Opis:
The main aim of the author was to determine the influence range of towns in the light of their economic linkages. The text is part of the author’s larger research project which focuses on the problem of identification and delimitation of functional areas of small and medium-sized towns. An important element of the analyses, apart from their cognitive aspect, is a proposal of an independent tool to measure the phenomenon of economic linkages with the use of data included in the REGON (National Register of Business Entities) database. All the analyses have been conducted on the basis of 38 small and medium-sized towns in the Lodz voivodeship.

Opis:
The approach to the issue of shrinking cities is undergoing constant changes. Originally, this process was referred primarily to the progressing depopulation connected with a deteriorating economic situation. Presently, works on shrinking cities mainly focus on the challenges posed by the problem rather than the delimitation questions. Do the shrinking also apply to the situation of small towns, and if so, to what extent may small towns shrink? Being conscious of the multidimensional nature of the topic discussed, the authors took measures aimed at singling out a group of shrinking towns from the whole set of small towns in Poland. The identification of depopulating centres consisted in pointing to those shrinking both in terms of their demography and economy. This type of research gives rise to all types of methodological problems such as which tools should be used to measure town shrinking or which data should be selected for the research, an issue particularly important for small towns where the range of indicators available is rather limited. What conclusions may be drawn from the conducted analysis? Do small towns in Poland shrink? On the basis of the conducted research the answer is no. With regard to demography, the process of shrinking concerns only 30 towns (4.5%). And this group includes only four which additionally shrink in economic terms.

The emerging problem of changing and shrinking economic base of many small towns causes necessity of searching for new paths of development for them. Former central service functions existing in many small towns are largely washed out to larger cities as a result of the present metropolisation processes. The question arises to what extent these towns are or may be attractive for the development of production functions. The aim of the paper is to show the role of industry for the development of small towns in Małopolska in Poland and Auvergne in France on the case studies of Myślenice and Issoire.

Opis:
The article analyses the factors determining the development of the towns in the Pomeranian province in the years 1918–1939. The author maintained the typology of the towns from the period prior to WWI. The author also poses the question whether some of those towns changed the function they had played in the 19th century. The specific character of the development of Pomeranian towns in the period under discussion consisted in its new geopolitical and macroeconomic situation. After 1918 Western Pomerania became the frontier province. This situation determined the migration processes. The administrative authorities of the province indicated that it was also the reason for the economic stagnation. The author maintains that one may agree with the thesis about the migration processes being determined by the new political situation, but it should be rejected in reference to the economic development. The Pomeranian province after WWI found itself on the margin of Germany’s economic life, which concerned both average-sized towns and the capital of the province – Szczecin. After the power in Germany had been taken over by the NSDAP and the military preparations had started, only some Pomeranian towns got the impulse to develop. The area which mostly took advantage of the policy was the territory of the so called great Szczecin. The pace of the development of the remaining towns was slower than in the case of other German towns and cities. Some corrections should be introduced in the typology of Pomeranian towns for the discussed period. They concern mainly the weakening of the function of some ports such as Kołobrzeg and Greifswald. Some other towns started to play the role as communication centres important for the region – this group included Piła, which constituted a significant transport interchange of international importance, used mainly in the contacts with Poland. The deliberations included in the book indicate that economic changes in the towns of the Pomeranian province were very slow.

Celem niniejszej pracy jest przedstawienie zmian funkcjonalnych dokonujących się w gospodarce miast województwa wielkopolskiego. Badany zbiór miast liczy 109 ośrodków. Zakres czasowy pracy obejmuje lata 2009 i 2015.
This paper seeks to present functional changes taking place in the economies of towns of Wielkopolska voivodeship. The set of towns examined included 109 units, and the study period embraced the years 2009 and 2015. The examination of functional changes was conducted in terms of size classes of towns and by comparing towns of the Poznań agglomeration against the remaining towns of Wielkopolska voivodeship. The most important cognitive conclusions following from the study are as follows:1. In 1973 the towns of Wielkopolska voivodeship represented nine functional types, and in the years 2009 and 2015 only six types, including three with a smaller or greater share of services. The uniformisation of the functional structure of the towns is caused by the tertiarisation of their economies.2. The dynamics of the number of economic entities is the highest in the service sector, but differs in individual NACE sections. The highest rate of increase in the number of entities takes place in so-called modern services.3. An examination of differences in the functional structure of the Wielkopolska towns (conducted on the basis of employment in NACE sections) leads to the conclusion that with an increase in the population of a town the diversification of its functional structure grows too. In the study period 2009–2015, the highest increase in functional differences among the towns was recorded in the set of small towns with 5 to 10 thous. inhabitants.4. The conducted measurements of the economic base of the Wielkopolska towns showed that with an increase in a town’s population, specialisations in sections of the agricultural and then the industrial sector gave way to specialisations in sections connected with the service sector. Over the study period, there were no marked changes in the kind of exogenous functions performed by towns belonging to individual size classes.5. Apart from the size of towns, a significant factor affecting a town’s economy and the intensity of its functional changes proved to be its location in relation to (distance from) the central city of the voivodeship, i.e. Poznań. This was demonstrated by comparing the towns in the Poznań agglomeration against the remaining towns of the voivodeship. Changes in the economic structure of towns closely connected functionally with Poznań showed a higher dynamics and were more advanced than in the other towns of the voivodeship.

We still know relatively little about the processes of economic transformation in medium-sized towns, which are the cornerstone of the settlement system of many rural areas, together with small towns. This paper considers a group of 39 towns in Northern Italy, located in the area between Asti and Rovigo. Using data from the Italian National Institute of Data Statistics (ISTAT), we investigated the dynamics of the number of the employed at businesses in the periods of 2001–2011 and 2012–2017, the different specialisations of the towns and their ability to attract employees within the respective employment areas. Locally differentiated performance and evolutionary trajectories are evident, preventing us from being able to think of medium-sized (but also small) towns as a coherent whole. It is also clear how the drive towards centralising employees in towns increased following the Great Recession.

The article seeks to comparatively analyse the functions implemented in the Late Middle Ages by quarters in the main towns or cities of Prussia, including Rechtstadt Danzig (Main City of Gdańsk), Altstadt Königsberg (Old Town of Königsberg [today Kaliningrad]), Braunsberg (Braniewo), Altstadt Thorn (Toruń), and Kulm (Chełmno). Special attention is placed on answering the question of how the quarters participated in the municipal authority structures and the relationships between town councils and the commons. Quarters in Prussian towns developed since the fifteenth century, somewhat later than in East Central European towns. Establishment of these units was based on several premises: organisation of fiscal accountancy, fire safety concerns, military purposes, and town councils’ strivings to reinforce control over the dwellers. Influenced by the city revolts at the beginning of the fifteenth and in the sixteenth century, town councils took efforts to create a system of mobilisation and communication with the inhabitants that would work without the intermediation of guilds (as in Elbing [Elbląg], Danzig, and Thorn). Subordination of the older quarters to the municipal authorities caused, moreover, that in the face of internal or external threat, the community appeared as a community ruled by town councillors.

The authors present an overview about small towns’ urbanisation in Hungary. Following the specific aspects and factors of their urbanisation in the last centuries, the authors conclude that 20 years after the political and economic transition, small towns arrived at a crossroads in their development. Suffering the effects of demographic change and an outflow of young adults, almost every typical, traditional small town has been shrinking since at least the last decade. This crisis is more intensive than the overall decrease of the population number in Hungary. Only atypical small towns have been able to increase their population. Behind the crisis of typical small towns, the paper defines some possible factors, including the delayed effects of transition, the re-evaluation of small towns in the globalising, network-based economy and the actual reduction of the state’s spatial functions and presence. Although some niche-based strategies are open for success, for the majority of small towns the question still remains open: what new functions and attributes could make them attractive and successful in the 21st century?

The opportunities for urban investment co-funding which emerged in Poland after its accession to the European Union are not taken to a satisfying extent, especially in towns, e.g. those with a population up to 20 000. Despite many difficulties there are attempts to break the deadlock. Such attempts may be found for example in towns of Warmia and Mazury Province whose idea of funding their revitalization programmes – apart from applying for money allocated to Regional Operational Programme (ROP) – has become participation in the Cittaslow international network of cities.

Opis:
The article attempts to develop a preliminary practical framework for urban criteria in terms of the population, economy and spatial location of the smallest towns in Poland. Despite being of little signicfiance, the fact that they lie near the border between being rural settlements and towns makes them an interesting subject for research and more detailed analysis. The current phenomenon of urban status being obtained by ever-smaller settlements is causing conceptual disorder. Therefore, the article may serve as an early contribution to a discussion about the need to denfie and unify urban criteria on a national scale. The qualitative and descriptive guidelines contained in ocfiial acts are insucfiient and too general, which is why quantitative methods were used in the present research. Despite the limited data available, research on the topic of urbanity has proven the imperfection of the Polish administrative system and conrfimed the premise that town status may be conferred inappropriately in numerous cases.

Sustainable development policies have become new objectives of local actions since the implementation of the notion in the 1990s. Small towns promote images of places where the living is easy and with sustainable amenities like “natural” living environment. But, beyond these perceptions, operational sustainable development policies are quite occasional. Taking a sample of French small towns in the Auvergne region as examples, it is interesting to analyse this paradox of an interesting potential leading to rare effective actions. It seems that it is quite difficult for local stakeholders to implement really transversal and not sectoral policies and the lack of capacity and budget is an important issue for them as it takes time and money to develop really participative and holistic programs.
