This paper describes an approach that allows to reduce error propagation when comparing historical topographic maps. By linking the fuzzy set theory with simple map algebra and Kappa statistics, the uncertainty resulting from dissimilar quality of the maps can at least be partly eliminated and a distinction between ‘true’ and ‘false’ land cover changes can be made.

Opis:
Opracowanie dotyczy problematyki propagacji błędów z danych źródłowych w procesie porównania archiwalnych map topograficznych. Celem pracy była poprawa skuteczności detekcji historycznych zmian pokrycia terenu. Wykorzystanie potencjału zbiorów rozmytych, w powiązaniu z prostą algebrę map pozwoliło na rozróżnienie zmian pokrycia terenu cechujących się wysokim prawdopodobieństwem zaistnienia od artefaktów będących efektem przesunięć, zniekształceń lub nieostrej klasyfikacji. Walidację wyników przeprowadzono przy użyciu wskaźników podobieństwa Kappa. Omówiono zalety i ograniczenia zastosowanej procedury oraz wskazano kierunki dalszych badań.
This paper regards a problem of error propagation when comparing archival topographic maps. The study aimed at improving the quantitative detection of historical land cover changes. By linking a fuzzy reasoning and a simple map algebra, the uncertainty stemming from dissimilar quality of the archival maps was reduced, which allowed to distinguish between the land cover changes of a high probability and the artefacts stemming from distortions and inaccuracies of the source data. The results were validated with the use of Kappa statistics. At last, the pros and limitations of the presented procedure were discussed and the further research needs specified.

Materials from topographic surveys had a serious impact on the labels on the maps that were based on these surveys. Collecting toponyms and information that were to be placed as labels on a final map, was an additional duty the survey officers were tasked with. Regulations concerning labels were included in survey manuals issued by the Austro-Hungarian Militärgeographisches Institut in Vienna and the Polish Wojskowy Instytut Geograficzny in Warsaw. The analyzed Austro-Hungarian regulations date from the years 1875, 1887, 1894, 1903 (2nd ed.). The oldest manual was issued during the Third Military Survey of Austria-Hungary (1:25,000) and regulated the way it was conducted (it is to be supposed that the issued manual was mainly a collection of regulations issued prior to the survey launch). The Third Survey was the basis for the 1:75,000 Spezialkarte map. The other manuals regulated the field revisions of the survey. The analyzed Polish manuals date from the years 1925, 1936, and 1937. The properties of the labels resulted from the military purpose of the maps. The geographical names’ function was to facilitate land navigation whereas other labels were meant to provide a military map user with information that could not be otherwise transmitted with standard map symbols. A concern for not overloading the maps with labels is to be observed in the manuals: a survey officer was supposed to conduct a preliminary generalization of geographical names. During a survey both an Austro-Hungarian and a Polish survey officer marked labels on a separate “label sheet”. The most important difference between the procedures in the two institutes was that in the last stage of work an Austro-Hungarian officer transferred the labels (that were to be placed on a printed map) from the “label sheet” to the hand-drawn survey map, which made a cartographer not responsible for placing them in the right places. In the case of the Polish institute the labels remained only on the “label sheets”.

Materiał zdjęcia topograficznego miał istotny wpływ na napisy umieszczane na mapie sporządzonej na jego podstawie. Zbieranie toponimów oraz innych informacji podawanych później na gotowej mapie w postaci napisów było dodatkowym zadaniem topografów wykonujących zdjęcie. Zasady wykonywania napisów regulowały instrukcje Militärgeographisches Institut w Wiedniu oraz Wojskowego Instytutu Geograficznego w Warszawie. W przypadku Militärgeographisches Institut analizą objęto instrukcje topograficzne z roku 1875, 1887, 1894, 1903. Spośród instrukcji WIG analizą objęto dokumenty z roku 1925, 1936 i 1937. Właściwości napisów na materiałach zdjęcia wynikały z wojskowego przeznaczenia mapy. Nazwy geograficzne służyły ułatwieniu orientacji, a inne napisy dostarczały wojsku informacji niemożliwych do przekazania za pomocą znaków konwencjonalnych. Zarówno topograf austro-węgierski jak i polski, nazwy i inne napisy nanosił w czasie zdjęcia na osobną kalkę. Najważniejsza różnica między procedurami obu instytutów polegała na tym, że topograf austriacki w ostatniej fazie prac przenosił z kalek na rysunek zdjęcia napisy przewidziane do zamieszczenia na publikowanej mapie, co zdejmowało z kartografa obowiązek jakiejkolwiek interpretacji ich rozmieszczenia, natomiast topograf polski na swój rysunek napisów nie przenosił i pozostawały one wyłącznie na kalkach.

Beginning from the 1990s, after regaining the independence, the Latvian cartography began to develop successfully. This paper shows in a very general form the present structure of the Latvian state and private cartography. There are described first cartographical works connected with Latvian topographic maps, kinds of maps and data distribution, problems disturbing cartographical works. Currently used methods of cartographic presentations, data collecting, digital databases, state and private companies and cartographical projects are mentioned.
Po odzyskaniu niepodległości na początku lat dziewięćdziesiątych XX wieku kartografia łotewska zaczęła rozwijać się niezależnie. Artykuł opisuje w skróconej formie obecną strukturę łotewskiej kartografii państwowej i prywatnej. Opisane są także pierwsze prace nad łotewską mapą topograficzną, podane rodzaje oraz sposoby dystrybucji map i danych kartograficznych, opisano problemy zakłócające prace kartograficzne. Podano również obecnie używane metody prezentacji informacji kartograficznych, sposoby pozyskiwania i udostępniania danych, bazy danych, opisano państwową i prywatną działalność kartograficzną oraz realizowane projekty kartograficzne.

The article presents a review of contemporary Polish military topographic maps, with special focus on those in the scale of 1:50,000. They are basic maps used in all armies of NATO countries at tactical stages. After the political breakthrough of 1989 Polish political elites saw the future of our country in the structures of Western Europe, but the Warsaw Pact still existed, and Soviet Army units were stationed in Poland and in the German Democratic Republic. All the Warsaw Pact countries used maps in the “1942” coordinate system and followed standardized rules of map elaboration. The article presents transformation of those maps into NATO standards, the first stage of which was elaboration of the, so-called, maps adapted to NATO standards. At the end of 1990s there started elaboration of a new topographic map of Poland in the scale of 1:50,000. The project involved preparation of a level 2 map, in NATO nomenclature known as VMap Level 2, and simultaneously using the same base for to generate 580 sheets of a paper map in 1:50,000. Map elaboration finished in 2006 and in the following years the project was enhanced with publication of new maps based on high-resolution image data. Since 2003 Polish cartographers have been participating in Multinational Geospatial Co-production Program (MGCP). Within the program high-resolution vector data is being prepared for selected areas of interest. They are mainly areas of current or potential military conflict, terrorist threat, ethnic or religious conflict, natural disaster, etc. MGCP data is not a ready product meant for direct usage, and without proper preparation it is simply unreadable. Therefore, special computer applications were developed to facilitate fast preparation of topographic maps in 1:50,000: MGCP Derived Graphic (MDG) and lately MGCP Topographic Map (MTM). Such maps differ from Polish topographic maps both in contents (to a lesser extent) and in graphic form (to a larger extent). They contain less objects, but include aerial information.

The article discusses the monitoring of horizontal displacements of the channel of Dniester, the second largest river in Ukraine, based on topographic maps, satellite images, as well as geological, soil and quaternary sediment maps. Data processing has been carried out using the geographic information system ArcGIS. The monitoring over a 140-year period (1874–2015) has been performed at the river’s transition from a mountainous to plain terrain on the 67 km section of the river. During this period, maximum displacements in the study area were 590–620 m. The research examines water protection zones needed for channel displacements. The article describes the monitoring methodology and analyses changes over a period of 18 years (2000–2018). The analysis includes the anthropogenic influence on the channel in the monitoring area. Results of the research may be useful for construction and cadastral works related to the channel in the area concerned, as well as for water management.

Up to date issue of cartographic studies is a complex problem. The content of the BDOT10k database is particularly important from the user's point of view, which should be updated on a current basis. The authors carry out an analysis of the database's validity along with the assessment of changes in spatial topography based on available non-standard topographical studies and an orthophotomap. The research was carried out in the town of Tarnobrzeg, which due to its specificity (a town with high dynamics of development) allows for a clear picture of the essence of the problem.

Autorzy dokonują analizy wykorzystania przez współczesne siły zbrojne analogowej i cyfrowej informacji geograficznej. Na tym tle przedstawiają analogowe opracowania kartograficzne, jakimi obecnie dysponuje Wojsko Polskie.
Today, engaging in military actions and operations in reaction to crisis requires the possession of detailed, precise, comprehensive and current information about the region. The necessity of possessing such information forced world powers and international organizations (UN, EU, NATO) to change their approach to obtaining and processing it. Satellite and aerial images became the dominant source of geographical (geospatial) data. A new intelligence method - geospatial intelligence - developed. Geospatial information is in demand not only among the military. In time, military technologies are released into civilian world. In the case of geospatial information this results in the development of geo-information web services. Military equipment, military command systems demand adequately processed geospatial information, mainly in the form of digital maps. In Poland, the first digital maps (V Map 0 and 1) were elaborated by military geographers, and the subsequent product-V Map L2 in collaboration with the civilian service. Military geography is engaged in the new international Multinational Geospatial Co-production Program. In this context, military analogue maps seem to be less and less in demand. Since World War II, global usage of paper military maps has considerably diminished (from hundreds of millions to several tens of thousands per single operation). However, this does not mean that paper maps have altogether been eliminated. All projects of digital geospatial databases provide for the existence of a 'cartographic solution', that is an automatic or partly automatic process of creating an analogue map. Since the year 2000, Military Geography has had at its disposal a full set of military analogue maps elaborated in accordance with NATO requirements and including characteristic features derived from the national experience, cartographic tradition and specific Polish needs. The main features of maps in the NATO standard are: usage of the WGS-84 coordinate system, UTM, UPS or Lambert secant conic projection, MGRS and GEOREF reference systems. Topographic and general military maps are elabora¬ted in the scale sequence of 1:25,000 to 1:1,000,000. On the basis of topographic and general maps, military special maps are elaborated (training area maps, road maps, and the like). To cater for the needs of higher command and their staff, military cartographers have elaborated a set of general geographic and political maps covering various regions of the Earth, but mainly regions of conflict (Middle East, Afghanistan, Korean Peninsula, etc.). Military aeronautical charts constitute a special group within analogue maps. Special aeronautical charts of LFC and TFC(L) series deserve special mention. They are published once a year at a specific date and updated through the ACHAD service in a 28-day cycle. The Hydrographic Office of the Polish Navy publishes nautical charts of the INT series for the region of the Baltic Sea and Baltic Straits which comply with the standards of the International Hydrographic Organization (I HO). Paper military maps are also used by civilian institutions. The potential of military geography, diminishing from year to year, may in the future inhibit keeping of such a large cartographic resource up to date. Higher engagement of civilian entities in the cartographic elaborations of Poland seems indispensible.

The author presents an overview of the scope of content of selected topographic maps of Polish lands from the 19th and the first half of the 20th century in its quantitative aspect. 19 maps were analysed and a common conceptual model linked to the Database of Topographic Objects (DBTO10k) was developed on the basis of catalogues of object types. Quantitative statistics were also prepared for the object types from maps before and after harmonization. Differences between their numbers within the same maps reflect the conceptual variety of said maps. The number of types of objects (before and after harmonization) was then juxtaposed with selected thematic layers: water network, transport network, land cover, buildings, structures, and equipment, land use complexes, localities and other objects. Such factors as scales, publication dates and topographic services which created analysed maps were also taken into consideration. Additionally, the analysed maps demonstrate uneven levels of generalization. Inclusion of objects typical for large-scale cartography on topographic and general maps is one of the distinctive features.

The authors present a comparative analysis of presentation of build-up areas with conventional symbols on 60 civil European topographic maps. The above-mentioned maps are in different scales, from 1:10,000 to 1:100,000, and have been published in nineteen European countries and the autonomous community of Catalonia. The analysis has proved that the scope of characteristics of build-up areas presented on the analysed maps was very diverse, from qualitative and quantitative point of view (e.g. there were between 2 and 25 different categories on 1:10,000 maps). The 1:10,000 and 1:50,000 maps generally contain more information on the characteristics of build-up areas than 1:25,000 maps. The characteristics themselves are also very diversified (e.g. only 6 of them appear on more than half of the analysed maps – most often churches). Polish maps stand out due to the fact that they contain particularly rich and consistent representation of both physiognomic characteristics and general functional characteristics of buildings and build-up areas at all the analysed scales.

The Austrian Second Military Survey, at the scale 1:28,800, was produced for the province of Galicia between 1861 and 1864 and for Austrian Silesia between 1838 and 1841. In Galicia, work on 413 sheets was led by thirteen cartographers, and the content and descriptions were prepared by 106 cartographic technicians. On the 42 sheets of the Silesia maps, two directors and 11 technicians were recorded. The military cartographers who prepared the survey of the two provinces belonged to 71 multinational units of the army of the Austrian Empire. Work with nineteenth-century maps is fraught with uncertainty about the consistency of the series, which may be reflected in the content of the maps. The consistency of map content was tested on sheets covering the Polish Carpathians for two types of features: linear (roads) and area (forests). Expanding the understanding of these maps may contribute to reducing uncertainty in their use for various environmental and socio-economic analyses.

Opis:
The aim of this study was to show the changes in forest cover in the town and commune of Krotoszyn in the last 200 years. The analysis of topographic maps, with the use of landscape indicators showed that despite the relative stability of the size of forest area from 1829 to the present, significant changes in their structure caused by human activity occurred.
