The 2001–02 Argentine crisis had a profound impact on Uruguay’s economy. Uruguay’s gross domestic product shrank by 17.5 percent, and the proportion of people living below the poverty line doubled in only two years. It took almost 10 years for the poverty rate to recover to its precrisis level. This paper uses a macro-micro simulation technique to simulate the impact of a similar crisis on the current Uruguayan economy. The simulation exercise suggests that Uruguay would now be in a better place to weather such a severe crisis. The impact on poverty would be considerably more moderate; inequality would not change significantly; and household incomes would be 8 percent lower than in the absence of a crisis (almost 9 percent lower among households in the bottom 40 percent of the income distribution). The paper also explores the changes in social welfare policy that took place in the last decade that are protecting vulnerable groups from new macroeconomic shocks. We find that, despite the new policies, young individuals, woman-headed households, residents of Montevideo, and people who have not completed secondary education are more vulnerable to falling into poverty were the crisis to strike.

The project will be tested State Uruguay. The country is characterized by political stability, economic attractiveness of tax-free zones for investors, and also has a good infrastructure, communication network, as well as one of the best education systems in their continent. The aim of the study is to verify whether the selected factors affect the volume of consumption (per unit) in Uruguay. Selected factors are investment (per capita), imports (per capita), exports (per capita), government spending (per capita) and the level of consumer prices. Individual data are annual data, and analysis period in the years 1950-2009. Audit of Granger causality indicates that the inclusion of the individual regression equations delayed variables can better explain and predict the evolution of the size of consumption in Uruguay.

This article analyzes the 2014 Uruguayan electoral process, based on the medium and long-term patterns of continuity and change observed in the Uruguayan party system. In the first place, the evolution of the party system in the last 40 years is discussed. This perspective allows to understand the changes and continuities in the distribution of votes among the parties, regarding the 2009 elections. Moreover, it explains which parameters can be associated with the little variations that the October 2014 elections have shown, in comparison to what occurred five years earlier. In the second place, primary party elections are examined in order to analyze the levels of electoral turnout and the difficulties to extrapolate these results to the national election, both between and within parties. Finally, the article explores the institutional factors that determine the characteristics of the legislative supply of the main internal fractions of parties.
Este artículo analiza el proceso electoral uruguayo de 2014 a partir de las pautas de continuidad y cambio – de mediano y largo plazo – que se observan en el sistema de partidos uruguayo. En primer lugar, se discute la evolución del sistema de partidos en los últimos 40 años. Desde esta perspectiva se puede entender dentro de qué márgenes se producen los cambios y continuidades en la distribución de votos entre los partidos respecto a las elecciones de 2009 y a qué parámetros se pueden asociar las variaciones mínimas de la elección de octubre de 2014 respecto a lo que ocurrió cinco años antes. En segundo lugar, se examinan las elecciones internas de los partidos, se analizan los niveles de participación electoral y las dificultades de extrapolación de esos resultados hacia la elección nacional, tanto entre como dentro de los partidos. Por último, se indaga en los factores institucionales que determinan las características de la oferta legislativa de las principales fracciones internas de los partidos.

The Uruguay River basin in South America has held a social, cultural, environmental, and economic relevance for many centuries. The river flows for about 2,000 km, linked to an important remnant of native forest, the Selva Misionera in Argentina, and to a Brazilian conservation unit for biodiversity, the Turvo State Park. The Uruguay River is fed by several other important rivers, forming a basin region in which thousands of people live and work. The history of the Uruguay River is intensively linked to the permeable borders between Brazil, Argentina, and Uruguay where different social groups circulated in diverse historical time periods. Forests along the river played a very important role with emphasis on the extraction and trade of yerba mate (Ilex paraguariensis, Saint-Hilaire), a forest product widely consumed in southern America, and also the timber extraction from native forests, during the nineteenth and twentieth centuries. As a result, a profound socio-environmental transformation took place with the reconstruction of regional landscapes shaped by the Uruguay River basin.

Introduction. Cessation of tobacco use has the potential to provide the greatest immediate benefits for tobacco control. Understanding the social determinants of smoking cessation is an essential requirement for increasing smoking cessation at the population level. The purpose of this study was to analyze the socio-economic dimensions associated with cessation success among adults in Argentina and Uruguay. Materials and methods. Data from the Global Adult Tobacco Survey (GATS), a cross-sectional, population-based, nationally representative survey conducted in Argentina (n=5,383) and Uruguay (n=4,833) was utilized. Univariable and multivariable logistic regression analyses with results being presented as odds ratios (OR) with 95% confidence intervals were applied to study differences among those respondents who sustained smoking abstinence (≥1 year) and those who continued smoking. Results. The GATS study revealed that social gradients in tobacco quitting exist in Argentina and Uruguay. Being aged 25–34, particularly men in Uruguay, women in Argentina, low educated men in Argentina and having a lower asset index were associated with reduced odds for quitting. Conclusion. Factors that are driving differences in smoking cessation between diverse social groups in Latin America countries need to be considered when implementing relevant interventions to ensure tobacco control strategies work effectively for all population segments.

The aim of the paper is to present the sequences of development of relations between developing countries and the institutions like GATT and WTO. First, I attempted to answer the question on what are the causes lying behind the weak activities of developing countries within the GATT and their rising participation in the final stage of the GATT’s operation. Second, I focused on the role and signifi‑ cance of developing countries within the WTO multilateral talks called the Doha Development Round. Undoubtedly the guarantee of their growing significance in the ongoing WTO multilateral negotiations is a condition for reaching the final agreement. Nevertheless it is more difficult to get approval to new stage of trade liberalisation from developing countries due to creation of numerous coalitions and groups of interests consisting of developing countries that allow them to bet‑ ter and more efficiently defend their interests. Their impact on is much stronger comparing to the GATT period and their active participation in international trading system enable them to meet their objectives and fulfil their interests.

La redemocratización uruguaya implicó una disputa sobre los contenidos de la democracia y sobre lo que fue legítimo mostrar y criticar en ese nuevo contexto. Este artículo analiza la censura de una exposición del artista Óscar Larroca en 1986 y el procesamiento de Esteban de Armas, el vocalista de la banda Clandestinos en 1988 como dos mojones clave en el proceso de discusión y definición de esos límites, intentando comprender la forma en que se relacionan en este momento histórico política y cultura. La investigación utiliza fuentes primarias (matutinos, semanarios y revistas) y aplica un análisis de contenido cualitativo simple. En las reflexiones finales se señala cómo durante esta etapa la movida juvenil fue construida como un otro que sirvió discursiva y políticamente para confirmar la existencia de peligros y amenazas de la nueva democracia recién conquistada.
The Uruguayan re-democratization process entailed a dispute over the contents of democracy and what was legitimate to show and criticize in this new context. This article analyzes the censorship in 1986 of an exhibition by artist Óscar Larroca, and the prosecution in 1988 of Esteban de Armas, singer of the band Clandestinos, as two key milestones in the process of discussing and defining those boundaries, trying to understand how politics and culture interact in this historical moment. The research utilizes primary sources (newspapers, weeklies and magazines) and applies a simple qualitative content analysis. The final conclusions reflect on how during this stage the youth movement was built as an Other that served as a discoursive and political means to confirm the existence of dangers and threats faced by the newly conquered democracy.

Partially preserved temnospondyl mandibles from the Late Permian–Early Triassic Buena Vista Formation of Uruguay are referred to the basal stereospondyl taxon Mastodonsauridae. These represent the earliest known members of this group for South America. In most cases, this assignment was based on the characteristic morphology of the postglenoid (= postarticular) area of the lower jaw together with the presence of a hamate process. Comparisons with basal mastodonsaurids indicate that the Uruguayan specimens are phenetically similar to Gondwanan and Laurasian Early Triassic taxa, such as Watsonisuchus, Wetlugasarus, and Parotosuchus. Nevertherless, they display some characters which have not previously been described in Mesozoic temnospondyls. The Permo−Triassic Uruguayan mastodonsaurids support a Gondwanan origin for the group, an event which probably occurred sometime during the latest Permian.

The environmental characterization of the Lower Permian mesosaur−bearing strata of the Mangrullo Formation (Paraná Basin, northeastern Uruguay) has been controversial. Historically, marine conditions were suggested for this unit, despite the absence of any normal marine fossils. More recently, some authors have argued for freshwater to brackish settings, inferring fluctuating environmental conditions, which would have generated abrupt changes in the composition of the communities. Mesosaurs are the only tetrapods found in this unit, and they colonized the basin at the time of highest isolation, and apparently increased salinity, coincident with a gradual global rise in aridity. An assemblage of extremely low diversity (the “mesosaur community”) developed, with mesosaur reptiles, pygocephalomorph crustaceans, and the vermiform producers of the trace fossil Chondrites as the dominant components. This community may have existed under temporary hypersaline, lagoon−like conditions, as suggested by ecological, anatomical and physiological attributes of its member taxa. This interpretation is supported by sedimentological and mineralogical features of the enclosing rocks, also seen in the correlative Brazilian Iratí and South African Whitehill formations. In the Uruguayan deposits, as well as in their Brazilian correlatives, relatively close volcanic events affected the basin. This particular environment, where bottom waters were depleted of oxygen and hypersaline, retarded decay of the carcasses, and precluded the development of bioturbating organism, and together with bacterial sealing, favoured exquisite preservation of the fossils, including soft tissues. This leads us to consider the fossil−bearing strata of the Mangrullo Formation as a Konservat−Lagerstätte, the oldest known for South America.
