Motivation: Euroscepticism is an phenomenon which is becoming increasingly important. EU countries ought to enhance cooperation in the face of major challenges. Despite challenges facing the European Union too little attention has been devote exploration Euroscepticism with particular reference to the V4 countries. Aim: The main objective of this study was to examine citizen?s Euroscepticism in the countries of the Visegrád Group. Accordingly, in the theoretical section were introduced definition of Euroscepticism, its classification and present differences in delineating of the phenomenon. Instigate an attempt to indicate the sources of Euroscepticism in the V4 countries and its characterize. The theoretical part was the basis for the empirical part in which was performed analysis results of Eurobarometer Public Opinion Researches. Materials and methods: Quantitative (basic statistical analysis and ALSCAL algorithm) methods were used in this investigation. The research data was drawn from Eurobarometer opinion polls commissioned by the European Commission. Results: The study indicated a varied level of Euroscepticism among the citizens of the Visegrad Group countries and the source of the whole phenomenon is strongly rooted in the sphere of migration. The Czechs are the most anti-European society from the V4 group. Reasearch on Euroscepticism must also be carried out at the level of the societies of individual states, and not only of political parties.

The main aim of the paper is to present the demographic situation of countries, which are members of the Visegrad Group, and how big was the infl uence of political transformation on it, after the United States of Soviet Russia’s collapse in 1991. To analyze this, there were used data from Central Statistical Offi ce of all V4 countries. Demographic situation is very important part of policy, which is often neglected by authorities. It is necessary to undertake some actions, to stop depopulation process not only in V4 countries, but also in all Europe. Political transformation is not only factor, which determines that situation – it is the second demographic transition theory, which had impact on people’s perception on building the family. Our future and future of our “successors” – sons, daughters, granddaughters and grandsons depends on stable demographic situation – it is worth to discuss about this problems.

In the article, we attempt to assess the investment attractiveness of the New EU Member States, using the Visegrad Group countries as examples. This study is structured as follows: First, it explores the existing literature on factors of investment attractiveness. Further we examine inward foreign direct investment flows in the Visegrad Group countries against the global performance in the area from 1990 to 2013. Next we discuss the investment attractiveness of New Member States of the European Union in selected international rankings, paying special attention to the positions occupied by the four analysed countries. The final part examines the correlation between selected variables characteristic of investment attractiveness and the inflow of foreign investment. The study is based on statistical methods (Spearman’s rank correlation and Pearson correlation). At the end we present our conclusions.

The aim of the article was to identify and quantify the impact of human potential on the level of innovation of the Visegrad Group (V4) countries. In the theoretical part of the considerations, a critical analysis of the literature on the subject and a library query were used, while in the empirical part a statistical analysis was applied, which included the characteristics of a sample of selected features, an analysis of a series of correlations examining the matching of features, and an analysis of the results obtained. The collected data was compiled using descriptive statistics - average values, dynamics of changes, and Pearson's correlation coefficient. In the course of the analysis, it was possible to identify several dependencies with a fairly strong or moderate strength of the relationship. The main conclusions include the fact that there is a fairly strong positive correlation between human resources in science and technology and expenditure on research and development in the enterprise sector. The practical implication of the study may be the fact of diagnosing the main attributes of human capital which, in turn, may be interpreted as outlining a certain field for the application of a targeted policy aimed at increasing the innovativeness of the Visegrad Group.

The construction of the North-South Gas Corridor, regional energy integration and international cooperation in the Visegrad Group (Poland, Hungary, Czech Republic and Slovakia) can be determinants for the creation of a common gas market for four Eastern Europe countries (V4). The starting point for this work is concerned with the technical possibilities, chances, threats and necessary steps for the development of the existing infrastructure. The import capacities of countries neighbouring the V4 territory and the internal gas transmission potential inside the indicated group of countries have been presented in this paper. Special attention was paid to the international possibilities of using underground gas storage. The V4 countries, in particular, were examined due to their location between the Russian Federation and Western European gas consumers, and due to the need to ensure the security of supply, volumes and directions of import and export for each from. The bringing online of the gas connection between Norway and Poland, along with the construction of the Croatian LNG terminal, and the establishment of a common gas market for deliveries inside V4 may significantly contribute to determining a new physical direction of the gas flow in this part of Europe.

Research background: In the developed countries, the services sector, which also includes the accommodation services, is a significant source of the gross national product. Tourism can be perceived as an important determinant of countries' economies, so attention paid to the needs of clients is at least necessary and beneficial. Purpose of the article: The aim of the study is to assess the quality of services provided and the perception of the hotel from the point of view of the accommodated clients. This objective was fulfilled by determining the effect of selected indicators of perception of the quality of provided services (location, personnel evaluation, cleanliness, equipment, comfort, price/quality ratio of provided services, free Wi-Fi connection) on the indicator determining the perception of the hotel (polarity of sentiment). Methods: In the analysis of the above, 22,000 text-reviews of 117 five-star hotels of the Visegrad Group countries were evaluated. The hotel reviews were obtained from Tripadvisor.com and indicator rankings from Booking.com. The analysis made use of the regression analysis methods - influence (regulatory models - Ridge, Lasso, Elastic net, and multiple linear regression - OLS). Findings & Value added: It has been found out that hotel equipment and cleanliness have the greatest effect on the polarity of sentiment. As could be expected, the trend has an upward tendency - that is, as quality increases, so does the sentiment polarity - the perception of hotel facilities. Overall, the analysed sentiment variables can be considered positive, as was confirmed by the positive coefficients of the coherence analysis (Spearman-ρ; Pearson-r), as well as the upward trend in the predictions under the regression analysis. Hotels should be strategically customer-oriented and, as the analyses show, pay the greatest attention to equipment and cleanliness. The services of accommodation facilities are dominant in terms of satisfaction with the destination in general, so in the long run, they should be given due attention. These findings are particularly beneficial for hotel services provided in the Visegrad Group countries, as no research studies have yet been carried out on customer evaluation of the quality of accommodation facilities using the presented methods.

The aim of the article is to describe the genesis, role, significance, conditions and effects of economic cooperation of the Visegrad Group countries in the European Union, with particular emphasis on their development after 2015. In the recent years, an economic crisis has appeared in most economies. It affected the labor market situation. This article refers to the changes in the labor markets of the Visegrad Group countries. The analysis concerns the relations between the economic crisis, the level and structure of unemployment (taking into account the situation of women and young people as the groups strongly exposed to unemployment), and the level and structure of expenditures within the labor market policy. The article is based on the data published by Eurostat, using the tools of descriptive statistics, and statistical indexes, in particular. The research period covers the years 2007-2012, which is dictated by the availability of comparable statistical data. An analysis of the data indicates that the economic crisis increased the economic activity of the population, which contributed to an increase in unemployment. There is no discrimination against women in the labor market, but there has been a serious increase in unemployment among young people. With the increase in unemployment, the expenditures on the total labor market policy have increased, as have those on passive labor market policies and labor market service. Expenditures on active labor market policies (ALMPs) grow relatively more slowly, which may be especially evident in the case of expenditure on training.

In spite of efforts on the part of the European Union to promote renewable sources of energy, conventional resources such as oil, natural gas and coal still dominate in individual EU energy mixes. With the rising costs of resources, their uneven distribution and limited supply, each state is busy trying to ensure its energy security. Secure and stable supply of energy resources has becoming the main preoccupation, especially in the countries of Central and Eastern Europe. Over the recent years, the Visegrád Group states have made particularly intensive efforts to ensure their supply of natural gas. The unstable political situation in the east of Europe as well as changes in natural gas markets (shale gas revolution in the USA, increased importance of LNG) gave rise to new challenges when it comes to ensuring gas security, but also new opportunities to become independent of eastern imports. It is precisely the fact of being dependent on natural gas imported from Russia that determines the situation of Visegrád Group states. The present paper tries to analyse the situation in Poland, the Czech Republic, Slovakia and Hungary in terms of security of their natural gas supply.

The aim of the article is to discuss the attitude of Polish republican circles to the issue of cooperation between countries in EastCentral Europe. The articles published in the “Rzeczy Wspólne” and “Nowa Konfederacja” magazines, which were published in 2010-2017, have been analyzed. The ideas of region integration have deep roots in Polish political thought. Their origins can be seen in the tradition of the old Polish-Lithuanian Commonwealth and the concepts of Marshal Piłsudski. The ineffectiveness of the activities of the politicians of the Third Polish Republic in this field became the reason for criticism in republican articles. An important role in the analyzed visions was played by countries located outside the EU - Belarus and Ukraine, for geopolitical reasons considered as desirable allies. The slogan of deepening the integration of the Visegrad Group and strengthening the Eastern Partnership initiative was also popular. However, this cooperation was to take place between fully sovereign states.

The paper aims to identify the determinants of exports in high-technology sectors (high-tech, HT) of Visegrad countries (the Visegrad four, V4: Poland, the Czech Republic, Slovakia and Hungary) and the core member states of the European Union (EU). Based on the augmented gravity model, we estimate the regressions on panel data of the bilateral export flows of the EU-15 and V4 with the rest of the world in 1999−2011, by employing the Poisson pseudo-maximum-likelihood (PPML) estimator. The comparison of the estimations of overall export flows with the estimates explicitly done for the high-tech sectors allows us to outline the main characteristics of the existing gap in high-tech export performances of the EU-15 and V4. Estimation results find that while for the EU-15, human capital accumulation is statistically significant and export flows increase with similarity in physical capital accumulation of the trade partner; for V4, instead of similarity, the difference in physical capital stock increases exports and human capital accumulation does not yield statistically significant effects.

The aim of this article is to analyze Polish foreign policy, its nature and instruments of implementation under the migration crisis. The migration issue is in this case the determinant of foreign policy, which verified and actuated Polish external policies in the bilateral relations, as well as in the framework of multilateral cooperation. The migration issue has also become a determinant of European policy of Poland prejudging the extent and mechanisms of Polish involvement in the solution of the migration crisis in European institutions. It should be noted that a different approach to EU policies and its activities to prevent and mitigate the effects of the influx of people on its territory is reflected in the relations between Member States, as exemplified by the Polish-German relations. The migration issue is also reflected in the activities of the Visegrad Group. Fear of the consequences of mass migration into the EU and, above all, opposition to the obligation to accept refugees based on the quota system proposed by the European Commission intensified cooperation within the Visegrad Group. From the Polish foreign policy perspective, the Visegrad Group is seen as an important entity influencing its effects.

Research background: The problem of bankruptcy prediction models has been a current issue for decades, especially in the era of strong competition in markets and a constantly growing number of crises. If a company wants to prosper and compete successfully in a market environment, it should carry out a regular financial analysis of its activities, evaluate successes and failures, and use the results to make strategic decisions about the future development of the business. Purpose of the article: The main aim of the paper is to develop a model to reveal the un-healthy development of the enterprises in V4 countries, which is done by the multiple discriminant analysis. Methods: To conduct the research, we use the Amadeus database providing necessary financial and statistical data of almost 450,000 enterprises, covering the year 2015 and 2016, operating in the countries of the Visegrad group. Realizing the multiple discriminant analysis, the most significant predictor and the best discriminants of the corporate prosperity are identified, as well as the prediction models for both individual V4 countries and complex Visegrad model. Findings & Value added: The results of the research reveal that the prediction models use the combination of same financial ratios to predict the future financial development of a company. However, the most significant predictors are current assets to current liabilities ratio, net income to total assets ratio, ratio of non-current liabilities and current liabilities to total assets, cash and cash equivalents to total assets ratio and return of equity. All developed models have more than 80 % classification ability, which indicates that models are formed in accordance with the economic and financial situation of the V4 countries. The research results are important for companies themselves, but also for their business partners, suppliers and creditors to eliminate financial and other corporate risks related to the un-healthy or unfavorable financial situation of the company.

The aim of the study is to present an assessment of the international competitive position and development of competitiveness of Polish economy compared to the Visegrád Group countries in years 2015-2019, and to identify the key indicators that formed those aforementioned. The data used for the analysis come from the reports published by International Institute for Management Development and World Economic Forum. On the basis of the assessment, it can be concluded that in the time considered Polish economy was the second most competitive among the Visegrád Group economies, behind the Czech economy, which was determined primarily by criteria assessing business dynamism, institutions, as well as public finance, and health and environment.

Research background: Effective monitoring of financial health is essential in the financial management of enterprises. Early studies to predict corporate bankruptcy were published at the beginning of the last century. The prediction models were developed with a significant delay even among the Visegrad group countries. Purpose of the article: The primary aim of this study is to create a model for predicting bankruptcy based on the financial information of 20,693 enterprises of all sectors that operated in the Visegrad group countries during the post-pandemic period (2020-2021) and identify significant predictors of bankruptcy. To reduce potential losses to shareholders, investors, and business partners brought on by the financial distress of enterprises, it is possible to use multiple discriminant analysis to build individual prediction models for each Visegrad group country and a complex model for the entire Visegrad group. Methods: A bankruptcy prediction model is developed using multiple discriminant analysis. Based on this model, prosperity is assessed using selected corporate financial indicators, which are assigned weights such that the difference between the average value calculated in the group of prosperous and non-prosperous enterprises is as large as possible. Findings & value added: The created models based on 6-14 financial indicators were developed using different predictor combinations and coefficients. For all Visegrad group countries, the best variable with the best discriminating power was the total indebtedness ratio, which was included in each developed model. These findings can be used also in other Central European countries where the economic development is similar to the analyzed countries. However, sufficient discriminant ability is required for the model to be used in practice, especially in the post-pandemic period, when the financial health and stability of enterprises is threatened by macroeconomic development and the performance and prediction ability of current bankruptcy prediction models may have decreased. Based on the results, the developed models have an overall discriminant ability greater than 88%, which may be relevant for academicians to conduct further empirical studies in this field.

The purpose of this article is to analyse the attitude of the Visegrad Group countries towards the immigration crisis in the EU. The article shows the joint activities of the V4 countries and their decisions taken at national level. The main thesis posed in this article states that the negative attitudes towards compulsory relocation of immigrants have activated the Visegrad Group countries and have integrated them with common aims. The article shows a split in among the member states of the EU and thus a lack of solidarity in solving the immigration’s problem. Celem artykułu jest analiza stosunku państw Grupy Wyszehradzkiej do kryzysu imigracyjnego w UE. Zaprezentowano w nim wspólne działania państw V4, jak i decyzje podejmowane na poziomie narodowym. W artykule postawiono tezę, że negatywny stosunek do obowiązkowej relokacji imigrantów uaktywnił państwa należące do Grupy Wyszehradzkiej i zbliżył je do siebie. Pokazano rozłam w UE i tym samym brak solidarności państw członkowskich w rozwiązywaniu problemu imigracji.

Subject and purpose of work: Analysis of the innovative development trends of the agricultural sector in the Visegrad Group countries in 1995–2019. Investigation of the impact of innovation on value added to GDP by the sector and the patent activity. Materials and methods: Secondary data used in the current research were taken from Eurostat, World Bank and European Patent Office databases. They were analyzed by applying OLS models and Granger causality tests. Results: First, composition of R&D expenses in each Visegrad country was examined. Then its relationship to agricultural GDP and the number of the patents granted was tested by means of OLS models. Forecasting the relationship between variables examined was carried out by running Granger causality tests. Conclusions: There was a constant growth in agricultural innovation activity investment from 1995 to 2019. Nevertheless, the countries examined have not yet reached the EU’s objective concerning the R&D intensities. Innovation activity had a positive impact on the value added to GDP by agriculture and on the number of the patents granted.

The objective of this study is to analyze the implementation and utilization of information and communication technologies (ICT) in the development of Smart Cities by the authorities of the V4 capitals. This research examines the smart city concept in the context of the development strategies of the V4 capitals. The study utilizes quantitative and qualitative methods to assess the potential of each city and conducts a comparative analysis of strategic documents related to the smart city concept. The article initiates by examining the changing dynamics of public space management in light of the increasing significance of cybertechnology. The subsequent section highlights the key points outlined in the Agenda 2030 document. This is followed by an effort to conceptualize the smart city concept and an explanation for investigating the development of the V4 capitals. The subsequent portion of the article delves into the perception of economic and social development, drawing from the security and cybersecurity strategies of each V4 country. The cases of each country are then analyzed based on selected factors that define their technological potential. The analysis aims to identify the predominant aspects pertaining to the utilization of ICT within the Smart City concept in the V4 capitals. The comparative analysis will reveal commonalities, disparities, strengths, and areas that require further development in each capital. The insights derived from this research prove vital for effective urban management. They facilitate an enhanced understanding of the interconnectedness between various economic and social resources and allow for the systematization of assumptions, visions, and underlying concepts related to urban space management. This, in turn, assists in identifying the factors that influence comprehensive engagement in smart city initiatives.

Background: Active labour market policies (ALMP) are relatively new government programmes for Central European countries. The Visegrad Group (the Czech Republic, Hungary, Poland and Slovakia) have enjoyed economic growth since 1989, when Soviet Union influence decreased. Second event, which triggered their rapid growth, was the membership in the European Union of all V4 countries in 2004. The most important and still unsolved problem among these countries is the unemployment. In many economies, both developed and developing, we can assume that proper labour market policy can be a source of legitimacy for governments (King and Rothstein 1994, p. 291). This article addresses the question about the value of ALMP in relationship between government performance on the one hand and citizen satisfaction and trust in government on the other. Research aims: The aim of the study is to compare three main categories of ALMP (public employment services, training schemas, employment subsidies) in the V4 member states and analysis of their impact to legitimacy of governments according to the three hypotheses: (1) the trade-off hypothesis, (2) the synergy hypothesis and (3) the independence hypothesis. Methodology: The adopted research method was an analysis of the reports of the public sector in the Visegrad Group countries, as well as foreign and national literature studies. Key findings: The analysed research results clearly show a different approach in performance of ALMP in the V4 member states. Well performed active labour market policy (for example signified by low unemployment rate) is a source of legitimacy for governments according to the synergy hypothesis.

In the present study the authors examined the spatial disparities of the Visegrad four countries to see whether the lasting cooperation of the four countries resulted in harmonious economic development or increasing gaps between the years 2000 and 2018. Based on the research results it can be concluded that regional disparities between core and periphery regions of V4 countries still have not been eliminated to a significant extent. Despite the fact that the Visegrad Group has been in the EU for 18 years, the catching-up of its regions occurred with various speed, and no harmonised development can be observed within the Group.

Research background: The identification of risks and their management is a key task of strategic management. The right and early identification of risk sources can help companies to survive not only during a crisis period. However, small and medium enterprises (SMEs) underestimate the necessity to analyze risks and implement the enterprise risk management (ERM). Purpose of the article: The primary aim of the contribution is to identify the most important non-financial risks and their causes in the V4 countries and to analyze the perception of these risks by SME owners. Methods: The results are based on the survey conducted in 2018. The valid questionnaire of 1781 owners of SMEs from four countries was evaluated and analyzed to fulfil the main objective. The statistical hypotheses were con-firmed through statistical methods such as Z-score and Chi-square test. The SPSS Statistics was used for data evaluation. Findings & Value added: The results can be interesting not only for research organizations investigating the development of SMEs, but also for state institutions or private agencies seeking to adapt national support for SMEs. It was discovered that the entrepreneur's country is the most important factor for the perception of the sources of safety risk, legal risk, and other business risks. There are differences in managers' perception in case of other risk sources (corruption and clientelism) between entrepreneurs from the Czech Republic and other countries of the Visegrad Group. The SMEs' country of origin is an important factor for the evaluation of the source of non-financial risks (safety risk, legal risk and other business risks). Differences in the perception of safety risk sources between entrepreneurs from the Czech Republic and Poland were confirmed. More than 25% of SMEs in the Visegrad Group perceive frequent changes of the legal regulation as a legal risk.

The aim of this research was to prove that in ageing society the increasing number of the seniors has significant role in employment. The study included Visegrad 4 countries (Czech Republic, Hungary, Poland and Slovakia). The determination and correlation coefficients and the trend equations show the different but significant connection between the employment of senior workers and their increasing number in society. If the state does not take any proactive measure to invest into the value of the human capital of older workers, the ageing, sick, unemployment citizens will cause a serious social and financing problem in the near future.
Celem badań było wykazanie, że w starzejącym się społeczeństwie wzrastająca liczba seniorów odgrywa znacząca rolę w zatrudnieniu. Badaniami objęto 4 kraje należące do Grupy Wyszehradzkiej (V4), tj. Polskę, Węgry, Czechy i Słowację. Obliczone współczynniki korelacji i determinacji oraz równania trendu wskazują na różne w poszczególnych krajach, ale istotne zależności pomiędzy zatrudnieniem starszych pracowników a ich rosnącą liczbą w społeczeństwie. Jeśli kraje nie zainwestują w rozwój kapitału ludzkiego wśród osób starszych, to starzejące się społeczeństwo, osoby chore i bezrobotne mogą stać się przyczyną poważnych problemów społecznych i finansowych w najbliższej przyszłości.

We will consider how the economic, political, social and cultural conditions may shape the migration flows from Eastern Europe in the future and whether Central Europe should be treated as the final destination of migration, or only the stage on the road to Western Europe. An important research problem will also be to find an answer to the question whether the growing wave of labour migration from the East may also be addressed to other countries of the Three Seas Initiative, mainly to Bulgaria and Romania, and to the Baltic States, and how it can affect the situation of Central European countries and the entire European Union.

This analysis reviews pro-European and anti-European attitudes in the political life of Visegrad Group states in 1989–2004. It was not easy to identify these attitudes, as the profile of Central European political parties often depended on the personalities of their most prominent persons and their political platforms, especially during the first period of the post-communist era, and these did not keep pace with the changes that occurred around them. In the first half of the decade, integration with the EC/EU was considered an issue related to foreign policy. This was conducive to maintaining a superficial consensus on the matter. As negotiations went into more detail and their finalisation came closer, the political scene became more strongly diversified into three main orientations: „pro-European”, „anti-European” and „Eurosceptic” – based on disputes concerning internal reforms and the pace of these reforms, membership conditions, relations with other European countries or the target integration model. Both pro-European and anti-European discourses were based to a certain extent on emotional arguments, and this did not lead to deeper debates on issues related to integration.

The transformation process towards a low-emission, green economy implies an increase in the demand for new professions and competences. Quality changes of jobs under the influence of the idea of sustainable development are both an opportunity and a challenge for both countries and individual regions. Green jobs are created as a result of the development of eco-innovation, new environmentally friendly technologies. The development of green jobs is particularly noticeable in the renewable energy sector. The article presents the results of empirical research in the field of analyzing the number of green jobs in the renewable energy sector in the Visegrad Group. In order to identify and determine the nature and changes in the impact of individual factors on the development of green jobs, panel regression was used – a model with fixed effects. The dependent variable was the relative number of green jobs per million inhabitants in 2000-2016.

Jako metodę badawczą wykorzystano analizę dostępnej literatury – zarówno obejmującej pozycje o charakterze teoretycznym, porządkującym i definiującym badane zagadnienia, jak i zawierającej wyniki badań empirycznych. Ekosystem startupowy krajów Grupy Wyszehradzkiej ma istotny potencjał rozwojowy. Chociaż państwa te są zaliczane do kategorii ekosystemów wschodzących, to należy uznać, że działania podejmowane na szczeblu zarówno krajowym, jak i ponadnarodowym w odpowiedni sposób kierunkują wzrost tego sektora gospodarki. Potwierdzeniem tej tezy jest pod wieloma względami podobny do średniej unijnej rozkład różnych cech start-upów, a przede wszystkim – funkcjonowanie tu już co najmniej kilku istotnych hubów, szczególnie we Wrocławiu.
The aim of the article is to characterize the startup ecosystem in the Visegrad Group countries. Particular attention was paid to Wroclaw, which is one of the main startup hubs, a place where such units are found in abundance. As a research method, the analysis of available literature was used − both including items of a theoretical nature, ordering and defining the studied issues, as well as containing the results of empirical research. The startup ecosystem of the Visegrad Group countries has significant development potential. Although these countries are included in the category of emerging ecosystems, it should be recognized that actions taken both at the national and supranational level, in an appropriate way direct the growth of this sector of the economy. Confirmation of this thesis is a distribution of various startup features similar in many respects to the EU average, and above all − the functioning of at least several important hubs here, in particular in Wrocław.

Functioning of the Visegrad Group since its beginning was not an easy issue. V4 was established to integrate East-Central European countries into Euro-Atlantic structures in the atmosphere of cooperation. However, it was a partnership o f countries which in many cases guided by different interests. From the beginning, there was no sympathy inside the Group, but over time it changed. Since joining into the European Union in this cooperation experienced moments of common mobilizing such as: a struggle under the EU Cohesion Policy, the fight for the Union budgets, and the last one position against the welcome of refugees arriving to Europe. It should be noted that properly develop cooperation of Visegrad Group at the elementary level in areas such as: environmental protection, infrastructure, transport and energy projects and tourism. An important new motivation to this cooperation is founded in 2016 EU Battle Group of the Visegrad Group with almost 4 thousand soldiers.

Królestwo Polskie powstałe w 1295 roku, w wieku XIV było rządzone kolejno przez dynastie grupy wyszehradzkiej – Przemyślidów, Piastów i Andegawenów z państw środkowoeuropejskich pozbawionych dostępu do morza. W 1385 roku Królestwo Polskie wystąpiło z grupy wyszehradzkiej, wchodząc w unię polsko-litewską pod rządami Jagiellonów. Był to punkt zwrotny w dziejach Polski, otwierający dla cywilizacji europejskiej rozległe międzymorze bałtycko-czarnomorskie, a dla Polski akwen bałtycki dla handlu morskiego kierowanego Wisłą do portu gdańskiego. Po wycofaniu się Królestwa Polskiego grupa wyszehradzka rozpadła się, a jej terytoria przechodziły kolejno do monarchii habsburskiej.
Kingdom of Poland, created in AD 1295, in the 14th century has been ruled in turn by dynasties from Visegrád Group: Přemyslids, Piasts, and the Capetian House of Anjou from land-locked middle European countries. In AD 1385, Poland left the Visegrád Group to join an Jagiellonian Union with Lithuania. This was a turning point for Poland opening the vast “Intermarium” between the Baltic and Black Seas for the European Civilisation, and at the same time making Baltic trade available for Poland through the Vistula River and the port of Gdańsk. After Poland left the Visegrád Group, it soon broke up and its territories became gradually incorporated into the Habsburg Monarchy.

Na podstawie danych wtórnych, opublikowanych przez Portal Otwartych Danych Unii Europejskiej, dokonano analizy inicjatyw prośrodowiskowych, a także ich głównych źródeł akceleracji oraz inhibicji.
The article characterizes the SME sector of the Visegrad Group − Poland, Czech Republic, Slovakia and Hungary, including its key role in achieving the environmental and climatic objectives of European Union and the possibility of increasing the market competitiveness of organization through the implementation of eco-innovations. Based on the secondary data, provided by The EU Open Data Portal, both the nature of pro-environmental initiatives and their main accelerators and inhibitors have been analyzed.

The objective of the study was to determine the effectiveness of the use of production factors on farms of the Visegrad Group countries. The research covered farms participating in the European system for collecting accounting data from FADN (Farm Accountancy Data Network) farms. Under the main objective, an assessment was made of the productivity and profitability of land, labour and capital. The research period covered the years 2014-2017. Based on the analyses that was conducted, it was found that the most effective use of land resources was on farms in Hungary and Poland, and the least effective in Slovakia. Considering labour and capital productivity, the highest results were achieved by farms in the Czech Republic and Slovakia, while the lowest by Polish farms. On the other hand, Hungarian farms were characterized by the highest profitability of labour and return on assets, where the analysed indicators were higher than the EU average
Celem opracowania było określenie efektywności wykorzystania czynników produkcji w gospodarstwach rolniczych państw Grupy Wyszehradzkiej. Badaniami objęte zostały gospodarstwa uczestniczące w europejskim systemie zbierania danych rachunkowych z gospodarstw rolnych FADN (Farm Accountancy Data Network). W ramach celu głównego dokonano oceny produktywności i dochodowości ziemi, pracy i kapitału. Okres badawczy obejmował lata 2014-2017. Na podstawie przeprowadzonych analiz stwierdzono, że najefektywniej zasoby ziemi były wykorzystywane na Węgrzech i w Polsce, zaś najmniej efektywnie na Słowacji. Biorąc pod uwagę produktywność pracy i kapitału najwyższe wyniki osiągnęły gospodarstwa z Czech i Słowacji, zaś najniższe gospodarstwa polskie. Natomiast najwyższą dochodowością pracy i majątku charakteryzowały się gospodarstw węgierskie, gdzie analizowane wskaźniki były wyższe od średniej w UE.

The Visegrad Group countries are often cited as an example of a successful transition from a centrally planned economy to a market-based one. Education is crucial in enhancing the quality of human capital, which directly impacts a country's economy. The paper addresses the impact of educational attainment on the gross domestic product in the Visegrad Group countries. To assess the educational attainment of economically active per-sons, the Educational Attainment Index was calculated. The period analysed is the time from 2005 to 2020. Changes in the share of economically active persons with tertiary education were examined, with the best values achieved in Poland compared to other countries. Poland outperformed the remaining Visegrad Group countries in terms of the Educational Attainment Index, but Slovakia and the Czech Republic also managed to perform above the EU average. In terms of gross domestic product per capita, the Visegrad Group countries showed values below the EU average throughout the studied period. The analysis found that Poland had the highest Pearson correlation coefficient between the education index and gross domestic product per capita among the four countries and the EU average.

Motivation: The concept of Industry 4.0 is widely recognised, since technological development is an inseparable factor of the modern organisations functioning. Due to this, the interest in the subject of the 4th industrial revolution has grown in recent years. However, far too little attention has been paid to the measurement of readiness and implementation of key attributes in Czechia, Hungary, Poland and Slovakia. Aim: The major objective of this study was to investigate the adaptation to Industry 4.0 in the Visegrád Group. Consequently, in the theoretical part both a historical context and a description of the main components of Industry 4.0 was introduced, which was the basis for the evaluation of the V4 transition toward Industry 4.0 in the empirical section. Materials and methods: Both quantitative (basic statistical analysis) and qualitative (critical analysis of the subject literature) methods were used in this investigation. The research data was drawn mainly from institutional reports and Eurostat database. Results: The investigation indicated that the transition towards Industry 4.0 in V4 countries is less advanced than in other European regions and need particular attention. Despite the relatively good results achieved in the field of robotisation, especially in the foreign-owned automotive industry, in general the Group lags behind the majority of Western and Baltic countries in terms of already adapted technologies, innovations and digital skills.

The development of globalization at the beginning of the third decade of the 21st century shows that unpredictable economic factors and new trends have a decisive influence on its course. Examples include continued sustained efforts to change the balance of power, the relativization of the Soviet Union’s share in the defeat of Hitler’s Nazi Great German Empire, the growing influence of the People’s Republic of China and the Russian Federation, turbulent developments in Belarus, as well as the impact of COVID-19 pandemic. Based on these trends, a new global system of international economic, political, social and security relations is being created. The current, dynamically and rapidly changing world brings many positive, but also many negative facts, which are manifested in various areas of human life and society. This is evidenced by the existing and ubiquitous threats and risks that prove it necessary to put security issues first. The author reflects on the current development of the security environment and the degree of threat to the security of the nation states of the Visegrad Group on the threshold of the third decade of the 21st century. The aim is to answer the question: a) Is the security environment changing: a) for better, or b) for worse? The article points out the role of the main security actors and possible changes in the security environment.

This paper analyzes the membership of the Visegrad Group countries (the Czech Republic, Poland, Slovakia, and Hungary) in the European Union (EU). It presents the parallel process of fundamental systemic transformation and integration with the EU in the analyzed countries. Their integration path is shown, starting from the association with the European Communities, a transitional period to membership, through adjustments to the requirements related to EU accession and membership. A comparative analysis of the main macroeconomic indicators, trade development, and the inflow of foreign direct investment showed that the adopted measures and the membership of these countries in the EU positively impacted their overall socio‑economic development, in particular in the context of modernizing and restructuring their economies, which ultimately translated into the civilizational leap of the analyzed countries.
Niniejszy artykuł poddaje analizie członkostwo krajów Grupy Wyszehradzkiej (Czech, Polski, Słowacji i Węgier) w Unii Europejskiej. Przedstawiono realizowany w badanych krajach równolegle proces fundamentalnej transformacji ustrojowej i integracji z UE. Wskazano ich drogę począwszy od stowarzyszenia ze Wspólnotami Europejskimi, jako okresu przejściowego do uzyskania członkostwa, podjęcia działań dostosowawczych do wymogów członkostwa i akcesji do UE. Analiza porównawcza głównych wskaźników makroekonomicznych, rozwoju handlu czy napływ bezpośrednich inwestycji zagranicznych, pokazała, że podjęte działania i członkostwo tych krajów w Unii Europejskiej miało pozytywny wpływ na ich ogólny rozwój społeczno‑gospodarczy, w szczególności w kontekście modernizacji i restrukturyzacji ich gospodarek, co ostatecznie przełożyło się na realizację przez badane kraje skoku cywilizacyjnego.

Nowadays, the common denominator of involvement of the EastCentral Europe in the international arena, and above all, the premise determining community of interest expressed in the European Union is the migration crisis. Despite the different circumstances of activity in the context of the migration crisis, states in the region express similar opinions on the consequences of immigration for security in the region. Above all, they emphasise the implications of immigration for the internal security of states. Given the complex nature of migration, this article focuses on the phenomenon of immigration in the EU, determining the causes of the escalation of the influx of immigrants and, above all, identifying the consequences for the security of states of East-Central Europe.

Innovation is one of key factors for the socio-economic development highlighted by researchers. While the literature of the subject is full of studies on innovation, reports and analyses usually concern the enterprise sector. This publication presents a comparison between the innovation potential in the Visegrad countries with particular focus on the agricultural sector in terms of social capital. For the purpose of analysis, the OECD, ESS and EUROSTAT databases were used. The results of analyses confirmed a positive relationship between trust and innovation activity with regard to the whole economy and to the agricultural sector. Therefore, the results of the studies point to possibilities of innovationoriented measures aimed at building social capital, especially as Poland records the lowest levels of trust in the Visegrad Group.
Innowacyjność jest jednym z kluczowych czynników rozwoju społeczno-gospodarczego, akcentowanych przez badaczy. O ile jednak literatura przedmiotu obfituje w badania na temat innowacyjności, to zwykle raporty i analizy dotyczą sektora przedsiębiorstw. W niniejszej publikacji zaprezentowano porównanie potencjału innowacyjnego w Krajach Grupy Wyszehradzkiej, ze szczególnym uwzględnieniem sektora rolnego przez pryzmat kapitału społecznego. Do analizy wykorzystano bazy danych OECD, ESS oraz EUROSTAT. Wyniki analiz potwierdziły dodatnią zależność między zaufaniem a aktywnością innowacyjną w odniesieniu zarówno do całej gospodarki, jak i sektora rolnego. Wyniki badań wskazują zatem możliwości działań proinnowacyjnych ukierunkowanych na budowanie kapitału społecznego, zwłaszcza że spośród Grupy V4 Polska notuje najniższe poziomy zaufania.

The purpose of this paper is to present a comparative analysis of basic measures that demonstrate the development of R&D in the Visegrad Group countries (Poland, the Czech Republic, Hungary, and Slovakia) in the years 2004–2018. The preliminary analysis of the problem allowed for the formulation of a research hypothesis, which reads: Since becoming a member of the EU, the innovation of the economies of the Visegrad Group countries has improved. The analysis shows that the structure and dynamics of R&D expenditure in these countries are diverse, although the innovation potential of the regions of the Visegrad Group countries is still low compared to the average EU level.
Celem niniejszej pracy jest analiza porównawcza podstawowych mierników świadczących o rozwoju B+R w krajach Grupy Wyszehradzkiej (Polska, Czechy, Węgry i Słowacja) w latach 2004–2018. Wstępna analiza problemu pozwoliła na postawienie hipotezy badawczej, która brzmi: członkostwo w UE gospodarek krajów Grupy Wyszehradzkiej wpłynęło pozytywnie na ich innowacyjność. Przeprowadzone analizy pokazały, że struktura i dynamika wydatków na B+R w badanych krajach jest zróżnicowana a potencjał innowacyjny regionów krajów Grupy Wyszehradzkiej jest nadal niski, w porównaniu ze średnim poziomem UE.

Przy- słowia i wyrażenia przysłowiowe zostały opisane tematycznie (każ- da narodowość osobno), a wśród analizowanych tekstów są nie tylko przysłowia, ale także gatunki pokrewne (zwłaszcza współ- czesne): zdania osobne, slogany, hasła reklamowe, cytaty. Wymie- nione przysłowia opisane zostały w kontekście stereotypowych poglądów na temat sąsiadujących ze sobą krajów. Celem artyku- łu jest próba odpowiedzi na pytanie czy wyrażone w przysłowiach (często z wielowiekowym rodowodem) stereotypy można uzna- wać za aktualne i czy mogą one odzwierciedlać rzeczywiste relacje międzynarodowe.
The article presents proverbs and proverbial expressions about the na- tions of the Visegrad Group. Proverbs and proverbial expressions have been described subjectively (each nationality separately), and among the analyzed texts are not only proverbs, but also related phrases, es- pecially modern ones: separate sentences, slogans, advertising expres- sions, quotes. The proverbs mentioned are described in the context of stereotypical views on neighboring countries. The aim of the article is to try to answer the question whether the stereotypes expressed in the proverbs (often with centuries-long lineage) can be considered current and whether they can reflect real international relations.

As a result of the parliamentary elections held in the Czech Republic on October 20-21, 2017, the two left-wing parties of the Czech Social Democratic Party (ČSSD) and the Communist Party of Bohemia and Moravia (KSČM) achieved the worst results in the history of their parliamentary rivalry from the time of the Velvet Divorce [Výsledky voleb a referend: 2018]. This fact is part of the regularity of recent years also in Poland, Hungary and partly in Slovakia - weaker results in the parliamentary elections of left parties. This article is an attempt to show the political strength of the most important left-wing parties in these countries. It will be a kind of background that will help show the scale of the crisis. Otherwise, we should consider parties isolated from those that had a significant influence on state policy through the governance. The index of participation and government responsibility suggested by Giuseppe Ieraci will be helpful in this case. The second part of this article is an attempt to identify the causes of the crisis. It is known that the determinants of this state of affairs are many, the more necessary it seems to systematize them and attempt to indicate similarities in this respect in the Visegrad Group countries. This will allow us to determine if there are common features of the leftist crisis in the V4, which in turn may become the basis of discussions about left-wing issues in Central and Eastern Europe, leading to reflections on the contemporary challenges of left-wing parties. Although the national political scenes as well as the processes taking place in their areas, in the Czech Republic, Poland, Slovakia and Hungary are clearly different from the mechanisms and decisions in Western Europe, it is impossible to analyze the subject taken by the authors in isolation from the crisis of the West European Left Wing as well as the growing debate and critical voices towards liberal democracy, which, according to some European leaders, such as Viktor Orban, is a failure in the field of solving the most important problems of the modern state [Nowak 2018: 45].
W wyniku wyborów parlamentarnych, które odbyły się w R epublice Czeskiej w dniach 20–21 października 2017 r., dwie partie lewicowe – Czeska Partia Socjaldemokratyczna (ČSSD) oraz Komunistyczna Partia Czech i M oraw (KSČM) – uzyskały najgorsze wyniki w historii swojej rywalizacji parlamentarnej od czasu „aksamitnego rozwodu” [Výsledky voleb a referend: 2018]. Fakt ten wpisuje się w prawidłowość występującą w ostatnich latach również w Polsce, na Węgrzech i częściowo na Słowacji – słabszych wyników w wyborach parlamentarnych ugrupowań lewicowych. Niniejszy artykuł stanowi próbę wykazania politycznej siły najważniejszych ugrupowań lewicowych w tych państwach. Stanowić to będzie swoiste tło, które pomoże określić skalę wspomnianego kryzysu. Inaczej bowiem powinniśmy rozpatrywać partie izolowane od tych, które miały istotny wpływ na politykę państwa przez sprawowanie rządów. Pomocne będą w tym przypadku indeksy partycypacji i odpowiedzialności rządowej, zaproponowane przez Giuseppe Ieraciego. Druga część niniejszego artykułu to próba określenia przyczyn wspomnianego kryzysu. Wiadome jest, że determinantów takiego stanu rzeczy jest wiele, tym bardziej konieczne wydaje się ich usystematyzowanie oraz próba wskazania podobieństw w tym zakresie w państwach Grupy Wyszehradzkiej. Pozwoli to określić, czy istnieją wspólne cechy kryzysu lewicy w V4, co z kolei może się stać zalążkiem dyskusji o problemach lewicy w Europie Środkowej i Wschodniej, prowadząc do rozważań na temat współczesnych wyzwań partii lewicowych. Wprawdzie krajowe sceny polityczne, a także zachodzące w ich obrębach procesy w Czechach, Polsce oraz na Słowacji i Węgrzech różnią się wyraźnie od mechanizmów i rozstrzygnięć w państwach Europy Zachodniej, mimo to nie można analizować podjętego przez autorów tematu w oderwaniu od kryzysu lewicy zachodnioeuropejskiej, a także coraz silniejszej dyskusji oraz krytycznych głosów wobec demokracji liberalnej, która zdaniem niektórych przywódców europejskich państw, np. Viktora Orbana, przynosi klęskę na polu rozwiązywania najważniejszych problemów współczesnego państwa [Nowak 2018: 45].

In the paper the relationships between current and capital account balance and GDP are analysed, both from the economic analysis and applied points of view. Next the assumptions, method of analysis and results of our investigation of these relationships are discussed in details. We used yearly data for the Visegrad Group countries in 1994-2015. We applied two versions of linear econometric models and a power one for panel data and for every country separately.

Insurance markets are developing under the influence of various factors, which are divided into economic, demographic, social and cultural. The share of foreign insurance companies is treated as one of the structural factors. Research on this subject does not confirm unambiguously the influence of foreign capital on the development of insurance markets. Analysis of dependencies between foreign capital and the development of the insurance market in the Visegrad Group countries are the prime objectives of the research presented in this paper. The following research hypothesis has been advanced: the share of foreign capital is a determinant of the development of insurance markets as measured by the growth in the written premium and measured by the growth in the insurance penetration rate. In search of an answer to the query and in order to verify the research hypothesis, a critical review of the literature is undertaken, contents of factors which influence the development of insurance markets are analysed, and econometric methods are applied. A panel model is constructed and results of the model estimation are analysed to verify the hypothesis. The study has corroborated the research hypothesis. This study has covered insurers active in the Visegrad Group insurance markets in 1999-2016 using annual figures. Data of these insurance markets are derived from the OECD.

Wybory parlamentarne z kwietnia 2010 roku i 2014 roku były szeroko komentowane zarówno na Węgrzech, jak i zagranicą. W 2010 roku partia Fidesz, dowodzona przez Viktora Orbána, odniosła spektakularne zwycięstwo, uzyskując z koalicyjną Chrześcijańsko – Demokratyczną Partią Ludową (KDNP) 67,88% głosów i 262 mandaty w 386 osobowym parlamencie. Nowy rząd zdobył tym samym większość konstytucyjną oraz możliwość przeprowadzenia poważnych reform w polityce wewnętrznej i zagranicznej. Celem niniejszego artykułu jest zaprezentowanie nowych kierunków w polityce zewnętrznej Węgier po 2010 roku. Do najważniejszych należy zacieśnienie współpracy z Rosją oraz innymi państwami Azji w ramach programu „otwarcie na Wschód”, a także wzmocnienie kooperacji z krajami tworzącymi Grupę Wyszehradzką. W artykule zostały również poddane analizie relacje z Unią Europejską.
The Hungarian parliamentary elections of April 2010 and 2014 were widely commented both in Hungary and abroad. In 2010 Fidesz led by Viktor Orbán, won the elections in a spectacular way winning together with the coalition partner Christian Democratic People’s Party (KDNP) 67.88% of votes and 262 mandates in a 386 people parliament. Thus the new government won constitutional majority as well as the ability to carry out serious reforms in both the internal and foreign policies. The purpose of this article is to present the new directions in Hungarian foreign policy after 2010. Among the most important ones are strengthening of the relations with Russia as well as with other Asian countries as part of the „Eastern Opening” program. Another direction is to intensify the cooperation with the Visegrad Group members. The article also describes Budapest’s relations with the European Union.

The purpose of the study is to analyze the state, problems, and prospects for the development of trade and economic relations between Ukraine and the countries of the Visegrad Group (V4) in the context of the implementation of its aspirations for European and Euro-Atlantic integration. The need to strengthen the export potential of Ukraine in trade with the V4 countries was noted not only in agricultural and metallurgy products but primarily in goods and services with high added value. The study used the methods of historical, logical and comparative analysis, grouping analytical and empirical generalisation. In preparing the materials, data from the UN, WB, IMF, statistical bodies of Ukraine and V4, publications of domestic and foreign scientists were used. Recommendations are proposed to further strengthen mutually beneficial cooperation between Ukraine and V4 in the field of sustainable development, innovation, and investment attraction, as well as in the process of restoration and modernisation of Ukraine in the post-war period.
