The article deals with possibilities of building-up of quality management system in a small agriculture organisation in the Czech Republic. There is given a brief description of a status quo for a building-up of quality management system within an organisation generally. This description comes out of a defined process characteristic. A car industry was preferred as a basic part of the state economy. Many studies deals with specific aspects of it and develops control tools for this industry in last 20 years. The agriculture was never at the top of the interest. However, everybody needs agricultural production on a daily basis. There are presented main specifications of agriculture organisations in comparison to production organisation. It is important not only for quality management system. Agriculture organisations started to implement information systems or they started to increase efficiency of their production and their organisation structure now. The management system within agriculture organisations is a segment of market with a little support. Effective support to agriculture organisations is important for a task of quality system in order to increase the level of competitiveness of the national economy. Self sufficient production of high quality food is important. (People must to eat quality foods and to drink quality drinks.) Care about plants, animals and soil must follow ethic aspects. Agriculture organisations have the key position in the national economy from this point of view.

Many researchers and business practitioners wonder about the limitations of the operation of manufacturing companies in Poland. At this point, the author asks the related question: What categories of problems will entrepreneurs have to solve in the near future (short strategic horizon)? In other words, what barriers will prevent (disrupt) the stable functioning of enterprises. The formulated question became the starting point and a creative synthesis based, on the one hand, on a detailed analysis of the problem theory, and, on the other, on the author’s own research. Achieving the main goal required the accomplishment of intermediate goals, among which the following were distinguished: (C1) a query of the literature in direct relation to the research topic (starting point); (C2) development of a theoretical research model (expert study); (C3) recognition of the significance of barriers - assessment from the perspective of manufacturers of the Polish agricultural machinery sector (verification of the research model). The research was carried out as a result of cooperation with deliberately selected experts. The intention of this study was to establish a list of factors unfavorable for the functioning of enterprises. The research tool prepared on this basis (evaluation questionnaire) was tested among intentionally selected enterprises. Based on the respondents’ indications, the significance of individual factors was established study.

The assessment information to assess the current and future business activity, changes in economic situation. The expected production of goods and services in the next 12 months improved. In the second quarter of 2015, the inflationary expectations slackened. In Q2 2015, the negative assessments of the respondents on all aspects of the economic activity over the next 12 months became somewhat weaker. Enterprises reported again positive expectations about the increase in the next 12 months of both total sales and external sales. For the second quarter in a row the respondents have expected decreases in investment.

The latest development in the Russian agriculture is the establishment of large scale agricultural enterprises (agriholdings). To manage these companies new management practices have to be implemented. A company wide management information system (MIS) could be a solution for this problem. 
W wyniku przemian zachodzących w rosyjskim rolnictwie pojawiły się w Rosji wielkoobszarowe przedsiębiorstwa rolnicze. Aby nimi zarządzać, muszą być wdrożone nowe praktyki. Znacznym ułatwieniem w prowadzeniu przedsiębiorstw rolniczych może być dobry system zarządzania informacją. Autor proponuje przykładowy model takiego systemu.

The paper aims to assess the factors affecting the financial security of agrarian enterprises to create the proper conditions for the stable functioning of agricultural enterprises. The research period covers the years 2013-2016. Agrarian business management is currently affected by times of instability and uncertainty leading to an increase in economic and financial risks. The situation in agriculture requires addressing – forming a mechanism for the financial security of agricultural enterprises and developing a methodology for its evaluation. In the study, essence and structure of organizational support of financial security management as a critical component of economic security of agrarian enterprises was revealed. The main preconditions for providing financial security of agricultural enterprises through a prism of their financial status based on the achieved results of recent years are considered. The analysis of the leading indicators of financial security of agricultural development is carried out. Threats of an enterprise’s financial security are identified. Identifying financial security threats contribute to the timely application of adequate tools to minimize the effects of risks or maximize the factors that positively impact the financial performance of agrarian enterprises.
Celem artykułu jest ocena czynników wpływających na bezpieczeństwo finansowe przedsiębiorstw rolniczych, w celu stworzenia odpowiednich warunków dla ich stabilnego funkcjonowania. Badania dotyczyły lat 2013-2016. Obecne warunki zarządzania przedsiębiorstwami rolniczymi charakteryzują się niestabilnością i niepewnością. Prowadzi to do wzrostu ryzyka ekonomicznego i finansowego. Sytuacja w rolnictwie wykazuje w tym zakresie duże problemy, dlatego stworzenie mechanizmu bezpieczeństwa finansowego przedsiębiorstw rolniczych i opracowania metodologii oceny w tym zakresie jest ważne. Omówiono istotę i strukturę wsparcia organizacyjnego zarządzania bezpieczeństwem finansowym, jako kluczowego elementu bezpieczeństwa ekonomicznego przedsiębiorstw rolniczych. Pod uwagę brano główne warunki zapewnienia bezpieczeństwa finansowego przedsiębiorstwom rolniczym, w oparciu o osiągnięte wyniki z ostatnich lat. Dokonano oceny głównych wskaźników bezpieczeństwa finansowego, ważnych dla rozwoju jednostek rolniczych. Zidentyfikowano zagrożenia dla bezpieczeństwa finansowego przedsiębiorstw rolniczych. Przeprowadzone badania przyczyniają się do prawidłowego stosowania odpowiednich narzędzi, w celu minimalizacji skutków zagrożeń prowadzonej działalności lub maksymalizacji czynników pozytywnie wpływających na wyniki finansowe przedsiębiorstw rolniczych.

The efficiency of production of agricultural enterprise in the Carpathian region of Ukraine is provided in the article. The main indicators of agricultural enterprises efficiency in the Carpathian region of Ukraine and in Ukraine are done. The evaluation of the efficiency of land use by the enterprises is separately analyzed on the basis of the analysis of gross output per unit of agricultural land. With the help of software the efficiency dependence from the parameters of land use by agricultural enterprises of Carpathian region is analyzed. Proved that the cause of the low efficiency of agricultural enterprises activity is their lack of land.

Opis:
This article examines the main measures adopted by Spanish law 12/2013 on improving the functioning of the food chain, recently amended. The starting point of the deliberations was the correct determination of the type of commercial and legal relations between chain operators, to which the discussed legislation applies. Next, the legal regime on the food contract which is mandatory for most transactions between suppliers and buyers of agricultural and food products was analysed. This involved the examination of the concept, the nature and types of food contracts. The Spanish legislation is halfway between the recognition of the freedom of agreements concluded by parties and the imposition of certain mandatory requirements on parties entering into contracts. Food operators must be aware of the formal requirements imposed on them in private contracts (regarding both their content an form), the main aspects of which have been analysed in the article.
W artykule przeanalizowano główne rozwiązania przyjęte przez hiszpańską ustawę 12/2013 o poprawie funkcjonowania łańcucha żywnościowego, ostatnio zaktualizowaną. Punktem wyjścia rozważań było prawidłowe określenie rodzaju relacji handlowych i prawnych zachodzących między podmiotami łańcucha, które podlegają tym uregulowaniom. Następnie zanalizowano reżim prawny umowy na dostawę żywności obowiązującą dostawców i nabywców produktów rolnych i spożywczych w większości zawieranych przez nich transakcji. Zbadano pojęcie, charakter i rodzaje takich umów. Ustawodawstwo hiszpańskie znajduje się w połowie drogi między uznaniem swobody umów zawieranych przez strony a ustanowieniem pewnych obowiązujących wymogów prawnych. Podmioty działające na rynku spożywczym muszą być świadome tych wymogów nakładanych na nie w umowach prywatnych (dotyczących zarówno ich treści, jak i formy), których główne aspekty zostały przeanalizowane w artykule.
L’articolo si basa sull’analisi della legge spagnola 12/2013 in materia di misure volte a migliorare il funzionamento della filiera alimentare, aggiornata di recente al fine di renderla conforme alla Direttiva 2019/633 in materia di pratiche commerciali sleali nei rapporti tra imprese nella filiera agricola e alimentare. In primo luogo, vengono analizzati il campo di applicazione della legge e le relazioni commerciali tra gli operatori della filiera alimentare. Di seguito, la questione principale diventano le soluzioni giuridiche riguardanti i contratti di fornitura di generi alimentari, inclusi il concetto, la natura giuridica e le tipologie. Quindi, l’Autore ha analizzato anche il contenuto della regolazione dei suddetti contratti in linea con il principio di libertà contrattuale, ma tenendo conto di alcune condizioni contrattuali minime obbligatorie, stabilite dalla legge. Infine, vengono studiati i requisiti formali specifici relativi all’adempimento del contratto, le aste elettroniche e la registrazione.

Znakomita większość zagadnień dotyczących konkurencyjności przedsiębiorstw wytwórczych związana jest nierozerwalnie z dopasowaniem do bieżących potrzeb rynku, co w perspektywie uzasadnia prokurowanie wyselekcjonowanych modeli biznesu. W kontekście powyższego podjęto badania, których zasadniczym celem ustanowiono odpowiedź na pytanie: Jaki model biznesu absorbują polskie przedsiębiorstwa wytwórcze działające w sektorze maszyn rolniczych? W nawiązaniu do tak nakreślonego celu jako działanie niezbędne zarekomendowano ewaluację - będącego wypadkową eksploracji piśmiennictwa oraz dyskusji wśród celowo dobranych ekspertów (warstwa teoretyczno-projektowa) - modelu badawczego. Badanie przeprowadzono wśród wybranych producentów sektora maszyn rolniczych.
Vast majority of issues concerning the competitiveness of manufacturing enterprises are inherently connected with adjustments to changing market needs which, in a longer perspective, justifies the development of selected business models. Against this context, studies were launched with a view to answer the question: What kind of business model has been absorbed by Polish enterprises from the agricultural machinery industry? Referring to the set objective outlined in this way, an indispensable action was recommended to evaluate the research model - being the resultant of the related literature exploration and discussion among deliberately selected experts (theoretical and design layer). This research was conducted among the Polish manufacturers of the agricultural machinery sector.

The Author presents results of a research study concerning implementation of projects within SAPARD in west Pomeranian provinces of Poland. The first part of the article is dedicated to analysis of the structure of agricultural enterprises in the studied area characterized by predomination of family farms, i.e. one-person companies. In the subsequent part the implementation and outcomes of SAPARD projects is presented with an emphasis on specific conditions resulting from the character of entrepreneurship in the area in question.

Opis:
Przedsiębiorczość jest istotnym czynnikiem rozwoju gospodarczego wsi, stanowi bowiem szansę dla poprawy warunków życia w sensie ekonomicznym i społecznym. Powszechne już zjawisko dywersyfikacji gospodarstw rolnych wpłynęło znacząco na rozwój wielofunkcyjny wsi i aktywności jej mieszkańców. W rozwoju przedsiębiorczości kluczowe znaczenie mają małe, rodzinne firmy (takie jak: sklepy, drobna wytwórczość, usługi) oraz turystyka wiejska (w tym agro- i ekoturystyka). Spadek dochodów z działalności rolniczej, brak możliwości pracy w ośrodkach miejskich oraz niski poziom życia wpłynęły na potrzebę poszukiwania alternatywnych źródeł dochodów. Działalność na rachunek własny przyczynia się do wykorzystania nadmiaru siły roboczej, niwelowania bezrobocia, w tym ukrytego, oraz większych możliwości stabilizacji, poprawy sytuacji materialnej rolników i mieszkańców wsi. Uruchomienie coraz większych przedsięwzięć gospodarczych o charakterze pozarolniczym i rolniczym niesie wiele korzystnych przeobrażeń tak pod względem poziomu wykształcenia, życia, statusu społecznego, jak i świadomości oraz zamożności mieszkańców wsi. Na terenach wiejskich województwa świętokrzyskiego funkcjonują firmy, które napotykają na wiele trudności, np. brak wykwalifikowanej kadry, kapitału, czy trudności w kwestii niskooprocentowanych kredytów. Istotne znaczenie dla wspierania przedsiębiorczości na wsi mają działania władz lokalnych. Od ich kompetencji i zaangażowania we wspieranie przedsiębiorców oraz pobudzanie aktywności mieszkańców zależą dalszy rozwój gospodarczy i poziom życia na wsi. Celem artykułu jest analiza przedsiębiorczości jako czynnika, który istotnie wpływa na rozwój obszarów wiejskich regionu świętokrzyskiego. W trakcie pracy wykorzystano analizę materiału statystyki masowej dla małych i średnich firm, wybrane wskaźniki społeczno-ekonomiczne oraz informacje o działaniach w kierunku rozwoju przedsiębiorczości na terenach wiejskich w ramach wsparcia finansowego z Regionalnego Programu Operacyjnego Województwa Świętokrzyskiego 2007-2013 (RPOWŚ). W pracy zastosowano podstawowe metody statystyczne oparte na grupowaniu i prezentacji tabelaryczno-graficznej oraz wskaźniki ukazujące dynamikę zmian. Na podstawie literatury przedmiotu, wyników z analiz i źródeł faktograficznych podjęto próbę ukazania wpływu przedsiębiorczości na terenach wiejskich regionu świętokrzyskiego.
Entrepreneurship is an important element of economic development of rural areas as it creates prospects for better living conditions, both in economic and social sense. Nowadays a common phenomenon of diversification of agricultural farms has considerably affected multifunctional development of rural areas and their inhabitants activity. Small, family firms (e.g. shops, craft, services, etc.) and tourism in rural areas (including agritourism and ecotourism) play a crucial role in the development of entrepreneurship. A drop in profits from agricultural activity, lack of urban employment and poor living standard has emphasized the significance of alternative income sources. Own business activity uses labor force surplus, it also lowers unemployment, including hidden unemployment, and gives chances for stability, better living conditions for farmers and inhabitants of rural areas. The emergence of larger and larger agricultural and non-agricultural investments contributes to numerous positive changes in terms of education level, living conditions, social status and awareness as well as the wealth of inhabitants of rural areas. In rural areas of the Swietokrzyskie Voivodeship there are companies planning to expand their businesses, even though many of them have no chances for expansion based on their own resources. They face numerous problems, e.g. lack of qualified employees, insufficient capital or difficulties in obtaining credits with low interests. Steps taken by local authorities are crucial for the development of entrepreneurship in rural areas. Further economic development and living standards in rural areas depend on authorities’ competence, commitment in supporting businessmen and encouragement to stimulate economic activity of inhabitants. The goal of the study was to describe entrepreneurship as an important factor influencing the development of rural areas of the Swietokrzyskie region. It analyzed statistical data concerning small and medium companies, selected socio-economic indices and activities promoting entrepreneurship in rural areas within the financial support from the Regional Operational Program of the Swietokrzyskie Voivodeship 2007-2013 (Regionalny Program Operacyjny Wojewodztwa Świętokrzyskiego 2007-2013 - RPOWŚ). The study employed basic statistical methods based on cluster analysis, table and graphic presentation, and it described indices concerning the dynamics of changes. Based on professional literature, analyses and actual data sources it aimed at presenting the influence of entrepreneurship on rural areas of the Swiętokrzyskie region.

W opracowaniu dokonano oceny sprawności działania przedsiębiorstw w Polsce. Szczególną uwagę poświęcono jednostkom z sektora rolnego, które porównano z podmiotami zajmującymi się przemysłem, handlem oraz ogółem przedsiębiorstw objętych badaniem w ramach Bilansowych wyników finansowych podmiotów gospodarczych w latach 2006–2014. Celem badań, których wyniki przedstawiono w artykule, jest ocena znaczenia specyfiki działalności przedsiębiorstw z wybranych sekcji PKD dla sprawności ich działania. Badane przedsiębiorstwa z sektora rolnego wykazują niską sprawność działania, zarówno w zakresie wykorzystania aktywów trwałych i obrotowych, jak i odnośnie do źródeł finansowania. Analizowane wskaźniki dla omawianych przedsiębiorstw osiągnęły niższy poziom zarówno w stosunku do jednostek posiadających podobną strukturę majątku (przedsiębiorstwa przemysłowe), jak i tych, które wykorzystują przede wszystkim aktywa obrotowe do swej działalności (przedsiębiorstwa handlowe). Poziom wskaźników uzyskanych przez analizowane grupy przedsiębiorstw jest zróżnicowany.
The present study covers an assessment of the operating efficiency of enterprises in Poland. Special attention was drawn to entities from the agricultural sector, which were compared with those entities that deal with industry, trade and the total of enterprises covered by the research within the framework of The Balance Sheet Financial Results of Economic entities in the years of 2006–2014. An assessment of the significance of the specificity of the activities of enterprises from selected PKD sections in relation to their operating efficiency is the purpose of the research whose results were presented in the article. The enterprises examined from the agricultural sector demonstrate low operating efficiency: as regards the use of both fixed and current assets and in relation to financing sources. The indexes analyzed for the enterprises in question achieved a lower level both in relation to those entities that possess similar asset structures (industrial enterprises) and to those which use above of all current assets in their operation (trade enterprises). The level of the indexes obtained by the analyzed groups of enterprises is diversified.

The problems of land use and functioning of agricultural machinery and their impact on the development of agricultural enterprises in Ukraine were considered. The measures to improve the efficiency of land use were proposed. The necessity of diversification of domestic agricultural enterprises for sustainable development of the agricultural sector was justified.
