto podjęto próbę oceny efektywności funkcjonowania tych dopłat. Analizy dokonano na podstawie materiałów wtórnych oraz badań przeprowadzonych w 30 losowo wybranych gospodarstwach ekologicznych w woj. podlaskim. Po przeanalizowaniu uzyskanych wyników badań stwierdzono, że czynnikiem silnie stymulującym rozwój rolnictwa ekologicznego w Polsce jest program rolnośrodowiskowy, będący elementem „Programu rozwoju obszarów wiejskich” (PROW), który jest jednym z działań wspólnej polityki rolnej Unii Europejskiej na rzecz promowania rolnictwa przyjaznego środowisku. Beneficjentów programu rolnośrodowiskowego, w ramach którego funkcjonują dopłaty do rolnictwa ekologicznego, wciąż przybywa. W okresie finansowania 2004–2006 z programu skorzystało 700 tys. rolników. W ramach programu rolnośrodowiskowego 2007–2013 do 31.10.2012 r. zrealizowano płatności w wysokości 2,3 mld zł.
A very dynamic development of organic farming has been observed in Poland in the last few years. This system has particularly intensively developed since 2004, i.e. since Poland's accession to the European Union. The development manifests itself in increasing number of organic farmers, food processing companies and the area of organic farmlands in Poland. The objective of the study was to assess the impact of EU aid to the development of organic farming in Poland. In addition, I have tried to assess the effectiveness of the aid. Analysis was based on secondary materials and research carried out in 30 randomly selected organic farms in Podlaskie voivodeship. The study showed that agri-environmental program – one of the activities of European Union's Common Agricultural Policy to promote environmentally friendly farming – was a powerful driver in the development of organic farming in Poland. Beneficiaries of the agri-environmental programme, which subsides organic farming, are still increasing in number. 700 thousand farmers benefited from the RDP programme in the previous funding period (2004–2006). Payments amounted 2.3 billion PLN in the agri-environmental program for 2007–2013 (data as of 31st Oct. 2012).

Opis:: W opracowaniu przedstawiono sytuację ekonomiczną grupy gospodarstw ekologicznych, prowadzących nieprzerwanie rachunkowość w systemie FADN w latach 2004-2009. Gospodarstwa zachowały zbliżony potencjał ekonomiczny, zasoby ziemi, pracy, organizację produkcji. Mimo szybciej rosnących kosztów ogółem niż wartość produkcji w ciągu sześciu lat nastąpiła duża poprawa w dochodach gospodarstw (o 54,2%). Spowodowały to dopłaty do działalności operacyjnej, których udział w dochodzie od 2004 roku zwiększył się z 58,2% do 91,0% w 2009 roku. Mimo tego wsparcia wypracowany dochód, przeliczony na osobę pełnozatrudnioną w rodzinie rolnika, za wyjątkiem roku 2005 i 2006 wystarczył tylko na pokrycie własnych nakładów pracy, co stanowi barierę rozwoju tych gospodarstw. Wydaje się, że warunkiem ich dalszego utrzymania się na rynku będą dopłaty ze środków budżetowych.
The study presents the economic situation of 32 certified organic farms keeping agricultural accountancy within FADN continuously in the years 2004-2009. The farms kept similar economic potential, agricultural land, labour input, production organization. Although total inputs increased faster than total output within 6 years, incomes of farms rose at a rate of 54.2%. It was resulted by the current subsidies, which share in the income increased from 58.2% in 2004 to 91.0% in 2009. In spite of this financial support, the income elaborated per Family Work Unit, excluding the years 2005 and 2006, was enough to cover only unpaid labour inputs, what was the barrier in their development. It seems, that the condition of further viability of farms considered will be the subsidies from the public funds.

Opis:: The article presents the instruments of the EU’s Common Agricultural Policy for the fruit and vegetable market. It provides a detailed analysis of the mechanism of support for soft fruit producers, which was introduced in Poland in 2008. Changes in the area of plantations of raspberries and strawberries, the yield of these fruits and the variability of purchase prices for processing were examined in two periods: 2008-2014 and an equal period before the introduction of this instrument (2001-2007). The index of changes and coefficient of variation were calculated to determine changes in the traits under analysis. The significance of differences in the mean values of the analysed parameters (area, yield, prices) in selected periods was determined by means of the test of significance of differences for dependent samples. Analysis showed that the area of plantations, yield and average purchase prices of raspberries had increased significantly (p < 0.05). There were minimal changes in the plantation area and yield of strawberries. The average purchase prices of strawberries increased, but these changes were not statistically significant. The coefficients of variation in the purchase prices of strawberries and raspberries for processing decreased after the introduction of soft fruit subsidies (2008-2014), in comparison with the period before the introduction of the payments, indicating a stabilisation of prices. However, it is not possible to make a clear association between the introduction of soft fruit subsidies and the stabilisation of purchase prices of strawberries and raspberries for processing.
Przedstawiono instrumenty wspólnej polityki rolnej UE dla rynku owoców i warzyw, a szczegółowej analizie poddano mechanizm wsparcia producentów owoców miękkich, wprowadzony w 2008 roku w Polsce. Zbadano zmiany powierzchni uprawy, zbiorów oraz zmienność cen skupu malin i truskawek do przetwórstwa w Polsce w latach 2008-2014, w odniesieniu do okresu poprzedzającego wprowadzenie tego instrumentu (lata 2001-2007). Do określenia zmian badanych cech obliczono indeks zmian oraz współczynnik zmienności. Określono istotność różnic między średnimi badanych parametrów (powierzchnia, zbiory, ceny) w wyznaczonych okresach, stosując test istotności różnic dla prób zależnych. Analiza pozwoliła na stwierdzenie, że istotnie (dla p < 0,05) zwiększyła się powierzchnia, zbiory oraz średnie ceny skupu malin, natomiast niewiele zmieniła się powierzchnia uprawy oraz zbiory truskawek. Wzrosły średnie ceny skupu truskawek, jednak były to zmiany nieistotne statystycznie. W okresie stosowania dopłat do owoców miękkich (w latach 2008-2014), w porównaniu do okresu przed wprowadzeniem płatności, obniżeniu uległy współczynniki zmienności cen skupu malin i truskawek do przetwórstwa, co wskazuje na stabilizację cen tych owoców, jednak nie można tego efektu jednoznacznie przypisać wprowadzeniu instrumentu płatności do owoców miękkich.
