Opis:
The paper presents the development of a new simulation method to optimize bends in marine waterways. This method, using results of empirical research and simulation methods, would allow accurate determination of safe manoeuvring areas. The method was used at the stage of detailed design of parameters of the, which is undergoing modernization, to determine the optimum parameters of horizontal curves of the fairway. The study was conducted on the type of manoeuvring simulator called Polaris Kongsberg and attended by pilots from the Szczecin–Swinoujscie Pilot Station. Based on the studies carried out, the maximum safe ship length was determined for the redesigned waterway and the conditions for their safe operation. The maximum lengths of these ships are as follows: cruise Lc = 260 m, container Lc = 240 m and a bulk carrier Lc = 220 m.

Current maritime transportation and shipping is characterized by rapid technological developments effecting the basic concepts of operating ships and even changing traditional paradigms of controlling ships. The e-Navigation concept of the International Maritime Organization (IMO) specifically aims at more comprehensive and reliable support of the human operators on-board and ashore. However, autonomous unmanned ships remote controlled or even autonomously navigating are expected to come soon. In this paper, selected operational aspects of maritime traffic merging conventional and unmanned remote controlled ships in coastal areas are discussed. Furthermore, some preliminary results of experimental simulation studies into a future scenario of maritime traffic are presented and preliminary conclusions in respect to job profiling and training requirements are discussed.

The Norwegian Emergency Towing Services (NETS) is managed by the Norwegian Coastal Administration (NCA). In the early days of the NETS, the operational part was sheared between commercial tug companies and the Norwegian Coast Guard (NCG). A major change in the organization of the operation took place from January 1st 2020, when NCG was given the operational responsibility for NETS. This change is briefly described and the vessels in today's NETS are presented. Statistics for drifting vessels in Norwegian waters are presented before some selected recent maritime emergency incidents are highlighted. Actions by the NETS vessels and other NCG vessels will be highlighted. Handling of "FV Nortguider" after the grounding in Hinlopen (Svalbard) and the wreck removal work is one of the cases. The other two are drifting ship represented by the cruise vessel "Viking Sky" and the cargo vessel "Eemslift Hendrika". The final part of this paper discusses ways to ensure knowledge and operational experience sharing for personnel on vessels performing emergency towing tasks.

The Norwegian Coastal Administration (NCA) is an agency of the Norwegian Ministry of Transport and Communications, and is responsible for services related to maritime safety, maritime infrastructure, transport planning and efficiency, and emergency response to acute pollution and drifting vessels. NCA has five regional Vessel Traffic Service centres. Of those, Vardø VTS has the special task of monitoring high-risk maritime traffic in Norwegian territorial waters, including the sea areas around Svalbard. Based on the history of ship incidents in Norwegian waters and lack of commercial tug resources in Northern Norway and the Svalbard area, the government decided in 2005 to establish a national emergency towing service. The establishment and coordination of this service was assigned to the Norwegian Coastal Administration. This paper briefly describes the development of the Norwegian Emergency Towing Service (NETS), how the service has changed over the years and plans for the coming years. Some cases involving emergency towing vessels are described. The paper also reviews the development of a national competence plan for senior officers on vessels employed by the Norwegian Emergency Towing Service.

This paper analyses the management process of the vessel traffic control on one-way section on navigable canal with the adaptive time-sequential filter (traffic lights). One-way section on canal significantly decreases waterway capacity and requests special attention in control and regulation of the vessel traffic. The vessel traffic is a stochastic variable, and the vessel traffic control needs to be flexible and adaptive in order to achieve the required traffic flow with minimal delays. On the one-way section, two independent variable vessel flows from opposite directions are encountered, and fixed (predefined) signal plans lead to an increase in vessel delays. An appropriate solution is development of a Fuzzy Control System (FCS) for the vessel traffic control. A control algorithm is designed according to a set of linguistic rules that describes input parameters for the control strategy. The estimated and approximate input parameters are implemented in the algorithm as fuzzy sets. The final result of the developed algorithm is the traffic light scheme (duration of green light for certain direction). The presented control system can be used as an adaptive automatic control system for the vessel traffic control processes on navigable canals or on critical sections of other waterways.

Opis:
The traffic density is a basic characteristic of marine traffic for some navigational area. In the case of narrow channels such as Strait of Split (Splitska vrata), apart from the traffic density, the number of simultaneous ship passages is also important as well as ships characteristics. Based on such data, additional navigational safety guidelines and regulations may be planned for the observed area. The purpose of this research is to determine the number of simultaneous ship passages via Strait of Split for a certain period of time. Collected AIS data in SPNMEA format was decoded by AIS Decoder online program to csv file. For five randomly selected days in the summer period, based on AIS data, the number of simultaneous ship passages was determined and ships information presented.

This paper presents ideas for creating and developing Interactive Navigational Structures (IANS) by using satellite systems. The author of the present paper introduced the concept of IANS into the literature in 2004 (Czaplewski, 2004). The paper presents the possibility of adapting the contemporary methods of robust estimation that are used in geodesy for the purpose of performing selected marine navigation tasks. IANS utilise modern M-estimation methods. Interactive structures can assist human beings in carrying out special tasks at sea, for example, in identifying objects at sea and on land without the need to approach them. Moreover, these structures can also be used in the process of navigation carried out by underwater vehicles or unmanned watercraft. This paper presents the mathematical methods that are essential for creating IANS. The theoretical assumptions are illustrated with an example of how IANS can be used while performing a typical navigation task. The paper closes with information about research studies which deal with the practical aspects of using this set of mathematical methods.

The paper presents an analysis of vessels entering the port of Szczecin in 2011 in terms of their size. The analysis comprises such ship parameters as length, breadth and draught. Focus has been put on those ships that require special entrance permission from Harbour Master. The analysis results can be useful in modeling vessel traffic streams and the assessment of traffic intensity on a waterway.
W artykule dokonano analizy jednostek wchodzących w roku 2011 do portu w Szczecinie, koncentrując się na ich wielkości. Analizom poddano takie parametry jak: długość, szerokość i zanurzenie. Szczególnie skoncentrowano się na jednostkach wymagających indywidualnego pozwolenia na wyjście od kapitana portu z uwagi na swoje gabaryty. Wyniki takich analiz mogą być pomocne w budowie modeli strumieni ruchu statków oraz oceny obciążenia drogi wodnej przez przechodzące nią statki.

Czy jest to rozwiązanie satysfakcjonujące administracje morskie oraz nawigatorów i czy rozwiązuje występujący problem kompleksowo, to kwestie rozpatrywane w niniejszym artykule.
The vessel traffic in the Western Baltic Sea area is characterized by high concentration. This area is difficult for navigation. By a decision of the International Maritime Organization (IMO) new traffic separation schemes will be mandatory for ships from 01.07.2006. The question is if this new solution will be satisfactory for maritime administration and navigators and if all problems willbe solved.

Until recently the concept of spatial planning concerned only land areas, chaos prevailing at sea in this scope. Vessel routes were selected by the Master on the principle of “freedom of navigation”. It was similar with the submarine routes of pipelines and cables, wind farm construction zones, excavation of aggregates, or the conduct of any human activity at sea. A systemic approach is introduced and preferred currently, which is to take into consideration the natural conditions and human achievements on one hand, and look ahead on the other, systematising procedural ac-tivities and minimising possible conflicts of interests among potential users of the sea.

Vessels’ traffic in the area of Southern Baltic has not been organized yet. Therefore a risk of potential grounding or collisions is imminent. Organization the traffic by means of passive methods like determination the ships’ routes or traffic separation schemes is one of the better measures to improve navigation safety. Although such activities should take into account interests of coastal countries. The whole area should be considered, and the needs arising from traffic at present and in the future should be met. Due to complexity of above problem, solutions that are fragmentary may lead to deterioration of existing situation and cause new threats for all Baltic countries.

The problem of vessel collisions or near-collision situations on sea, often caused by human error due to incomplete or overwhelming information, is becoming more and more important with rising maritime traffic. Approaches to supply navigators and Vessel Traffic Services with expert knowledge and suggest trajectories for all vessels to avoid collisions, are often aimed at situations where a single planner guides all vessels with perfect information. In contrast, we suggest a two-part procedure which plans trajectories using a specialised A* and negotiates trajectories until a solution is found, which is acceptable for all vessels. The solution obeys collision avoidance rules, includes a dynamic model of all vessels and negotiates trajectories to optimise globally without a global planner and extensive information disclosure. The procedure combines all components necessary to solve a multi-vessel encounter and is tested currently in simulation and on several test beds. The first results show a fast converging optimisation process which after a few negotiation rounds already produce feasible, collision free trajectories.

After entering 21 century Chinese waterborne transportation keep high speed development, mmarine traffic order and marine traffic safety become more important issues. In order to enhance marine traffic safety and efficiency, ships routeing systems were implemented in important navigable waters in recent years. After implementation of these ships routeing systems, evaluations on the effects are carried and prove that these ships routeing systems have got obvious effects both on safety and economic efficiency.
