Opis:
Free, unrestricted access to raw materials is fundamental to the proper functioning of any economy. It should be in the interest of every country to ensure access to raw materials that are needed in the present but will also be needed in the future, particularly taking into account economic, social and also political changes that are taking place or are possible, with different dynamics. In order to meet such needs, it is necessary to have a strategy indicating concrete actions whose implementation will achieve the goal of ensuring raw material security, even in the decades to come. State Raw Materials Policy 2050 (PSP2050), adopted on March 1, 2022, is a very important document, not only from the point of view of the country’s raw materials security, but also for ensuring the country’s energy security. The document describes the actions to be taken for raw material security and considers the concrete implementation work already done. Simultaneously with the work on PSP2050, other activities were being prepared and executed, including legislation to enable its effective implementation.

The article discusses the adult and old people learning opportunities for Lithuania. Adult education is one of the most important factors that determine both the development of the society and the human achievements in modern society. Education is a social practice which includes education and cultural communication in the broadest sense, as well as actions of human reproduction at large. Access to adult education should ensure the justice in the society, although scientists argue that education system is usually powerless to correct other social systems created by inequality and in justice Accessible and quality adult education system ensures better life, social mobility, and provides status. Accessibility of education (particularly adult’s) is unconsciously problem, unequally understandable phenomenon, rarely becoming the object of special investigation. This can be logical: usage of this concept gained a wider scope only in last years, when essential European political educational documents appeared, first of all, Memorandum of life-long learning. In long-life learning ensuring strategy, the analysis of present state is provided. A potential of informal adults education suppliers when integrating groups of social exclusion, consolidating local communities by raising political and civil literacy of society, what is directly related to common welfare of society, are not fully used. Seeking to increase the integration of socially vulnerable society groups, juridical base is constantly improved in recent years. The law of disabled people social integration and the law of social companies are enacted, interinstitutional programs, reflecting the needs of different social separation groups, making assumptions to develop the initiatives directed to education of social separation groups are implemented.

Dokonano przeglądu zagadnień dotyczących dostępu do sieci telekomunikacyjnej, zawartych w dokumentach prawnych Unii Europejskiej. Zilustrowano mechanizmy prawne zapewniania dostępu do sieci. Wyszczególniono obowiązki w zakresie dostępu, nakładane na operatorów telekomunikacyjnych w zależności od zajmowanej pozycji rynkowej. Przeprowadzono analizę porównawczą cen za wybrane usługi dostępu w krajach UE, w tym w Polsce. Dokonano krytycznej oceny oferty ramowej TP SA.
Overview of the issues of the telecommunications network access, described in the policy documents of the European Union Commission was made. Regulatory issues of network access, with special view on the obligations imposed on operators with significant market power was presented. A comparative analysis of prices in different European countries was carried out. Reference offer of Polish incumbent operator TP SA was evaluated as well.

Opis:
The Central Public Information Repository (CRIP) was introduced into the legal system by the act of 16 September 2011 amending the act on access to public information. The main goal behind the introduction of CRIP was to support the economic exploitation of information. CRIP’s functions are implemented by the Ministry of Administration and Digitization launching an open public data portal (danepubliczne.gov.pl) in May 2014. So far, CRIP has appeared in the literature in the context of access to public information. However, there is a lack of works on CRIP as a national open data portal to distribute information for re-use. This issue in particular has become increasingly important in view of the adoption by the Council of Ministers of the Public Data Access Program, a government strategy dedicated to public policy in the area of open data. Furthermore, due to the entry into force of the Act of 25 February 2016 on the re-use of public sector information, there is an interesting issue about the scope of the CRIP. The article analyzes CRIP regulations in terms of their effectiveness for the implementation of the right to reuse and the policy of open data. The article concludes the findings of the analysis and attempts to propose de lege ferenda conclusion.

Opis:
Ukraine headed for European integration in 1998 when the Partnership and Cooperation Agreement between the European Union and Ukraine came into force. In the following years the Ukrainian society has been preparing to the state’s prospective accession to the EU. However, on 21 November the course of Ukraine drastically changed and the Ukrainian society exploded. The lack of efficient communication policy, specifically close cooperation between the state authorities and the public, absolute disregard for Ukrainians’ interests and requirements became the catalyst of mass protests. The aim of the article is to study the evolution of the development of communication interaction between the authorities and the civil society, to research the reasons of challenges Ukraine has faced in the past years. The article focuses on the legal grounds and the mechanisms of development of Ukraine’s communication policy directions.

Opis:
The aim of the article is to present the most important political circles and social movements considering the ideas of extending access to firearms in Poland in their programs. The research problem which the authors will attempt to solve concerns two components, based on research questions: Do Polish political circles base their thoughts on access to firearms on references to specific currents of political philosophy? To what extent did the solutions proposed by these circles differ from the provisions of the current law on arms and ammunition? The authors analyse the political opinions of Polish parties and compare them with the libertarian thought. Moreover, they analyse the current Polish law on arms and ammunition and compare it with the proposals made by supporters of liberalization of access to arms.
Celem artykułu jest przedstawienie najważniejszych środowisk politycznych oraz ruchów społecznych, w których rozważaniach programowych pojawiają się pomysły rozszerzenia dostępu do broni palnej w Polsce. Problem badawczy, jaki autorzy postarają się rozwikłać, dotyczy dwóch składowych, opartych na pytaniach badawczych: czy polskie środowiska polityczne bazują swoją myśl o dostępie do broni palnej na odwołaniach do konkretnych nurtów filozofii polityki? Na ile proponowane przez środowiska rozwiązania różniły się od zapisów obowiązującej ustawy o broni i amunicji? Autorzy analizują wskazania polityczne polskich ugrupowań i porównują je z myślą libertariańską. Poza tym poddają analizie obecnie obowiązującą w Polsce ustawę o broni i amunicji i porównują ją z propozycjami zwolenników liberalizacji dostępu do broni.

Artykuł analizuje kolejne etapy stosunków handlowych i umownych Polski z krajami EWG od momentu powstania tej organizacji. Stosunki Polski z EWG w latach 60. i 70. XX w. pozostawały pod dużym wpływem czynników politycznych. Mniejsza rola przypadała uwarunkowaniom ekonomicznym. W handlu Wschód–Zachód występowały silne ograniczenia, m.in. strategiczne ograniczenia eksportowe, ograniczenia kredytowe oraz stosowane przez kraje EWG ograniczenia ilościowe importu z krajów socjalistycznych. Polskie kontakty z EWG, zwane w odróżnieniu od oficjalnych – technicznymi, rozpoczęły się w 1964 r. W handlu Wspólnoty Polska odgrywała historycznie niewielką rolę i nie miała dla EWG istotnego znaczenia. Udział Polski w globalnym imporcie państw Wspólnoty w 1988 r. wynosił tylko 0,23%. Po podpisaniu w 1989 r. umowy handlowej między Polską a Wspólnotą Europejską rząd polski podjął starania o nawiązanie maksymalnie szerokiej współpracy z EWG.
The article analyzes the successive stages of Poland’s commercial and contractual relations with the EEC (European Economic Community) countries since the establishment of this organization. Poland’s relations with the EEC in the 1960s and 1970s were strongly influenced by political factors. Economic conditions played a less important role. There were strong restrictions in the East-West trade, including strategic export restrictions, credit restrictions, and EEC quantitative restrictions on imports from socialist countries. Polish contacts with the EEC, known as the official-technical ones, began in 1964. In the trade of the Community, Poland played a historically insignificant role and had no significant importance for the EEC. The share of Poland in the global imports of the Community countries in 1988 was only 0.23%. After the signing of a trade agreement between Poland and the European Community in 1989, the Polish government made efforts to establish maximum cooperation with the EEC.

Opis:
The new financial perspective covering the period 2014-2020 has brought many changes. The main priority of the new rural development policy is to improve the competitiveness of farms, having regard to environmental objectives. Rural Development Programme for years 2014-2020 will encourage further restructuring and modernization of farms and development of agri-food processing as well as strengthening their competitiveness in EU and global food market. Development of farms will also be supported by seven sub-measures of current Rural Development Programme. The most important needs of rural areas have been established using the popular SWOT analysis. Implementation of these needs is to induce specific criteria for the access to the various forms of financial assistance as provided for in the Program. Author of this article takes the view that they have been aptly chosen and should result in effective implementation of the objectives of the current Rural Development Programme.

Opis:
W opracowaniu przeanalizowano wpływ funduszy unijnych na rozwój regionalny w Polsce. Jego pierwsza część dotyczy polityki regionalnej i funduszy unijnych oraz ich rosnącej roli w budżecie unijnym. Następnie opisano proces dostosowania polskiej polityki regionalnej do wymogów przed i poakcesyjnych. Przedstawiono również efekty wykorzystania funduszy unijnych w rozwoju regionalnym Polski. Podkreślona została rola lokalnych czynników politycznych, ekonomicznych i instytucjonalnych, które mają największy wpływ na politykę regionalną. Fundusze unijne miały pełnić rolę narzędzia ułatwiającego realizację zaplanowanych programów operacyjnych, których celem był stabilny rozwój gospodarczy oraz zmniejszenie dywergencji między regionami.
This study analyzed the impact of EU funds on regional development in Poland. The first part of the paper concerns regional and EU funds and their growing role in the EU budget. Next it describes the process of adapting Polish regional policy to the requirements of pre-accession and post-accession. It also presents the effects of the utilization of EU funds on Polish regional development. The study emphasizes the role of local political, economic and institutional issues with the largest impact on the regional policy. The EU funds were intended asa tool to facilitate the implementation of planned operational programs, which aimed to stabilize economic growth and reduce divergence between regions.

All Database Management Systems used in the industry provide secure access to data at the server level. The level of security is influenced by technology, security model, password encryption method, password strength and others. The human factor – unreasonable behaviour of users – also has a significant impact on safety. Developers of database applications often implement their security policy by limiting the risk caused by users. This implementation has a disadvantage – it does not work outside of the application. A large number and variety of applications that work with the database server may then create a security gap. The paper presents the authors’ extensions of the functional features implemented in the Oracle database server, increasing the security of data access. The implemented methods of controlling the time of user access to data and limiting the use of serial and modular passwords are also discussed.

Celem artykułu jest przedstawienie działań poprzedzających wprowadzenie Polityki Otwartego Dostępu wobec publikacji naukowych na Politechnice Krakowskiej (PK). Działania, których skutkiem było przyjęcie otwartego mandatu na PK, obejmowały m.in.: przygotowanie infrastruktury informatycznej – w tym utworzenie Repozytorium PK, opracowanie dokumentów prawnych, udostępnienie rozpraw doktorskich, wprowadzenie otwartych licencji dla czasopism naukowych wydawanych na PK, działania informacyjne i edukacyjne w zakresie OA. Prace te realizowano zgodnie z wytycznymi zawartymi w dokumentach rządowych oraz na podstawie praktycznych rozwiązań zrealizowanych w instytucjach naukowych. Konsekwencją tych działań było wprowadzenie, na mocy zarządzenia Rektora PK z dnia 22 marca 2019 roku, Polityki Otwartego Dostępu na PK. W podsumowaniu omówiono również dane przedstawione w pierwszym Raporcie z realizacji Polityki Otwartego Dostępu na Politechnice Krakowskiej.
The article presents actions that preceded the introduction of open access policy for scientific publications at the Cracow University of Technology. These included: preparation of the IT infrastructure, providing access to doctoral dissertations, creating the CUT Repository, development of legal documents, introducing open licenses for scientific journals published at the CUT, information and educational actions in the field of OA. These works were carried out following the guidelines contained in government documents and based on practical solutions implemented in this area in the scientific community. The above-mentioned actions led to the introduction of Open Access Policy at the CUT under the Ordinance of the Rector of the CUT of 22 March 2019. The article also discusses the data presented in the first report on the implementation of the Open Access Policy at the Cracow University of Technology and the resulting conclusions.

Artykuł przedstawia wyniki badania ankietowego diagnozującego potrzeby szkoleniowe środowiska naukowego Szkoły Głównej Gospodarstwa Wiejskiego w Warszawie (SGGW) w zakresie otwartej nauki. Głównym narzędziem badawczym był kwestionariusz ankiety rozesłany w wiadomości skierowanej do pracowników naukowych i doktorantów SGGW. Celem badania było określenie stopnia znajomości tematu otwartego udostępniania publikacji naukowych i danych badawczych wśród autorów afiliowanych do SGGW oraz dostosowanie programu szkoleń stanowiącego jeden z elementów przygotowań do przyjęcia w SGGW polityki otwartego dostępu. W pierwszej części artykułu przybliżono zagadnienia związane z otwartą nauką, w tym przedstawiono działania podejmowane na szczeblach europejskim, krajowym i instytucjonalnym związane z wdrażaniem polityk mających zdynamizować proces otwierania nauki. W drugiej części omówiono wyniki ankiety, które pozwoliły określić obszary tematyczne wymagające przeprowadzenia szkoleń. Rozpoznanie poziomu znajomości problematyki otwartej nauki wśród środowiska naukowego SGGW oraz jego nastawienia do otwartego udostępniania stanowi wsparcie dla prac nad kształtem instytucjonalnej polityki otwartego dostępu na tej uczelni, a co z tym związane sytuuje ją w szerszym planie perspektywy otwierania nauki w Polsce.
Open science and the scientific community of Warsaw University of Life Sciences The paper presents the results of a survey diagnosing the training needs of the scientific community of Warsaw University of Life Sciences (WULS) in the field of open science. The main research tool was an electronic questionnaire distributed in a message addressed to researchers and doctoral students at WULS. The aim of the survey was to determine the level of familiarity with the topic of open access to scientific publications and research data among the authors affiliated with WULS and, as a result, to adapt the training programme, which is one of the elements of preparation for the adoption of the open access policy at WULS. The first part of the paper introduces issues related to open science, including actions taken at the European, national and institutional level related to the implementation of policies designed to boost the process of opening science. The second part discusses the results of the survey, which allowed to identify thematic areas in need of training. Recognising the level of familiarity with the issues of open science among the scientific community at WULS and their attitude towards open access supports the works on the institutional policy of open access at this university, and thus situates it within a broader perspective of opening science in Poland.

Narodowe Centrum Nauki we wrześniu 2018 r. zadeklarowało udział w realizacji Planu S, który przewiduje, że od 1 stycznia 2020 r. wszystkie publikacje naukowe powstałe z udziałem finansowania ze środków publicznych muszą być publikowane w czasopismach Open Access lub na platformach Open Access. Na Uniwersytecie Opolskim trwały już wtedy prace nad uruchomieniem platformy, która zapewniłaby otwarty dostęp do uczelnianych czasopism naukowych. Docelowo umieszczono na niej trzynaście tytułów wydawanych przez uczelnię. Zadanie to powierzono do realizacji Bibliotece Głównej UO jako jednostce koordynującej wszelkie prace związane z jej powstaniem. Jest to kolejna – po repozytorium uczelnianym – forma aktywnego uczestnictwa Biblioteki w realizowaniu polityki otwartego dostępu na opolskiej Alma Mater. Platformę uruchomiono w listopadzie 2018 roku. Prace związane z jej utworzeniem nie zostały jednak jeszcze zakończone. Celem artykułu jest przedstawienie etapów budowy platformy przy udziale redakcji czasopism, wydawnictw uczelnianych, Centrum Informatycznego, firmy zewnętrznej oraz zespołu pracowników Biblioteki. Stanowi on też omówienie zakresu prac, które będą realizowane przez uczestników projektu, tak, aby zapewnić płynne funkcjonowanie platformy i wysoki poziom widoczności zasobów w bazach indeksujących treści naukowe.
In September 2018 the National Science Center declared to participate in the implementation of the S Plan, which provides that since January 1, 2020, all academic publications created as a result of public funding must be published in Open Access journals or on Open Access platforms. At the University of Opole, the work has already been on the way to launch a platform that would provide open access to the university academic journals. Ultimately, thirteen titles published by the university were placed on it. This task was entrusted to the Main Library of the University of Opole as a unit coordinating all work. Apart from the university repository, this is another form of the library’s active participation in implementing the policy of open access on Opole Alma Mater. The platform was launched in November 2018. The work related to its creation has not yet been completed. The aim of the article is to present the stages of building the platform with the participation of editorial offices, university publishing houses, university IT Services, an external company and a team of library employees. It also shows the scope of work performed by project participants to ensure an efficient functioning of the platform and a high level of visibility of platform’s resources in databases indexing scientific content.

The aim of the article is to present a base of Polish Publishers Open Access Policies as a tool supporting the scientific community in the implementation of openness policies. It is the first national platform to gather and analyze a publishing policy in the field of Open Access to Polish scientific journals. For scientists, it is a tool for searching for a Polish journal meeting certain criteria. It enables grant recipients to verify whether the journal meets the principles of Plan S. The database also provides information on the principles of using intellectual property.The functionalities of the database were analyzed based on NCN’s policy comparing them with the principles of publishing research results in Open Access. The specific criteria used in the Polish Publishers Open Access Policies database were compared with other databases: Arianta, SHERPA/RoMEO. The analysis shows that the Polish Publishers Open Access Policy is the only national database for Polish scientific journals, bringing together in one place information necessary for the scientific community on publication in Open Access. The database facilitates project preparation and implementation. Academic librarians, promoting the idea of Open Science, support the scientific community at each stage of the activity described, providing tools, knowledge base and competences.

Celem artykułu jest analiza działań podejmowanych na poziomie UE, dotyczących otwierania cyfrowych zasobów, takich jak wytwory kultury, prace naukowe bądź materiały edukacyjne, wraz z rozpoznaniem ich motywów oraz skutków. Unia Europejska, w której tworzy się wiele dzieł należących do każdej z wymienionych dziedzin i która przyznaje, że są to zasoby strategiczne dla jej rozwoju, podejmuje działania w zakresie polityki publicznej w celu zachowania równowagi pomiędzy interesem publicznym (społecznym), czyli dostępem do owych zasobów, jak i interesem prywatnym, a więc prawami właścicieli. Ze względu na odmienny charakter i miejsce tych zasobów w gospodarce, działania te nie mają jednorodnego charakteru. Zasobami naukowymi i edukacyjnymi zajęto się około 10 lat wcześniej niż zasobami kultury. Również interes społeczny, czyli dostęp odbiorców, okazał się w ich wypadku ważniejszy niż prywatne prawa własności.
The purpose of the paper is to study the actions undertaken by the European institutions, aiming at a larger openness of resources, such as cultural works, scientific publications and educational materials, as well as to examine the motivations and results thereof. The European Union, being the area of production of a significant number of works belonging to each of the aforementioned categories, views these resources as strategic to its development. Thus it has taken diverse measures in order to maintain an appropriate balance between the public (social) interests, understood as open access to the resources, and the private interests, prioritising the protection of the owner's rights. The paper demonstrates that these actions are not uniform due to a diverse character and standing of these resources in the economy. The first instruments regarding scientific and educational resources had been implemented ten years before the implementation of legislative measures concerning the cultural products. Hence the public interests, meaning users' access, were treated as more important than the private proprietary rights.
