    The article presents selected issues of the multiformity of tasks performed by the public administration based on the example of the administration of measures in the context of diversification of legal forms of activities in the public administration according to two criteria: functions performed by the administration of measures in the economy and the authoritative and non-authoritative forms of activities. The first part of the paper presents the legal forms of activities in the administration of measures according to the following functions: economic police, reglamentation, economic supervision, economic management, planning and support of the economy. Moreover, selected public tasks within the above functions are analyzed. The second part of the article provides an analysis of new tasks of the administration of measures in relation to the privatization of public tasks referring to the field of conformity assessment of products in terms of authoritative and nonauthoritative forms of activities, which are subject to evolution as a result of the economic development and the europeanisation of metrological regulations.

    The article aims at redefining the functions of economic administration in the social market economy formulated in the literature of reference as laid down in Art. 20 of the Constitution of the Republic of Poland, exemplified by the administration of measures. The paper gives a comprehensive account of a specific area of activity of the state in the economy, which is connected with technical and legal metrology. The sphere of legal and technical metrology is closely linked to the industry and, at the same time, it refers to a wide range of economic entities, it is a field in which the tasks are performed by the authorities of the administration of measures. The choice is not accidental, because this detached department of government administration is a glaring example of the changing role of administration in the economy, which originated under the influence of political and economic changes after 1989 and was then established in the Constitution of the Republic of Poland of 1997.
    W artykule została podjęta próba redefinicji sformułowanych w literaturze przedmiotu funkcji administracji gospodarczej w warunkach społecznej gospodarki rynkowej ustanowionej w art. 20 Konstytucji RP, a przeprowadzono ją na przykładzie administracji miar. Rozważaniami został objęty specyficzny obszar aktywności państwa w gospodarce związany z metrologią prawną i techniczną. Sfera metrologii prawnej i technicznej jest ściśle związana z przemysłem, a jednocześnie odnosi się do szerokiego kręgu podmiotów gospodarczych. Jest dziedziną, w której zadania realizują organy administracji miar. Wybór jest nieprzypadkowy, ponieważ ów dział niezespolonej administracji rządowej stanowi jaskrawy przykład zmieniającej się roli administracji w gospodarce, zachodzącej pod wpływem zmian ustrojowych i gospodarczych po 1989 r., a następnie ugruntowanych w Konstytucji RP z 1997 r.

    Artykuł prezentuje historię metrologii na terenie białostockim oraz zmiany jakie zaszły w Urzędzie Miar w Białymstoku przez okres 100 lat. Administracja miar stoi na straży rzetelności pomiarów. Można powiedzieć, że urzędy miar „mierzą i chronią”. Na podstawie zgromadzonych materiałów przedstawiono zmiany jakie zaszły w strukturze urzędu, jak rozwijały się laboratoria oraz jak urząd dostosowywał się do rosnących wymagań klientów.
    The article presents the history of metrology in Bialystok and the changes that have taken place in the Office of Measures in Bialystok over a period of 100 years. The administration of measures safeguards the reliability of measurements. It can be said that the offices of measurement “measure and protect”. On the basis of the collected materials, presented the changes that took place in the structure of the Office, how laboratories developed and how the Office adapted to the growing requirements of customers.

    Artykuł omawia zagadnienie stosowania instytucji prawa cywilnego w działalności administracji gospodarczej na przykładzie administracji miar na gruncie realizowanych zadań z zakresu oceny zgodności wyrobów z zasadniczymi wymaganiami. Celem artykułu jest próba identyfikacji nowych obszarów zastosowania prawa cywilnego w działaniach administracji miar i nowych zjawisk prawnych zachodzących w relacjach organów administracji z przedsiębiorcami implikowanych postępem technicznym w dziedzinie metrologii. Następnie dokonana została ocena ich skutków dla gospodarki z perspektywy ochrony interesu państwa i interesu jednostkowego przedsiębiorcy. Zaprezentowane zostały zjawiska prawne zachodzące pod wpływem stosowania cywilnoprawnej metody regulacji w metrologii: prywatyzacja zadań publicznych z zakresu metrologii, zastosowanie umów cywilnoprawnych w działalności administracji miar oraz zmiana statusu podmiotów administrujących (urzędów miar) i sytuacja jednostek notyfikowanych administracji miar w warunkach równoległego wykonywania zadań publicznych w systemie ocenie zgodności przyrządów pomiarowych.
    This article discusses the issues of applying the institutions of civil law in the activities of the economic administration based on the example of the administration of measures on the grounds of implemented tasks regarding the assessment system of conformity of goods with the essential requirements. The aim of the article is to identify new areas of applications of the civil law in the administration of measures and new legal phenomena taking place in the relations of administration authorities with entrepreneurs which are implied by the technical development in the area of metrology. Furthermore, the evaluation of their effects on the economy is presented both from the perspective of the protection of state interest and the interest of an individual entrepreneur. The following phenomena taking place under the influence of the appliance of civil-legal regulation method in metrology are presented: privatisation of public tasks from the field of metrology, appliance of civil-legal agreements in the activity of the administration of measures and the change in the status of administrative entities (offices of measures) as well as the situation of notified entities of the administration of measures in the conditions of parallel performed tasks in the conformity assessment system regarding the measuring instruments.

    Opisano w zarysie historię miar na terenach I Rzeczypospolitej i pod zaborami: pruskim, austriackim i rosyjskim - do 1916 r.. Nim wprowadzono system metryczny, rządy państw zaborczych podejmowały różne próby unifikacji - co najmniej w skali lokalnej. Najwcześniej system metryczny przyjęto w zaborze pruskim, potem w austriackim. W zaborze rosyjskim nie udało się to do końca istnienia Cesarstwa. Po I Wojnie Światowej rozpadły się struktury państw zaborczych i zorganizowano polską administrację miar, ale do dziś nie ma Państwowego Instytutu Miar.
    Outline the history of measures on the Polish Kingdom territory and then under occupation by Prussia, Austria and Russia - until 1916 is described. Before the metric system was introduced, occupying authorities took various attempts of unification - at least on a local scale. The metric system was firstly adopted in the Prussian partition, then in Austrian one. In the Russian partition it failed to end the existence of the Empire. World War I caused the collapse of structures under the occupation and the Polish administration of measures (GUM) was organized, but the National Institute of Metrology is not created up to now.

    Opis:
    Judicial control is an immanent element of every administration process. Administrative courts are the basic guarantor of the legality of administrative bodies in the current legal system,to which, apart from the primary role of the administration of justice. Therefore, the feasibility sentences of administrative courts plays the main role in this process. For this reason, the legislator has given them to the function of disciplining influence. Today, apart from typical repressive measures, the legislator introduces preventive instruments. It should also be emphasized that the catalogue of disciplining measures is continuously expanding. A new legal solution is established in 2015 additional measure of a disciplinary and repressive nature, that is granting of a sum of money from the authority to the complainant.
    Kontrola jest niezbędnym elementem każdego procesu administrowania. Sądowa kontrola administracji jest w obowiązującym systemie prawa podstawowym instrumentem zagwarantowania legalności działania organów administracji. Dlatego też kluczową rolę należy przypisać wykonalności orzeczeń sądów administracyjnych. Z tego też powodu sądy te zostały wyposażone w możliwość stosowania środków dyscyplinującego oddziaływania. Współcześnie obok typowych środków o charakterze represyjnym ustawodawca wprowadza instrumenty o charakterze prewencyjnym. Katalog środków dyscyplinujących ulega ciągłemu rozszerzeniu. Nowym rozwiązaniem prawnym jest ustanowiony w 2015 r. dodatkowy środek o charakterze dyscyplinująco-represyjnym, polegający na przyznaniu sumy pieniężnej od organu na rzecz skarżącego.
