The study analyses the technical efficiency and the efficiency change of 193 community hospitals and polyclinics across Ukraine, for the years 1997 to 2001. These facilities are a subset of the medical institutions in rural Ukraine; they are identical w.r.t. their function in the health system and share the same departmental structure. The data comprise the number of physicians and the number of nurses employed in the departments as well as the polyclinics attached to the hospitals, the number of inpa- tient and outpatient admissions as well as the number of surgical procedures, lab tests and x-rays performed. Finally, the number of deaths and deaths after surgery are used as quality proxies. We employ an order-m estimator, a robust nonparametric technique to assess the ef- ficiency of health care providers as well as possible changes of their productivity. The efficiency scores are calculated with an output-oriented model. Efficiency scores are close to unity for hospitals whereas polyclinics are somewhat less efficient. The Malm- quist index exceeds unity for three out of four periods for both hospitals and polyclinics indicating improved productivity on average.

As a result of geopolitical changes which occurred on the verge of the 1980s and 1990s, the map of East-Central Europe underwent signifiant modifiations. The enlargement of the EU encompassing Central European states (especially Poland) contributed to the change of the EU’s attitude towards the post-Soviet space. Up to the time of the enlargement, due to the dominance of the “Russia fist” policy, the EU did not recognize the need for tightening relations with post-Soviet states. After 2004, a gradual change in the EU’s attitude towards its eastern neighborhood can be observed. The present paper aims to describe the EU’s eastern policy in the period of crises: on the one hand, those plaguing the EU, and on the other, the so-called Ukrainian crisis. The crisis, a de facto, armed conflct between Russia and Ukraine, has resulted not only in a geopolitical change in Eastern Europe, but also exerted impact upon conditions the EU’s eastern policy is realized in. In 2017, it is 8 years since the Eastern Partnership was implemented. The project, its achievements, objectives and opportunities need to be revisited. In other words, works on the Eastern Partnership 2.0 ought to be commenced. A change of both the approach and narration as far as the EaP project is concerned, is required. New areas and filds the EaP will offer opportunities for EaP-EU relations to be tightened ought to be discovered. The armed conflct in Ukraine, resulting in the instability of eastern neighborhood, constitutes a security challenge for the whole area of Eastern Europe.

The author of the article analyzes the key concept of modern Russian geopolitics – “Eurasianism”. The geopolitical concept of “Eurasianism» that emerged at the beginning of the twentieth century built foundations for modern Russian geostrategy and foreign policy, defined the geopolitical identity of Russia and its vectors of development in the international relations. Russia-Eurasia is a unique civilizational and cultural type, which differs both from Europe and from Asia, has geographical unity and indivisibility, as well as a unifying mission for the entire continent. Eurasian fate of Russia defines its geopolitics, geostrategy and foreign policy, as well as the demands of autonomy in its geopolitical development and the refusal of any “Europeanization”. Ukraine in the Eurasian concept, as well as in more modern version – Neoeurasianism, is not a geopolitical actor. Moreover, the Neoeurasianism by Dugin does not prepare for Ukraine the role of independent state, and the return of Ukraine under the geopolitical power of Russia is a priority for Eurasian geopolitics. The research of the basic postulates of “Eurasianism” allows us to consider the concept from the standpoint of geopolitical identity of Ukraine and point out possible threats to the region of Eastern Europe. In addition, the author relates the classical concept of “Eurasianism” to its modern version – “Neoeurasianism” and its practical application in the real Russian foreign policy.
Autor artykułu analizuje kluczową dla współczesnej rosyjskiej geopolityki koncepcję – „euroazjatyzm”. Geopolityczna koncepcja „euroazjatyzmu”, która narodziła się na początku dwudziestego wieku, położyła podwaliny pod współczesną rosyjską geostrategię i politykę zagraniczną, określając geopolityczną tożsamość Rosji i kierunki jej rozwoju na arenie międzynarodowej. Rosja–Eurazja to unikatowy cywilizacyjny i kulturowy typ różniący się zarówno od Europy jak i od Azji, charakteryzujący się geograficzną jednolitością i niepodzielnością oraz misją jednoczącą cały kontynent. Euroazjatycki los Rosji definiuje jej geopolitykę, geostrategię i politykę zagraniczną, a także wymaga autonomii w swoim geopolitycznym rozwoju i rezygnacji z jakiejkolwiek «europeizacji». Ukraina w koncepcji „euroazjatyzmu”, jak i w bardziej nowoczesnej wersji – „neoeuroazjatyzmu”, nie jest postrzegana jako podmiot geopolityczny. Co więcej, „neoeuroazjatyzm” Dugina nie przewiduje dla Ukrainy statusu niezależnego państwa, a jej powrót na geopolityczną orbitę jest priorytetowym zadaniem geopolityki „euroazjatyzmu”. Badanie i zrozumienie podstawowych postulatów „euroazjatyzmu” pozwala na rozważenie koncepcji z punktu widzenia tożsamości geopolitycznej Ukrainy i możliwych zagrożeń dla regionu Europy Wschodniej. Ponadto, autor porównuje klasyczną koncepcję „euroazjatyzmu” z jego współczesną wersją – „neoeuroazjatyzmem”, i jego praktycznym wykorzystaniem w realnej polityce zagranicznej Federacji Rosyjskiej.
Автор статьи анализирует ключевую для современной российской геополитики концепцию – «евразийство». Геополитическая концепция «евразийства», возникшая в начале двадцатого века, заложила основы современной российской геостратегии и внешней политики, определив геополитическую идентичность России и векторы ее развития на международной арене. Россия-Евразия представляет собой уникальный цивилизационный и культурный тип, отличающийся, как от Европы, так и от Азии, обладающий географической целостностью и неделимостью, а также объединяющей миссией для всего континента. Евразийская судьба России определяет ее геополитику, геостратегию и внешнюю политику, а также требует самостоятельности в своем геополитическом развитии и отказе от любой «европеизации». Украина в концепции евразийства, как и в более современном варианте – неоевразийстве, не рассматривается как геополитический субъект. Более того, неоевразийство Дугина не предполагает для Украины статуса независимого государства, а ее возвращение в геополитическую орбиту является приоритетной задачей геополитики евразийства. Изучение и понимание базовых постулатов «евразийства» позволяет рассмотреть концепцию с позиции геополитической идентичности Украины и возможных угроз для региона Восточной Европы. Кроме того, автор соотносит классическую концепцию «евразийства» с современной версией – «неоевразийством» и его практическим применением в реальной внешней политике РФ.

Eastern Europe (especially Ukraine) struggles with a significant number of problems, both internal and external in character. Euromaidan in Ukraine complicated the situation of the country even further. Some researchers believe the aftermath of Euromaidan sent the strongest shockwave since the fall of the USSR. In addition, the conflict results in geopolitical changes in Eastern Europe, but also infl uences conditions the European Union’s eastern policy is implemented in. The Eastern Partnership (EaP) is quite frequently considered an ineffi cient policy. Some go as far as to claim it has lost its raison d’etre. Observations claiming a decline of the EaP project are also made. Is it really true that the EaP project has failed to meet its objectives? The present paper constitutes a general review of the situation the European Union’s Eastern Partnership countries are in with regards to the armed conflict in Ukraine (the so-called Ukrainian crisis). The paper attempts to offers answers to the following questions: Will the EU be able to consider the position of EaP states in such a predicament? Will Poland, supported by the countries of the Visegrad Group (the V4), be able to convince EU member states to become actively involved in the matters of the East? Will Russia’s actions towards EaP states prevent the objectives from being reached?

This issue of Central and Eastern Europe Migration Review (CEEMR) is dedicated to migratory flows from one of the largest source countries for the European Union (EU). Almost a decade ago, Düvell (2006) even referred to Ukraine as Europe’s Mexico. Ukraine indeed seems to have the second-largest migration corridor in the world, the US–Mexico corridor being the largest (Migration Policy Centre 2013). This comparison, however, refers more to the migration corridor between Ukraine and Russia. Estimates of the migration flows between these two countries are really impressive, though they vary greatly between fewer than 100 000 and more than 3.5 million (Migration Policy Centre 2013). One of the explanations for the great disparity between these estimates is the lack of migration regulations (it is a visa-free regime for Ukrainians in Russia) and significant undocumented migration.1 When it comes to migration from Ukraine to the EU, the general pattern and the numbers seem to be different. There is no doubt that estimates of Ukrainian migrants in Europe might also be somewhat imprecise, due to the lack of a fully standardised definition and to the specifics of migrant statistics in member-states. Notwithstanding significant undocumented migratory movements, due to its visa policies, the EU obviously has more instruments for regulating and registering the inflow of Ukrainian migrants. Here the estimates from different sources vary at around 1 million. According to Eurostat (2011, 2014) Ukrainian nationals currently represent the fifth-largest migrant group in the EU (after Turks, Moroccans, Chinese and Indians). Eurostat (2014) puts the total number of Ukrainian residents currently living in the EU as high as 634 851 persons. Given the high numbers of Ukrainian nationals (and the Ukrainian-born) living in Europe, the dearth of academic books and monothematic issues of scientific journals focused on Ukrainian migration is striking.

The objective of the present paper is an attempt at viewing the European Neighbourhood Policy, and especially the Eastern Partnership, from the EU’s standpoint and from the international perspective as well. The situation in the EU’s eastern neighbourhood (Russia-Ukraine war) drives EU decision-makers to focus merely on stabilisation and de facto stagnation. The decision-makers are not willing to undertake decisive actions towards a change in relations with the countries of Eastern Europe and the South Caucasus. The paper will also consider the following research questions: Will the lack of clear EU membership perspective (even a remote one) for countries such as Ukraine, Moldova, lead to the opportunity for a change of their situation to be forfeit? Will Russia-Ukraine conflict (and Russia-the West conflict in a broad sense) result in the EU being pushed out of the region and enable Russia to reintegrate the post-Soviet space? Was the recent 2015 Eastern Partnership Summit in Riga the beginning of the end of the policy? The paper does not attempt a comprehensive discussion of the issue, but constitutes an outline of particular problems which the EU and Eastern Partnership are faced with.

The article analyzes the problem of reproduction and preservation of collective memory about the First World War in the countries of Eastern Europe. There has been an emphasis on differentapproaches, which exist both earlier and at the present stage, at the formal and human levels. It identifies the First World War in the memory of the Russian and Ukrainian peoples, emphasizes thecomponents and factors of change, and outlines the lessons that current generations must take to prevent such disasters in the future.

Poland’s Eastern policy is the result of the lack of a coherent concept, a return to the tradition of martyrdom and heroism, an ideologization in the form of missionarism and Prometheanism, and a confrontational attitudes towards Russia. The lack of a critical reflection over the chances for the normalization of relations with the largest country in the East is largely a result of ignoring our own national interest. The Polish political elites uncritically acquiesce to U.S. visions related to the encirclement and fragmentation of Russia. In this way, Poland becomes, at its own request, a hostage to foreign geostrategic concepts. Obstacles on the way to the normalization of Polish-Russian relations are subjective and objective. They find expression in each other’s attitudes, emotions and psychology, as well as the asymmetry of power and interests advanced by each party. Opportunities for the normalization of Polish-Russian relations should be sought in taking advantage of the mechanisms and experiences of Europeanization, i.e. Poland’s participation in the team play within the European Union. The condition for success is cooperative thinking, based on an accommodative strategy, and not a confrontational one, allowing for a re-evaluation of the negative ideological past to reach positive and pragmatic cooperation.

The Ukrainian crisis provoked controversial behaviors in Eastern Europe. Russia’s annexation of Crimea and its support for the rebel republics revealed specific interests, which focus on regaining control over the area rather than economic profits or political stability whereas Central European actors target at building a buffer zone including Ukraine. The situation is equally intelligible in terms of all major descriptive paradigms and allows to draw several scenarios of foreseeable behaviors.

Ukraine remains today one of the main migrant sending countries in Europe, with thousands of Ukrainians working in Czechia, Italy, Poland and Russia. In this regard, Ukraine shares the previous experience of Central European countries such as the Baltic States, Poland and Slovakia, that in the 1990s and early 2000s registered first temporary, and later permanent, outflows. In more recent years, however, many Central and Eastern European countries started to register increasing numbers of immigrants and some of them have switched from net sending to net receiving migration regimes. The objective of this article is to discuss the possibility of a similar turnaround in Ukraine; to this end, we investigate the main quantitative data on migration from and to Ukraine, and interpret this information in the light of selected theoretical approaches that have been used to explain migration in Central and Eastern Europe. The available data reveal high levels of labour emigration of both temporary and permanent character, the increasing propensity of migrants to settle down in the host countries, and the growing involvement of the youngest cohorts in the emigration. Despite this evidence we argue that the current situation by no means constitutes a premise for reversing the outflow from Ukraine. We conclude that the most recent improvements in general economic indicators will not lead to high levels of immigration without an active labour market policy towards foreigners.

However, it turned out that the Euromaidan, as opposed to previous events associated with the Orange Revolution, led to a geopolitical shift in Ukraine and a broader change in international order in Europe. Russia annexed Crimea and the Donbas confl ict broke out. This essay analyses and discusses the Russo-Ukrainian armed conflict in light of peace talks conducted by the sides of the confl ict and international organizations, e.g. OSCE, involved in the process. The situation is further complicated by the fact that the peace process has not been completed and war still rages on in south-eastern Ukraine despite the Minsk Agreements having been negotiated. Negotiation process itself was not of chief concern. Primarily, this paper demonstrates results of peace talks and indicates critical problems with the implementation of the agreements (Geneva, Minsk 1, and Minsk 2 agreements). It seems that, most probably, status quo will be maintained in Donbas, which is unfavorable to Ukraine, Donbas and Russia.

Among the countries of the Americas Argentina ranked second, after the United States, in the number of immigrants received from Europe between 1820 and 1932. The majority of the European newcomers came from Italy and Spain, but hundreds of thousands of others arrived from Eastern Europe. Ukrainians were among the largest groups, who came from the eastern part of the European continent. Tens of thousands of Ukrainians came to Argentina in three separate waves: 1897-1914, 1920-39, and 1946-50. Although a fourth wave of immigration from Ukraine took place after independence was gained in 1991, this essay focuses on the first three waves of 1897-1950. During the course of those approximately five decades, the settlers came with Austro-Hungarian, Russian, Polish, Romanian, and Czechoslovakian passports. They also entered Argentina with other documents (e.g. Nansen passports), though much less frequently. Most of the immigrants came from the Second Polish Republic (from the regions of Galicia and Volhynia) in 1920-39. The majority of the Ukrainian immigrants were of rural background and many of them settled as farmers, especially in the northern border regions of Argentina. Others worked in meatpacking plants and in other industries. Immigration after World War II concerned more people with tertiary education. This essay provides an overview of the characteristics of each of the first three waves of immigration, and discusses the organizations created in Argentina by the immigrants.

The article “Status and prospects of the U.S. military presence in Europe in the second decade of the twenty-first century”, analyzes the involvement of U.S. armed forces in Europe in this period. It is an important topic because of the changes that the U.S. administration announced in past few years. Additionally, worth to consider, because the events in Ukraine can produce a new approach to this issue. The author tries to answer, among others, the following questions: How the U.S. Military involvement looks like in Europe at the beginning of the first decade of the twenty-first century? What are and were the U.S. administration’s plans for the military presence in Europe and in the world? What impact on the decisions of the United States has the situation in Ukraine ? Analysis and answers to the above questions led the author to a number of conclusions and these in turn allowed to outline several scenarios for further U.S. military presence in Europe.
