Brak stabilizacji spowodowany niepokojami społecznymi i wojnami o niepodległość po upadku komunizmu opóźnił rozwój społeczno-ekonomiczny w Serbii, która doświadczyła stagnacji gospodarczej i zaniku działalności turystycznej w wyniku niepokojów lat 90. XX w. Serbia próbuje obecnie zdobyć pozycję w turystyce międzynarodowej i czyni duże wysiłki by podnieść poziom turystyki w czterech głównych klastrach. Jednym z nich jest Wojwodina, gdzie promowanych jest wiele społecznych działań turystycznych, prowadzących do rozwoju społeczno-gospodarczego lokalnych społeczności. Artykuł traktuje o znaczeniu wolontariatu jako strategii rozwoju turyzmu w Serbii, która wciąż cierpi ekonomicznie i społecznie z powodu szkód wojennych. Prezentuje on stan turystyki w Serbii i ogólnie charakteryzuje sytuację w Wojwodinie. Ponadto, na przykładzie studium przypadku Ochotniczego Centrum Wojwodiny, autorki wskazują, jak działalność wolontariacka może przyczynić się do rozwoju turyzmu.
The Instability caused by civil unrest and the wars for independence led some post-socialist countries in South-eastern Europe to lag behind in socio-economic development. One of the affected countries was Serbia which experienced economic stagnation and a halt in tourist activities as a result of the unrest of the 1990s. Serbia is now trying to gain a position in international tourism and is undertaking serious efforts to improve tourism in four key clusters. One of these is Vojvodina, where numerous volunteer tourism activities have been promoted providing socio-economic development in local communities. This paper discusses the importance of volunteering as a strategy for developing tourism in a Serbia which is still suffering economically and socially from damage caused by war. It presents the state of tourism in Serbia and outlines the situation in Vojvodina. Furthermore, through the case study of the Volunteer Centre of Vojvodina, the paper addresses how volunteering activities can contribute to tourism development.

Opis:
This article discusses the process of national economic transformation, pointing out its positive and negative aspects. It goes on to examine the specifics of non-profit organizations and the essence of volunteer work. What is stressed is that modern day volunteer work is a form of shaping and stimulating a readiness to act while simultaneously being an expression of public action. In pointing out the circumstances of the development of volunteer work, it is looked at as a tool for mollifying and limiting the negative effects of transformation as well as the ancillary phenomena that impede economic, social, and civilizational development. It is for this reason that the concept of volunteer work should involve continuity of action.

W zamieszczonym artykule dokonano krótkiej charakterystyki problematyki pewnego wycinka działalności Ochotniczych Hufców Pracy w dawnych i współczesnych uwarunkowaniach rozwoju społecznego. Rozwój społeczeństwa informacyjnego wprowadza poprzez OHP nowe procedury kształcenia i wychowania młodzieży i dorosłych oraz zaspokojenia płynnego rynku pracy. Utrzymujące się duże bezrobocie, w szczególności wśród młodzieży wymusza obecnie na OHP przedstawione szeroko działania innowacyjno-zapobiegawcze.
The article has been reproduced a brief characterization of the problems of a certain segment of the Voluntary Labour Corps in the past and present determinants of social development. Development of Information Society introduces new procedures by OHP education and upbringing of young people and adults, and meet the labor market liquid. Persistent high unemployment among young people in particular forces out of the VLC presented a broad innovation and preventive measures

This article is about motivation between employees and volunteers in local communities. Relationships between employers and employees are regulated by law. Employee provides his knowledge, skills and experience to employer to achieve planned organization targets and to create profit. According to Slovak law the salary includes not just only basic salary but also bonuses, tax, employee and employer healthcare and social insurance payments. The focus is on personnel policy of organization with an emphasis on achieving organizational goals and the successful allocation on the market. The emphasis is on motivation, which is necessary for personal feedback in organizations irrespective of size of organization. Article discusses the right work habits and shows how to encourage voluntary work. In the state, public organizations and local communities there are people - volunteers who want to work without financial or non-financial rewards. Focus of this article is on a human being, going through many changes and processes in his personal and professional life.

Demokratyczne państwo prawne gwarantuje rozległe obszary różnorodnej aktywności obywateli. Społeczeństwo obywatelskie – które chcemy zbudować – wymaga upowszechniania wśród ludzi wielu wartości, zwłaszcza autotelicznych. Jednym z filarów każdego społeczeństwa obywatelskiego jest wolontariat. Upowszechnianie jego idei stanowi conditio sine qua non skutecznego i efektywnego rozwiązywania palących problemów życia społecznego. Dotyczy to przede wszystkim środowisk lokalnych, gdzie bezinteresowne, dobrowolne i bezpłatne niesienie pomocy coraz częściej staje się pilną i konieczną zarazem potrzebą. Dlatego też praca wolontariuszy jest bodaj najbardziej dobitnym świadectwem człowieczeństwa i jedną z najlepszych dróg w procesie budowania wspólnoty międzyludzkiej. Fundamentem tego szlachetnego daru dzielenia się z innymi ludźmi samym sobą – poprzez niesienie pomocy samotnym, potrzebującym i słabszym, a nieraz także dyskryminowanym i wykluczonym – są podstawy prawne, moralno-etyczne i obyczajowe naszego kraju.
Constitutional democracies guarantee their citizens considerable freedom on a wide range of public activities. For a well functioning civil society -the goal we are striving for- however, the propagation of diverse intrinsic values is essential. A pillar of any civil society is the voluntary service. The promotion of its basic concepts constitutes the absolute condition (condition sine qua non) to tackle pressing public issues efficiently and successfully on the long range. This applies particularly to neighborhoods and communities where of late a honorary, disinterested and voluntary assistance of the socially disadvantaged has become a pressing general issue. It is foremost the voluntary service, that exemplifies practised humanity and constitutes one of the most efficient ways to build up a humane society. The foundations of rendering this noble gift to others - the ability to share part of one’s life with the fellow human being by supporting the abandoned, deserving and infirm as well as members of the fringe groups of society- are the Code of Civil Law as well as the moral, ethical and cultural codes of our country.

Many practically important combinatorial problems can be efficiently reduced to a problem of Boolean satisfiability (SAT). Therefore, the implementation of distributed algorithms for solving SAT problems is of great importance. In this article we describe a technology for organizing desktop grid, which is meant for solving SAT problems. This technology was implemented in the form of a volunteer computing project SAT@home based on a popular BOINC platform.

The paper presents a new, cost effective,volunteer computing based platform. It utilizes volunteers’web browsers as computational nodes. The computational tasks are delegated to the browsers and executed in the background (independently of any user interface scripts) making use of the HTML5 web workers technology. The capabilities of the platform hale been proved by experiments performer in a wide range of numbers of computational nodes (1–400).

Straże pożarne obok walki z żywiołem spełniały w swoich środowiskach wiele ważnych i pożytecznych funkcji poza pożarnictwem. Organizowały amatorskie zespoły teatralne, orkiestry i chóry. W powiecie makowskim pierwsze straże pożarne powstały pod koniec XIX wieku w Makowie (1881 r.) i Różanie (1895 r.). W latach 20. XX wieku w powiecie makowskim daje się zauważyć ożywiony rozwój ochotniczych straży pożarnych. W tym czasie powstało 17 nowych straży. W 1935 roku na terenie powiatu makowskiego było już 37 staży pożarnych, które w dostateczny sposób zapewniały bezpieczeństwo społeczeństwu powiatu.
Fire brigades obviously fought with the dangerous elements and natural disasters but moreover, they also had an important functions apart from firefighting. They organized amateur theatre groups, orchestras and amazing choirs. The first fire brigades in „makowski” district were found at the end of XIX century: in Maków Mazowiecki (1881) and in Różan (1895). In makowski district, in the year 1920 of XX century we noticed a great reviving of volunteer fire brigades. Seventeen new fire brigades were found at that time. In 1935 there had already been 37 fire brigades at that area in order to keep security to the community of makowski district.

Volunteer environments usually consist of a large number of computing nodes, with highly dynamic characteristics, therefore reliable models for a planning of the whole computing are highly desired. An easy to implement approach to modelling and simulation of such environments May employ agent-based universal simulation frameworks, such as RePast or MASON. In the course of the paper the above-mentioned simulation frame Works are adapter to suport simulation of volunteer computing. After giving implementation details, selected results concerning computing time and speedup are given and are compared with the ones obtained from an actual volunteer environment.
