Tematem referatu jest problematyka dostępu do Internetu na obszarach o słabo rozbudowanej infrastrukturze teleinformatycznej oraz zasady organizacji przetargów i przydziałów częstotliwości wykorzystywanych dla budowy bezprzewodowych sieci dostępu do Internetu WiMAX budo-wanych z wykorzystaniem częstotliwości z zakresu 3,6-3,8 GHz. Na bazie zakończonych przetargów na obszarach przetargowych 08.1 i 08.2 położo-nych na obszarze województwa lubuskiego przedstawiono etapy realizacji zobowiązań zadeklarowanych w ofertach przetargowych. Przetargi te organizowane były przez Prezesa Urzędu Komunikacji Elektronicznej.
The subject of this paper is the access to the Internet on areas where telecommunication infrastructure is poor as well as the rules of organizing auctions on assignment of frequencies from 3,6-3.8 GHz range which can be used for building wireless broadband networks based on WiMAX technology. In the latest years the term "broadband networks" describes a new generation technology of high speed data transmission [2]. Such high speed data transmission is possible by using both wire and wireless networks (Section 2.) The WiMAX wireless technology can be widely used in Poland (Subsection 2.1.). Data from the European Union show that at the beginning of the year 2008 (Fig. 1) Poland was one of the countries which had the lowest index of access to the broadband services [6]. Poland can improve this situation by using frequencies from 3,6-3,8 GHz range to build wireless broadband networks. The President of the Office of Electronic Communications (UKE) offered these frequencies on auctions organized on 60 areas in Poland (Fig.2.), 2 of which were situated in Lubuskie Woivodeship (Subsection 4.2.). As a consequence, the assignment of frequencies on the auction area 08.1 went to Gorzów Wlkp., while on the auction area 08.2 to Zielona Góra. According to the auction documents both cities are obliged to carry out the network building in a committed term (Subsection 4.4.). On one hand, building broadband networks with broadband access to the Internet by using the WiMAX technology gives the unique opportunity to improve a situation on the area where telecommunication infrastructure is poor and, on the other hand, it gives possibility to exploit financial help from the European Union up to 85% of expenses.

W artykule przedstawiono stanowisko edukacyjne dla potrzeb symulacji radiowego systemu szerokopasmowego WiMAX (IEEE 802.16–2004). Opisano przegląd symulatorów systemu WiMAX oraz przegląd możliwości prezentowanego pakietu symulacyjnego. Jako narzędzie do symulacji wykorzystano zestaw skryptów i funkcji MATLAB. Korzystanie z takiego pakietu wymaga bardzo dobrej znajomości systemu WiMAX i sprawnego określania kluczowych parametrów systemu oraz parametrów wykonywania symulacji. W celu uproszczenia i zoptymalizowania zadań definiowania symulacji opracowano specjalną nakładkę w formie interfejsu graficznego. Wykorzystuje ona wyświetlane dialogowo komunikaty z możliwie dużą liczbą dodatkowych zapytań. Takie postępowanie jest uzasadnione pod kątem dydaktycznym. W artykule przedstawiono również szereg wyników symulacji, dobranych pod kątem ilustracji zasad działania systemu WiMAX.
The article presents the educational tool for simulation of the broadband system WiMAX (IEEE 802.16–2004). The article presents an overview of the simulators of the WiMAX system, an overview of the possibilities of the package and describes how to use this package in practice. As a simulation tool a package of scripts and MATLAB functions is used. To use of such a simulator is required from a student a very good knowledge of WiMAX system and determination the key parameters of the system and the control parameters of the simulation. A special overlay in form of graphical interface in order to simplify and optimize of the task of simulation is made. The dialog messages are used with a large set of additional questions. Such a procedure is justified under the angle of teaching. The paper also presented a number of examples of simulation results, which allows to explain the some principles of operation of the system.

The paper discusses basic assumptions of the WiMAX Mobile system. It also presents and analyses the results of simulation tests run for selected data scheduling methods and subcarrier allocation. Based on the test results, the authors have prepared a comparative analysis of two popular data scheduling methods, i.e. WRR and PF, and their own method CDFQ which uses information about the current channel situation for the queuing processes and data allocation. The tests have been conducted with a simulator designed by the authors, based on work defined quality criteria.

Home broadband access is continuously demanding more bandwidth fueled by video streaming, entertainment and gaming applications. In 2010, a company INEA decided to roll-out new WiMAX-based services aimed to meet the needs of home users across theWielkopolska region of western Poland. It was decided to follow the 802.16e standard and the Time Division Duplexing (TDD) mode that oer the ability to adjust the downlink/uplink ratio and thus are well suited for data transmission. After an extensive testing period of equipment from various vendors, engineers at INEA have chosen the Motorola (currently Cambium Networks) PMP320 solution because it is compact and its components are space- and energy-ecient. The company choice was also influenced by its simple operation, management and installation, which ensured low costs of ownership. So far, this deployment has provided fast and aordable connectivity for Internet and telephony services to around 5,500 households across the 30,000 sq. km region. After 3 years of experience, INEA would like to share the lessons learned from this roll-out.

The new WiMAX technology offers several advantages over the currently available (GSMor UMTS-based) solutions. It is a cost effective, evolving, and robust technology providing quality of service guarantees, high reliability, wide cov- erage and non-line-of-sight (NLOS) transmission capabilities. All these features make it particularly suitable for densely populated urban environments. In this paper we discuss the design and implementation difficulties concerning network coverage discovered in a test-bed implementation of WiMAX. We point out the presence of unexpected "white spots" in the coverage, which are not inherently characteristic of the WiMAX concept. As a possible remedy to this significant drawback of the otherwise very promising technology, we consider reconfigurable mesh organization of WiMAX base stations. We also suggest directions for further development of this kind of network operation, partly based on our practical experience. Despite the clear advantages of the mesh mode in WiMAX networks, its development is currently at an early stage, due to the high complexity of the necessary mechanisms. In this situation, we propose an original, much simpler solution: the so-called support-mesh mode.

Opis:
A compact Sierpinski Carpet square fractal multiband antenna operating at 3.9 (WiMAX) /6.6 (Satellite TV) /8.1/10.7/11.8 GHz (X-band) is presented. The proposed Microstrip Patch Antenna (MSPA) consists of a Sierpinski Carpet square fractal radiator in which square slots are etched out and a tapered microstrip feed line. The Sierpinski Carpet square fractal patch modifies the current resonant path thereby making the antenna to operate at five useful bands. Impedance matching at these bands are solely achieved by using Sierpinski square slot and tapered feedline, thus eliminating the need of any external matching circuit. The dimensions of the compact antenna is and exhibits S11<-10dB bandwidth of about 4.8% (4.01-3.82 GHz), 2.1% (6.62-6.48 GHz), 2.7% (8.24-8.02 GHz), 2.1% (10.77-10.54 GHz) and 21% (12.1-11.60 GHz) with the gain of 7.57/3.91/3.77/6.74/1.33 dB at the operating frequencies 3.9/6.6/8.1/10.7 and 11.8 GHz, respectively under simulation analysis carried out by using HFSS v.13.0.

The Non Line of Sight (NLOS) broadband wireless access provided by Worldwide Interoperability for Microwave Access (WiMAX) operating in 2-11 GHz frequency is susceptible to the effects of multipath propagation, diffraction fading, vegetation attenuation, shadowing loss etc. In order to overcome these effects effective fade mitigation techniques, have to be implemented. The Orthogonal Frequency Division Multiplexing- Multiple Input Multiple Output (OFDM-MIMO) is an efficient method that helps in combatting the fading and providing higher SNR to the WiMAX system. According to the IEEE 802.16 specification, for QPSK modulation, a threshold SNR of 6 dB is required for the link to operate. In the present work the use of OFDM-MIMO achieves a SNR above this operating threshold.

In this article, a simple design of rectangular microstrip feed planar antenna with wide arcs and square shape slot is proposed for Radio Frequency Identification (RFID),Worldwide Interoperability for Microwave Access (WiMAX) and C/X-band wireless communications. The prototype of the antenna has been fabricated 1.0 mm thick ceramic filled bioplastic substrate by using optimal dimension obtained from design/simulations and antenna performances are experimentally tested. The experimental results confirm the impedance bandwidths for S11 ≤ −10 dB are of 712 MHz (0.355-1.067 GHz), 1.38 GHz (2.92-4.3 GHz) and 2.46 GHz (6.55-9.01 GHz) for 0.788, 3.34 and 8.01 GHz band respectively. The proposed antenna shows almost steady and symmetrical radiation patterns for all three bands with the maximum gains of 1.37, 2.8 and 3.56 dBi respectively. Based on the antenna performances, it can successfully cover the frequency band requirement for RFID, WiMAX and C/X-band applications.

It is believed that 5G networks will provide 1000 times more capacity than current solutions. One of the keys to achieve that goal is not only the utilization of additional radio bands, but also and foremost, the dynamic and efficient spectrum sharing. To successfully implement it such feature statistical observation and analysis of currently operational legacy systems are required. Comprehensive data on the signal parameters will allow then to determine and tune the approach to simultaneous bandwidth usage by existing and new systems. Therefore, to define and introduce the problem this paper presents a conceptual analysis of IEEE 802.16e based WiMAX network operating in the 3.6--3.8 GHz band on the eve of spectrum sharing introduction.
