The changes in the waste management system that have been introduced in Europe and in the world were aimed at counteracting the emergence of illegal dumping sites and increasing the levels of waste recovery and recycling, so that waste management remains in line with the principles of sustainable development and circular economy. The change introduced in 2013 in the municipal waste management system in Poland concerned the assumption of full responsibility by municipalities for the municipal waste collected from owners of residential properties, as well as the establishment and organization of a charging system for residents for the collection and management of the waste. The purpose of the study was to conduct a comparative analysis of fees paid by residents of 93 selected communes of the Lubelskie Province. The study examined the impact of the amount of fees for the waste collection and management on the share of households declaring selective municipal waste collection, the share of selectively collected waste, and the mass accumulation rate of municipal waste. As a result of the analysis conducted using the data from the years 2013–2016, it was revealed that the amount of fees for the collection and management of waste in households that sorted waste contributed significantly to the increase in the percentage of selectively collected waste. Similarly, the smaller the value of the ratio of rates for sorted and mixed waste, the greater the segregation efficiency. This indicates that in the case of the analyzed region, the lower fee charged for sorting waste was an incentive for residents to sort waste.

Waste disposal in landfill sites causes a potential hazard for the human health, as they release substantial amounts of gas, odours and pollutants to the environment. There have been vast reductions in the volume of waste being landfilled in many European countries and a reduction in the number of illegal landfills. The European Parliament’s laws obliged the Member States to amend the national waste law; the main objectives of the implemented directives are to create the conditions for the prevention of excessive waste. Directive 2008/98/EC establishes, as a goal for 2020, that waste reuse and recycling reach 50% of the total waste produced. Poland, having joined the European Union, committed itself to implementing many changes related to waste management. The amendment of the law on the maintenance of cleanliness and order in the municipalities imposed new obligations regarding the waste management (WM) on the local government and residents. By adopting a municipal waste management system, the selected municipality made all its residents responsible for their waste. However, the fact of introducing changes does not solve the waste problem. The implementation of EU directives and the development of strategic documents such as the National Waste Management Plan (NWMP) have made a clear change in the WM approach. One of the changes was the establishment of selective collection of municipal selective waste (MSW), with the issue of collecting the waste by the residents being a priority. This work describes the legal context of selective collection of MSW as one of the most effective means of reducing the amount of waste being landfilled.

The aim of the study is to identify waste generated within the territories of tourist destinations in Carpathian Mountains in Ukraine and to classify it for the use of effective waste management methods. The dynamics of municipal waste generation in tourist destinations in Carpathian region has been analyzed. The sources of waste generation in tourist activities have been identified and classified by the criterion of their further use. The methods of waste management within the tourist destinations in Carpathian region have been proposed. The problem of tourist destinations waste has been identified as one of the significant environmental aspects of tourism industry. Recommendations for implementation of the waste management methods can form the basis of waste management programs within the tourist destinations in the Carpathians. To achieve the goal and to solve the identified tasks a range of research methods have been used in the study: praximetric method (analysis of research experience) and summarizing the information of printed sources on environmental aspects of the tourism industry and the problems of waste management within tourist destinations; comparative analysis has been used for identification of quantitative indicators and dynamics of municipal waste generation; specific search method has been used for identifying, selecting, theoretical analysis, classification of the waste generated in tourist destinations and calculation of their generated amount.

During the conducted study, 18 objects of illegal dumping of waste were inventoried. All inventoried objects are located in the north-west part of the Barlinek municipality. Each found illegal landfill was measured with measuring tape and its length, width and height of the deposited waste was recorded. For each location, percentage content of waste deposited, as well as its surface area and volume were calculated. All located waste landfills were divided into spot waste landfills, multi-point landfills, area landfills and linear landfills. Spot landfill is the dominant type of illegal waste landfills - 12 objects, multi-point landfills were found in three locations and area landfills in two locations. Only one linear landfill was located. Waste disposal sites were located at different distance from residential areas. It has been determined, that the formation of illegal waste landfills is very often linked to the ease of availability of the local residents to the locations of waste disposal in the form of access roads or good location of the site. It has been determined, that despite the reforms of the waste management, abandonment of waste on undesignated sites is still observed - at six places the new wastes has been added after the 4 years from first observation and only 2 places were cleared.

The objective of the study was to identify system changes in waste management, including qualitative and quantitative changes in the Łososina Dolna County between 2012 and 2014, taking into account eleven waste streams in the period before and after the introduction of these changes on the level of the county. Differences in the county’s tasks with respect to municipal waste management, which became clear after the changes, were shown along with their impact on the effectiveness of the assigned tasks related to taking over the obligations of waste collection by property owners. On this basis, a 10% growth in the quantity of collected municipal waste was noticed after the changes, as well as a 4% growth in recycled materials, in particular plastic. A drop on the level of 8.5% in the collected mixed municipal waste was considered favourable; however, a drop in the share of glass waste amounting to 5.28% and was considered as negative. In spite of the introduced changes in the municipal waste stream, the share of non-segregated waste of over 67.55% remained significant. The year of changes was characterised by relatively low value of waste accumulation index on the level of 0.26 kg∙ M-1∙day-1. The aim of the study was to assess the efficiency of municipal waste management in the Łososina Dolna County in comparison to system changes in waste management introduced at the end of the first and the beginning of the second half of 2013.

Pilot study of the composition of wastes was carried out in 15 rural family households engaged in agricultural activity. In the study group the average resident of rural areas generates about 166 kg of municipal wastes annually. The conducted studies showed that the composition of municipal wastes coming from rural households changes seasonally. During the periods of summer and autumn, the quantity of bio-wastes increased distinctly. The average mass of wastes transferred to the companies engaged in the collection of wastes in the analyzed rural households is almost 50 kg • M–1. year–1. The studies showed that over 80% of organic wastes (kitchen and garden) is utilized in the place where they are generated. In the studies, organic wastes were collected selectively (in separate bags), which undoubtedly had infiuence on their humidity (70–90%). Laboratory analysis of these wastes showed that the ratio C:N in it was from 7 to 19, whereas pH lay within the limits from 5.8 to 6.9 indicating its very good properties for the composting process. Therefore composting of organic waste from rural household should be recommended as the best way for its disposal and the weight reduction of biodegradable waste going to landfills. Comparison of the analyzed variants showed that some waste other than kitchen and garden does not leave the holding (it is re-used or burned in home hearths).

The problems of modern cities prompt the need to seek new solutions. An example of such a solution is the zero waste concept, which proposes an integrated approach to contemporary civilization changes and whose postulates perfectly fit into the specificity of cities. This includes a municipal waste management system based on the concept’s main principles, whose proper functioning rests to a large extent on the residents: they decide what will become waste, how much they will produce, and how it will be sorted. The aim of the article is to examine ecological awareness among residents and their behaviour in the context of making of Gdynia a zero waste city. A survey was conducted on the basis of a paper questionnaire, which contained statements covering the topics of knowledge, behavioural and attitude awareness, and emotional awareness. In addition was divided into three thematic areas: general ecological problems, the municipal waste management system, and consumer attitudes and behaviour. The results revealing that respondents showed a moderate level of ecological awareness.
Problemy współczesnych miast zmuszają do poszukiwania rozwiązań, które kompleksowo lub chociaż po części je rozwikłają. Takim przykładem może być idea miasta bez odpadów, proponująca zintegrowane podejście do współczesnych przemian cywilizacyjnych. Jej postulaty idealnie wpisują się w specyfikę miast. Elementem tej koncepcji jest system gospodarki odpadami komunalnymi oparty na jej głównych zasadach, a jego właściwe funkcjonowanie zależy od mieszkańców. Celem artykułu jest zbadanie świadomości ekologicznej mieszkańców i ich zachowań w kontekście transformacji Gdyni w kierunku idei miasta bez odpadów. Badanie sondażowe przeprowadzono w oparciu o papierowy kwestionariusz ankiety, który podzielono na trzy obszary tematyczne: ogólne problemy ekologiczne, system gospodarki odpadami komunalnymi oraz postawy i zachowania konsumenckie. Badał on wiedzę, zachowania, postawy i świadomość emocjonalną respondentów. Analiza i interpretacja wyników pozwoliła stwierdzić, że badani wykazali się średnim poziomem świadomości ekologicznej.

The authors of the article examined the municipal waste management system in Poland in terms of the impact of European Union directives introducing a circular economy in the European Union countries. When assessing the functioning of the system, the social factor was taken into account, as municipal waste management has a significant impact on social life. For example, increasing costs of waste management, resulting in high increases in fees for garbage collection, cause opposition from residents. Lack of funds for the implementation of waste management tasks by municipalities may result in failure to comply with the obligatory recycling levels, which may result in imposing fines on the municipalities. In addition, recycling rates may not be met due to the coronavirus epidemy. It should be emphasized that, just as the introduction of municipal responsibility for waste management in 2012 was equated to a revolution called commonly the “junk revolution”, the conversion of the entire economy to a closed loop is an extremely difficult challenge for municipalities, as neglect of waste management may result in an ecological disaster.
