Many scientists wondered: whether Poland can become a welfare state, despite the choice of a market economy. At work I put the hypothesis that Poland has not created the idea of the welfare state. It is worth mentioning the main features of the welfare state. These are: cost - free, universality and public character. Implementation of these features, as well as specific principles such as social justice, protection of labor, health care model, model of education show whether the state is realizing the ideas of welfare state, or not. The study compares Polish achievements and Finnish ones - country which, despite difficult historical experience, consistently implementing the ideas of welfare state. Also an important aspect is social identity and social acceptance of changes that take place, depending on the model of the economy. Polish experience show that the welfare state was not a real idea, but rather a myth, in which has been believed. Years of transition pointed out that attempt to create a welfare state in the current situation is hardly ever real.

The paper sets out to deconstruct two concepts featuring in the title. Firstly, a novel definition of the welfare state based on economic ownership is presented, used then throughout the paper to examine the facts behind the widespread view of the welfare state finding itself in a crisis. Upon scrutiny, it turns out that empirical evidence to support the thesis under investigation is weak at best; neither globalisation nor Europeanization bring about any significant quantitative or qualitative worsening of welfare parameters. In addition, it is imperative not to put all the welfare states into one bag, as they in fact represent a plethora of diverse social-protection regimes.

The peculiarities of foreign models of the welfare state caused by modernization processes have been elucidated. The modern political concept of welfare state models has been created. The main tendencies in the development of the welfare state under the circumstances of modern globalization challenges have been defined. The parameters of the long-range national welfare state model have been traced on the basis of the analysis of the Ukrainian welfare state formation processes.
Рассмотрены особенности зарубежных моделей социального государства, вызванными модернизационными процессами. Предложена современная политическая концепция модели государства всеобщего благоденствия. Определены основные тенденции в развитии социального государства в условиях современных вызовов глобализации. На основе анализа процессов формирования государства всеобщего благосостояния Украины определены параметры дальнейшего образца государства благосостояния.

The article discusses the cultural values of the welfare state in Sweden by combining the characteristics and principles of the Swedish welfare state type with selected classifications of attitudes towards the welfare state and the idea of welfare culture. The author compares indicated ideas of the Swedish welfare culture with Swedish cultural characteristics presented in two typologies of culture, in which Swedish society is characterized without much reference to the characteristics of the welfare state. The purpose of this article is to show the relationship between characteristics of Swedish welfare state and the values and attitudes of Swedish society. An additional purpose of this article is to draw attention to the possibility of making comparisons between the structure of the welfare state in a country and its culture by using existing typologies of culture. The article ends by stating a clear similarity between the ideas of the Swedish welfare culture and features of Swedish culture in other typologies of culture and high usability of evaluation solutions of welfare state in terms of the welfare culture.

The article presents the main historically based cultural factors of the Swedish welfare state. The article starts with the general characteristics of the welfare state model of Sweden, then points four main cultural factors of the Swedish welfare state, their historical origins and an impact on modern society. The author points peasant traditions of Swedish society, Lutheran set of moral principles, the primary role of the local community and the pacifist attitude of Swedish society as the main cultural factors of the Swedish-type of welfare state. The article ends with a conclusion that indicated cultural factors are the fundaments of Swedish society and any change of economic system will be strongly based on national culture and historically based national values.

In the second part of the 20th century “welfare state” model became a recognizable part of social-economic policy in majority of Western countries, called west civilisation countries. Remarkable achievements of this model like: generous social care programs, free education and healthcare systems, complex and universal state support for the families, supplementary payments for them and egalitarian way of income distribution distinguish it from other countries and civilisations. For many years this model was recognized as undoubted achievement of Western civilisation. However, changes in the global economy at the turn of 20th and 21st centuries influenced the “welfare state” policy, which started to be interpreted as a barrier in economic growth. Nowadays, for many people it seems to be a kind of dilemma either to choose dynamic economic growth or rich social state contribution to its society.

The National Insurance Scheme is the main element of the Norwegian ’’welfare state”. The Scheme secures people’s finance when they are sick, disabled, unemployed or old, or when they have no one to support them and are unable to support themselves. The National Insurance Scheme is the most fundamental cornerstone of the structure represented by the ’’welfare state”. The Scheme consists of long-term benefits; pensions and transitional allowances; short-term benefits; daily allowances for the sick, and daily cash benefits for the unemployed and benefits in kind; and expenditure for health care and rehabilitation.

Within the last decades Great Britain has developed a specific model of welfare state. The “from-cradle-to-grave” model is close to the hearts of Labour Party’s politicians and supporters, on the other hand Conservative Party’s governments have been trying to limit welfare state’s reach since 1979. Cameron’s cabinet introduced a significant reform of the system, depriving many Brits of their benefits and lowering the number of people eligible to claim one. It is advisable to consider if these policies go hand in hand with the idea of sustainable development in the socio-economic context.

This paper addresses issues related to health care in the context of the debate about the typology of welfare state regimes and comparative studies conducted in reference to the debate. Particular attention has been paid to the phenomenon of decommodification as one of the key dimensions that define welfare regimes identified in the literature associated with this debate. The study presents a health decommodification index, on the basis of which an attempt has been made to assess the decommodification potential of health care, taking into account the situation in the 28 EU Member States in 2012. The identification of a widely understood accessibility of publicly funded health care as a basic measure for assessing the decommodifying features of health programs is an important result of the empirical analysis. The study has also confirmed the views expressed in the literature about the existence of practical obstacles standing in the way of developing a universal typology of welfare states.

In this paper we claim that the Swedish model should be perceived by a dynamic relation between its two pillars, namely economic and welfare policies. It is this relation that explains its creation, evolution, and recent transformation. Also, the Swedish model was not only an economic or social project, but it concerned a society as a whole. This is why it were not the policies themselves that defined what the model was, yet rather their relationship toward the supreme goal of creating classless society of welfare. Political and economic toolbox changed in the 90s, but adherence to egalitarian and welfare values has not entirely vanished Thus we believe that we should rather speak of a continuation of the Swedish welfare state model in changing external conditions and a change of policy measures than of a radical shift in policy aims and values.

The undeniable fact is that various social sciences and other disciplines constitute the research perspective which relates to the practice of a multidimensional phenomenon. The welfare state is an excellent example of such notion, which in its nature unifies many theoretical and practical positions. It seems, however, that the economic and political dimensions of the welfare state (as conceptual or pro-social proposals) are disproportionately exposed both on the basis of scientific reflection and pragmatic approaches used by the institutions of the state. This tendency to think in economic and political terms, which incidentally is maintained for several decades, represents: (a) only one side of a complex nature of social welfare, and (b) a significant reductionism, leading to the elimination of sociological, cultural, educational, and psychological consequences of the functioning of the welfare state. This article is designed to reverse the trend of the dominant perception of the construct of the welfare state in economic and political terms, and replace it with the highlight of the mainly sociological dimension of this phenomenon (the welfare state sociology). However, it does not mean abandonment of the economic and political dimensions in general, as they are an integral part of the issue.

RESEARCH OBJECTIVE: The scientific goal of the article is to analyze traffic safety policy, in a problem-chronological perspective, as part of the Swedish “welfare state” model, with particular emphasis on internal political and social factors. THE RESEARCH PROBLEM AND METHODS: In exploring the issues of road safety in Sweden, the author used a functionalist approach to examine the relationship of political forces affecting their shape. The genetic method has allowed to mention qualitative factors that are the foundations of Swedish policy. Institutional and normative approach with regard to the characteristics of decision-making processes, law-making processes resulted in a system analysis in line with the theoretical model proposed by David Easton. Each stage of the legislative process has been followed – from the change initiative to the entry into force of the “Vision Zero”. The method of content analysis and the institutional and legal method served to illustrate the role that it has for Sweden for 20 years. THE PROCESS OF ARGUMENTATION: Ensuring broadly understood, multi-tasked road traffic safety is today a prerequisite for harmonious economic and social development of the country (for example, due to the cost of treatment of accident victims, but also the legitimacy of authority, whose task is to ensure safety). RESEARCH RESULTS: The necessity of introducing a nationwide road safety strategy was convinced by all the groups that sat in the Swedish parliament in 1997 (as evidenced by its voting through acclamation). The consolidation attitude of many social groups, institutions and individual road users, promoted by the Vision Zero, resulted in considerable successes. First of all, the number of fatalities in road accidents in 1997-2012 dropped by 48%. At the same time, the number of people who suffered minor injuries in the same period as a result of road accidents has increased. This testifies to the correct decisions of Swedish strategists who were already well aware in 1997 that it is impossible to eliminate accidents as such (which is why they focused on reducing the most tragic effects). CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: The Vision of Zero, which is now a general philosophy of approach to road safety issues in Sweden, thanks to its efficiency and effectiveness has become not only a source of pride on the part of the Swedes themselves. Few (Sweden’s population for the first time reached a ceiling of 10 million inhabitants in January 2017), although the very innovative Swedish society developed an innovative model of cooperation between private and public sector entities as well as every single user of transport infrastructure that contributed to the radical decline the number of accidents resulting in death or serious injury. Thus, once again, the descendants of the Vikings became a role model for other nations – both among European Union countries and on a global scale.

The intention of this paper is to trace links between welfare economics and the concept of welfare state. We show that welfare of man, according to Vilfredo Pareto and Arthur Cecil Pigou, was a much wider notion than just economic one. It seems that, however, economists had chosen to follow the Pareto optimum principle in their research. It was also not welfare economics that triggered the construction of welfare states, but ideas and political motives. Yet nowadays the pursuit of efficacy and innovations changes the way that welfare policies are perceived. The approach becomes more instrumental instead of humane. It follows the Pareto improvement principle leaving distributional aspects to inconsequential considerations. It stands thus with clear relation to the concepts of welfare economics, but gradually detaches from the idea of human welfare.
