In the period between ratification of the Convention and its coming into effect in 1977, Poland became an important centre for shaping the global identification and cultural heritage preservation system. The 1976 Warsaw Governmental Experts Conference concerning protection and role of historic and traditional complexes allowed for adopting a definition thereof. “A meeting of experts on the improvement and harmonization of systems on the inventories and catalogues of monuments” which took place in Warsaw in 1977, was the next stage. Polish delegate, who had been chosen a vice-president of the Committee during the first session thereof in 1977, submitted a set of comments on operational directives on the criteria for historical value, authenticity, urban complexes, and technological artefacts. Polish nominations provided illustration of this intricate matter. These included: urban complex of Cracow, Wieliczka Salt Mine, Warsaw Old Town (rebuilt after WW2), and the former Concentration Camp Auschwitz-Birkenau. Polish ICOMOS presented the “Protection and Management in Cities of Exceptional Monumental Value” programme in 1995, which was subsequently accepted by UNESCO.

Opis:
Ameeting of experts dealing with the UNESCO World Heritage, attended by 37 participants from 13 countries, was held in Wroclaw on 14-15 September 2007. The session was organised by the National Heritage Board of Poland in the name of the UNESCO World Heritage Centre and the Minister of Culture and National Heritage. The states-signatories of the UNESCO convention on the protection of the world cultural and natural heritage are obligated to present reports on the realisation of the convention’s resolutions. The first series of the European Regular Report was conducted in 2003-2006. The Wroclaw conference was the first meeting of the representatives of Central and East European countries, dedicated to continuing undertakings stemming from the Regular Report. Subsequently, it became a forum for an exchange of experiences and joint conclusions. In view of the fact that the Report encompasses the earliest entries on the UNESCO World Heritage List, the participants of the meeting asserted the necessity of supplements which, in the first stage, are to explain the limits of the included site and its protective sphere and then discuss the criteria according to which it had been originally placed on the List. Subsequent tasks entail defining the exceptional merits of a given site. The meeting also considered plans for a system of administering the world heritage sites. The participants stressed unanimously that a suitable pronouncement of the significance of a site and its exceptional value forms a basis for effective administration. The conference included a tour of the Centennial Hall in Wrocław, together with the adjoining exposition area – the most recent Polsh site to be included onto the UNESCO World Heritage List.

Opis:
Churches of Peace in Jawor and Świdnica, inscribed in the World Heritage List, are unique examples of religious monuments which were created despite many unfavourable circumstances, and survived till today while preserving their original function, decorations and furnishings. The article discusses crucial principles of conservation work in both buildings, which has been carried out since the beginning of the 1990s. Positive results of conservation work, preserving the authenticity of substance, were possible mainly due to inscribing the building in the UNESCO World Cultural Heritage List. Preserving the authenticity of those monuments was the priority during the realised conservation work on the interior decoration and furnishings. That is why the Churches of Peace in Jawor and Świdnica maintained their authentic original décor from the turn of the 17th and 18th century.

The historical center of Zamość was added to the UNESCO World Heritage List in 1992 and over next 25 years the city has undergone great changes. Thanks to numerous restoration, preservation and maintenance works we are now able to admire the beauty of its monuments and perfect spatial harmony. But this is not the end of planned work. Zamość Old Town is a historical part of a vibrant city and therefore needs to evolve constantly in order to satisfy the contemporary requirements of urban population. Concurrently, over that period of time theory of conservation and preservation of monuments and evaluation methodology of the value of goods inscribed on World Heritage List have developed significantly. Hence, the 25th anniversary is a perfect occasion for a renewed evaluation of Zamość Old Town’s value and more in-depth analysis in accordance with current methodology and state of knowledge. It enables further specification and indication of authentic and material carriers of its value which determine its further existence. At the same time, it will allow indicating the limits of possible interference. In addition to this, the outcome of this thorough analysis will be of great use in taking decisions on further actions and investments, which is particularly important with monuments so heterogeneous as a historical city center.

The UNESCO World Heritage Committee, representing 185 signatories of the UNESCO Convention Concerning the Protection of World Cultural and Natural Heritage, took place on 2-10 July 2008 in Quebec City (Canada). The Committee session made several decisions concerning sites from the UNESCO World Heritage List located in Poland. One of the sites that the Committee has been discussing for several years is the Auschwitz-Birkenau Nazi concentration and death camp (1940-1945) and the state of its vicinity. This time was no such debate was held, but the government of the Republic of Poland was requested to provide information about the preparation and realisation of an administration plan relating to the site and its immediate surrounding. Other issues included the delineation of the boundaries of historical city centres in Warsaw and Cracow, the medieval town of Toruń, the Old Town in Zamość and the Castle of the Teutonic Order in Malbork. In the case of the Białowieska Forest the Committee obligated the Polish and Belarusian sides to organise a mission of experts for the purpose of explaining the boundaries and principles of the protection of this particular site. Artykuł traktuje o wartościach kulturowych, jakie reprezentuje sobą drewniana architektura sakralna. Autor skupia się na przykładach cerkwi w polskim i ukraińskim regionie Karpat. Obfitość budulca jakim jest drewno w tym regionie a także samo ukształtowanie terenu spowodowało, iż tutejsza architektura cerkiewna stała się unikalna i niezwykle charakterystyczna. Autor artykułu przedstawia wpisane dnia 21 czerwca 2013 roku na 37 sesji UNESCO odbywającej się w Kambodży na Listę Światowego Dziedzictwa UNESCO drewniane cerkwie na terenie Polski oraz Ukrainy. Na liście znajduje się obecnie 16 cerkwi z regionu karpackiego, 8 świątyń ze strony polskiej oraz 8 ze strony ukraińskiej [1]. Przedstawione cerkwie regionu Karpat wpisane na Listę Światowego Dziedzictwa są świadectwem przenikania się kultury chrześcijańskiej charakterystycznej dla wschodu i zachodu ukazując wspólną relację pomiędzy społecznością polską i ukraińską [2].
The article deals with cultural values that represents the wooden church architecture. Author focuses on the examples of the church in the Polish and Ukrainian region of Carpathian mountains. The abundance of wood as a building material in the region, as well as the landform and the localization, resulted that the local architecture Orthodox Church has become a unique and highly characteristic. The author of the article, presents the wooden churches in the Poland and Ukraine inscribed on the UNESCO World Heritage Site which took place on 21 June 2013, at the 37 session. On that list is currently 16 Orthodox churches of the Carpathian region: 8 temples on the Polish side and 8 from the Ukrainian side. The churches of the Carpathian region inscribed on the UNESCO World Heritage are a testament to the interpenetration of Christian culture characteristic of the East and the West showing the relationship between the Polish and Ukrainian community.

Over the years, the implementation of the Convention in Poland has revealed a number of issues related to protection of heritage in line with the patterns worked out at the UNESCO forum, and resulting from the incomplete adaptation of our legal system for the protection of historic monuments and sites, insufficient public awareness and the difficulty of incorporating historical sites into modern economic development strategies. The Polish UNESCO Committee addressed the above issues with a series of papers accompanying conferences participated in by a wide range of experts, decision-makers and local government activists at various levels. Observations concerning the application of the 1972 Convention, in particular with regard to legal protection of the world heritage sites in Poland, and the need to implement the 2003 Convention for the Safeguarding of Intangible Cultural Heritage, and the 2011 UNESCO Recommendations on the Historical Urban Landscape, have convinced the Committee to review Polish legislation in terms of protection of heritage from the perspective of the UNESCO normative acts ratified by Poland. In 2014, we published a study on “Why and how to protect the cultural heritage in a modern way,” edited by the then-Chairman of the Polish UNESCO Committee, profesor Andrzej Rottermund. The paper presented a wide range of conditions for application of the existing legal provisions and expected changes, provided by various institutions and experts in the field of protection of tangible and intangible heritage and respect for cultural diversity. The need to develop a new comprehensive law regulating protection of cultural heritage in Poland and taking into account the provisions of the UNESCO Convention was emphasised. What is particularly grave in application of the principles of the 1972 Convention is the lack of appropriate tools for managing world heritage sites. This includes, in particular: lack of legislation that would effectively protect the borderlines of the properties being inscribed and their buffer zones, view corridors and panoramas of sites of great historical significance. The lack of proper inclusion of local communities in the heritage management processes is a significant issue, according to the message of the 2005 Faro Council of Europe Framework Convention on the Value of Cultural Heritage for Society. Article entitled “The Social Dimension of the Cultural and Natural Landscape”, issued in 2015, discusses issues concerning immediate vicinity of properties of great historical significance. It is stated that landscape is an integral entity consisting of natural elements and cultural heritage, which is understood as both tangible and intangible heritage. Consideration should be given to how notions occurring at the UNESCO forum evolved. Particular attention should be also paid to shifting from the concept of a historic monument to the concept of heritage, and the concept of historic monument protection to the concept of heritage management. It is also important to take into account the need for sustainable protection of the natural and cultural values of landscapes, both urban and rural.

Maroko posiada osiem obiektów wpisanych na listę Światowego Dziedzictwa UNESCO. Większość z nich to mediny – starówki miejskie centralnej i północnej części kraju. Część południowa, granicząca z terytoriami saharyjskimi budziła do niedawna mniejsze zainteresowanie badaczy. Ait-bin-Haddu, nieopodal Warzazat, to jedyny zespół architektoniczny na tej liście, choć podobnych mu wspaniałych zabytków na południu Maroka w dolinach Dra, Ziz i Tafilalt nie brakuje. Ich największą wartością, oprócz niespotykanej formy, jest przetrwały przez stulecia sposób budowania z tradycyjnych, pozornie nietrwałych materiałów. Czynniki atmosferyczne, ale również w coraz większej mierze działalność człowieka, wpływają destrukcyjnie na bezcenne budowle. W celu ich ratowania obecne władze kraju, przy współpracy z UNESCO, wprowadzają zakrojony na szeroką skalę interdyscyplinarny program konserwatorski.
Morocco boasts eight objects entered into the UNESCO World Heritage List. The majority of them are medina quarters – old town districts found in the central and northern part of the country. Until recently, the southern part bordering on the Saharan territories did not arouse much scientifi c interest. Ait-bin-Haddu, near Warzazat, is the only architectonic complex on the List, although similar magnifi cent monuments can be found in the south of Morocco, in the Dra, Ziz and Tafilalt valleys. Besides their unique form, their greatest value lies in the manner of their construction using traditional, seemingly impermanent materials which have survived for centuries. Weather conditions, but also man’s activity on an increasing scale, have a destructive infl uence on the priceless buildings. In order to preserve them, the current government with the help of the UNESCO, have introduced a large-scale interdisciplinary conservation programme.

We present to you another fascicle of jointly created periodical (in the current six-monthly form) – a collective work, which can be, without exaggeration, described as: joint effort. If I were to title it separately, the title would be: Between tangible and intangible heritage – the idea of comprehensive protection of the world’s cultural and natural heritage. It sounds elevated, maybe even pompous, however – as we know well – in the global perspective, there are diverse situations, a current example might be the devastated Aleppo, which is, after all, not the only site of crime against cultural heritage. The threads of intangible heritage, in this volume, both from the perspective of up-to-date UNESCO documents and conventions, and from the perspective of “archaeology of notions” and research on intangible heritage of the Polish rural areas, as well as the narratives of collective memory, constitute the first part of the volume. The second part, on the other hand, for a kind of a counterweight, is devoted only to tangible heritage, focusing on the issues of wooden architecture, and strictly speaking, on wooden sacral construction, on both sides of the Polish-Ukrainian border in which we see a tremendous potential for further common research and academic cooperation. The second part of the volume is concluded by an interesting article devoted to framework architecture of Uhlans’ barracks in Toruń. In the third, final part, we present articles of diverse subject matter, a considerable substantive significance, discussing, among others, Polish successes related to entries on the UNESCO’s World Heritage List to which the National Heritage Board of Poland contributed greatly, but also presenting hazards concerning possible further entries, which should not be forgotten, just like we should not forget about people of exceptional merits, whose profiles we recall. Let us return, however, to our reality and our questions about intangible heritage. What is it for an ordinary inhabitant of the country between the Odra River and the Bug River, how does our ordinary compatriot understand them and does he or she have keys to it, or has someone hidden it, to use a euphemism..? It seems there is a long march ahead of us. If today someone asked me about what I believe to be the most important throughout our entire spectrum of the intangible heritage, I would certainly reply: my homeland and my faith. And if I was asked what I would most gladly enter to the intangible heritage list, I would say: all Polish “żurawiejka” poems, even though they might be obscene, including my favourite, which I would not dare to quote. Not so long ago, on the occasion of a full, six-hundredth anniversary of concluding the Horodło Union, Kazimierz Wóycicki from the Eastern Europe Study Centre of the Warsaw University wrote: „We live in the 21st century, and we still think in categories of the 19th century. This happens because great narrations determining the sense of modern nations were created exactly in the 19th century, when the most important thing was defending identity against external impacts. Historiography of remembrance, dealing with social representations of the past, enables gaining a distance to those tales shaped in the 19th century, through a dialogue of narratives” and, at the same time, enables expansion of the methodological scope of research on phenomena related to intangible heritage. Dear Sirs and Madams, to conclude, I would like to give my regards to the entire editorial team, who for a few recent years, working with devotion, perfection and energy, have done truly a lot in the Kraków office – it can be said without a shade of exaggeration that they re-formatted and modernized the way of thinking about our periodical. The article discusses Polish suggestions of new inscriptions into the UNESCO World Heritage List. The waiting items mentioned in the Tentative List were presented. Currently the Polish version of the List numbers 5 items. They are: Gdańsk, Town of Memory and Freedom (2005), The Augustów Canal (2006), The Dunajec River Gorge in the Pieniny Mountains (2006), Extension to the Joint World Heritage Property “Primeval Beech Forests of the Carpathians (Slovak Republic and Ukraine) and the Ancient Beech Forests of Germany (Germany)” (2015), “Krzemionki”, prehistoric flint mines (2016). Other offered suggestions were also presented: The Jewish Cemetery in Łodz, the Ponds in Milicz – medieval fishponds in central Europe, Nowa Huta, the paper mill – Duszniki Zdrój, the Elbląg Canal, Nikiszowiec as a factory-related housing complex, the cultural landscape of Żuławy area, wooden mosques in the Podlasie Region – Bohoniki and Kruszyniany, the Valley of Palaces and Gardens – the Jeleniogórska Valley, Żyrardów, Warsaw Water Filters and Księży Młyn in Łodz as industrial heritage, the Citadel in Warsaw, and the Słowiński National Park as natural heritage. Among new suggestions the following were indicated: the collegiate church in Pułtusk as an example of Renaissance solutions of linear perspective applied in architecture, the project of a Gothic vault in the church in Szydłowiec as a unique example of the Gothic construction workmanship, and modern wooden churches (e.g. the church in Boguszyce).

Based on the declassified archive materials of the Ministry of Foreign Affairs of the Republic of Belarus and the modern historiography of the problem the entry of the Belarusian SSR and the Polish People’s Republic into UNESCO, their participation in the division of labor between the socialist countries delegations (through the example of coordination meetings of representatives of national commissions and other forums), as well as the results and the general problems of membership in the Organization during the Khrushchev’s „thaw” period have been considered in the article. The publication complements the history of UNESCO on the eve of its 70th anniversary.
