    Opis:
    The statutory right of a deputy to submit interpellations is provided for in the Rules of Procedure of the Polish Parliament as well as in the Act on the Exercise of the Mandate of a Depute and Senator. The aim of the paper is to analyse Poland’s migration policy in 2019–2023 in the context of interpellations submitted by MPs. In substance, they covered three areas of migration policy: the creeping refugee crisis in the EU and its consequences for Poland, the conflict on the external border of the European Union, which is the Polish-Belarusian border, and Russian aggression against Ukraine and the resulting mass presence of Ukrainians as war refugees in Poland. The analysis showed that in the period in question, Poland does not have a comprehensive migration strategy. In situations of inflow of large numbers of foreigners, decisions of the Polish government are made ad hoc and confirm the thesis that the PiS government is unable to cope with new migration challenges. The source basis of the analysis are interpellations submitted by MPs from the West Pomeranian Province addressed to the Prime Minister, the Minister of Internal Affairs and Administration and the Minister of Education and Science. They are supplemented by laws and extensive literature on the subject.

    Szwedzka polityka bezpieczeństwa i obrony zmieniła się w ciągu ostatnich kilkunastu lat. Od silnego nacisku na krajową obronę terytorialną, przez uczestnictwo w międzynarodowych misjach zarządzania kryzysowego i powrót do koncepcji obrony całkowitej aż do decyzji o przystąpieniu do NATO. Jedną z pierwszych, istotnych zmian w szwedzkiej polityce bezpieczeństwa i obrony była deklaracja solidarności z 2009 roku, która została powtórzona w 2014 roku. Rząd podkreślił w niej, że Szwecja nie pozostanie bierna, gdy inne państwo zostanie dotknięte przez katastrofę lub zaatakowane. Prawdziwa „rewolucja” w szwedzkiej doktrynie bezpieczeństwa nastąpiła jednak po inwazji Rosji na Ukrainę w lutym 2022 roku. Wojna w najbliższym sąsiedztwie zmusiła Szwecję do dokonania przeglądu swojej polityki bezpieczeństwa, w efekcie którego rząd uznał, że państwo nie będzie dłużej bezpieczne pozostając poza NATO. Decyzja Szwecji o przystąpieniu do Sojuszu Północnoatlantyckiego jest historyczna i zrywa z jej długą tradycją neutralności i niezaangażowania.
    Sweden’s security and defense policy has changed over the years – from putting a strong emphasis on national territorial defense, through participation in international crisis management missions, to a return to the concept of total defense. One of the first significant changes in Swedish security and defense policy dates back to the 2009 Declaration of Solidarity, which was repeated in 2014. Then and there, the government stressed that Sweden would not remain passive when another state is affected by a disaster or attacked. However, the real “revolution” in the Swedish security doctrine occurred after the Russian invasion of Ukraine in February 2022. The aforesaid war forced Sweden to review its security policy, resulting in the government’s decision that the Kingdom of Sweden would no longer be safe outside of NATO. Sweden’s resolution to join the North Atlantic Treaty Organization is historic and breaks with its long tradition of neutrality and non-alignment.

    Opis:
    Russian military aggression against Ukraine is the most flagrant violation of Article 2(4) of the United Nations Charter in recent years. Crimes committed by the Russian armed forces on the territory of Ukraine constitute the most serious crimes of international concern, as confirmed by the ICC’s arrest warrant for Vladimir Putin and Maria Lvova-Belova in regard of particular acts identified by the ICC as war crimes. The crime of genocide requires a special means rea element to be met – an intent to destroy a protected group in whole or in part. The aim of this article is to analyze definition of genocide along with its elements established in the document “Elements of Crime” in the context of two forms of genocide that were committed by Russian armed forces – killing Ukrainians and forcible transfer of children of the group.

    Niniejszy artykuł przedstawia historyczne determinanty współczesnej polityki zagranicznej Republiki Finlandii. Mimo niewielkiego potencjału gospodarczego i militarnego państwo to zdołało zachować niepodległość i względną niezależność zarówno w czasie II wojny światowej, jak i w okresie zimnej wojny. Współczesna sytuacja geopolityczna Finlandii i jej sposób prowadzenia polityki międzynarodowej wynikają z długiej tradycji zachowywania równowagi w stosunkach z największymi graczami na arenie międzynarodowej. Agresja Federacji Rosyjskiej na Ukrainę spowodowała konieczność zmiany tej polityki i wejścia w struktury Paktu Północnoatlantyckiego.
    This article presents the historical determinants of the contemporary foreign policy of the Republic of Finland. Despite its low economic and military potential, the state managed to maintain in dependence and relative independence both during World War II and the Cold War. Finland’s contemporary geopolitical situation and the way it conducts its international policy stems from a long tradition of balancing its relations with major players on the international stage. The aggression of the Russian Federation towards Ukraine made it necessary to change this policy and enter the structures of the North Atlantic Treaty.

    The purpose of this study is to contribute to the maintenance and compilation of the consumer price index (CPI) in the current extreme situation caused by the Russian military aggression against Ukraine. In these extreme conditions, official statistics is faced with the task of maintaining the regularity, completeness and quality of the production of statistical information, including the CPI, which is one of the key economic indicators. The interaction between the ideal and conditional concepts of the index and their practical implementation is considered as a potential source of compilation improvement. The author argues that the main factor of the modern criticism of the CPI is the systematic deviation of the practical form of the index from its theoretical foundations. One way to solve this problem is to use new sources of information, especially big data cash registers. In today's extreme conditions, cash data can extensively address the issue of limited and untimely access to primary data sources needed to compile the CPI, as well as promptly take into account the changes in consumption patterns caused by significant migratory flows from the dangerous areas, and changes in the supply offer due to the rupture of supply chains.

    The aim of the research is to verify the admissibility of granting financial and material aid to territorial units from Ukraine by Polish cities with poviat rights. Consideration was also given to the state and scale of cooperation between cities with county rights (i.e. Bydgoszcz, Toruń and Włocławek) from the Kujawsko-Pomorskie Voivodeship and their partners from Ukraine during the period of Russian aggression. The paper uses the method of content analysis, in addition, own research was carried out involving local governments from the Kuyavian-Pomeranian Voivodeship and the results are presented. The results of the research in this paper proved that there is a legal possibility on the basis of the Act on local self-government (at the same time bearing in mind the provisions of the Act on public finances) to provide financial support from one’s own budget in the form of financial aid and in-kind support in the form of aid in kind to “local and regional communities” in Ukraine, including during the period of Russia’s aggression against Ukraine. In addition, the article found that all surveyed Polish local governments implemented international cooperation focused on humanitarian aid to Ukrainian partners. The article is original in nature and was devoted entirely to the issue of international cooperation during the period of Russia’s aggression against Ukraine.
    Celem badań jest zweryfikowanie dopuszczalności udzielania pomocy finansowej i rzeczowej jednostkom terytorialnym z Ukrainy przez polskie miasta na prawach powiatu. Podjęto również rozważania dotyczące stanu i skali współpracy miast na prawach powiatu (tj. Bydgoszczy, Torunia i Włocławka) z województwa kujawsko-pomorskiego z partnerami z Ukrainy w okresie rosyjskiej agresji. W artykule wykorzystano metodę analizy treści, ponadto przeprowadzono badania własne, obejmujące samorządy z województwa kujawsko-pomorskiego i przedstawiono ich wyniki. Wyniki badań zawarte w tej pracy dowiodły, iż istnieje prawna możliwość na gruncie ustawy o samorządzie gminnym (mając zarazem na uwadze przepisy ustawy o finansach publicznych) udzielania z własnego budżetu wsparcia finansowego w formie pomocy finansowej oraz wsparcia rzeczowego w formie pomocy rzeczowej „społecznościom lokalnym i regionalnym”, w Ukrainie w tym w okresie agresji Rosji na Ukrainę. Ponadto w ramach artykułu ustalono, że wszystkie badane polskie samorządy realizowały współpracę międzynarodową ukierunkowaną na pomoc humanitarną dla partnerów ukraińskich. Artykuł ma charakter oryginalny i został poświęcony w całości problematyce współpracy międzynarodowej w okresie agresji Rosji na Ukrainę.

    The article contains a thorough analysis of the European active labour market policies in the face of the influx of Ukrainians following the outbreak of the Russia’s full-scale aggression against Ukraine. An overview of the temporary protection regulations for Ukrainians adopted by the EU states made it possible to determine the conditions of legal residence and labour market access. Statistical data and surveys conducted by international institutions became the basis for identification the Ukrainian refugee’s profile on the EU labour market. Thus, the vast majority of Ukrainian citizens staying in EU states are women with higher-than-average educational level; good or high proficiency in English; who used to work before the war with a non-negligible share in the health and education sectors; and who often work below their qualification. In addition, an analytical comparison was undertaken to highlight the image of migrants who came to Poland before February 24, 2022 and that of war refugees who have arrived following the outbreak of the war in Ukraine. Acceptance of Ukrainians by Poles, remarkable similarities between countries in terms of culture, favourable access to the labour market and healthcare are of the utmost significance for both economic migrants and war refugees.
    Статья содержит тщательный анализ активной политики Европы на рынке труда в условиях притока украинцев после начала полномасштабной агрессии России против Украины. Обзор правил временной защиты украинцев, принятых в странах ЕС, позволил определить условия легального проживания и доступа на рынок труда. Статистические данные и исследования, проведенные международными институтами, стали основой для определения профиля украинских беженцев на рынке труда ЕС. Таким образом, подавляющее большинство граждан Украины, проживающих в странах ЕС, составляют женщины с уровнем образования выше среднего; хорошее или высокое знание английского языка; которые до войны работали с немалой долей в секторах здравоохранения и образования; и которые часто работают ниже своей квалификации. Кроме того, было проведено аналитическое сравнение, чтобы выделить имидж мигрантов, приехавших в Польшу до 24 февраля 2022 года, и военных беженцев, прибывших после начала войны в Украине. Принятие украинцев поляками, замечательное сходство между странами с точки зрения культуры, благоприятный доступ к рынку труда и здравоохранению имеют первостепенное значение как для экономических мигрантов, так и для военных беженцев.

    The aim of the article is to present the activity of three branches of the Association of Ukrainians in Poland, covering the entire Warmian-Masurian Voivodeship. The study also outlines the Association’s activities supporting refugees. The main research hypothesis is that the Association of Ukrainians in Poland is actively engaged in the Warmian-Masurian Voivodeship, and following Russia’s full-scale invasion, members of the Association became extremely proactive both in helping refugees from Ukraine, as well as Ukrainians who stayed in Ukraine, including those from the territory of military operations. The core research problems focuses on the following questions: What efforts did the Association of Ukrainians in Poland undertake to maintain its history, traditions, language and culture? Which activities have been supported by local government authorities, including the Voivodeship ones? How has the Association changed its activity following the Russia’s full-scale aggression against Ukraine on February 24, 2022? Previous studies conducted by the authors demonstrate that economic migrants from Ukraine in the Warmian-Masurian Voivodeship did not perceive themselves as a part of the Ukrainian minority living in the region. Meanwhile, the relationship between the Association and the refugees is different.
    Цель статьи – представить деятельность трёх отделений Ассоциации украинцев Польши, охватывающих всё Варминско-Мазурское воеводство. В исследовании также изложена деятельность Ассоциации по поддержке беженцев. Основная гипотеза исследования заключается в том, что Ассоциация украинцев Польши активно занимается в Варминьско-Мазурском воеводстве, а после полномасштабного вторжения России члены Ассоциации стали чрезвычайно активно помогать как беженцам из Украины, так и украинцам, которые остались на Украине, в том числе с территории боевых действий. Основные проблемы исследования сосредоточены на следующих вопросах: Какие усилия предприняла Ассоциация украинцев в Польше для сохранения своей истории, традиций, языка и культуры? Какие мероприятия были поддержаны органами местного самоуправления, в том числе воеводскими? Как Ассоциация изменила свою деятельность после полномасштабной агрессии России против Украины 24 февраля 2022 года? Предыдущие исследования, проведенные авторами, показывают, что экономические мигранты из Украины в Варминско-Мазурском воеводстве не ощущали себя частью украинского меньшинства, проживающего в регионе.     Opis:
    The transition to smart mining has significantly increased the requirements for training modern mining engineers, this necessitating digitalization of this process. Based on scientific research, virtual and augmented reality technology are the most effective and safe. The article presents methods for using virtual and augmented reality technology in training mining engineers. The methods are successfully implemented in laboratories of Kryvyi Rih National University (Ukraine) and have been proven effective during distance learning in the context of the COVID-19 pandemic and the russian military aggression against Ukraine. Nevertheless, further scientific research is needed to introduce modern digital technologies into mining engineers’ training at universities in order to form a competitive and competent specialist.
    Przejście na inteligentne wydobycie znacznie zwiększyło wymagania dotyczące szkolenia nowoczesnych inżynierów górnictwa, co wymaga cyfryzacji tego procesu. Bazując na badaniach naukowych, technologia wirtualnej i rozszerzonej rzeczywistości jest najskuteczniejsza i najbezpieczniejsza. W artykule przedstawiono metody wykorzystania technologii wirtualnej i rozszerzonej rzeczywistości w szkoleniu inżynierów górnictwa. Metody są z powodzeniem wdrażane w laboratoriach Krzyworoskiego Uniwersytetu Narodowego (Ukraina) i okazały się skuteczne podczas nauczania na odległość w kontekście pandemii COVID-19 i rosyjskiej agresji militarnej na Ukrainę. Niemniej jednak potrzebne są dalsze badania naukowe, aby wprowadzić nowoczesne technologie cyfrowe do kształcenia inżynierów górnictwa na uczelniach w celu ukształtowania konkurencyjnego i kompetentnego specjalisty.

    Celem niniejszego artykułu było zaprezentowanie sankcji zastosowanych wobec Rosji przez kraje Unii Europejskiej, Stany Zjednoczone, Kanadę, Szwajcarię i inne kraje po 2014 roku jako narzędzie zniechęcające do zachowań agresywnych wobec Ukrainy. Ponadto podjęto próbę ustalenia wpływu sankcji na gospodarkę Rosji na podstawie analizy sytuacji gospodarczej Rosji. W opinii autora niniejszego tekstu sankcje gospodarcze skierowane na Rosję negatywnie wpłynęły na rozwój rosyjskiej gospodarki. Zmniejszył się rosyjski PKB, choć tylko w cenach bieżących w przeliczeniu na dolary amerykańskie, pogorszyło się tempo wzrostu PKB, a także nastąpił spadek globalnego popytu, wzrost cen i stóp procentowych. Doszło także do wzrostu inflacji, deprecjacji rubla oraz spadku wielkości rezerw dewizowych, a także pogorszenia jakości życia obywateli Rosji. Ostateczna konkluzja niniejszego tekstu to przekonanie, że wprowadzenie sankcji gospodarczych wobec Rosji i izolacja Rosji na arenie międzynarodowej spowodowały osłabienie rozwoju gospodarczego Rosji w krótkim okresie. Jednakże w dłuższym okresie wpływ sankcji na gospodarkę rosyjską został zniwelowany poprzez uruchomienie wewnętrznych czynników wzrostu gospodarczego. Można więc sformułować ogólny wniosek, że wyższa będzie skuteczność sankcji stosowanych wobec małych gospodarek, a znacznie niższa w przypadku dużych gospodarek, takich jak Rosja.
    The purpose of this article was to present sanctions applied to Russia by European Union countries, the United States, Canada, Switzerland and other countries after 2014 as a tool to discourage aggressive behaviour against Ukraine. In addition, an attempt was made to determine the impact of sanctions on Russia’s economy on the basis of Russia’s economic situation analysis. In the opinion of the author of the paper, economic sanctions against Russia have affected Russian economy. The Russian GDP declined, albeit at current prices in the US dollar, the pace of GDP growth was diminished, as well as a global demand, prices and interest rates have risen. There has also been an increase in inflation, the depreciation of ruble and decline in the size of foreign exchange reserves, as well as deterioration of the quality of Russian citizens life. Final conclusion of the paper is author’s conviction that introduction of economic sanctions against Russia and the isolation of Russia on the international stage has led to weakening of Russia’s economic development in the short term. However, over the longer term, the impact of sanctions on the Russian economy has been compensated by mobilization of internal economic growth factors. It is therefore possible to formulate a general conclusion that sanctions applied to small economies will be much severe than to large economies such as Russia.

    Opis:
    This gloss summarizes and analyzes one of the recent key judgments of the European Court of Human Rights’ (ECtHR) in the case concerning Ukraine, while considering the context of hybrid warfare and the special place case-law of the ECtHR has in the Ukrainian legal system. The judgement addresses both: the right to access to the courts and the issue of suspended social payments due to hostilities, the extent of obligations of the state defending itself against aggression towards its nationals and the delicate balance between security, human rights and humanitarian considerations; and as such has much deeper relevance and applicability than to Ukraine alone.
    Glosa ta podsumowuje i analizuje jeden z niedawnych kluczowych wyroków Europejskiego Trybunału Praw Człowieka w sprawie Ukrainy, jednocześnie zwracając uwagę na kontekst wojny hybrydowej i szczególne miejsce, jakie orzecznictwo ETPCz zajmuje w ukraińskim systemie prawnym. Wyrok ten porusza kwestie prawa dostępu do sądu oraz zawieszenia świadczeń społecznych wskutek działań wojennych, zakresu obowiązków państwa broniącego się przed agresją wobec swoich obywateli oraz delikatnej równowagi pomiędzy bezpieczeństwem, prawami człowieka i względami humanitarnymi oraz jako taki jest o wiele głębszy i relewantny w znacznie szerszym zakresie, niż tylko w stosunku do Ukrainy.
