    This paper assesses the impact of access to agricultural credit on the agricultural productivity of 422 smallholder farmers that cultivate maize or rice in the Western and Eastern province of Rwanda. Stratified, simple random and convenience sampling techniques were used to sample districts, sectors, cells and households. Data were collected using structured interviews and analyzed using propensity score matching techniques. Results indicated that productivity was higher by 44% among the farmers who accessed credit implying that they harvested on average an extra 440 kilograms of maize or rice. According to a crop-specific analysis, agricultural credit access had a more significant impact on maize productivity, with a difference in proportion of 68% (p = 0.000) but had no impact on rice productivity (p = 0.149). The study concludes that agricultural credit was important for Rwanda’s agricultural productivity. Thus policy measures should aim at improving smallholder farmers’ access to agricultural credit and promoting the use of modern agricultural inputs, particularly among rice farmers in Rwanda.

    Subject and purpose of work: The study aims to identify the constraints in the functioning of PACS in Haryana, India. Materials and methods: The study was based on primary data collected from nine PACS managers through schedule. The purposive sampling technique was employed for the selection of PACS. The percentage was used for data analysis. The data were collected in the second quarter of 2022. Results: The study found that 100 % of PACS managers regarded lack of adequate funds, a low level of deposits, and increased day-to-day government intervention as constraints in the functioning of PACS. Subsequently, the respondents mentioned inability to mobilise resources (77.77%), lack of managerial skills (77.77%), lack of trained staff (55.55%), improper channel of recovery system (44.44%), untimely repayment and poor recovery percentage of the loan (44.44%), political interference (33.33%), difficulties due to low educational level of borrowers (22.22%), and uncooperative attitude of borrowers (11.11%). Conclusions: Main constraints in the functioning of PACS are lack of adequate funds, a low level of deposits, increased day-to-day government intervention, inability to mobilise resources, and lack of managerial skills.

    The present study revealed that the scheduled commercial banks were actively participating to uplift the socio-economic development in the state. A significant increase was also observed in the number of branches for the commercial banks, cooperative banks, Primary Agricultural Development Banks (PADB), Regional Rural Banks (RRBs) during the last few years. Also increasing trend in flow of total deposits and advances in the Punjab state for the last twenty two years was found at significant compound growth rate of 14.1 percent and 17.4 per cent per annum, respectively. The growth was also significant in the total agricultural credit advances at compound growth rate of 20.03 per cent per annum. Similar increase was found in the total micro credit advances at compound growth rate of 29.95 per cent per annum, in the total advances to weaker sections at compound growth rate of 29.70 per cent per annum and in the debt waiver scheme in the state. The KCC advances increased at compound growth rate of 22.40 per cent per annum.
    Przeprowadzone badania wykazały, że banki komercyjne (SCB) aktywnie uczestniczyły w podniesieniu rozwoju społeczno-gospodarczego stanu. W ciągu ostatnich kilku lat odnotowano również znaczący wzrost w wielu oddziałach banków komercyjnych, banków spółdzielczych, banków rozwoju podstawowego rolnictwa (PADB), regionalnych banków wiejskich (RRBs). Wzrastający również trend przepływów całkowitych depozytów i pożyczek w stanie Pendżab w ciągu ostatnich dwudziestu dwóch lat znalazł swoje odzwierciedlenie w znaczacej dynamice skumolowanaego wskaźnika wzrostu 14,1 procent i rocznego 17,4 procent. Istotny był także wzrost w ogólnej kwoty rolnych zaliczek kredytowych na poziomie 20,03 procent rocznie. Podobny wzrost stwierdzono w całkowitej kwocie mikro zaliczek kredytowych, które charakteryzowały się skumulowanym rocznym tempem wzrostu 29,95 procent, w łącznej kwocie zaliczek dla słabszych sektorów z skumulowanym rocznym tempem wzrostu 29,70 procent oraz programie umorzenia długu. Skumulowany roczny wskaźnik wzostu zaliczek KCC wyniósł 22,40 procent.

In the second part there is information on the subject of credit activity of Kraków’s National Land Bank department concerning short-term, medium-term and long-term credit, as well as issue credit. The published document can be helpful for the research dedicated to the history of the economics in Kraków’s province during interwar period. Information included in this document are especially valuable for the people dealing with banking and the history of agriculture.

    Der Beitrag beschäftigt sich mit den staatlichen Förderbanken für die Landwirtschaft in Deutschland und Polen, wobei in Deutschland ein eigenes Spezialkreditinstitut in Form der Landwirtschaftlichen Rentenbank existiert und in Polen ein Garantiefonds bei der allgemeinen staatlichen Entwicklungsbank geschaffen wurde. Der Beitrag geht darüber hinaus auf den Ausgangspunkt staatlicher Förderbanken für die Landwirtschaft, die Notwendigkeit und Bedeutung der Ermöglichung von Agrarkrediten, ein. Vertiefend beschäftigt sich der Beitrag mit der Landwirtschaftlichen Rentenbank. Hierzu werden die Funktionsvorgängerin aus der Weimarer Republik (Deutsche Rentenbank-Kreditanstalt), die Kapitalaufbringung durch Rentenbankgrundschuldzinsen, die innere Organisation sowie die gesetzlich zugewiesene Aufgabe der Förderung der Landwirtschaft und des ländlichen Raumes inklusive der Aufgabendurchführung in Form des Hausbankenprinzips in den Blick genommen. Darüber hinaus werden die Haftungsinstitute des Bundes behandelt, aufgrund derer sich die Landwirtschaftliche Rentenbank günstig refinanzieren kann, wodurch sie letztlich selbst vergünstigte Agrarförderkredite ausgeben kann.
    Przedmiotem rozważań są państwowe banki rozwoju rolnictwa w Niemczech i w Polsce, przy czym Niemcy mają specjalną instytucję kredytową w postaci Landwirtschaftliche Rentenbank, a w Polsce utworzono fundusz gwarancyjny przy ogólnym państwowym banku rozwoju. W konkluzji autorka stwierdza między innymi, że dzięki wspieraniu przez państwo kredytów rolniczych, czy to przez utworzenie specjalnego państwowego banku promocyjnego dla rolnictwa, czy przez utworzenie funduszu gwarancyjnego dla rolnictwa, istnieje możliwość pokrycia zapotrzebowania na kredyty przez przedsiębiorstwa rolne w Niemczech i w Polsce. Przyczynia się to do zabezpieczenia płynności finansowej, a w konsekwencji do utrzymania przedsiębiorstw rolnych. Nie należy oczekiwać, zwłaszcza w kontekście wyzwań ekologicznych oraz cyfryzacji rolnictwa, że potrzeby pożyczkowe rolnictwa będą się zmniejszać. W tym zakresie kredyty rolne i ich wsparcie ze strony państwa nadal będą odgrywać ważną rolę.
    This article looks at state banks for agricultural development in Germany and Poland. While in Germany a special credit institution in the form of the Landwirtschaftliche Rentenbank has been created, in Poland a guarantee fund has been established within the structures of the state bank for development. The study has confirmed that state support extended in the form of agricultural credit, whether through the creation of a special state bank supporting and promoting agriculture or through the establishment of an agricultural guarantee fund, enables agricultural enterprises in Germany and Poland to cover their credit needs, secure liquidity and, consequently, maintain their business. However, especially in the context of the environmental challenges and the digitalisation of agriculture, there is no sign that borrowing needs of the agricultural sector will be declining, and therefore state support of agricultural credit will continue to play an important role.

    W artykule dokonano analizy dynamiki oraz struktury zobowiązań kredytowych rolników wobec banków w Polsce w latach 1996-2018. Zadłużenie kredytowe rolników przedstawiono na tle przemian strukturalnych i koniunktury w rolnictwie. Założono, że korzystna koniunktura w rolnic- twie stymuluje wzrost zadłużenia rolników w bankach. Podobnie założono, że proces koncentracji struktury agrarnej oraz wzrost technicznego uzbrojenia pracy i technicznego uzbrojenia ziemi będą czynnikami sprzyjającymi wzrostowi zadłużenia kredytowego rolników. Badania nie dały jednoznacznej odpowiedzi na postawione tezy badawcze. Ujawniono dodatnią współzmienność pomiędzy zadłużeniem kredytowym rolników a koniunkturą w rolnictwie, a także procesem substy- tucji nakładów pracy i ziemi przez nakłady kapitału. Analiza regresji wykazała, że stymulantą zadłużenia kredytowego są nakłady inwestycyjne w rolnictwie, natomiast koncentracja struktury agrarnej oraz poprawa relacji ziemia/praca prowadzi do zmniejszenia przyrostów zadłużenia.
    The paper presents an analysis of the dynamics and structure of farmers' credit obligations towards banks in Poland in 1996-2018. The credit debt of farmers is presented against the background of the structural changes and economic fluctuations in agriculture. It was assumed that a favorable economic situation in agriculture stimulates the growth in farmers' indebtedness to banks. Similarly, it was assumed that the process of increasing concentration within the agrarian structure and the increase in the technical equipment of labor and technical equipment of land would be factors conducive to the growth in farmers' credit debt. The research did not give a definite answer to the research thesis. A positive correlation between farmers' credit debt and economic fluctua- tions in agriculture was revealed, as well as the process of substitution of labor and land inputs by capital expenditures. Regression analysis showed that investment stimulus in agriculture is the stimulus of credit debt, while increased concentration within the agrarian structure and the improvement of the land/work relationship leads to a reduction in debt increases.
