    The present-day conflict between Russia and Ukraine has lead to drastic changes both in official foreign policies and in the population’s attitude bringing the two nations to the point of a cultural and civilizational split. At the same time, the bordering regions were always known for their hybrid identities manifested, among other means, via specific axiological and behavioral patterns. In our paper we will study the changes of values across the Russia-Ukraine border to answer the question whether the borderlands witness the same cultural and civilizational split as the countries or whether we can talk about more stable and resilient border identities.
    Artykuł dotyczy obecnego konfliktu między Rosją i Ukrainą, który doprowadził do drastycznych zmian zarowno w oficjalnych politykach zagranicznych, jak i postawach ludności, stawiając dwa narody w obliczu rozłamu kulturowego i cywilizacyjnego. Równocześnie obszary graniczące zawsze były znane z manifestowania hybrydowych tożsamości, między innymi przez specyficzne systemy aksjologiczne i wzory zachowań. W prezentowanej pracy autorzy przedstawią wyniki badań dotyczących zmiany wartości na pograniczu rosyjsko-ukraińskim. Odpowiadają na pytanie, czy pogranicze to stało się świadkiem takiego samego podziału kulturowego i cywilizacyjnego, jaki ma miejsce w obu krajach, czy raczej można mówić o bardziej stabilnych i elastycznych tożsamościach na pograniczu. Na podstawie badań, formułują tezę wskazującą na to, że reprezentacje wspólnych tożsamości stopniowo zacierają się w kolektywnych wyobrażeniach mieszkańców pogranicza rosyjsko-ukraińskiego, wykazując rozbieżności w zewnętrznych i wewnętrznych stereotypach dotyczących treści symbolicznej

    The article describes the current stage of the development of Russian-Ukrainian relations. The authors describe the public opinion of the youth of the Rostov region bordering with Ukraine. Thus the scenario for the development of these relations depends on the image of Ukraine formed in the minds of young Russians. The article suggests a new methodological concept “transconflict region”. The authors use this concept to analyze the influence of the events occurring on the territory of Ukraine on the border regions of Russia (the example of the Rostov region).

    The article analyzes the evolution trend of economic ties between Russia and Ukraine over the past quarter century. It is shown that bilateral Russian-Ukrainian relations are experiencing degradation and disaggregation, lose their “exclusivity” due to diminishing “USSR inertia”, globalization and the influence of leading “power centers”. The new round of geopolitical and geo-economic “redistribution” of the Eurasian space (initiated by the increasing influence of China and the overall “flow” of the economic and demographic potential to the South-East of Eurasia) became the significant challenge for economic cooperation between Russia and Ukraine. The crisis in Russian-Ukrainian relations, unfolding in this context, significantly limits the development opportunities for the both countries, leads to the increase of peripheral traits in their economies, and multiplies dependence on global economic and political actors.

    The break-up between Russia and Ukraine was rather painful for both sides Though it was not unavoidable, it was prepared by the developments in both countries since the disintegration of the Soviet Union and to a certain extent resulted from the very model of state-building adopted by Ukrainian political elite and based on the opposition of Ukraine to Russia seen as the way to the emancipation from the burden of the imperial/Soviet past. It involved, in particular, a radical revision of Ukrainian territory’s symbolic perception, provoked, on its turn, by the Russian-Ukrainian “battles of memory” initiated well before the crisis of 2014. Recent events deeply transformed public opinion in Ukraine and identity of Ukrainians. The author describes some consequences of the break up between two countries for ordinary citizens, especially living in border regions. He briefly considers the adaptation of economy and population to the new conditions of neighbourhood.

    Głównym celem badawczym niniejszego artykułu było określenie poziomu wiarygodności wypowiedzi Władimira Putina dotyczących relacji rosyjsko- -ukraińskich. Cele szczegółowe to: wyodrębnienie typów relacji Rosji z Ukrainą oraz sposobu przedstawiania Ukrainy w wypowiedziach rosyjskiego prezydenta. Dogłębne studium zawartości stenogramów wystąpień prezydenta Rosji podczas corocznych konferencji prasowych na przełomie lat 2014–2016 oraz artykułów na ten temat, pozwoliło zrealizować postawione cele i zweryfikować hipotezy badawcze. Uzyskano odpowiedź na następujące problemy badawcze: Jaki był poziom wiarygodności wypowiedzi Władimira Putina na temat relacji rosyjsko-ukraińskich podczas corocznych konferencji prasowych? Z czego wynikał określony poziom wiarygodności? Jakie typy relacji Rosji z Ukrainą występują w wypowiedziach Władimira Putina? W jaki sposób Putin mówi o państwie ukraińskim podczas swoich publicznych wystąpień? Powyższe problemy badawcze są istotne pod względem poznawczym, ponieważ ich rozstrzygnięcie nakreśliło stopień wiarygodności wypowiedzi prezydenta, ich dynamikę i zmienność w zależności od sytuacji i typu rozmówcy oraz pozwoliło na ukazanie różnic pomiędzy rzeczywistością a słowami wygłaszanymi przez Władimira Putina. W artykule wybrane postulaty zostały porównane z rzeczywistymi wydarzeniami przy wykorzystaniu metody desk research. Techniką, która umożliwiła wdrożenie się w istotę treści istniejących jest jakościowa analiza zawartości stenogramów wystąpień Putina.
    The main research objective of this article was to determine the level of credibility of Vladimir Putin’s statements concerning Russian-Ukrainian relations. The subordinate goal was to identify the types of Russian-Ukrainian relations and the way of presenting Ukraine with the statements of the Russian president. An in-depth study of the content of the transcripts of the Russian President’s speeches during the annual press conferences at the turn of 2014–2016 and articles on the subject allowed to realize the set goals and verify the research hypotheses. The following research problems were answered: What was the level of credibility of Putin’s statements on Russian-Ukrainian relations during the annual press conferences? What was the specific level of credibility? And what types of Russian-Ukrainian relations are present in Vladimir Putin’s statements? How does Putin talk about the Ukrainian state during his public speeches? The above research problems are important from a cognitive point of view, because their resolution outlined the degree of credibility of the president’s statements, their dynamics and variability depending on the situation and the type of interlocutor and allowed to show the differences between the reality and the words uttered by Putin. In the article selected postulates were compared with real events using the desk research method. The technique that made it possible to implement the essence of the existing content is a qualitative analysis of the content of Putin’s speech transcripts.

    The objective of the article is to indicate similarities as well as discrepancies between the Polish and German governments’ stands on the crisis and conflict in Ukraine. The author tries to respond to the question: What will be the implications of the conflict in Ukraine for the “Eastern policy” of Poland and Germany? Will they result in the continuation of their current “Eastern policy”, its evolution or maybe they will bring an essential change to their policy in the region? In author’s opinion, taking into account signifi cant differences between the Polish and German foreign policies towards Russia and Ukraine between 2014 and 2015 as well as before that period, the possibility for enhanced cooperation between the two governments in relation to their foreign policy towards Russia and Ukraine will continue to be remote in the upcoming years.

    Poland has repeatedly acted as a reliable ally in promoting Ukraine’s activity on the international stage and during internal political turmoil. Polish leadership played the exceptional role during the Revolution of dignity. Having regard to the aggravation of confrontation, especially Poland’s activity enabled to approve a common position of the EU concerning the events on the Maidan and force Yanukovych to sign the Agreement on settlement of political crisis in Ukraine. From the beginning of Russian aggression on the territory of Ukraine, Poland stressed the inviolability of Ukrainian borders and encourage to the implementation of sanctions against Russia at the various international forums. Since a Poland’s representative has not been involved at the negotiating group on normalization of the situation in Ukraine, intensity of Ukrainian-Polish dialogue on the highest level slightly reduced during 2014–2015. Direct contacts of Ukraine’s leadership with the leaders of Germany and France, which having signifi cant impact on making decisions within the EU and being eligible as partners in the negotiations for Russia, have positive effects. However, they have not allowed to fully using great potential of Ukrainian-Polish strategic partnership.

    The victory of Viktor Yanukovych in the presidential election seemed to have normalized the relations between official Kyiv and Moscow. Yet, a number of strategic issues in bilateral relations were not solved. The Ukrainian leaders were deeply concerned about the Russia’s rigid position in the energy sector. The Russian leadership made little concession in Ukraine’s moving toward European integration. Moreover, at the turn of the summer and autumn of 2013, the Russian Federation totally blocked the movement of goods between the two countries for an uncertain period of time, thus forcing official Kyiv to refuse to sign the Association Agreement between Ukraine and the EU. The growing Russian pressure initially provoked resistance from Viktor Yanukovych. The steps he took proved that the pro-European statements of the Ukrainian leadership were about to be carried out. However, the aggravating tension and increasing pressure from Russia and, to some extent, the reluctance of EU leaders to provide financial guarantees to the corrupt Ukrainian leadership, pushed Yanukovych to abandon the European integration altogether.
    Zwycięstwo w wyborach prezydenckich Wiktora Janukowycza sprzyjało normalizacji stosunków między oficjalnym Kijowem a Moskwą. Jednak wiele strategicznych zagadnień w stosunkach dwustronnych nie zostało rozwiązanych. Przywódcy Ukrainy byli niezadowoleni ze sztywnego stanowiska Rosji w sektorze energetycznym. Rosyjskim przywódcom, w przeciwieństwie do tego, nie odpowiadał realny postęp Ukrainy w dziedzinie integracji europejskiej.Na przełomie lata–jesieni 2013 roku Federacja Rosyjska faktycznie całkowicie zablokowała na jakiś czas wymianę gospodarczą między dwoma państwami, zmuszając oficjalny Kijów do tego, aby odmówił podpisania Umowy Stowarzyszeniowej między Ukrainą a UE. Rosnąca presja rosyjska początkowo spowodowała opór ze strony Wiktora Janukowycza. Inicjowane przez prezydenta kroki wskazywały, że proeuropejskie deklaracje ukraińskiego kierownictwa mogą zostać zrealizowane w praktyce. Jednak wzmocnienie i dywersyfikacja presji ze strony Rosji, a do pewnego stopnia niechęć przywódców UE do przyznania skorumpowanym władzom ukraińskim gwarancji znacznej pomocy finansowej, popchnęły Janukowycza do odejścia od kierunku europejskiego.

    The Ukrainian crisis of 2014 has been a popular theme of journal and media articles for obvious reasons. Its “Chinese”, or rather Sino-Russian dimension has been less so, though the Chinese reaction to the Ukrainian crisis and the implications of this reaction represent interesting political phenomenon. This article tries to fill this gap and uses the description of Russia and China policies during the crisis as a case study of Moscow and Beijing political behavior on the international scene in general. Its thesis is that the Ukrainian crisis represents a great case study of these behaviors. Moreover, this case is also a supplement to the general discussion in the field about the state of Russia-China contemporary political relations.

    The Ukrainian conflict has demonstrated that the Russian Federation is now more likely to use a strategy of inspired pretexts than ever before in order to influence international relations and the internal situation of former communist republics and other Countries of Eastern Europe. This article describes the possible areas of hotspots that may be used by Russia to create an atmosphere of tension in the eastern part of the Baltic Sea region. It also points out the differences in attitude to Russia's activities, revealed by various NATO members during the Ukrainian conflict and the current role of the 5th Article of The North Atlantic Treaty in a system of collective defence.

    The article discusses the specifity of the relations between the RSFSR and the Ukrainian SSR in 1919–1929. The authors present the relations between the goverments of the two republics and actions of the Russian side aiming to transforme into the unitary state, initially rather loosely connected among them the constituent elements of the Soviet state. Relations between RSFSR and the Ukrainian SSR were burdened with significant disavantages from the very beginning, as the former appropriates the rights of the union center. The article explains also the role and the place of the permanent representations of the union republics in Moscow, as well as the influence of the commissioners (Ukrainian government representatives in Moscow) on Soviet Russia’s policy towards Ukraine. Permenent ignoring by the government in Moscow of Ukraine’s needs and expectations, prompted the leadership of the party and the government of Ukrainian SSR to seek protection of its economic interests at the institutional level. With the creation of the USSR, the legal status of the republics included in that state changed. Relations between the republics lost their interstate character. In place of the existing ones, new representations were established to ensure the maintenance of permanent ties between the government of the RSFSR and the governments of the union republics.
    Stosunki między Rosyjską Federacyjną Socjalistyczną Republiką Radziecką a Ukraińską Socjalistyczną Republiką Radziecką w latach dwudziestych XX w.: aspekty dyplomatyczne i administracyjno-instytucjonalne W artykule omówiono specyfikę stosunków między RFSRR a Ukraińską SRR w latach 1919–1929. Autorzy przedstawili stosunki pomiędzy rządami obu republik oraz działania strony rosyjskiej zmierzające do przekształcenia w państwo o charakterze unitarnym dość luźno powiązane ze sobą początkowo elementy składowe państwa radzieckiego. Stosunki między RFSRR a Ukraińską SRR od początku obarczone były istotnymi wadami, ponieważ ta pierwsza przywłaszczyła sobie prawa przynależne związkowemu centrum. W artykule wyjaśniono też rolę i miejsce stałych przedstawicielstw republik związkowych w Moskwie, jak również wpływ komisarzy (reprezentantów rządu ukraińskiego w Moskwie) na politykę sowieckiej Rosji wobec Ukrainy. Permanentne ignorowanie przez rząd w Moskwie potrzeb i oczekiwań Ukrainy, skłoniło kierownictwo partii i rząd Ukraińskiej SRR do poszukiwania ochrony jej interesów gospodarczych na poziomie instytucjonalnym. Wraz z utworzeniem ZSRR zmienił się status prawny republik wchodzących w skład tego państwa. Stosunki między republikami straciły charakter międzypaństwowy. W miejsce dotychczas funkcjonujących, utworzono nowe przedstawicielstwa, które miały zapewnić utrzymywanie stałych powiązań między rządem RFSRR a rządami republik związkowych.

    Polish-German relations in the first half of 2014 were dominated by the Ukraine crisis. This study is an attempt to answer the question of how Polish and German press assessed the cooperation of both countries in resolving the conflict in Ukraine; to what extent the most widely read magazines associated themselves with the decisions of their politicians and the feelings of their own societies and how much understanding they showed for the arguments of their EU partner. The analysis focuses on the unprecedented mission of the Weimar Triangle foreign ministers to Ukraine in February 2014, which led to an agreement between the Ukrainian opposition and President Viktor Yanukovych. A turning point was the visit paid by Radoslaw Sikorski and Frank-Walter Steinmeier to St. Petersburg in June 2014. The next meetings agreed on by EU partners were held without inviting the Polish partner. In view of the speed of events in the selected time interval, the articles subjected to analysis were taken from the most widely read online editions of national daily newspapers in Poland and Germany.

    Stosunki polsko-niemieckie po zjednoczeniu Niemiec stanowią interesującą płaszczyznę badań, co wynika z trudnych i bolesnych relacji w historii, całego szeregu wzajemnych stereotypów, ale i pozytywnych doświadczeń. Autor uważa, że na tym tle ich bilans w ostatnich trzech dekadach wypada pozytywnie. Na potwierdzenie tej tezy w artykule dokonano – i to jest jego zasadniczym celem – selekcji istotniejszych płaszczyzn wzajemnych relacji, poczynając od ich traktatowego uregulowania w latach 1990–1991. Duży nacisk został położony na multilateralny kontekst stosunków polsko-niemieckich, m.in. na rolę Niemiec jako adwokata Polski w staraniach o przyjęcie do UE i NATO, zarys polityki wschodniej obu państw (stosunek do Rosji i Ukrainy), ale i kwestie sporne, jak np. kontrowersje wokół systemu decyzyjnego w UE i ważniejsze problemy bilateralne. W artykule wykorzystano monografi e z zakresu problematyki niemcoznawczej, publikacje niemieckich ośrodków badawczych, czasopisma naukowe, prasę oraz strony internetowe niemieckiego rządu i resortu spraw zagranicznych (Auswärtiges Amt).
    Polish-German relations after the reunification of Germany constitute an interesting field of research, which results from difficult and painful relations in a distant history, a whole range of mutual stereotypes but also positive experiences. The author believes that against this background their balance in the last three decades is positive. To confirm this thesis, the article makes – and this is its main goal – the selection of more important areas of mutual relations, starting from their treaty regulation in the years 1990–1991. Great emphasis was placed on the multilateral context of Polish- German relations, including the role of Germany as Poland’s advocate in efforts to join the EU and NATO, an outline of the eastern policy of both countries (attitude towards Russia and Ukraine) but also disputable issues, such as controversy around the decision-making system in the EU and major bilateral problems. The article uses monographs in the field of German studies, publications of German research centers, scientific journals, press and websites of the German government and the Ministry of Foreign Affairs (Auswärtiges Amt).
