The article was conceived as an initial insight into the issues related to the representation of individual type costs (e.g. material, labor costs, property depreciation, etc.) in the price of water in the Czech Republic. The aim of the article was to point out the possibility of dependence between the size of the company operating the infrastructural property of water supply and sewerage and the representation of individual costs in the water price within the framework of the case study. As a sample that formed the outputs of the case study, 14 companies were taken, which were selected according to the unified regions of the Czech Republic. Both basic mathematical methods and elementary methods used in financial analysis were used in the analysis. Within the scope of the case study, it can be stated that there is no dependence between the size of the companies and the representation of costs. Among the largest costs from the point of view of financial representation are other direct costs, where the costs of depreciation, property repairs, rental property, as well as wage costs and material costs are mainly represented. Insignificant costs include, for example, energy costs, which are only represented in the range of 1.39–5.70% of the total costs. Therefore, in order for the results included in the case study to be considered statistically relevant, it is necessary to expand the sample and confirm or refute the initial findings published in this article.

Jeziora są zasobami wodnymi o istotnych funkcjach ekologicznych, rekreacyjnych i krajobrazowych, dlatego rozwój tych akwenów powinien uwzględniać ich wielofunkcyjny charakter i zachowanie wysokiej jakości wód. Jeziora sklasyfikowane jako wody płynące stanowią własność Skarbu Państwa, a gospodarowanie nimi należy do obowiązków podmiotów publicznych. Wyniki dotychczasowych kontroli NIK wskazują na liczne nieprawidłowości w tym obszarze. Do największych problemów należy ograniczanie dostępu do linii brzegowej przez właścicieli nieruchomości przylegających do jezior oraz samowolna budowa pomostów.
Lakes are water resources with significant ecological, recreational and scenic values, that is why their development should consider their multifunctional nature and preservation of high quality of water. Lakes, which are classified as flowing waters, belong to the State Treasury, and their management lies with public entities. The audits that NIK conducted to date in the area indicated numerous irregularities. These include restricted access to the shoreline due to owners of estates adjacent to lakes, or illegally constructed piers. The latest audit of NIK related to the management of lakes that constitute public waters was conducted in 2022, on NIK’s own initiative, in order to assess how the competent public administration bodies performed their tasks in the area. The audit comprised the Ministry of Infrastructure and 16 organisational units of the Polish Waters State Water Holding (Polish Państwowe Gospodarstwo Wodne Wody Polskie, PGW WP), i.e. the National Board of Water Management (Polish KrajowyZarząd Gospodarki Wodnej, KZGW), five regional water management boards, five boards of drainage basins and five water supervisory boards. NIK assessed the activities of these bodies, as well as the supervision of public lakes management. The following issues were audited: performance of owner’s responsibilities by the State Treasury with regard to lakes, including sales of lands, execution of the ban on fencing that prevents access to lakes, and control of water management.

W reakcji na katastrofę ekologiczną, do której doszło na Odrze latem 2022 r. kluczowe organy administracji publicznej odpowiedzialne za bezpieczeństwo obywateli długo pozostawały bierne i nie podejmowały koniecznych działań. Nie zapewniły skutecznego obiegu informacji oraz nie uruchomiły odpowiednich struktur zarządzania kryzysowego. W konsekwencji alerty ostrzegawcze i zakazy korzystania z rzeki skierowano do ludności z co najmniej kilkunastodniowym opóźnieniem. Kryzys na Odrze obnażył brak należytej troski państwa o dobry stan wód. Był to efekt wieloletnich zaniechań jego organów, błędnych działań, a także niewystarczających rozwiązań prawnych.
In summer 2022, the catchment area of the Odra River was affected by an ecological catastrophe the scope of which had been unprecedented. In the river, where water was contaminated along hundreds of kilometres, fish and other organisms, such as clams and freshwater snails, died in large numbers. At least 350 tonnes of poisoned fish were recovered from the Odra River and its tributaries. The results of the analyses conducted by researchers from the Institute of Marine and Environmental Sciences of the University of Szczecin and experts from non-governmental organisations, which were published at the end of 2023, showed beyond doubt that over 3 million fish died (1,650 tonnes, i.e. 60 percent of their biomass), as well as almost 90 percent of organisms involved in the river’s self-purification processes. Taking into account the scale of the catastrophe and its consequences, it was justified to evaluate the activities of the government administration bodies and state legal persons responsible for reacting on the situation, especially in the light of publicly voiced accusations of their idleness, especially during the first phase of the crisis. It was also important to present the conditions stemming from the actions taken, or negligence that led to idleness. The NIK’s audit focused on two areas: preparedness of the state structures and the circumstances that led to the ecological crisis in the Odra River, as well as the way state bodies reacted on the situation. The article presents the findings of this audit.

Changes in river channel morphological parameters are influenced by anthropogenic factors, such as climatic changes, river catchment management changes, and hydrotechnical development of rivers. To assess the intensity of individual pressures and the resulting changes in abiotic and biotic factors in the riverbed, water quality monitoring is conducted, including the assessment of the hydromorphological status. The assessment can be based on the River Habitat Survey (RHS) which is a synthetic method that includes the evaluation of habitat character and river quality based on their morphological structure. The input data, which characterise any river include physical features of hydrotechnical structures, bed granulation, occurrence of bedforms, visible morphodynamic phenomena, and a sediment transport pattern. The RHS method allows to determine two quantitative indices used to evaluate the hydromorphological status: Habitat Modification Score (HMS), which determines the extent of transformation in the morphology of a watercourse, and Habitat Quality Assessment (HQA), which is based on the presence and diversity of natural elements in a watercourse and river valley. The proposed method can be divided into three stages. The first assesses the river section hydromorphological indices, describing the degree of technical modification (HMS) and the ecological quality of the reach (HQA), using the RHS method. The second stage describes morphological changes resulting from the technical regulation and estimates indices for the regulated reach. Finally, we compare HQA and HMS indices before and after the regulation. This comparison is described by numerical indicators and related to reference values.

Water is considered the most critical resource for agricultural development worldwide. The increasing extreme weather phenomena require rational management of water resources in agriculture, which is the most vulnerable to the effects of climate change. The article is an attempt to take on the subject of agricultural producers’ awareness of selected aspects of rational water management in agricultural production. For this purpose, a pilot survey was used and carried out in selected poviats (counties) in the zachodniopomorskie (West Pomerian) Voivodeship, implemented as part of the “Support for the Creation of Local Water Partnerships” project (Support for the creation of LPW, SIR, 2020).
Woda jest uważana za najbardziej krytyczny zasób dla rozwoju rolnictwa na całym świecie. Nasilające się pogodowe zjawiska ekstremalne wymagają racjonalnego gospodarowania zasobami wodnymi w rolnictwie, które jest najbardziej narażone na skutki zmian klimatu. Artykuł pokazuje stan wiedzy producentów rolnych w wybranych aspektach racjonalnego gospodarowania wodą w produkcji rolniczej. W tym celu wykorzystano pilotażowe badania ankietowe przeprowadzone w wybranych powiatach woj. zachodniopomorskiego, zrealizowane w ramach projektu pod nazwą: Wsparcie dla Tworzenia Lokalnych Partnerstw ds. Wody (Wsparcie dla tworzenia LPW, SIR, 2020).

The quality of the water in Iraq’s Hilla River has been severely degraded as a result of human activities and industrial development. The QUAL2K model, a widely used one-dimensional water quality model, was used to simulate the river’s water quality parameter of CBODu and DO utilizing river and point-source flows rate as well as quality of water metrics observed along the river. Despite a severe lack of data in the research region, the QUAL2K model was determined to be an adequate instrument for the evaluation of quality of water. Simulated results of DO, BOD5, and temperature for the period (October 2022) showed the robustness of the model. Results showed that the two parameters (CBOD and DO) ranged between (9.5 and 10.65) mg/L and between (1.425 and 3.075) mg/L, respectively. Based on statistics, good agreement was found between the model predictions and field data. Thus, using QUAL2K model is an effective tool to manage the river water quality.

Opis:
Reduction of ecological risks of shipping is a challenging task that requires methods of legislative and regulatory control, organizational measures, and technical and technological support. Furthermore, the matter concerns not only the reduction of possible risks but also the level of existing impact on the marine environment because of exhaust gas emissions by ships, discharge of waste and ballast water, as well as control of ecological consequences of accidents. The purpose of this study is to analyse possible sources of environmental impact during ship operation cycles, identify significant risks, review existing potentials to reduce the risk of ship accidents and their environmental consequences, and develop solutions to existing problems. This study offers results, which can serve as the initial basis for the formation of comprehensive measures on the reduction of environmental risks, and consequences of possible accidents for the environment caused by ships and international shipping.

Hydrological information is essential for adequate water resources management as well as for water supply, energy supply, water allocation, among other services. However, this information does not always exist in quantity and quality to be used in hydrological or water management studies, and alternative methods are required to estimate minimum flows. Estimation based on homogeneous regions enables to transfer observation data from a known location to a location without data, but in the same region. Since the fluviometric stations in the state of Goiás (Brazil) are not uniformly distributed, the present work aimed at delimiting homogeneous regions of minimum flows, using the cluster grouping method with the K-means algorithm.Thus, 71 fluviometric stations with at least 5 years of continuous data were selected, obtained from the HIDROWEB system. In addition to the observed data, other variables were considered, such as drainage area, perimeter, specific minimum flows Q7,10, Q90, Q95 and average slope. The use of all these variables together with the observed data made it possible to determine,with great accuracy, 5 homogeneous regions of minimum flows based on the cluster analysis, enabling to obtain the minimum flows of reference for each region.In the selected homogeneous regions, it was possible to observe that the regions with the highest values of average slope presented smaller minimum flows, and the same could be observed under inverse conditions, i.e., lower values of average slope had higher minimum flows.It is also noteworthy that river monitoring is deficient in the center-south and center-north parts of the state of Goiás, making water resources management difficult. This fact indicates, therefore, the need to expand the river monitoring system throughout the state, especially in its southern and northern regions.

The proper management of water resources is currently an important issue, not only in Poland, but also worldwide. Water resource management involves various activities including monitoring, modelling, assessment and designing the condition and extent of waters sources. The efficient management of water resources is essential, especially in rural areas where it ensures greater stability and efficiency of production in all sectors of the economy and leads to the well-being of the ecosystem. The performed analyses have demonstrated that the time of origin of the cadastral data defining the course of water boundaries has a significant effect on their quality. Having analysed the factors (timeliness, completeness, redundancy) used to assess the quality of cadastral data, their clear trend of changes in time was noticed. Thus, it is possible to specify the estimated degree of quality of cadastral data defining the course of watercourse boundaries only based on the information about the method, time and area of data origin in the context of the former partition sector. This research paper presents an original method of assessing the quality of spatial data that is used to determine the course of the shoreline of natural watercourses with unregulated channels flowing through agricultural land. The research has also demonstrated that in order to increase the efficiency of work, the smallest number of principal factors should be selected for the final analysis. Limiting the analyses to a smaller number of factors does not affect the final result, yet it definitely reduces the amount of work.

Ballast water management is an effective measure to ensure that organisms, bacteria and viruses do not migrate with the ballast water to other areas. In 2004, the International Maritime Organization adopted the International Convention on the Control and Management of Ballast Water and Ship Sediments, which regulates issues related to ballast water management. Many technologies have been researched and developed, and of these, the use of UV rays in combination with filter membranes has been shown to have many advantages and to meet the requirements of the Convention. However, the use of UV furnaces in ballast water treatment systems requires a very large capacity, involving the use of many high-power UV lamps. This not only consumes large amounts of electrical energy, but is also expensive. It is therefore necessary to find an optimal algorithm to enable the UV radiation for the UV controller in the ballast water sterilisation process to be controlled in a reasonable and effective manner. This controller helps to prolong the life of the UV lamp, reduce power consumption and ensure effective sterilisation. This paper presents a UV control algorithm and a controller for a UV furnace for a ballast water treatment system installed on a ship. The results of tests on vessels illustrate the effect of the proposed UV controller.

A little over a decade ago, a number of legislative changes were made in Polish law dealing with spatial planning in relation to floodplains and water management. More specifically, the amendments were a consequence of the adoption of the relevant Floods Directive by the European Parliament and the European Council in 2007, which was introduced as a countermeasure to the allegedly increasing flood risks associated with the ongoing urbanisation of floodplains. It was recognised that the risks of material and non-material damage associated with increasing urbanisation are so great that appropriate legal provisions must be introduced to reduce them. More than a decade has passed since the introduction of these provisions (the Floods Directive was adopted in Poland in March 2011). Over time, it has become apparent that the implementation of many legislative changes in Poland related to spatial planning in floodplains has been impractical and has had a very negative impact on the spatial and economic development of these areas. In this article we focus on the Lower Bug Valley and show how these new laws have led to a deterioration of the living situation in the floodplains. Indeed, the problem of economic decline in the floodplains and Natura 2000 sites is very serious and affects people who have lived for years in a 2-5 km wide strip in quiet surroundings flood-prone areas and along the river bend. Restrictions on livestock and the decline of agriculture are compounded by the lack of interest in acquiring habitats and land. These areas are becoming an open-air museum with residents living on social benefits and pensions.
Nieco ponad dziesięć lat temu w polskim prawie dokonano szeregu zmian legislacyjnych dotyczących planowania przestrzennego w odniesieniu do terenów zalewowych i gospodarki wodnej. Dokładniej rzecz ujmując, zmiany te były konsekwencją przyjęcia przez Parlament Europejski i Radę Europejską w 2007 r. stosownej dyrektywy powodziowej, która została wprowadzona jako środek zaradczy na rzekomo rosnące ryzyko powodziowe związane z postępującą urbanizacją terenów zalewowych. Uznano, że ryzyko szkód materialnych i niematerialnych związanych z nasilającą się urbanizacją jest tak duże, że należy wprowadzić odpowiednie przepisy prawne w celu jego ograniczenia. Od wprowadzenia tych przepisów minęła już ponad dekada (dyrektywa powodziowa została przyjęta w Polsce w marcu 2011 r.). Z czasem okazało się, że wprowadzenie w Polsce wielu zmian legislacyjnych związanych z planowaniem przestrzennym na terenach zalewowych było niepraktyczne i miało bardzo negatywny wpływ na rozwój przestrzenny i gospodarczy tych obszarów. W niniejszym artykule koncentrujemy się na Dolinie Dolnego Bugu i pokazujemy, jak te nowe przepisy doprowadziły do pogorszenia sytuacji życiowej na terenach zalewowych. Rzeczywiście, problem upadku gospodarczego na terenach zalewowych i obszarach Natura 2000 jest bardzo poważny i dotyka ludzi, którzy od lat żyją w pasie o szerokości 2-5 km w spokojnym otoczeniu terenów zagrożonych powodzią i wzdłuż zakoli rzek. Ograniczenia w hodowli i upadek rolnictwa potęgują brak zainteresowania pozyskiwaniem siedlisk i gruntów. Tereny te stają się skansenem, którego mieszkańcy żyją z zasiłków społecznych i rent.

The River Chief System has been examined, a model for river basin water environment management implemented in China in recent years. Through a legal perspective, the authors analyze the normative construction of this system and its potential impact on improving the quality of river water. Saltwater intrusion in the rapidly developing city of Da Nang in central Vietnam is currently causing various water-related challenges, including inadequate water supply and water pollution. An integrated SWAT-MODFLOW numerical model was used to investigate the origin and mechanism of saltwater in Holocene and Pleistocene aquifers. Geophysical and isotopic approaches were used to validate the SEAWAT model applied for simulating saltwater intrusion. The results suggest that the ebb and flow of tides, as well as water levels in rivers primarily impact coastal aquifers. However, effective water resource planning and management, along with maintaining the natural recharge of fresh water from local rain during the rainy season, could enable the rational and efficient utilization of groundwater, reducing saltwater intrusion in many areas. During the dry season, groundwater is recharged from higher altitude areas. The current saltwater intrusion mainly occurs along the rivers up to the hydraulic dam. Simulated models, using scenarios of stop abstracting groundwater, but changing to the use of surface water for drinking water, show that the area of saline water shrinks quickly after 30 years, reducing from 59.6 km2 to 39.5 km2 and from 40.2 km2 to 28.6 km2 in the Holocene and Pleistocene, respectively.

Oregano biomass and essential oil can be used in hu- man and animal nutrition, as well as in medicines’ production. Thus, it is necessary adopting rational water use in oregano pro- duction and accounting this use based on the water productiv- ity index to achieve proper irrigation management in oregano culture. Two experiments were carried out at 4×3+1 factorial ar- rangement, and 4 potential soil water matrices , 3 oregano phe- nological stages and 1 control treatment (soil at field capacity) were assessed. Based on the recorded results, water productivity in oregano culture is influenced by both cultivation season and deficient irrigation throughout the whole cultivation cycle, rather than just at some specific phenological stage. The best water pro- ductivity index based on essential oil biosynthesis was recorded when irrigation was managed at -60.8 kPa soil water matric po- tential (spring/summer). On the other hand, the best water pro- ductivity index due to dry biomass was recorded when irrigation management was carried out at -91.2 kPa (at both seasons)

The Drentsche Aa catchment in The Netherlands, which has nearly untouched natural river valleys, is a designated Natura 2000 area. Agriculture is practiced on the adjacent higher-lying ground. A set of measures was drafted to achieve climate-proof solutions in the short term by reducing the effects of a drier climate on nature and agriculture. These measures must have no adverse effects. In order to check this, the Hunze and Aa’s Water Board investigated the feasibility of using groundwater for sprinkler irrigation in parts of the catchment. In the study, the SIMulation of GROundwater and surface water levels (SIMGRO) hydrological model was used in order to model future scenarios with different water level strategies and climate scenarios. The modelling examined various measures in the nature and agricultural areas to optimise the hydrological situation for both land use functions. In addition, the effect on the nature areas of abstracting groundwater for irrigation was determined for buffer zones of different widths. The findings have indicated the policy direction to be taken by both the water board and the province, as well as offer them opportunities to deal with the requests for withdrawals in the near future by the means of future-proof general rules.
