Opis:
Issues of the administrative division in the broader context of political and administrative reforms connected with democratization and decentralization are considered. Some historical aspects of the administrative division modeling in Ukrainian borderlands are analyzed. Goals, mechanisms and the course of the current reform of administrative division at the local level in the Volyn and Lviv provinces are presented. The specifics of wealthy communities – new administrative units at the local level are outlined. Features of budget decentralization based on the example of comparing the structure of local government revenue are characterized. The problems and threats faced by the organizers at the present stage of reform are revealed, and some solutions to problematic situations in implementation of the new administrative division are proposed.

Opis:
The interest of Polish scholars in literary works written in Ruthenian or in Polish language in the borderlands of the Commonwealth varied in different periods. By the end of the 19th and the beginning of the 1930s, Poland was rather focused on the construction of her new national state and the accentuation of her civilizational mission towards Eastern Slavic literature. After World War II, the new borders of the Polish state under Communist rule directed the attention of Polish scholars and cultural dealers toward a new national conception, whose goal was to eradicate the memory of the Commonwealth and to canalize the intellectual efforts towards “truly” Polish heritage, anti-German antagonism and politically correct ideologies. However, some groundbreaking works were written in the 1960s. Radical changes appeared after 1989. Publications multiplied exponentially in the 1990s and 2000s. Post-colonial studies emerged. In Polish scholarship and culture, two main trends may be indicated: on the one hand, the need to analyze the cultural, linguistic and literary specificities of the borderlands of Ukraine and Belarus in the Lithuanian Grand principality and in the Crown territories; on the other, the need to consider in a systemic approach all the components (Ruthenian, Polish, Lithuanian, Jewish, German) of society and culture of the Rzeczpospolita. The article focuses on the most interesting trends and publications of the periods indicated above.

This article presents and verifies material embedded in the awareness of users of Polish spoken in the southern part of Eastern Borderlands of the country across generations. The close relation between Polish and Ukrainian languages is conducive to the emergence of numerous interferences. Inclusion of Ukrainian features into the Polish system took place in the course of many centuries of contacts with speakers of the Ukrainian language. Ukrainian subdialects have left their mark on the Polish language in the southern part of Eastern Borderlands also in formations which deviate from the literary language. In the Polish language under scrutiny – the language spoken on the Polish-Ukrainian borderland, some formations follow Ukrainiansubdialects and the entire Eastern Slavic area. A majority of adverbs have a structure compliant with the general Polish language. However, there are also different formations, typical of borderland subdialects.

The break-up between Russia and Ukraine was rather painful for both sides Though it was not unavoidable, it was prepared by the developments in both countries since the disintegration of the Soviet Union and to a certain extent resulted from the very model of state-building adopted by Ukrainian political elite and based on the opposition of Ukraine to Russia seen as the way to the emancipation from the burden of the imperial/Soviet past. It involved, in particular, a radical revision of Ukrainian territory’s symbolic perception, provoked, on its turn, by the Russian-Ukrainian “battles of memory” initiated well before the crisis of 2014. Recent events deeply transformed public opinion in Ukraine and identity of Ukrainians. The author describes some consequences of the break up between two countries for ordinary citizens, especially living in border regions. He briefly considers the adaptation of economy and population to the new conditions of neighbourhood.

Opis:
The forgotten work and life of Paulin Święcicki (1841–1876), a writer from Kiev region and active in Galicia, represents a rare, authentic example of Polish‑Ukrainian cultural border. His debut work entitled 'Przed laty. Powieść ukraińska' (1865), despite being an artistic failure, is an interesting link between the heritage of the Romantic 'Ukrainian School' and the historical vision of Polish Borderlands in With fire and sword by Henryk Sienkiewicz. The creation of the 17th‑century reality of Ukrainian grasslands (noble, rural and Cossack existence), battle scenes (fights against the Tatars), romantic‑melodramatic plot – these are all adapted to a unique Ukrainian (not Polish‑centred) perspective. Święcicki’s ‘ukrainism’ is a portrait of Cossack heroism, a picture of enslaving the Ukrainian nation, and a picturesque description of local stories. The eclectic character of the work, which is nostalgically contemplative and in romantic style, as well as journalistically engaged, has an impact on its incoherence, but also makes it original against the background of the Sarmatian‑borderland fiction of those days.

This text provides the source edition of three accounts recorded in 2013 concerning the crimes of Ukrainian nationalists committed during World War II against Poles in Volhynia and Eastern Galicia, referred to as the Volhynia Massacre. Feliks Trusiewicz, Tadeusz Szewczyk, and Maria Maleńczak were eyewitnesses of the genocide, lost people close to them, and had their lives threatened by their neighbours and sometimes even members of their own mixed Polish-Ukrainian families. They recount their dramatic memories of those events as well as their interpretations of the causes of the Polish-Ukrainian conflict. They also highlight the uniqueness of the phenomena, which took on a different path in Volhynia itself and in Eastern Galicia as a whole.
Tekst stanowi edycję źródłową trzech relacji zarejestrowanych w 2013 r., dotyczących zbrodni ukraińskich nacjonalistów dokonanych w latach II wojny światowej na Polakach na Wołyniu i w Galicji Wschodniej, określanych mianem zbrodni wołyńskiej. Feliks Trusiewicz, Tadeusz Szewczyk i Maria Maleńczak, którzy na własne oczy widzieli ofiary ludobójstwa, utracili w ten sposób bliskie osoby i doświadczyli zagrożenia życia ze strony sąsiadów, a czasem nawet członków własnych polsko-ukraińskich rodzin, przytaczają dramatyczne wspomnienia tamtych wydarzeń, ale też własne interpretacje źródeł polsko-ukraińskiego konfliktu. Zwracają też uwagę na specyfikę zjawiska, które przebiegało w odmienny sposób na samym Wołyniu i w Galicji Wschodniej.
