W grudniu 2020 r. Rada Ministrów przyjęła Narodowy Program Szczepień przeciw COVID-191 (dalej NPSz, Program). Obejmował nie tylko zakup odpowiedniej liczby dawek, ich dystrybucję, ale także monitoring przebiegu i efektywności szczepienia oraz zapewnienie bezpieczeństwa obywatelom. Z jednej strony miał dać szansę na powrót do „normalności” (ekonomicznej, społecznej, edukacyjnej), a z drugiej przywrócić dostęp do systemu ochrony zdrowia, w szczególności pacjentom z innymi schorzeniami. Najwyższa Izba Kontroli przeprowadziła w latach 2021–2023 kilka kontroli doraźnych, aby ustalić, czy administracja rządowa należycie realizowała cele Programu. Ustaliła, że odpowiedzialne za NPSz organy niewłaściwie szacowały zapotrzebowanie na szczepionki i nieskutecznie nadzorowały wykonanie Programu. Budżet państwa stracił na tym 8,4 mln zł.
When the World Health Organisation announced the SARS-CoV-2 pandemic, humans had to face a new reality, marked with the fear of infection and the need to introduce safety measures whose scale was unprecedented. The pandemic caused significant disruptions in medical services provision. The dynamics of infections in subsequent ‘waves’ of the pandemic were so high that the risk appeared that not all persons hospitalised due to COVID-19 would be provided with assistance in medical entities. Widespread vaccinations were supposed to solve the problem. In December 2020, the Council of Ministers adopted the National Vaccination Programme. It was expected to allow for returning to ‘normal’ and restore access to the health protection services, especially to patients with other diseases. In the years 2021–2023, the Supreme Audit Office of Poland conducted several ad hoc audits in order to find out whether the Polish government administration properly realised the objective of the National Vaccination Programme, which was to reach such a level of the society’s vaccination that would allow for curbing the pandemics by the end of 2021, at the same time preserving the highest standards of safety, and whether the Programme had resulted in reducing the pandemics’ consequences. The audits comprised the implementation of the Programme by the following bodies: selected vaccination centres, the National Health Fund, the Government Agency of Strategic Reserves (RARS), the Office of the Prime Minister, the Chief Pharmaceutical Inspector, and the Minister of Health. The article discusses the most important findings of the audit.

The pandemic of the new coronavirus and the introduction of coronavirus vaccines prompted the production of vaccines and vaccine discourses around the world. The same situation has been observable in Japan. The purpose of this study is to discuss what I call “the social phenomenon of vaccines” in Japan. The present article will describe the characteristics of the vaccine discourse and consider the relationship between the vaccine discourse and vaccine-induced sufferings, which refer to the experience of social damages and difficulties caused by vaccines. Firstly, I will review the research method of the previous studies of vaccination. It has been shown that both pro-vaccine and anti-vaccine existed from the beginning of the history of vaccination, and in that sense, the existence of both pro-vaccine and anti-vaccine can be considered as a part of “the social phenomenon of vaccines” from the beginning. Inspired by the Strong Program, I will explain a method which would enable me to describe both pro and anti-vaccine without a priori assumptions. One such method can be found in the repertoire analysis by Gilbert and Mulkey (1984), who analyzed controversies in scientific research. Following their method, I will explore how the vaccine discourse was developed in Japan. The vaccine discourse in Japan is found in three different types of literature, which discuss vaccine promotion, vaccine harms, and vaccine safety. Secondly, I will identify three kinds of repertoires: “componentist repertoire”, “manipulationist repertoire” and “psychologism repertoire”. I will then discuss the features of “the social phenomenon of vaccines” by examining the relationship among these repertoires and how these repertoires work. Finally, I will discuss how vaccine discourse is related to the discourse of vaccine-induced sufferings. In conclusion, vaccination, by its very nature, cannot be separated from the impossibility of direct experience of vaccination. Therefore, the more vaccine develops, the more vaccine discourse flourishes.

Opis:
This article concerns the use of hashtags in doctors’ posts in social media during the COVID-19 pandemic. The most important theoretical issues related to the notion and communicative meaning of hashtags are discussed and the results of the author’s own research are presented here. During the research, the total number of 516 hashtags used in 86 posts were recorded. This article demonstrates a catalogue of the most common hashtags and discusses the hashtag typology developed based on the aggregated collection: impressives, persuasive nominations, self-identification hashtags, proper names, thematic hashtags. It proposes also several conclusions on the manner of using social networking services by doctors.

Przedmiotem artykułu jest opis wybranych inwektyw służących dyskredytacji przeciwnika (głównie rządu i ministra zdrowia), jakimi na portalu społecznościowym Facebook posługują się osoby sceptyczne wobec szczepień. W omawianym dyskursie obserwujemy zróżnicowane środki językowe służące deprecjacji, wśród nich szczególne miejsce zajmują te, które odwołują się do wątków antysemickich i wojennych. Materiał analityczny stanowi korpus tekstów zawierających komentarze użytkowników Facebooka. Badania koncentrują się na analizie sposobów negatywnego wartościowania (deprecjonowania) przeciwnika i pokazują wykorzystywane w tym celu środki językowe. Wśród nich można wymienić m.in. określenia: jude Niedziel, zbrodniarze, dr Mengele vel Niedzielski, covidowe hitlerki, ludobójstwo.
The subject of this article is the description of selected invectives used to discredit the opponent (mainly the government and the Minister of Health) by vaccination sceptics on the social networking site Facebook. In the discourse in question, we observe diverse linguistic means of depreciation, among which a special place is occupied by those referring to anti-Semitic and war themes. The analytical material is a corpus of texts containing Facebook users' comments. The research focuses on analyzing ways of negative valuing (depreciating) the opponent and shows the linguistic means used for this purpose. Among them are the following terms: jude Niedziel, criminals, Dr. Mengele a.k.a. Niedzielski, covid hitlers, genocide.

The paper outlines a sociological perspective on the healthcare system in the United States from a perspective of biomedicalization processes. Methodologically, the argument pays its intellectual debts to the American tradition in the sociology of health and illness in which problems of healthcare and individual well-being are discussed in the functionalist context of axiological and normative regulation. Our article focuses on the biomedicalization crisis as a consequence of the Covid-19 pandemic. The outbreak is conceptualized as a trigger of structural tensions already implicit in the American system of biomedicalized healthcare. Rather than focusing on the political polarization of the US society in the wake of the outbreak, the paper sees the pandemic in terms of ‘cultural trauma’ and related political conflicts which threaten to destabilize the discourse and organization of healthcare in the United States. The salient role in this process is attributed to anti-vaccination movements which abuse the pandemic situation to subvert the principles of biomedicalization. In the case of the Covid-19 pandemic, anti-vaccination movements are disseminating misinformation and anti-vaccination sentiments, effectively channeling the public’s dissatisfaction with the implemented methods of crisis management and undermining the pivotal principles of biomedicalization.

Der Text befasst sich mit der Gelungenheit der ethischen Argumentationen kirchlicher Statements zur Coronaschutzimpfung. Genauer hin dem der Glaubenskongregation, der COMECE/CEC und der DBK. Um seiner Frage nachzugehen, geht der Text in drei Schritten vor: Zunächst werden die ethischen Argumentationslinien der Statements herausgearbeitet. Diese beziehen sich zentral auf den Gemeinwohl-, Solidaritäts-, und einen theologisch-aufgeladenen Care-Liebesbegriff. Im zweiten Schritt werden die Argumentationslinien einer Kritik unterzogen. Diese zeigt auf, dass ihnen in einzelnen Zügen eine „Unterrepräsentation“, „Unterbelichtung“ und „Unterkomplexität“ vorgeworfen werden kann. Im dritten Schritt wird ein Impuls gegeben, wie Statements solcher Art in Zukunft gelingender formuliert werden könnten.
Artykuł dotyczy problematyki trafności argumentacji etycznej zastosowanej w oświadczeniach kościelnych na temat szczepień przeciw koronawirusowi. Chodzi o dokumenty wydane w tej kwestii przez Kongregację Nauki Wiary, Komisję Konferencji Episkopatów Unii Europejskiej (COMECE/CEC) oraz Konferencję Episkopatu Niemiec. Problematyka została wyjaśniona w trzech punktach. Na początku zostały przedstawione linie argumentacyjne zawarte w wydanych oświadczeniach. Zasadniczo nawiązują one do pojęcia dobra wspólnego, solidarności oraz teologicznego ujęcia miłości rozumianej w sensie troski (care). W dalszej kolejności argumentacje zostały poddane krytyce. Krytycznie ujmując, w szczegółowych aspektach można podanym racjom postawić zarzuty: słabej reprezentatywności, słabego wyjaśnienia oraz słabej złożoności. Na końcu tekst formuje impulsy podpowiadające, jak w przyszłości oświadczenia tego typu mogłyby być formułowane w sposób bardziej udany.
The text examines the suitability of the ethical argumentations of church statements on the COVID-19 vaccination. More precisely, statements of the Congregation for the Doctrine of the Faith, the COMECE/CEC and the DBK.The qualitative evaluation of these statements is carried out in three steps: First, the ethical argumentation lines are elaborated. They refer centrally to the concept of the common good, solidarity, and a theologically charged concept of care-love. In the second step, the lines of argumentation are subjected to a critique, which reveals that they can be accused of “underrepresentation”, “underexposure” and “lack of complexity” in individual traits. In the third step indications are given as to how such statements could be formulated more successfully in the future.

The COVID-19 pandemic has led to a rise in opposition to vaccination, hindering herd immunity. As social media play a major role in the formation of anti-vaccination communities, it is critical to monitor the discourse on the platforms to effectively counter the negative sentiment and encourage people to vaccinate. This study employs computational content analysis, specifically topic modeling and time series analysis, to monitor the COVID-19 anti-vaccination communities on Facebook in Czechia. The analysis generated 18 topics with politics, governance, and international affairs being the most discussed, and only five dealt with issues directly related to COVID-19. Discussions about information and its credibility were prevalent, and members of these anti-vaccination communities relied heavily on social media content and conspiracy websites as sources of information, while neglecting scientific resources. The study highlights the need for ongoing monitoring of anti-vaccination communities on social media and the development of effective communication strategies to promote vaccination.

The COVID-19 pandemic and the conflict in Ukraine have brought to the surface problems of the modern world that the international community has not seriously addressed. These problems appear to be, on the one hand, the management of global public health and, on the other, relations between states on international trade. These situations are linked to circumstances that have altered the power relations of states over the years, challenging the centrality of the West and the already fragile power of UN institutions. This research analyses the international situation of two UN bodies: the WHO and the WTO, addressing the governance crisis on public health and international trade and trying to understand the causes of the decline in the leadership of their institutions. Adopting a thorough literature review, the findings show how faulty leadership within the UN has led to a significant increase in nationalism among emerging nations, distrust and lack of cooperation. The divergent political visions of members have radically shaken the international balance, triggering a cycle of change in the governance of global health and global trade on a new premise, that of ‘multilevel’ global governance.

Książka Czyje lęki? Czyja nauka? Struktury wiedzy wobec kontrowersji naukowo- społecznych powstała we współpracy trzech badaczy: Andrzeja Wojciecha Nowaka, Krzysztofa Abriszewskiego i Michała Wróblewskiego. W publikacji autorzy zwracają uwagę na problem, jakim jest wadliwe przedstawianie praktyki naukowej społeczeństwu. Nierealistyczne prezentowanie nauki jako dziedziny dla „geniuszy” wywołuje szereg problemów, jakimi są kontrowersje naukowe, publiczne spieranie się teorii naukowych i nienaukowych, zanikające zainteresowanie nauką u młodzieży, a także niższe finansowanie dyscyplin naukowych, co źle wpływa na skoordynowany rozwój innych sfer w obrębie państwa. Autorzy odwołują się do założeń nurtu STS i twierdzą, że powinniśmy traktować naukę jako „otwartą praktykę”. Wyróżniającym i zarazem kluczowym aspektem książki jest zmodyfikowanie przez autorów krążeniowego systemu Brunona Latoura. Dzięki temu został wytłumaczony proces powstawania kontrowersji naukowo-społecznych, a ponadto zaproponowano rozwiązanie tego problemu.
The publication Whose fears? Whose science? Knowledge structures in the face of scientific and social controversies was written by three Polish authors: Andrzej Wojciech Nowak, Krzysztof Abriszewski and Michał Wróblewski. It draws attention to the problem of misrepresenting scientific practice to the public. The unrealistic portrayal of science as a field for “geniuses” causes several problems, such as scientific controversies, the public disputing between scientific and non-scientific theories, less interest in science among young people, and less funding for scientific disciplines, which badly affects the coordinated development of other spheres of the state. The authors appeal to the premises of the STS study and claim that we should treat science as an “open practice”. The key aspect of the book is the authors’ modification of Bruno Latour’s circulatory system of science. On this example authors explain the creation of the described problem and provide a successful proposal for its solution.

INTRODUCTION: This study aims to assess the clinical profile, co-morbidities and pulmonary involvement by means of CT-SS and CO-RADS in unvaccinated and completely vaccinated individuals diagnosed with COVID-19 infection. MATERIAL AND METHODS: A total of 138 adult patients infected with SARS-CoV-2 Virus between January 2021 and January 2022 in Bharati Hospital and Research Centre, Pune, Maharashtra, India were recruited for this retrospective, comparative study. Data was collected from medical records. All patients presenting to the institute with clinical features suggestive of SARS-CoV-2 infection were subjected to confirmative testing and the patients who tested positive for SARS-CoV-2 infection underwent a standardized HRCT thorax imaging. Clinical features, comorbidities, vital parameters and the association of CTSS scores and CO-RAD scores between vaccinated and unvaccinated individuals were analyzed. RESULTS: Out of the 138 patients included in this study, 69 (39 male, 30 female) were unvaccinated and 69 (49 male, 20 female) were vaccinated. Mean CO-RADS and CTSS in the unvaccinated cohort was significantly higher than the vaccinated (p <0.001). Mean CO-RADS = 5.14 (unvaccinated) vs 3.72 (vaccinated) and mean CTSS = 15.23 (unvaccinated) vs 10.54 (vaccinated). Patients with no co-morbidities had significantly lower CTSS and CORADS scores, regardless of vaccination status. Vaccinated patients suffered from mild disease, as noted by lower requirement of supplemental oxygen, higher SpO2 on room air, and lower incidence of nonspecific symptoms, respiratory symptoms, and gastrointestinal symptoms. CONCLUSIONS: This study finds that complete vaccination is necessary in order to prevent severe symptoms, high oxygen requirement, and extensive pulmonary involvement in COVID-19.

The study aims to compare the decision-making processes of individuals with and without the Covid-19 vaccine under uncertainty. The study included 70 participants vaccinated against Covid-19 and 70 not-vaccinated against Covid-19, matched by age, gender, and education level. Sociodemographic Data Form, Beck Depression Inventory (BDI), Beck Anxiety Inventory (BAI), Barratt Impulsivity Scale Short Form (BIS-11-SF), The Scale of Vaccine Hesitancy (SVH), and Iowa Gambling Task (IGT) were administered to the participants. A statistically significant difference was found between the vaccinated and non-vaccinated groups regarding SVH sub-dimensions and the total score (p<0.001). A statistically significant difference was observed between the groups in the IGT-5 sub- dimension (p <0.05). Although there was no statistically significant difference in IGT-total and other sub-dimensions, it was recognized that not-vaccinated participants made more choices for risky decks. A statistically significant negative correlation was found between IGT-5 and the benefit and protective value of the vaccine, solutions for non-vaccination, and SVH-total score. Besides, there was a statistically significant negative correlation between the IGT-Total score and the sub-dimension of solutions for non-vaccination. The non-vaccinated group made more choices from the disadvantageous and risky decks in the long run during the decision-making task under uncertainty; they were prone to take more risks. That is why the impact of implicit and emotional processes should be considered in the risk assessment against vaccine hesitancy.

In recent years, there has been a heated public debate about mandatory vaccination of children. The COVID-19 pandemic further underscored the importance of vaccination and the desirability of vaccination for the protection of public health and the health (as well as life) of the individual. Nevertheless, the rise in activity and popularity of anti-vaccination movements has clearly contributed to the upward trend in the number of non-vaccinated children that we have seen since 2010. Statutory representatives of children who oppose their mandatory vaccination cite a variety of reasons, taking advantage of the imperfect legal system. The fines imposed to compel mandatory vaccination, as well as the conduct of administrative enforcement proceedings in this regard, are often challenged in administrative courts. It is of great importance that administrative courts are increasingly referring to the constitutionally protected values, as well as to the axiological justifications for the functioning obligation to vaccinate children. Given the nature of the obligation, this seems understandable, but nevertheless somewhat intrusive into the constitutional sphere, which is reserved for the Constitutional Tribunal. The purpose of the paper is to reconstruct the formation of the line of jurisprudence of administrative courts in cases involving the mandatory vaccination of children. The course of discussion will lead to a full analysis of the grounds of the grounds for the cited judgements and their consistency with the emerging line of jurisprudence on the issue. Particular attention was paid to the references made by the adjudicating panels to the legally protected values of an individual and universal nature. For this purpose the Author used the historical-legal method and the method of analysis of court jurisprudence.

Objectives Vaccination skepticism and vaccination refusal both constitute global public health concerns. Systematic monitoring of public attitudes towards vaccination is crucial for maintaining a high vaccination coverage rate. The study aimed to identify and characterize homogenous social groups distinguished by attitudes toward preventive vaccinations. Material and Methods Between October and November of 2021, a nationwide representative cross-sectional survey was conducted on a representative sample of 1560 inhabitants of Poland aged 15–39 years. The study questionnaire included 60 questions on public attitudes towards vaccines, vaccination, and the COVID-19 pandemic. Factor analysis was applied to identify the main dimensions of vaccination attitudes. Results Factor analysis included 22 variables and yielded 3 factors or dimensions that accounted for 48.5% of the model’s variability. Young adults were assigned into 6 homogeneous groups based on these factors: 1) general trust in vaccination, 2) vaccine safety concerns, 3) trust in fake medical news regarding COVID-19 vaccination, and denying the COVID-19 pandemic. Groups I–IV differed by sociodemographic factors and vaccination coverage rates. Nearly 60% of the respondents expressed concern regarding various aspects of vaccination. Conclusions Most of Poland’s young adults lack clearly defined attitudes towards vaccination. Attitudes towards vaccination can be divided into 6 heterogeneous groups.

This review aims to summarize the latest development in the epidemiology, pathology, clinic and control of lumpy skin disease (LSD), with the focus on its transboundary spread, possible emergence and economic implications for on cattle production. This notifiable disease is endemic in African and Middle East countries but has started spreading to Asia and south-east Europe, affecting Greece and Bulgaria and countries in the Balkans. Lumpy skin disease is mainly transmitted to infection-free areas by transport of infected animals and by virus vectors, as blood-feeding insects, such as certain species of flies and mosquitoes, or ticks. There is also growing importance of the spread of wildlife, the potential reservoirs of the disease. Generally, fever, anorexia, hypersalivation, lacrimation and characteristic eruptions with painful nodules within the skin, on the muzzle and within the nasal and buccal mucous membranes, on the udder, on genital and rectal mucous membranes. The severe drop in milk production, also abortions, infertility and sometimes death are the clinical manifestations of the disease in a herd. Although the mortality rate is usually less than 10%, the disease morbidity rate can be as high as 100%. The economic significance of LSD is of great concern, given that it threatens international trade and could be used as bioterrorism weapon. Vaccination, strict quarantine measures, limited movement of livestock along with vectors control could be effective for preventing the spread of the disease. Homologous vaccines are more effective than sheeppox virus strain vaccines.

Introduction and aim. With the third wave of COVID-19 hitting the country, there is an urgent need to systematically document the clinical-epidemiological and vaccination details of the patients to formulate evidence-based decisions. So, this study was planned to describe the profile of patients attending the flu clinic of a tertiary care hospital in eastern India. Material and methods. This hospital-based cross-sectional study was done for 6 weeks (Jan-Feb 2022) among 623 patients using a pre-tested, structured questionnaire related to COVID-19. An unadjusted odds ratio was calculated and statistical significance was attributed to a p-value <0.05. Results. Out of 623 patients, almost 90% of the patients were vaccinated against COVID-19 with at least one dose of any vaccine. Cough (57.8%) was the most common complaint. Patients aged > 60 years and those having one or more than one comorbidity suffered from moderate-severe COVID-19 infection when compared to their counterparts (p<0.001). Also, 2.1% of fully vaccinated, 3.8% of one dose vaccinated and 10.9% of unvaccinated patients suffered from moderate-severe COVID-19. Conclusion. During the third wave of the COVID-19 pandemic, a smaller number of elderlies compared to the previous two waves were affected indicating age shifting. The severity of COVID-19 was less among vaccinated individuals compared to unvaccinated highlighting the importance of COVID-19 vaccination.
