The article considers the primary and secondary legislation of the European Community and normative legal acts of different European countries that regulate the provision of administrative services. Related concepts used in European Union law to define the scope of public services were distinguished. The practice of providing administrative services was analyzed on the examples of Poland, England, France and Sweden. Characteristics of the subject composition of public services were studied. The assessment of public service standards was made. The analysis of long-term programs of public administration reform in EU member states was carried out. The basic principles of functioning of state institutions and organizations that provide services to citizens, as well as the obligations of government agencies in the sphere of organization, distribution and provision of administrative services were determibed. In addition, various ways of improvement the quality of the provision of services, which the countries of the European Community are already using and are planning to use in the future, were considered. Obstacles to the introduction of new approaches to the improvement of the quality of public services were found. The analysis of formation of systems of various social services was carried out. The activity of state social services on needs assessment and planning of social services was considered. The concept and direct implementation of the principle of “mutual complementarity” were analyzed.

The objectives of this research were the studying of factors which effecting to the achievement of community enterprise management. The improvement of platforms in administrative management, the standard of product, packaging, distribution channel for community enterprise’s product. The creation of community enterprise product’s identity according to the cluster administrative management and the increasing of profits and sustainable revenues for community enterprise in Ranong province. The research was the combination of qualitative and quantitative research methodologies. The sampling derived from community enterprises in Ranong province from 5 districts which are Muang district, La-Aoon district, Ka-per district, Kra-buri district and Sooksumran district. The respondents had totally 400 persons. The instrument used for collecting data was questionnaires, and for statistical analysis was structural equation modelling: SEM. The findings of this research have explored that the effectiveness of community enterprise management has been related to empirical data. There were two effecting aspects which were 1) the market factors of community enterprise and 2) the administrative management model of community enterprise.
Celem tych badań było zbadanie czynników wpływających na osiągnięcie zarządzania przedsiębiorstwem społeczności. Ulepszenie platform w zarządzaniu administracyjnym, standard produktu, opakowania, kanał dystrybucji produktu społecznościowego. Stworzenie tożsamości produktu przedsiębiorstwa społecznościowego zgodnie z zarządzaniem administracyjnym klastra oraz zwiększenie zysków i trwałych dochodów dla przedsiębiorstwa społeczności w prowincji Ranong. Badanie było połączeniem metodologii badań jakościowych i ilościowych. Kontrola wyrywkowa pobrana z przedsiębiorstw społecznych w prowincji Ranong z 5 okręgów, którymi są okręg Muang, okręg La-Aoon, okręg Ka-per, okręg Kra-buri i okręg Sooksumran. Respondenci mieli ogółem 400 osób. Instrumentem stosowanym do zbierania danych były kwestionariusze, a do analizy statystycznej posłużyło modelowanie równań strukturalnych: SEM. Wyniki tych badań wykazały, że skuteczność zarządzania przedsiębiorstwem społecznościowym związana jest z danymi empirycznymi. Istniały dwa aspekty, które były: 1) czynniki rynkowe przedsiębiorstwa komunalnego i 2) model zarządzania administracyjnego przedsiębiorstwem komunalnym.

Przedmiotem studium jest ewolucja myśli administracyjnej od prawniczego ujęcia właściwego Rechsstaat oraz od kolejnych ujęć związanych z teorią organizacji (choć pierwsze z nich, Study of Administration Woodrowa Wilsona, programowo należało do sfery nauk politycznych) do obecnych koncepcji public governance, mających za punkt odniesienia społeczeństwo obywatelskie i interesariuszy administracji publicznej. Kolejne podejścia do problematyki administracji publicznej nie zrywały całkowicie z wcześniejszymi koncepcjami i realizacjami, lecz tworzyły nakładające się na siebie „warstwy”, składające się na współczesną wizję administracji publicznej.
The study presents the sense of evolution of thinking on public administration – from a legal approach caracteristic of the Rechtsstaat and furher approaches linked with theory of organisation (though the first of them, Woodrow Wilson’s Study of Administration was declared to belong to political science) to present ideas of public governance, oriented on civil society and public administration stakeholders. The subsequent approaches of public administration have not been breaking fully with the previous ones and their implementations, but they have been a kind of „layers”, laid one after another one, and producing the present vision of public administration.

In the article publications have been analyzed and summarized on this topic: studied the experience of implementing building information models and geographic information models for administrative and economic management of transport infrastructure facilities on the example of the regional airport activity. After the stage of collecting geospatial data from various sources and sensors, the data is imported into CAD-systems or GIS-systems. Different software products are used to work with both of these models. The processes of data organization in the process of creating building information models and geographic information models differ to some extent. The issues of integration of such models are not yet fully addressed and need to be addressed. In the process of integration of spatial data, solutions to the integration of semantics, topology, formats and standards of geospatial data are needed. An important task is to develop and study the experience of creating software modules that allow you to integrate BIM-models into geographic information systems. Based on the research, it is established that the current area of research is the development of technologies that allow the generation of information from BIM and GIS to create a more interconnected infrastructure. The integration of BIM and GIS information to create a spatial data infrastructure (SDI) is a perspective direction.

Administrative decisions and other acts issued in the field of real estate management, e.g. in the case of expropriation of real estate or updating of fees for perpetual usufruct, require from the administrative authority that conducts the proceedings to assess the evidence prepared by expert property appraisers. The basic reason for cooperation in public administration is the necessity to provide substantial support in resolving cases requiring specialist knowledge or specific information. The aim of the article is to demonstrate that the legal regulation of the obligation to consult a professional body in the event of any doubts concerning substantive assessment of an appraisal report, will contribute to providing a more precise explanation  of actual facts and resolving the case, in accordance with the rule of law and taking into account public interest and legitimate interests of parties.

Modern land organization, as a complex of social-economic and ecological measures, is focused on rational organization of the territory of administrative-territorial units, which make a spatial base for territorial organization of state management and local self-governing. Thus, determination of boundaries of administrative-territorial units is very important, actual and responsible task of land organization. Improvement of organizational and ecological mechanisms of establishment of boundaries of administrative-territorial units through the provision of these subjects with the relevant land surveying, land planning and cartographic, soil, land evaluation materials and agreed urban planning documents is still of great importance. Legislation of Ukraine determines the dependence of land use documents (land development project regarding the establishment of (changes in) the boundaries of settlements) on the town planning documentation (the general layout of a settlement, other town planning documentation), but the mechanism of its implementation is not grounded.

The Danube River Basin is shared by 19 countries, which makes it the world’s most international river basin. More than 81 million people of different cultures and languages live in the Danube Basin and they all are interconnected through the widely ramified water system of the Danube. The cultural variety is not only a valuable attribute of this region, but it also causes barriers related to the transport of goods and passengers on the Danube waterway and its navigable tributaries. The abundant existence of administrative barriers in Europe limits the economic and environmental potentials of inland waterway transport (IWT) as a sustainable mode of transport. These administrative barriers consist for example in reporting requirements that vary considerably among fairway authorities and Danube countries. Most often, reports or data provided cannot be re-used across countries or is not available requiring additional input or additional reporting activities by the barge operator. The objective of this paper is to identify administrative barriers for IWT on the Danube and develop solutions for improved procedures and processes. Data is collected from a dense network of stakeholders operating along the Danube. National focus groups were held to analyse the procedures and administrative processes in inland waterway transport and identify barriers. Further, an online-survey has been set up to collect data. Potential solutions are developed in a cooperative way together with involved operators and authorities. The philosophy of lean administration suggests that non-value added activities (“waste”) must be identified in a first step to make processes more efficient. A diverse number of non-value added administrative barriers were therefore identified in the countries along the Danube. Afterwards, Port Community Systems are introduced as a possible solution to overcome administrative barriers.
