The aim of the paper is an attempt to show that the personalist economy – by referring to the idea of a person, containing and expressing all the dimensions of being human in relation to the world of people and things – provides the ability to integrate issues of ethics and economics. To achieve this goal, first, the concept of personalist economics will be presented. Then, ideas common for economics and the ethics of space, which can be a basis for integrating their issues, will be identified and characterized. Finally, the author tries to present the consequences which may result from such an integration, both for the economy as a science and as a practice of everyday life.

In our world today, afflicted by wars between States, by conflict between groups within States, and by the scourge of terrorism, civilians constitute the ‘vast majority of casualties in situations of armed conflict’ (UN Security Council, Resolution 1894, 2009). Civilian victims of documented and un-documented armed conflicts and their destructive consequences run in the millions. An overwhelming majority of the dead, injured, disabled are civilians and damages caused by armed conflicts primarily affect the civilian infrastructure and the basic resources of subsistence of entire populations. Civilians today are in the line of fire not only as a side effect of war. Increasingly, they are becoming the prime and intentional targets of combatants and armed elements. ‘Political and military designs supersede basic respect for the dignity and rights of persons and communities’ (Migliore 2009) and civilians are becoming deliberate targets and means for achieving political or military gains. They are even being used as a human shield for armed advancement. The menace of civilian deaths in the line of fire is of utmost concern for all humanity, for all religions, and for Christianity. Among the foundational teachings on which the Catholic perspective to this important issue of placing civilians in the line of fire is based, we can identify three core beliefs: a) all human beings are equal in dignity and their life is sacred; b) the right and duty to defend the life and common good from unjust aggressors; c) the permanent validity of the moral law forbidding murder even in the context of armed conflicts. After considering these the paper studies some of the ways in which the Catholic Church responds to the situation of civilians caught in the line of fire.

Opis:
Undoubtedly, such factors as different cultural background affects ‘the shape’ of economy. The impact of cultural factors on the economy, as well as its specific fields (particularly accounting), has been studied by, among others, Mueller, Hofstede and Gray. Reflections on the topic were also conducted in Polish literature, although relatively late. One of the cultural factors is, beyond doubt, religion, forming some ethical attitudes through the transfer of certain values, which become a guide to individual actions, and exerting an obvious influence on the applicable standards in a society. The author does not pretend to consider the relations between religion and ethics, in the article only issues concerning possible to demonstrate influence of religious norms on accounting are raised. The aim is briefly to discuss the impact of Christianity, Islam and Confucianism on accounting systems and practices, based on literature studies. In conclusion, the question arises about the sense of the convergence of accounting standards, at least in the context of the current efforts undertaken in this field.

The aim of the paper is to present the economic thoughts of John Calvin and his followers, referring to current issues, such as money lending, usury, or work. The latter, according to the famous thesis of Max Weber, received spiritual value by acting as a bridge between God's will and daily life. The hypothesis of this article differs somewhat from this conviction, assuming that the main economic elements of Calvinist thought have been the consequence of the release of temporal realities from the influence of the direct action of God, according to the protestant theology of the radical separation of nature and grace. Initiated by Protestantism, the dichotomy of nature and grace seems to have important consequences for economic thought. The salvific dimension of human fate remained in the hands of God, he depends entirely on its favour in connection with the dogma of predestination. In the earthly life, a human being was treated as a part of nature, his survival depended on skill and determination. in the struggle with nature, devoid of the grace of God, ruled by the law of necessity. Survival and a better life depended primarily on human labour and effort. The flourishing of economic life has resulted not only from the ethical role of work, but also from the fact that it was no longer inhibited by religious restrictions. Thus, modern man was born, more and more aware of his subjectivity, subordinating nature to himself building the human world in place of the natural world. Building a modern society and economy is part of the Protestant ethos of mastering nature.

The paper refers to Michael Novak’s book The Spirit of Democratic Capitalism. In his book Novak advances, among others, the thesis that in the light of the encyclical Laborem Exercens, published by John Paul II (1981), one can speak about some converging elements of Catholic and liberal social thought, e.g.: the creativity of modern labour, which would reflect, however, in the two doctrines the theological symbols of the Creator and His creation. But this paper cools down the enthusiasm of Novak and in six analysed aspects seeks to show that, despite some convergence in the phraseology between “the spirit of democratic capitalism” and “the spirit of Christian ethics”, there extends between them an essential abyss, which is the result of basing each “spirit” on different models of ethics.

The theory of human capital is a vital common point of economics and social-economic ethics. In the economic literature there are two accounts of human capital. In the first account, the human capital is the human himself, as a creator of goods and services (A. Smith, J.S. Mill, T.W. Schultz). In the other account, the capital consists of the skills, abilities, knowledge, energy and health that the human possesses (D. Begg, J.B. Say, G.S. Becker). In economic ethics, human capital is profoundly analysed in relation to economic growth. However, the growth depends not only on the physical and mental health of businesspersons and employees, their education and professional skills, but also on their moral development. The category of human capital – although it remains quite trendy – gets interpreted in reductionist ways, i.e. in economic dimensions only, whereas the human factor in the economy should be extended to the category of moral capital. These days, the concept of moral capital begins to play a very serious role in the foundations of social sciences. The objectives of this paper are: to compare different theories of human capital, to emphasize the need for a comprehensive account of the subject, and to defend a thesis that moral capital resources support business efficiency.

There is an ongoing investigation by scholars of ethics and economics into whether human decision making and the resultant acts should be guided by rules and procedures or by judgment and discretion. Although each of these modes offers advantages and disadvantages to decision makers, they are by no means neutral in their effect on professional development. The paper presents an in-depth view of discretionary decisions using an Aristotelian-Thomistic framework. This is the first of the series of papers which focus on the application of realistic philosophical principles to ethical professional behaviour and decision making in daily practice. Results indicate that classical philosophical theories which use virtues and truth as indispensable components still may give rise to desirable and moral conduct among individuals who apply them.

People should be at the centre of attention within knowledge-based economics. The leaders of each enterprise ought to focus on providing the best conditions for their employees’ professional and individual development and treat them with respect in terms of their dignity and needs. In contemporary literature two notions in perceiving people in organisations are noticeable. The first one treats employees as ‘resources’ which have to be properly used or as ‘capital’ that should bring a decent return on investment. The second notion derives a lot from Christian philosophy and sees the human as a person who treats work as a way to realize his calling and thus is able to take responsibility for the decisions made and actions taken. Acting in a constantly changing environment, people have to be flexible and able to take advantage of emerging opportunities and avoid threats. Within this process it is not a matter of being a human ‘being’ but rather becoming, which means that they are incessantly developing their potential. Although it is hard to predict human behaviour, the main task for managers is to lead in a way that will help employees use their full potential for both their own and the company’s benefit.

Gazociągi przed oddaniem do eksploatacji poddawane są ciśnieniowym próbom szczelności i wytrzymałości. W przypadku gazociągów z tworzyw sztucznych wykonuje się próbę łączoną szczelności i wytrzymałości przy ciśnieniu 1,5 × MOP. W Polsce, zgodnie z obowiązującymi przepisami, tworzywem sztucznym, z którego można budować gazociągi, jest polietylen. Za granicą gazociągi budowane są również z innego materiału, jakim jest poliamid PA 12. Systemy rurowe z PA 12 wykorzystywane są do przesyłania gazu pod ciśnieniem 1,6 MPa. Zarówno gazociągi z polietylenu, jak i z poliamidu, po obciążeniu ich ciśnieniem wewnętrznym wraz z upływem czasu będą podlegały odkształceniom, co nazywane jest zjawiskiem pełzania materiału. Powoduje to, że w ciśnieniowych próbach szczelności gazociągów z tworzyw termoplastycznych, jakimi są polietylen i poliamid, wymagane jest uwzględnienie tego zjawiska. Ze względu na odmienne właściwości polietylenu i poliamidu wielkość odkształceń w jednostce czasu będzie różna i dlatego procedury prób, które stosowane są w przypadku gazociągów z polietylenu, nie mogą być wprost wykorzystane do prób w przypadku gazociągów z poliamidu. Przykładem takiej procedury jest ta opisana w punkcie A.27 normy PN-EN 805:2002. Jest ona stosowana głównie do badania szczelności wodociągów z polietylenu i wykorzystanie jej do badania szczelności gazociągów z poliamidu PA 12 o MOP = 1,6 MPa wymaga zmiany warunków próby. W artykule przedstawiono koncepcję modyfikacji parametrów metody hydrostatycznej uwzględniającą odmienne właściwości rur z PA 12 w stosunku do rur z polietylenu. Szczególną uwagę zwrócono na większą wartość modułu Younga i związaną z nim sztywność obwodową rur z poliamidu PA 12 w porównaniu z rurami z polietylenu. Aby uzyskać odpowiednie odkształcenie rury wynikające ze zjawiska pełzania materiału, doświadczalnie wydłużano czas utrzymywania próbki pod ciśnieniem przed przystąpieniem do próby właściwej. Po ustaleniu wymaganych warunków próby, które wyznaczono dla układu szczelnego, przeprowadzono próby z symulowanymi nieszczelnościami. Uzyskane wyniki badań na próbkach szczelnych oraz z symulowaną nieszczelnością potwierdziły możliwość wykorzystania zmodyfikowanej metody do badania szczelności gazociągów z poliamidu PA 12 o MOP = 1,6 MPa.
Before being put into operation, gas pipelines are subjected to leakage and strength pressure testing. In the case of plastic gas pipelines, a combined leakage and strength test is performed at a pressure of 1.5 × MOP. In Poland, in accordance with the applicable regulations, the plastic material from which gas pipelines can now be built is polyethylene. In other countries gas pipelines are also built of another material, which is PA12 polyamide. Piping systems made of this material are used to transmit gas at a pressure of 1.6 MPa. Both polyethylene and polyamide gas pipelines, after loading them with internal pressure, will undergo deformation with time, which is called the material creep phenomenon. As a result, in pressure leakage tests of gas pipelines made of thermoplastics, such as polyethylene and polyamide, it is necessary to take this phenomenon into account. Due to the different properties of polyethylene and polyamide, the amount of deformation per unit time will be different, and therefore the test procedures that are used for polyethylene gas pipelines cannot be directly used for testing polyamide gas pipelines. An example of such a procedure is the one described in point A.27 of PN-EN 805: 2002. It is mainly used for leakage testing of polyethylene water pipelines and its application for leakage testing of PA12 polyamide gas pipelines with a MOP of 1.6 MPa requires changes in the test conditions. The article presents the concept of modifying the parameters of the hydrostatic method, taking into account the different properties of PA12 pipes compared to polyethylene pipes. Particular attention was paid to the higher value of Young's modulus and the related ring stiffness of PA12 polyamide pipes compared to polyethylene pipes. In order to obtain the appropriate deformation of the pipe resulting from the material creep, the time of holding the sample under pressure was experimentally extended before starting the actual test. After establishing the required test conditions for the sealed system, tests with simulated leaks were carried out. The obtained results of tests on airtight samples and with simulated leakage confirmed the possibility of using the modified method to test the tightness of PA 12 polyamide gas pipelines with a MOP of 1.6 MPa.

The article discusses the deformations to which pipes with viscoelastic materials proporties are subjected to under the influence of internal pressure, including during pressure tightness tests. The selected procedure for conducting the leak test was discussed and the results of its implementation on the example of polyamide PA12 pipes with MOP 1.6 MPa were presented.

The author analyses the rules of reimbursement for medications contained in the Reimbursement Act of 12 May 2011, against the background of the regulations of the Health Act of 27 August 2004, in the context of the constitutional duty to provide citizens with equal access to health care services financed from public funds. He also discusses the dynamics of the performanceof the above duty as an example of actions of the legislature aimed to satisfy the provisions of art. 68.2 of Poland’s Constitution.
Przedmiotem opracowania jest przedstawienie zasad dotyczących refundacji leków ustalonych w ustawie refundacyjnej z 12 maja 2011 r. na tle przepisów ustawy zdrowotnej z 27 sierpnia 2004 r. w kontekście konstytucyjnego obowiązku zapewniania obywatelom równego dostępu do świadczeń opieki zdrowotnej finansowanej ze środków publicznych. Pokazano w nim również dynamiczną realizację tego obowiązku jako przykład działania ustawodawcy prowadzącego do urzeczywistnienia zasady z art. 68 ust. 2 Konstytucji RP.

The paper analyzes selected political and legal issues of the peace treaty between Li- thuania and Bolshevik Russia from 12 July 1920. The treaty had its secret part, which consisted of a few attachments, signed by the representatives of both parties. The most important protocol concerned the neutrality of Lithuania during the Polish – Bolshe- vik war. Lithuania gave permission for the Bolsheviks to use Lithuanian territory for strategic war purposes of the Red Army against Poland. None of these attachments were presented for ratification by the Lithuanian parliament. Speeches presented by Lithuanian MPs indicate that none of them knew about the secret attachments. The Prime Minister and Foreign Minister did not inform MPs of their existence. The treaty was ratified on August 6, 1920. During the debate MPs of the Lithuanian parliament unambiguously supported Bolshevik Russia in its fight against the Polish army. They wrongfully understood the intentions of the Bolsheviks.

This paper is seen as a review of attempts carried out by author in order to indicate problems related to transferring of engineering to smaller scales having in mind theoretical aspects. Two main problems are indicated. The first one is associated with question what kind of theory is appropriate for realization of design of devices and processes related to smaller scales including nanoscale. The second problem is related to determination of source of precision which is necessary for realization of the design. Solution of both problems needs elaboration of appropriate theories. One indicates that unified mechanics of materials based on collection of dynamical systems with dimensional reduction is appropriate for future realization of the design process. This is multi-scale description which unifies discrete models related to atomic scale, including molecular dynamics, and more averaged continuum descriptions. In order to determine corresponding source of precision for small scale processes the vacuum medium mechanics is introduced. Within vacuum medium mechanics we are able to determine attractor, expressed on the most fundamental elementary particle level, and responsible for self-organization manifested in molecular processes. Vacuum medium mechanics is considered as fundamental theory. Therefore we should estimate to what degree such a theory is stable with respect to large set of experimental results. In particular one investigates consequences of vacuum medium mechanics for theoretical biology. One accentuates that mechanisms of biological evolution and source of precision for nanotechnology expressed by means of vacuum medium mechanics are interrelated. Theoretical biology and nanotechnology should be described in consistent way in order to cooperate in a future. Both theories: unified mechanics of materials and vacuum medium mechanics are seen as basis for further development of theoretical nanotechnology.
