Opis:
The vessel traffic system (VTS) operator is an important role in the monitoring and supervision of maritime traffic. The main objectives of the VTS is to improve security in the coastal areas. VTS efficiency depends on the quality of the operators. Certain conditions of work should be provided if the system service is to be reliable as this facilitates proper and effective task performance. This article analyzes the factors affecting the performance quality of VTS operator’s. The aim of this study is to examine the methods that indicate negative factors affecting the efficiency of the VTS operator. The result of the study is primarily a reliability analysis of VTS, which underlines the importance of a thorough understanding of the factors associated with human reliability. These methods are crucial to determining VTS operator errors, and gaining an understanding of the consciousness of the operator’s actions in the workplace. Future negative factors can potentially be eliminated by answering questions about the guiding forces, actions and reactions of the operator to external stimuli in a specified scenario.

Opis:
Increasing of the navigation safety level, especially in difficult and heavy traffic areas, is the main reason of VTS creation. The Navi-Harbour 5000 is the one of the newest systems created for VTS system management and it fulfils requirements included in IMO Resolution A.857(20). Main system functions of the vessels traffic movement monitoring are characterized in this article. The effectiveness of the VTS operator work should be increased by proper configuration and use these functions in everyday service.

Opis:
This paper examines the factors affecting the performance of VTS operators. A general review of the human factor as a determinant of navigational safety is presented. The elementary nature of the system and its structure are defined, and the ability of a VTS operator to perform planned tasks within a specified timeframe and in a specific manner is analyzed. A reliability assessment scheme is proposed, which is based on the interpretation of factors affecting the VTS operator’s efficiency. The effective performance of VTS operators, along with the specific nature of the maritime environment and reliability of the vessel traffic management support, are key determinants in the process of ensuring the reliability and security of the entire system.

Vessel Traffic Services (VTS) are to improve the safety and efficiency of vessel traffic and to protect the marine environment by interacting with the ship’s traffic in monitored coastal areas. Today, VTS operators are maritime professionals with nautical education from a university or technical college and practical experience on board. This experience and nautical background is a key element of the work as a VTS operator. It is to support understanding the daily work. The current situation in the maritime domain is undergoing substantial changes, such as introducing new technologies, implementing the e-Navigation concept based on sustainable digitalization and ambitions to realize unmanned and autonomous shipping. This paper will present preliminary results of a pilot study conducted in VTS Centres along the coast of North and Baltic Sea and discuss selected options and opportunities for education and training of future VTS operators, which might not have the advantage of practical sea experience anymore.
