Opis:
This paper presents an overview of the most important requirements and recommendations of international organizations for the area of LNG terminal under construction in Świnoujście. These recommendations should be considered when planning safe traffic and manoeuvring of ships in port approaches to the Port of Świnoujście and to the Outer Port of Świnoujście. The approach area to the new terminal is located on shallow waters. Up to the present moment the fairway, anchorages and seamarks have been used by vessels of smaller size. After the construction of the new port with an LNG terminal it will handle the greatest LNG carriers. To ensure their safe entrance to the port, the fairway should be prepared with sufficient width and depth, with navigational aids. It is also necessary to prepare appropriate emergency anchorages and places where the vessels can return in case further voyage is dangerous. Additionally LNG cargo is very dangerous, because of this there is a compulsory to introduce of the highest safety standards, both in the design of the approach area and the application procedures for ships traffic. In particular, fairways and port canals, Under Keel Allowance, air draft, turning basin, vessel traffic services (VTS), traffic separation schemes (TSS), moving safety zone, and required speed limit are presented in the paper.

Paper presents principles of data fusion on floating objects received from radar tracking circuits and AIS, realised automatically by processor of the integrated vessel traffic control system observation post designed and constructed in the scope of the research project “Elaboration and research of the process of transformation and presentation of the navigational useful information in integrated sea traffic control system for the need of the National Maritime Safety System (KSBM)” and installed in the Gdynia Maritime University.

W artykule podjęto próbę przedstawienia europejskiego systemu monitoringu ruchu statków i informacji (Vessel Traffic Monitoring and Information System - VTMIS). Jest to system Unii Europejskiej, gdyż obejmuje wszystkie obszary morskie państw członkowskich, i składa się z systemów VTMIS państw członkowskich Unii Europejskiej. Budowa systemu VTMIS została zapoczątkowana w 2002 roku, a obecnie znajduje się w końcowej fazie. VTMIS składa się z kilku systemów będących jego komponentami, a mianowicie: systemów nadzoru ruchu okrętów (VTS), systemów automatycznej identyfikacji statków (AIS), systemów meldunkowych okrętów (SRS), systemów wsparcia na morzu (MAS), systemu identyfikacji i śledzenia dalekiego zasięgu (LRIT) oraz komputerowego systemu wymiany informacji (SafeSeaNet). Wszystkie zostaną pokrótce scharakteryzowane.
The paper makes an attempt at presenting a European Vessel Traffic Monitoring and Information System (VTMIS). It's a European Union's system as it includes all sea areas of its members and consists of VTMIS systems of countries being members of the EU. The system was begun in 2002 and it is in the final stage of its develop-ment. VTMIS consists of a number of systems which are its components, i.e. Vessel Traffic Services (VTS) System, Automatic Identification System (AIS) Ships Reporting Systems (SRS), Maritime Assistance Services (MAS) System, Long Range Identification and Tracking (LRIT) System and Computerized Data Exchange System, i.e. SafeSeaNet System.

A conceptual model is proposed to monitor marine traffic through precautionary areas, which can provide us with a systematic control of passage planning in ports. On one hand, vessel traffic control has its special features and is fundamentally different from highway, air and pedestrian traffic control. The existing traffic control systems cannot be simply extended to vessel traffic control without addressing marine traffic features. On the other hand, existing vessel traffic control focuses on one ship or two ships but does not address the flows of marine traffic.

Opis:
Vessel traffic flow is a key parameter for channel-through capacity and is of great significance to vessel traffic management, channel and port design and navigational risk evaluation. Based on the study of parameters of characteristics of vessel traffic flow related to channel-through capacity, this paper puts forward a brand-new mathematical model for one-way channel-through capacity in which parameters of channel length, vessel arrival rate and velocity difference in different vessels are involved and a theoretical calculating mechanism for the channel-through capacity is provided. In order to verify availability and reliability of the model, extensive simulation studies have been carried out and based on the historical AIS data, an analytical case study on the Xiazhimen Channel validating the proposed model is presented. Both simulation studies and the case study show that the proposed model is valid and all relative parameters can be readjusted and optimized to further improve the channel-through capacity. Thus, all studies demonstrate that the model is valuable for channel design and vessel management.

One of the areas of decision support in the navigational ship conduct process is a Traffic Separation Scheme. TSSs are established in areas with high traffic density, often near the shore and in port approaches. The main purpose of these schemes is to improve maritime safety by channeling vessel traffic into streams. Traffic regulations as well as ships behavior in real conditions in chosen TSSs have been analyzed in order to develop decision support algorithms.

The paper presents the method of determining ships traffic stream parameters by means of regression method. The aim of the studies was to determine the correlation between the ship's parameters and the parameters of the fairway. To reflect the safety degree of marine traffic in real-time and intuitively, this paper put forward a concept of real-time safety index of marine traffic, established marine traffic real-time safety index system, and constructed a real-time safety index evaluation model by using vessel traffic and navigation environmental data provided by shore-based AIS base station network, and quantifying a variety of data which impacts the safety of marine traffic such as ships’ real-time dynamic data, weather changes and so on. A continuous real-time evaluation to a specific area was carried out in the form of real-time index curve, taking the Waigaoqiao Channel of Port Shanghai as an example, to verify the feasibility and effectiveness of marine traffic real-time safety index.

This paper presents ideas for creating and developing Interactive Navigational Structures (IANS) by using satellite systems. The author of the present paper introduced the concept of IANS into the literature in 2004 (Czaplewski, 2004). The paper presents the possibility of adapting the contemporary methods of robust estimation that are used in geodesy for the purpose of performing selected marine navigation tasks. IANS utilise modern M-estimation methods. Interactive structures can assist human beings in carrying out special tasks at sea, for example, in identifying objects at sea and on land without the need to approach them. Moreover, these structures can also be used in the process of navigation carried out by underwater vehicles or unmanned watercraft. This paper presents the mathematical methods that are essential for creating IANS. The theoretical assumptions are illustrated with an example of how IANS can be used while performing a typical navigation task. The paper closes with information about research studies which deal with the practical aspects of using this set of mathematical methods.

Opis:
Typical approach to collision avoidance systems with artificial intelligence support is that such systems assume a central communication and management point (such as e.g. VTS station), usually located on shore. This approach is, however, not applicable in case of an open water encounter. Thus, recently a new approach towards collision avoidance has been proposed, assuming that all ships in the encounter, either restricted or open water, communicate with each other and negotiate their maneuvers, without involving any outer management or communication center. Usually the negotiation process is driven by the collision avoidance software and called auto-negotiation. This paper elaborates on data acquisition problem in case of the maneuver auto-negotiation. It focuses on ships' initialization in the system and data gathering.
