The article deals with the issue of the Western community’s approach towards the Ukraine–Russia conflict in the Eastern part of Ukraine. Diplomatic and economic instruments US and EU applied are thoroughly analyzed in the article. NATO’s policy towards strengthening of the European security, including the Russian threat, is investigated.
W artykule omówiono kwestie podejścia zachodniej wspólnoty wobec konfliktu Ukraina–Rosja we wschodniej części Ukrainy. Przedstawiono instrumenty dyplomatyczne i gospodarcze stosowane przez USA i UE. Zbadano również politykę NATO w kierunku wzmocnienia  bezpieczeństwa europejskiego oraz zminimalizowania zagrożenia ze strony Rosji.

The objective of the present paper is an attempt at viewing the European Neighbourhood Policy, and especially the Eastern Partnership, from the EU’s standpoint and from the international perspective as well. The situation in the EU’s eastern neighbourhood (Russia-Ukraine war) drives EU decision-makers to focus merely on stabilisation and de facto stagnation. The decision-makers are not willing to undertake decisive actions towards a change in relations with the countries of Eastern Europe and the South Caucasus. The paper will also consider the following research questions: Will the lack of clear EU membership perspective (even a remote one) for countries such as Ukraine, Moldova, lead to the opportunity for a change of their situation to be forfeit? Will Russia-Ukraine conflict (and Russia-the West conflict in a broad sense) result in the EU being pushed out of the region and enable Russia to reintegrate the post-Soviet space? Was the recent 2015 Eastern Partnership Summit in Riga the beginning of the end of the policy? The paper does not attempt a comprehensive discussion of the issue, but constitutes an outline of particular problems which the EU and Eastern Partnership are faced with.

The geopolitical location between Russia and Germany has historically determined Poland’s foreign policy, in which Ukraine has been given a privileged place. Polish policy-makers have perceived Ukrainian independence as the main barrier preventing the restoration of Russian imperial ambitions. Consequently, Poland has been unwavering in its commitment to supporting the Ukrainians in their resistance to the Russian invasion of Ukraine in February 2022. This attitude was visible in Poland’s Prime Minister Mateusz Morawiecki’s 2023 lecture at the University of Heidelberg. Nevertheless, relations between Ukraine and Poland and the current Russia-Ukraine conflict are far more complex than is mainly acknowledged. Behind Poland’s support, there is an unhealed wound of Ukrainian nationalism, which the current government in Ukraine does not want to unknowledge. The Ukrainian nationalist ideas, based on the slogan “Nation above all,” are very different from those of the Poles. Upon proper recognition of the multifaceted causes of war and the situation’s complexity, a cease-fire and a peaceful settlement of the Russia-Ukraine conflict could be achieved.

The aim of the article is to study the Ukrainians’ understanding of social collective and individual responsibility in the context of the Russia-Ukraine military conflict. Research methods and materials. Discourse analysis was selected as the most suitable method. The research material was publications and comments posted on Facebook in the period from 24.02.2022 to 15.05.2022 by Ukrainian social media users. Results and discussion. Although in the Ukrainian sector of social networks responsibility for military aggression is undoubtedly seen as collective, it is unequally shared among groups. During sharing of collective responsibility Ukrainians distinct two approaches: 1) all citizens of the aggressor country are equally to blame; 2) citizens of the aggressor country may be related to the crime on different scales, so they have different levels of responsibility. In the view of Ukrainians, the main responsibility should be ascribed to those who can be called a “random collection of individuals.” After the beginning of the Russia-Ukraine military conflict the concept of personal responsibility has been losing its meaning, and the relationship between an individual, social group and society as a whole is prioritized by collective responsibility. Herewith, it is not the culpable event or action that is emphasized, but the “metaphysical guilt” that is imposed on all citizens of the aggressor country on the basis of membership in a “vicious” community.

The Russia – Ukraine conflict – awareness of people of Polish descent living in Tarnopol regionThe aim of  this article is to show the Influence of the revolution - Euromaidan and Russian-Ukrainian conflict started from 2013 on the consciousness and identity of people of Polish descent  living in Ternopil Region of western Ukraine. The society of the Ternopil circuit  developed new strategies of social life, adapt to the situation of conflict of defining ourselves as citizens of Ukraine - Country at War. The article contains a brief outline of the events associated with Euromaidan, annexation of the Crimea and fighting separatists in the Donbass region. Based on interviews and observations, the autor shows the awareness  of Polish descert  of a Russian-Ukrainian conflict, describes the emotions associated with the war and its consequences for the respondents. Tekst zawiera krótki zarys wydarzeń związanych z Euromajdanem, aneksją Krymu i walkami separatystów w rejonie Donbasu. Autorka bazując na rozmowach i obserwacji ukazuje świadomość ludności pochodzenia polskiego o charakterze konfliktu rosyjsko-ukraińskiego, emocje związane z wojną i jej wpływem na życie rozmówców. Tekst podejmuje także ważną kwestię różnych przedstawień „obcego” w narracjach o konflikcie: Rosjanina, separatysty, mieszkańca wschodniej Ukrainy.

The crisis in Ukraine is one of the greatest challenges for international community, especially for Euro-Atlantic area ((EAA) USA and the EU).The political tension, caused by the annexation of the part of Ukraine, the Crimea, has inclined the experts to talk about the beginning of the new Cold War between Russia and the West. Evidently this crisis has an international character, complexity, and different levels. At least, there are “the West vs Russia”, “Ukraine vs Russia”, and “Ukraine vs Ukraine” levels. Naturally complexity determined different propositions of the conflict solution among scientists and decision makers. The article explores the conflict using the international relation theories as hallmarks of approaches to the crisis and SWOT-analysis and comparative method as tools of analysis. The liberal, realist, and constructivist approaches to the crisis are distinguished. Every approach has special propositions for the solution of the crisis. These propositions based on the set of beliefs which are involved by the approach. The liberal way of resolving foresees economical assistant to Ukraine, cooperation with Russia and Ukrainian neutrality. The realist approach admits Russian right to renew spheres of influence and sees Ukraine as a buffer state in a future. The constructivists approach to the crisis considers EU membership of Ukraine as a recipe of the solution.

He studied Medicine, Humanities, and Law, obtaining a PhD degree in Medicine and Surgery (Neurosciences), and in Philosophy (Education) as well as three Diplomas, and a Master in National Defense at the Spanish CESEDEN. This paper examines the functioning of the interstate complaint mechanism, focusing on the specific context of Russian complaints submitted to the European Court of Human Rights (ECtHR). The interstate complaint mechanism allows states to bring cases against other states, alleging violations of the European Convention on Human Rights. Through a detailed analysis of Russian complaints, this study aims to shed light on the effectiveness and challenges of the interstate complaint mechanism. The research employs a comprehensive approach, combining legal analysis, case studies, and a review of relevant literature. Key aspects explored include the legal arguments put forward by Russia and the ECtHR’s decisions and the implications of these interstate cases for the protection and promotion of human rights within the Europe.
W artykule zbadano funkcjonowanie mechanizmu skarg międzypaństwowych, koncentrując się na kontekście rosyjskich skarg kierowanych do Europejskiego Trybunału Praw Człowieka (ETPC). Mechanizm skarg międzypaństwowych umożliwia państwom wnoszenie spraw przeciwko innym państwom w oparciu o zarzuty naruszenia Europejskiej Konwencji Praw Człowieka. Poprzez szczegółową analizę rosyjskich skarg niniejszy artykuł ma na celu pokazanie skuteczności i wyzwań związanych z międzypaństwowym mechanizmem składania skarg. W badaniu zastosowano podejście kompleksowe, łączące analizę prawną, studia przypadków i przegląd literatury przedmiotu. Do kluczowych zbadanych aspektów należą argumenty prawne przedstawione przez Rosję oraz decyzje ETPC, a także implikacje tych spraw międzypaństwowych dla ochrony praw człowieka w Europie.

For the author of the article the present conflict between Russia and Ukraine has become the point of departure for a re{ ection on its character and for posing many questions: Is the conflict perceived by those directly involved as an inter-Slavic conflict? Is it interpreted in such way by outsiders? How is the conflict interpreted by the supporters of the idea of pan-Slavism (numerous both in Russia and Ukraine) and by the community of Eastern Slavs? How does it affect the relations between Slavic nations? How is the Slavic identification of the participants of the conflict related to their ethnic and national identity? What is the influence of the concept of the „Russian world” (russkiy mir) on the Russian-speaking inhabitants of Ukraine? Are we really witnessing the final breakdown of the idea of a Slavic community? The author mentions the internal divisions of Ukrainian society. Another subject she raises is the variety of attitudes of Poles concerning the Russian-Ukrainian conflict. Poles also have varied attitudes towards persons of Polish national identity and with Polish roots who arrived in Poland from Ukraine. Most of them have applied for Polish citizenship. Another part of the article is dedicated to the process of the formation of the Russian political nation. One of the questions here concerns the relations between particular identities: civic, ethnic/national and supra-national (Slavic). Referring to Andrew Wilson, author of the book the Ukrainians: Unexpected nation, the author of the article points out different scenarios concerning the future of Ukraine. The work by Wilson was published in 2000. It seems, however, that in spite of violent changes in Russian-Ukrainian relationships, each of the scenarios is equally possible.

This article is a qualitative investigation of the mechanisms of reproduction of national identity narratives through digital media practices of hybrid populations in a conflict context using the example of Ukraine after the outbreak of the conflict with Russia. The article is based on a collection of 14 in-depth interviews with Russian-speaking Ukrainians from various regions. The findings point to several conclusions: first, hybrid/heterogeneous media practices are not always accompanied by high engagement. However, diverse heterogeneous and non-diverse homogeneous practices characterized by high engagement produced opposing narratives of national identity in the post-change Ukraine: a nation-centered interpretation of national identity homogeneous versus a universalistic post-national interpretation heterogeneous.

Numerous Russian media professionals have moved to Ukraine in the last decade. These migrants can be seen as contemporary mobile, highly skilled, transnationally connected professionals who made a lifestyle choice by relocating to Ukraine. However, after the EuroMaidan, their move has also become increasingly political. Drawing upon a series of interviews with Russian media professionals living and working in Ukraine – and addressing their social relationships, professional practices and thoughts on return migration – I analyse the ways in which the lifestyles of these ‘middling transnationals’ can be affected by the political tensions between host and home countries. This paper draws upon the idea of transnational ties being not necessarily durable and supportive but, rather, flexible and multi-directional. I argue that the annexation of Crimea and the armed conflict in Donbas have altered migrants’ cross-border connections with Russia; however, instead of tying them to a place and excluding them from global networks, it might also push them towards inhabiting multiple transnational spaces. These observations highlight the political dimension of ‘middling transnationalism’ which is usually not considered in migration scholarship.

The article focuses on the hybrid conflict on the territory of Ukraine since 2013; its aim is to depict characteristic features of the hybrid war. The background of this article is the politics of Russia towards Ukraine since 1991, when this country gained its independence. In the opinion of Russians, Ukraine is a geopolitical misunderstanding, which openly violates the concept of “Russkiy Mir” (the Russian world). This means that Russia constantly aims at maintaining its sphere of influence in terms of the economy and politics in this region, as well as control over the military potential. Russia’s concerns mainly come from Ukraine’s desire to participate in some organisations, such as the EU or NATO. A real breakthrough was the Maidan Revolution and the annexation of Crimea, which resulted in the hybrid war in Ukraine.

The latest conflict in Ukraine changed the security situation on the European continent significantly and brought into question the adequacy of the present global rule to keep order in the world. The situation in Ukraine showed how key countries could cooperate when protecting human values and democratic standards stated in international agreements. This article presents how the conflict in Ukraine became a threat for the EU’s integrity. It analyses measures implemented by the organization to stop the war in the neighboring country and researches proposals that were rejected during the decision-making procedure. The aim of the work is to examine the ability of the EU to stay cohesive and decisive in the situation of a close external threat. The methods for the research are: qualitative research of secondary data, interviews, scientific analysis and synthesis.

In the text the author focuses on the economic aspects of the Russian-Ukrainian conflict that erupted in 2014. Undoubtedly, the economic war is a crucial dimension of hybrid war in Ukraine that definitely should not be neglected. The author clearly differentiated six principal constituents of the Russian-Ukrainian economic war which were subsequently discussed in the text. Notably, even during periods of unreliable and frail cease-fires economic war were still was continued. Economic war appears to become a permanent and fixed element of bilateral Russian-Ukrainian relations at least in the short to medium term.
