Opis:
Main requirements for rolling stock design and organization of the operating system are determined by membership in a certain transportation category for which such a transportation facility is designated. Thus, a specific feature of rolling stock operation is considered to the maximum extent, and functional correspondence with stated tasks is ensured. The significant disadvantage of the existing structure of rolling stock traffic is the necessity of time-space agreements of passenger traffic due to the necessity of shifting different transport types with the minimum time consumption. The solution to such an issue can be found in the development and use of a universal (multifunctional) integrated transport system. The list of issues arising during the creation of a multifunctional transport system can be funnelled into two groups: social and economic and organizational and technical. The first group is social and economic and shall conceptually solve issues of the multifunctional system feasibility for certain urban settlement conditions (conglomerate of urban settlements). The second group consists of organizational and technical issues. This study proposes to eliminate certain material issues in the sphere of suburban and urban traffic by the infrastructure improvement with the significant traffic increase and fluctuations.

Artykuł poświęcono problemowi cyberbezpieczeństwa w transporcie miejskim. Omówione zostały zagrożenia, jakie związane są z udostępnianiem i przesyłaniem informacji w sieci internetowej na temat elementów systemu transportowego. W artykule przedstawiono elementy miejskiego systemu transportowego najbardziej narażone na ataki cybernetyczne oraz podjęto się próby przedstawienia sposobów przeciwdziałania im. Analizę zagrożeń cybernetycznych w artykule przeprowadzono dla: systemów informacji pasażerskiej, planerów podróży, systemów nawigacji drogowej, systemów sterowania ruchem drogowym, automatycznych systemów zliczania pasażerów oraz systemów opłat parkingowych i sprzedaży biletów. W artykule opisane zostały skutki udanych ataków oraz przykłady tego typu działań, które miały już miejsce na terenie Polski. Artykuł zakończono podsumowaniem i wnioskami będącymi wstępem do dalszych prac nad opracowaniem standardów mających na celu przeciwdziałanie zagrożeniom cybernetycznym w transporcie miejskim.
The article is focused on the problem of cyber security in urban transportation. The paper discusses the threats that are associated with the sharing and transmission of information on the Internet about elements of the transportation system. The paper presents the components of the urban transport system most exposed to cyber-attacks and attempts to present measures to prevent them. The analysis of cyber threats in the article was carried out for: passenger information systems, trip planners, road navigation systems, traffic control systems, automatic passenger counting systems and parking fee and ticketing systems. The article describes the consequences of successful attacks and examples of such activities that have already taken place in Poland. The article concludes with a summary and conclusions that are an introduction to further work on developing standards to counter cyber threats in urban transportation.

Considering that the demand of tourism destination is variable on the scale of urban agglomeration, the selection process of travel destination is divided into two stages. The traditional transportation combination model based on the multinomial Logit cannot reflect this characteristic. And it is the lack of consideration of the influence of travel distribution and the dynamic transfer of passenger flow between various transport routes. Therefore, this thesis established a combination model of travel demand distribution and transportation assignment with two-stage terminal selection characteristics based on the nested Logit. Based on the analysis of tourists' trip process on the scale of urban agglomeration, a tourist flow transport network with travel destination nest structure is constructed. The generalized cost impedance function of transportation route is constructed based on the direct cost of transportation mode and the indirect cost of travel time. Based on the characteristics of two-stage destination selection of tourists, the form of travel distribution function of tourist flow is given. Through the first-order optimization conditions, it proved that the volume of travel distribution and tourism passenger transport assignment can meet the two-stage equilibrium conditions in the equilibrium state. Based on the idea of MSA algorithm, it designed the solution algorithm of the model and verified the feasibility of the model and algorithm in a simplified example. The calculation results show that the two-stage equilibrium assignment model proposed in this paper can obtain the volume of travel distribution and transportation assignment at the same time, meanwhile compared with the multinomial logit model, the nested Logit structure fully considers the attraction measure of the city destination and the scenic spot destination, which is more in line with the choice behavior of the tourists when choosing the transportation route. Thus, it provides a new comparable method for the optimal allocation of tourism passenger flow transport network resources on the scale of urban agglomeration, and can provide data support for the transportation organization plans of government decision-making departments and tourism transport enterprises.

Environmental protection, as rational shaping of the environment, management of environmental resources following the principle of sustainable development, and counteracting pollution, is integrally related to the urban area. Therefore, most activities and initiatives are aimed at environmental protection in the cities, which are the living environment for half of the world’s population. Therefore, the necessary action is to reduce the impact of urban transport on the environment. In particular, increased road traffic in urban areas is a constant increase in pollutants introduced into the environment in the form of solid, liquid and gaseous substances, harmful to people, the environment and spatial structures. One such negative impact of transport is the emission of CO2 into the atmosphere. In the process of limiting it, actions are taken to shape urban transport systems and the mobility of city residents. In order to identify individual processes that are components of these activities, literature research was carried out, the results of which are presented in the article.

The growth of peri-urban areas is increasingly recognised as one of the dominant land use planning problems, with significance in the area of transport planning. This has necessitated the studying of travel behaviour in peri-urban areas in cities around the world. This study particularly examined the travel behaviour of households in the peri-urban areas of Ibadan, Oyo State, Nigeria. It used both primary and secondary data. The primary data were obtained through a field survey from the administration of questionnaires on household heads in the study area using a multi-stage sampling technique. Findings revealed that 21.5% of the variability in the travel behaviour among the respondents could be attributed to socioeconomic characteristics such as age, household size, and length of stay, the number of cars owned and monthly income of households. It is recommended that the socioeconomic characteristics of residents in peri-urban areas should be considered when making transport policies in the State.

W artykule przedstawione zostały badania, które pozwoliły na stworzenie rankingu dostępności komunikacyjnej małych miast Górnośląsko-Zagłębiowskiej Metropolii oraz Holandii Północnej na podstawie wybranych gmin przy użyciu metod taksonomicznych. Zweryfikowane zostały hipotezy stanowiące, że udział samochodów jest wyższy w gminach o niższym poziomie dostępności komunikacyjnej a poziom ten jest wyższy wśród gmin o większej gęstości zaludnienia i zwartości zabudowy. Na podstawie wyników analizy porównawczej wybranych małych miast Polski i Holandii można dostrzec wyraźną różnicę widoczną przede wszystkim w liczbie samochodów w miastach, czasie podróży i częstotliwości kursów transportu zbiorowego. Wyniki badania mogą stanowić poziom odniesienia dla prowadzenia regionalnej polityki transportowej.
The paper presents a research that allowed to create a ranking of the transportation accessibility of small towns in the Upper Silesian and Zagłębie Metropolis and in the Northern Holland on the basis of selected communes using taxonomic methods. Hypotheses stating that the share of cars is higher in communes with lower level of transportation accessibility and this level is higher among communes with higher population density and compactness of development were verified. On the basis of the results of the comparative analysis of selected small towns in Poland and the Netherlands, a clear difference can be seen especially in the number of cars in the towns, the travel time and the frequency of public transportation. The results of the study may serve as a benchmark for regional transportation policy.

W artykule dokonano analizy dostępności pieszej powiązanej ze sposobem zagospodarowania przestrzennego obszaru osiedla Żabiniec w Krakowie. W pierwszej części artykułu dokonano analizy stanu istniejącego, i przedstawiono wytyczne i standardy dotyczące kształtowania dostępności pieszej do przystanków komunikacji miejskiej. W szczególności skupiono się na stworzeniu za pomocą analizy GIS mapy dostępności pieszej obszaru, wykorzystując do tego ogólnodostępne dane oraz wolne oprogramowanie. W drugiej części przedstawiono koncepcję poprawy dostępności transportowej i pieszej osiedla oraz zmiany zagospodarowania przestrzennego i intensyfikacji zabudowy obszaru o bardzo dobrej dostępności transportowej, wpływając równocześnie na zwiększenie potencjału pasażerskiego przystanków transportu zbiorowego.
This article presents an analysis of pedestrian accessibility related to the spatial development of the Żabiniec district in Kraków. The first part of the article analyses the existing situation and presents guidelines and standards for shaping pedestrian accessibility to public transport stops. In particular, a GIS analysis was used to create a pedestrian accessibility map of the area, using publicly available data and free software. In the second part a concept for improving the transportation and pedestrian accessibility of the area is presented, as well as for changes in land use and intensification of development in an area with very good transportation accessibility. This concept may increase the passenger potential of public transportation stops.

The aim of the article is to indicate the best practices used to limit individual transport in selected European cities. Due to the dynamically progressing urbanization processes and the related development of cities, the demand for transport services is increasing. Individual transport has become a significant problem, which contributes to an increase in road traffic in urban transport networks, causing congestion, increasing air pollution, noise emissions, and road accidents, and affects the health and quality of life of residents by limiting their mobility and transport accessibility. Increasingly local authorities are deciding to implement traffic restrictions in cities, thus contributing to reducing the negative effects of transport. The methods of source analysis, descriptive analysis and the method of deduction were used to carry out the analysis in this paper. The results reveal that the constant search for new solutions to tackle transport problems is a challenge for city managers in the era of rapidly advancing urbanization processes. The implemented transport policies and the pace of implementing changes seem to be key aspects discouraging citizens from using individual road vehicles in cities

Sustainable Development Goals require holistic actions, including activity at the intersection of urban planning and environmental engineering. Turning our cities towards transit oriented development might help in reducing pollutant emissions caused by individual transportation modes that rely on crude oil. This research presents how the use of geospatial network analysis can support local decision makers in the evaluation of potential public transport accessibility by citizens in the case of a Central European city – Wrocław (Poland). The obtained results indicate differentiation in access to railway stations and stops, which results from pedestrian path networks and the number of entrances to railway stations. The visualization of serve area shows which parts of the city are excluded from comfortable access to public transport and in that way high light where future actions should be taken.

The main goal of this paper is to understand the interconnections between cultural and functional aspects of car exploitation. It is argued that these two aspects should be considered as different sides of the same automobility phenomenon, which has a great impact on the transportation preferences of citizens. In order to explain how the interconnections would influence each other and shape the preferences, the analysis results are considered within the framework of a biographical approach, with particular attention to the adulthood transition. The paper provides evidence that the mobility orientation of many local inhabitants changes as a result of obtaining a job. At this biographical stage, the growing importance of the dominating strategy of “being a driver” could be observed, mainly due to different socially constructed requirements, e.g. the demonstration of buyer power, flexibility and multi-functional existence. Finally, it is also emphasized that the interconnections strengthening the role of private cars should not be considered in terms of what does not change, since they trigger opposition discourses which criticise automobility domination.

This study is aimed at improving the methods of carriage of passengers by urban transport to improve its reliability and efficiency. It can be achieved by forming back-up bus routes within the existing regular route network for servicing mass passenger-flows. This study theoretically substantiates the impact of back-up bus routes inthe current regular route network on the reliability and efficiency of the transport process. Mathematical models of reservation of regular route network and the assessment of the reliability of passenger transport using different reservation schemes are suggested. Methodological recommendations on the formation of passenger traffic on back-up bus routes and cost reduction on its maintenance, by managing the route speed depending on the loading of the city road network, have been developed. Technical and economic evaluation was conducted to the developed methodological toolkit.

This article presents the results of the analysis of waste collection in selected rural and urban municipalities in the Silesian Voivodship in Poland in the years 2014-2018. A new approach has been presented for the evaluation of the economic efficiency of the waste management system including all costs and revenues both for the local administration and the waste collection company in a circular economy context. The results include the impact of significant factors affecting the total cost of collection, which include transportation costs, personal costs, as well as administrative costs, including fees for using the environment and the fee for waste management at the landfill. The mass from the separate collection increased for three municipalities from 2014, showing a positive impact of the new regulations considering secondary raw materials for recycling. In the five years of the study, the variable purchase prices of recyclable materials adversely affected the economic efficiency of the collection, which increased fees charged by municipalities to residents. The increase in costs was significant for the five years included in the study for a landfill fee increase of 40%, for an environmental fee increase of 15% and an increase of waste collection costs above 20%. The main contribution of revenues is the waste collection fee from residents. As a consequence, the municipalities must increase waste collection fees. Due to a much larger number of waste categories and unstable purchase prices of secondary raw materials, waste-collecting companies should pay attention towards reducing transport costs and using human resources more efficiently.

The circumstances of passengers’ decisions and behaviours concerning non-commute urban travels in Eastern Europe is not well-studied; most of the studies on this topic was done on Western societies. This paper presents the results of a study on Cracow, Poland. This study is based on a survey in two neighbourhoods of different urban forms in Cracow, one with central structure with compact land use and the other a representative of socialist urban form with big residential blocks and no central local places. The survey was carried out from January to February 2019 with 426 inhabitants. The results of the Ordinary Least Square models reveal that age, daily activity, the place of shopping, frequency of shopping in the vicinity of homes, and frequency shopping activities outside in farther places are significantly correlated with the frequency of non-work trips in Cracow. The sprawled decentral district produces a high correlation between shopping trips outside the district and the overall nonwork trip frequency, referring to the failure of the socialist urban form to keep non-work trips inside the districts by the presence of local facilities like shops and retail. It is discussed in this paper that such correlations may be very much context-specific, as there are some differences between the findings of this paper and those of international findings in high-income and developing countries.

Urban areas and metros are growing at a much higher rate than the rural areas. Urban areas play a significant role in the development of the nation by contributing 60% of the national income with only 27.78% of the population. Urban Transport is the most crucial (infrastructure) element in shaping urban development and living. The supply of transport is heterogeneous with a number of interacting and competing modes while the demand for it is derived from the overall pattern of urban activity. Urban Transport has a significant impact on the environment, land use, and land development patterns. In India, multiple institutions are responsible for urban transport and it is governed by multiple policies/ Acts/ legislations. While bus is the major mode of urban transport, local/suburban trains (Railway), Taxies/Autos and personalized transport makeup the rest. Lack of proper public transport has resulted in the increase of personal vehicles, causing problems of congestion, pollution and loss of productive time on travel delays. Study of urban transport systems across the world has revealed that well coordinated institutions with dedicated funding sources and proper planning ensure well functioning urban public transport systems, keeping the cities liveable and productive. Urban transport has to be a public good and be funded through public resources. Indian context have revealed a good beginning made in this direction but absence of institutional arrangements for planning at local level, lack of coordination among various institutions and departments, lack of dedicated funding, lack of inter modal coordination, lack of patronage for new rail based systems are also glaring.

W artykule zaprezentowano problem wprowadzania zmian w transporcie miejskim mających na celu poprawę ogólnych warunków funkcjonowania miasta, a szczególnie warunków funkcjonowania transportu miejskiego. Miasto to obszar w którym zachodzą procesy społeczne generujące szereg problemów wynikających w znacznej części z ograniczonego dostępu do logi-stycznej infrastruktury miejskiej, a zwłaszcza infrastruktury transportowej. Z uwagi na sprzeczność interesów podmiotów tworzących to miasto oraz ograniczone możliwości przestrzenne i ekonomiczne ich rozwiązania, należy podjąć działania, które ułatwią to zadanie. Współczesna nauka oraz technika dostarczają szeregu rozwiązań, które po-zwalają na pozyskiwanie informacji niezbędnych dla sprawnego kierowania trans-portem w miastach oraz rozwiązań technicznych i technologicznych, które ułatwią realizację procesów transportowych na ich terenie.
The article presents the problem of introducing changes in urban logistics as a tool to improve general conditions of city functioning, especially regarding the conditions of the functioning of the urban means of transport The city is an area where there are social processes that generate a number of problems arising in large part from the limited access to then urban logistic infra-structure, especially logistics infrastructure. Because of the conflicting interests of entities creating the city and the limited spatial and economical possibilities, proper actions must be taken to facilitate this task. Modern science and technology provides a number of solutions that make it possible to obtain information necessary for the proper management of urban logistics as well as technical and technological solutions that simplify accomplishment of the transportation processes in a given area.
