The article examines the role of countries in the development of the world market of agrarian products. The aim of the article is to present the process of agricultural land privatization in Poland, taking into account the role that this policy has played in terms of shaping the Polish agricultural model, based on family households. The purpose of the agrarian system shaping policy is the protection and development of family households. To this end, the said group of agricultural households is being granted privileges in terms of access to agricultural land. From an economic point of view, it translates into replacing market allocation with political decisions. The sale of agricultural land on behalf of the state was conducted by the Agricultural Property Agency (APA), which on 1 September 2017 was merged with the Agricultural Market Agency and transformed into the National Center for Agricultural Support. Between 1992 and 2017, a total of over 2.6 million ha of agricultural land (amounting to 55% of all acquired land) was sold. Natural persons acquired a total of 81% of privatized agricultural land, 19% of which was acquired by legal entities. In the years 2005-2017, the prices of agricultural land demonstrated an upward trend. The prices obtained by the Agency were very close to private market prices. The average price amounted to EUR 4,504 per 1 ha in the case of state-owned land and EUR 4,716 per 1 ha in the case of private land.
Celem artykułu jest przedstawienie procesu prywatyzacji ziemi rolniczej w Polsce z uwzględnieniem roli, jaką odegrała ta polityka w kształtowaniu polskiego modelu rolnictwa, opartego na gospodarstwach rodzinnych. Zadaniem polityki kształtowania ustroju rolnego jest ochrona i rozwój gospodarstw rodzinnych. W tym celu stwarza się przywileje w dostępie do ziemi rolniczej dla tej grupy gospodarstw rolnych. Z ekonomicznego punku widzenia, stanowi to zastąpienie alokacji rynkowej decyzjami politycznymi. Sprzedaż ziemi rolniczej w imieniu państwa prowadziła Agencja Nieruchomości Rolnych (ANR), która 1 września 2017 roku została połączona z Agencją Rynku Rolnego i przekształcona w Krajowy Ośrodek Wsparcia Rolnictwa. Od 1992 roku do 2017 roku sprzedano łącznie ponad 2,6 mln ha gruntów rolnych (55% wszystkich przejętych zasobów). Osoby fizyczne zakupiły łącznie 81% sprywatyzowanych gruntów rolnych, a 19% nabyły osoby prawne. W latach 2005-2017 ceny ziemi rolnej wykazywały trend wzrostowy. Ceny uzyskiwane przez Agencję Nieruchomości Rolnych były bardzo zbliżone do cen na rynku prywatnym. Średnia cena ziemi państwowej wyniosła 4504 euro za 1 ha, a prywatnej – 4716 euro za 1 ha.

The article discusses the issues connected with the organization and functioning of the selected agricultural markets with regard to the risk management in the agricultural production. It concerns those markets where the EU’ legislator foresees the implementation of some legal instruments. The author attempt to answer the question whether the current legal organization of those markets allows their development. In particular it aims to answer the question how the legislation support the farmers in selecting some countermeasures which protect them against the environmental risk. The reflection ends with the enunciation of the some de lege ferenda conclusions.
Przedmiotem artykułu są zagadnienia związane z organizacją i funkcjonowaniem wybranych rynków rolnych w aspekcie zarządzania ryzykiem w produkcji rolnej. Chodzi tu w szczególności o rynki, na których prawodawca unijny przewidział możliwość stosowania określonego instrumentarium prawnego. Autorka podjęła próbę ustalenia, czy obecna prawna organizacja poszczególnych rynków rolnych służy ich rozwojowi. W szczególności chodziło o udzielenie odpowiedzi na pytanie, w jakim stopniu regulacja prawna wspiera podejmowanie przez producentów rolnych działań zaradczych mających na celu ich ochronę przed możliwością wystąpienia potencjalnego ryzyka przyrodniczego. Rozważania kończą się sformułowaniem kilku wniosków de lege ferenda.

The purpose of the following publication (consisting of two parts) is to perform a query of literature, which is in direct relation with the research subject of analysis of costs of purchase raw materials used in the production process. Currently, much is being said about a system, which would improve productivity and effectiveness and limitation of production costs connected with general cost minimisation, and broadly understood Lean Manufacturing philosophy. Assuming that the raw material cost amounts to 70% of the total production cost of the final product, the authors decided that it is justified to develop a model strategy, whose implementation will have a tangible effect i.e. the reduction of raw material cost, which will bring distinguishable results in the form of improved value of the production facility.

Smallholder farmers in the region of Sub-Saharan Africa have begun to participate in global supply chains through applying contract farming (CF). The main aims of this paper are: to present a typology of CF and to describe the contract farming in Sub-Saharan African countries. This article has synthesised the fi ndings from contract farming agreements in Sub-Saharan African countries to form a conceptual framework of the determinants and dynamics of farmers’ participation in CF agreements. This article can be treated as an introduction to a complex comparative study of the Sub-Saharan African CF schemes and may spur further integrative analysis of the transformation in agriculture in developing countries.
Małorolni producenci w regionie Afryki Subsaharyjskiej mają szanse włączenie się do globalnych łańcuchów dostaw przez kontraktacje. Celami opracowania są: przedstawienie typologii kontraktowania w rolnictwie i charakterystyka umów kontraktowych stosowanych w Afryce Subsaharyjskiej. Artykuł jest syntezą literatury dotyczącej rolnictwa kontraktowego w Afryce Subsaharyjskiej i tworzy ramy koncepcyjne dla dalszych rozważań dotyczących kontraktowania na badanym obszarze. Opracowanie można traktować jako wprowadzenie do kompleksowego badania porównawczego różnych rodzajów kontraktowania w Afryce Subsaharyjskiej i systemów umów stosowanych w rolnictwie krajów rozwijających się.

The paper discusses aspects of agricultural real estate management according to the value approach in Ukraine. The paper also characterises agricultural lands in reference to their soil classes and acreages. It also discusses the term of tenancy as one of the forms of management of agricultural real estates. The procedure of the determination of the value of agricultural real estates in Ukraine has been also discussed. The paper also presents the conditions of agricultural lands in Ukraine, their acreages and the amount of lands owned by the state and by private owners. The procedure of leasing agricultural lands has been also described.
Artykuł przedstawia aspekty gospodarki nieruchomościami rolnymi w ujęciu ich wartości na Ukrainie. Zawarto w nim charakterystykę gruntów rolnych z uwzględnieniem ich jakości bonitacyjnej i powierzchni oraz rozpatrzono dzierżawę jako formę gospodarki nieruchomościami rolnymi. Pokazano także procedurę określania wartości nieruchomości rolnych na Ukrainie. W artykule scharakteryzowano również stan gruntów rolnych na Ukrainie, a także podano informacje o zajmowanej przez nie powierzchni i stosunku ilościowym gruntów rolnych znajdujących się we własności państwa do gruntów rolnych należących do osób prywatnych. Opisano procedurę dzierżawy gruntów rolnych.

The purpose of the article is to determine the kinds of risk groups existed on cereal market and presenting possibilities of limiting the undesirable phenomena. An issue appears: what way the subjects of cereal market, producers in particular, should alone neutralize the appearing risk, and when should expect support from the state institutions. More often financial instruments find the solution for agricultural hedgers. Sugar production is an important part of the agri-food sector in the European Union in general, and Poland in particular. Companies operating in this industry im-plement their own microeconomic goals and contribute to the development of the economies in which they are located. The results they achieved depend, to a large extent, on both economic and regulatory conditions. On 1 October 2017, a very important regulatory change was carried out, namely the reform of the sugar market regulation, the main element of which is the abolition of sugar production quotas and the minimum purchase price of sugar beet. Therefore, the author of this article, taking into account the fact that the regulations abolished on that date had functioned within the framework of the Common Agricultural Policy for almost fifty years, tries to answer the question about the consequences of the changes for the sugar industry in the EU. Without any doubt, the new reality in which EU and Polish sugar producers, as well as the sugar beet growers, have found themselves, will be demanding and will result in higher dynamics of the market mechanism. The vulnerability of the EU market to global demand-supply shocks will increase. It seems that an increase in the volatility of sugar prices will be one of the main consequences of deregulation. As a result, running a business in this industry will be more unpredictable.
Produkcja cukru jest ważną częścią nie tylko polskiego sektora rolno-spożywczego, ale także całej UE. Funkcjonujące w tej branży przedsiębiorstwa mają własne mikroekonomiczne cele, a także przyczyniają się do rozwoju gospodarek, w których są zlokalizowane. Wyniki przez nie osiągane w dużym stopniu zależą od uwarunkowań ekonomicznych, ale także regulacyjnych. 1 października 2017 r. została przeprowadzona bardzo istotna zmiana regulacyjna, a mianowicie reforma regulacji rynku cukru, której głównym elementem jest zniesienie kwot produkcyjnych cukru oraz minimalnej ceny skupu buraków cukrowych. Stąd autor niniejszego artykułu, biorąc pod uwagę fakt, że zniesione regulacje funkcjonowały w ramach wspólnej polityki rolnej prawie 50 lat, stara się odpowiedzieć na pytanie o konsekwencje tych zmian dla biznesu cukrowniczego w UE. Bez wątpienia nowa rzeczywistość, w jakiej znaleźli się unijni oraz polscy producenci cukru, a także plantatorzy buraka cukrowego, będzie dla nich wymagająca i będzie oznaczała dużą dynamikę zjawisk rynkowych. Zwiększy się podatność rynku unijnego na światowe szoki popytowo-podażowe. Wydaje się, że główny obszar, w którym będziemy mieli do czynienia z konsekwencjami deregulacji, to zwiększanie zmienności poziomu cen cukru. W konsekwencji prowadzenie biznesu w tej branży będzie bardziej nieprzewidywalne.

Niniejszy artykuł dotyczy sytuacji na rynku nieruchomości rolnych niezabudowanych w Polsce w latach 2009-2019. W opracowaniu została przedstawiona ogólna charakterystyka rynku nieruchomości rolnych, jego uwarunkowania, w tym przede wszystkim regulacje prawne. Przeprowadzone analizy opierały się na kilku podstawowych zmiennych, takich jak cena gruntów, ich areał oraz wartość transakcji. Badania wykonano w skali kraju oraz województw. Zauważono, iż po wejściu w życie ustawy z dnia 14 kwietnia 2016 roku zmalała powierzchnia sprzedawanych nieruchomości, wzrosła natomiast ich cena. Największą dynamiką badanych zjawisk cechowały się przy tym województwa o wysokiej kulturze rolnej, w tym głównie województwo wielkopolskie.
This article presents the changes taking place on the undeveloped agricultural property market in Poland in 2009-2019. The study presents the general characteristics of the agricultural real estate market, its conditions, including primarily legal regulations. The analyses carried out were based on several basic variables such as land price, land area and transaction value. The research were conducted on a national and regional scale. It was noted that after the Act of 14 April 2016 came into force, the area of the properties sold decreased, while their price increased. The greatest dynamics of the analysed phenomena were characteristic for regions with high agricultural culture, including mainly the Wielkopolska region.

Opis:
Among currently developed biofuel and green-power technologies, technological development of lignocellulose biomass-based production of ethanol will be particularly important in a short time perspective as those specific activities constitute an intermediary stage in the process of developing integrated processes of biomass conversion in the route to the universal energy carrier - hydrogen or electricity. Agricultural biorefinery or agri-refinery which converts agricultural biomass to a wide spectrum of biofuels and bioproducts is considered as the key element of the future economy. The biorefinery which produces biofuels and generates bioenergy will constitute the so called agri-energy complex - a local power unit implemented in the system of dispersed energy generation. It is worth noticing that agri-refinery will integrate three fundamental drivers of sustainable development of rural areas - bioeconomics, environment and society. This paper aims at elaborating the conceptual framework of the agri-refinery in the aspect of conversion of agricultural lignocellulosic biomass into bioethanol and other bioproducts as well as the future economy and sustainable development.
