The use of unmanned aircraft systems by the armed forces is currently an area of interest to many foreign and domestic experts, mainly due to the characteristics and properties of these systems. Amorphous battlefields, as well as dynamism, where efforts force the need for combat measures which are capable of carrying out the highest risk missions, are limiting the risk of losing personnel in manned aircraft. Due to the fact that the Armed Forces of the Republic of Poland are involved in several operations outside the country, and the fact that a modern and strong army must also consist of modern armed forces, there seems to be a desire to acquire the latest technological achievements – unmanned aircraft systems. This publication discusses the possibility of the Armed Forces of the Republic of Poland. using unmanned aircraft systems.

In this publication has been presented selected aspects of the wide spectrum of Unmanned Aircraft Systems (UAS)/UAV1 adaptation within the military structures. With regard to many years of experience of the author within the national and NATO Integrated Air Defence Command and Control System, the objective paper is also related to the Airspace Management (ASM) in the light of present and future use of UAS in this environment. Wider and wider application of UAS in many areas of human life as well as in military and civilian services is forcing to take the definite steps in connection with elaboration of “New Concept of Polish Airspace Management in Context of UAS Development”, what is currently under consideration of the author. The respective publication is simultaneously the specific trial for inspiration of the civilian society to take an initiative heading for implementation of UAS out of military service.
W przedmiotowym opracowaniu przedstawiono wybrane aspekty szerokiego spektrum zastosowania Bezzałogowych Statków Powietrznych (BSP) w strukturach militarnych. Ze względu na wieloletnie doświadczenie autora w służbie w Systemie Dowodzenia Obroną Powietrzną RP i NATO, artykuł ten dotyczy także zagadnień związanych z zarządzaniem przestrzenią powietrzną, uwzględniając aktualne i przewidywane wykorzystanie BSP w tym środowisku. Coraz szersze zastosowanie BSP w wielu dziedzinach życia, zarówno w wojsku jak i w środowisku cywilnym wymusza podjęcie określonych działań związanych z opracowaniem „Nowej Koncepcji Wykorzystania Przestrzeni Powietrznej RP w Kontekście Użycia BSP”, czym autor aktualnie się zajmuje. Jednocześnie opracowanie to jest swoistą próbą inspiracji środowiska cywilnego do podjęcia inicjatyw zmierzających do zastosowania BSP w poza militarnych dziedzinach życia społecznego.

The following paper presents selected aspects of the employment of unmanned aircraft systems (UAS) during land force operations, it focuses on its capabilities and constrains. In contemporary operations land forces, mainly UAS of I and II class category, are used in ISR missions, most frequently for the tactical support (armed roles) of land forces. These activities are treated as an additional element of the improvement of situational awareness, they also strengthen fire support. The presented article is based on allied and coalition doctrinal papers associated with unmanned aircraft systems.

Aviation systems are an essential component of every nation’s critical infrastructure.Considering millions of passengers flying per year and busy airports, the safe and secure flightand traffic operation is of primary importance to the proper functioning of the society. This article discusses the employment of unmanned aircraft systems in crisis management in Poland after 2007. The conceptual framework and organization of crisis management in Poland is presented as an introduction to further discussion. This article then analyses capabilities of various categories of unmanned aircraft systems taking into account specific requirements of crisis management. This article also points at preliminary lessons learned from employment of unmanned aircraft systems for crisis management in Poland in recent years. Due attention is paid to missions and the organization of employment of unmanned aircraft systems in crisis management operations. Perspectives of employing unmanned aircraft systems in crisis management are presented in the final part of the article.

The 2019 attacks on the oil processing facilities in Saudi Arabia and the effectiveness of combating Armenian long-range anti-aircraft systems have highlighted the nature and scale of the challenges for air defense posed by unmanned aircraft systems. The aim of this article is to summarize the lessons learned from the use of unmanned systems in recent conflicts, to assess the development of trends in such systems, and to discuss the implications of those developments for air defense. This article discusses the impact of the development of unmanned aircraft systems on air defense concepts, their organization, and the effectiveness of this defense for the defended assets. It also tries to highlight how unmanned aircraft systems may reduce the survivability of air defense systems. This research is based on publicly available documents related to air defense and unmanned aircraft systems as well as selected analytical studies on the implications of the development and use of unmanned aircraft systems for air defense. As such, this research identifies the possible challenges related to ensuring effective air defense against attacks by unmanned aircraft systems, resulting from the costs of defense despite the availability of technological solutions. It also raises the issue of survivability of air defense systems if attacked by unmanned aircraft systems.

This paper describes results of tests dedicated to studying – in simulated environmental conditions – operation of a battery pack designed for powering unmanned aircraft systems. In particular, the tests concerned determining the electrical parameters of battery packs, with and without radiators, during their operation in changing environmental conditions and resistance to large temperature fluctuations. Amicell, a high density lithium polymer battery manufactured by the Israeli Amit Industries ltd., was elected for testing. The test results present characteristics of the batteries tested in different temperatures and allow for designing and trying out proper battery protections against environmental conditions, with the intention to attain continuous and correct operation. The tests have been carried out in the accredited Environmental Test Laboratory which is part of the Department of Avionics of the Institute of Aviation in Poland.
W artykule opisano wyniki badań oraz przedstawiono opis przeprowadzonych testów w celu sprawdzenia, w symulowanych warunkach środowiskowych, działania pakietu akumulatora, przeznaczonego do zasilania bezzałogowego systemu latającego. W szczególności dotyczy to określenia, kiedy akumulator ulega przegrzaniu lub przechłodzeniu i w jakim stopniu jest odporny na duże wahania temperatury. Do przeprowadzenia testów został wybrany akumulator litowo-polimerowy o wysokiej gęstości energii – Amicell, wyprodukowny przez Amit Industries Ltd. Wyniki testów przedstawiają charakterystyki akumulatorów testowanych w różnych temperaturach. Przeprowadzone próby umożliwią opracowanie i przetestowanie odpowiednich zabezpieczeń akumulatora przed warunkami środowiskowymi, pozwalając na jego ciągłe i poprawne działanie. Testy zostały przeprowadzone w akredytowanym Laboratorium Badań Środowiskowych, który jest częścią Zakładu Awioniki Instytutu Lotnictwa. Wszystkie wykonane testy bazowały na zatwierdzonych metodach badawczych oraz bieżącym nadzorze merytorycznym świadczonym przez pracowników Laboratorium Badań Środowiskowych.

In the paper the implementation process of commercial flight and navigational controller in own aircraft is shown. The process of autopilot integration were performed for the fixed-wing type of unmanned aerial vehicle designed in high-wing and pull configuration of the drive. The above equipment were integrated and proper software control algorithms were chosen. The correctness of chosen hardware and software solution were verified in ground tests and experimental flights. The PID controllers for longitude and latitude controller channels were selected. The proper deflections of control surfaces and stabilization of roll, pitch and yaw angles were tested. In the next stage operation of telecommunication link and flight stabilization were verified. In the last part of investigations the preliminary control gains and configuration parameters for roll angle control loop were chosen. This enable better behavior of UAV during turns. Also it affected other modes of flight such as loiter (circle around designated point) and auto mode where the plane executed a pre-programmed mission.

Ostatnie lata wskazują na dynamiczny rozwój coraz to lepszych technologii bezzałogowych statków powietrznych RPAS/UAV (ang. Remotely Piloted Aircraft Systems/Unmanned Aviation Vehicle), potocznie nazywanych „dronami”, których terminologia wywodzi się z regulacji Organizacji Międzynarodowego Lotnictwa Cywilnego (ICAO). Zainteresowanie ich eksploatacją wzrasta nie tylko do celów militarnych, ale też cywilnych, w tym komercyjnych. Celem artykułu jest analiza kierunku rozwoju bezzałogowych statków powietrznych i zaprezentowanie aktualnych możliwości wykorzystania nowych technologii w transporcie lotniczym. Analizując omawiane trendy, autorzy skorzystali m.in. z materiałów udostępnionych na oficjalnych stronach instytucji nadzorujących transport lotniczy, jak również światowych organizacji nawiązujących do tematyki objętej obszarem rozważań zawartych w niniejszym artykule. Trendy światowe idą w kierunku rozwoju nowych technologii, co daje lepsze możliwości techniczne. Problematyczny staje się jednak stan regulacji prawnych, jak również niski poziom świadomości potencjalnych użytkowników. W opinii ekspertów jest jeszcze wiele do zrobienia zanim UAV zostaną wprowadzone do użytku publicznego na szeroką skale. Wiąże się to z wieloma czynnikami. Jednym z nich jest edukacja w nowej dziedzinie lotnictwa cywilnego, z czym wiąże się przygotowanie odpowiednich kadr zarządzających tymi systemami.
Recent advances in Remotely Piloted Aircraft Systems/Unmanned Aviation Vehicle technologies are on the rise. They are popularly called ‘drones’ and their terminology derives from ICAO regulations. The interest in drone exploitation involves not only military but also civilian and commercial areas. The aim of this article is to give an insight into the development direction of remotely piloted aircraft and present current possibilities of using new technologies in air transport. The authors of the article used the subject of research literature analysis method including the sources available on the official websites of the air transport inspecting authorities, as well as world organizations relating to the subject matter analysed in this article. Recent advances in new technologies are on the rise, which offers potential. The condition of law regulations as well as low awareness of the potential users is, however, problematic. According to experts, there is still much to be done before UAV are mass-produced. It is connected with numerous factors. One of them is education in the new branch of civil aviation, which involves senior personnel training.

Remotely Piloted Aircraft Systems (RPAS) are widely used in the civil sphere. They offer capabilities predisposed them to be employed by state services in ensuring security and public order, as well as in commercial activities. It should be assumed that the number of RPAS users will grow in geometric progression. It also applies to the European Union, where the market of RPAS is considered to be one of the most prospective in the development of small and medium-sized enterprises. This situation generates specific problems that should be solved in order to develop the RPAS’ market without limitations as a part of the European aviation system. The final state should be full integration of RPAS into the European aviation system, to conduct flight operations in non-segregated airspace without additional administrative constraints. Some efforts have been made to achieve this ambitious goal in the European Union. The paper summarises the current status of the legal framework and projects connected with the integration of RPAS into the European airspace. It is mainly based on qualitative analysis of source materials. The purpose of the paper is to identify key problem areas, the solution of which will contribute to the integration of RPAS into the European civil aviation system. An analysis of normative documents functioning in the European Union (EU) relating to RPAS has been carried out. In particular, the European Commission (EC) documents and regulations related to RPAS proposed by the European Aviation Safety Agency (EASA) have been taken into account. Three crucial areas have been identified as challenges for the integration of RPAS into the European civil aviation system. Firstly, general concepts of integration of Remotely Piloted Aircraft into the European airspace including the development of the U-space concept. Secondly, the field of legal regulations, without which the functioning of RPAS as a part of the European aviation system is impossible. In this context, it is justified to continue the implementation of the Roadmap for the integration of civil Remotely-Piloted Aircraft Systems into the European Aviation System proposed by the EC in 2013. Also relevant are the EASA proposals for categorising RPAS and conducting flight operations based on the risk approach which is a new solution. The discussion may be triggered due to by-pass of all regulatory competencies to EASA, without taking into account the specificity of the national systems. Thirdly, the societal field. Full integration of RPAS into the European civil aviation system requires social acceptance for air operations involving RPAS. Despite the undeniable social benefits of RPAS utilisation, in particular in ensuring security and public order, it will be necessary to address issues related to the perception of RPAS by the public, including privacy and data protection, law enforcement associated with the application of RPAS, third-party liability and insurance requirements of RPAS.
