    The study involved 50 ex-cyclists at age 22-66, there were 17 women and 33 men. This survey-based study was performed using two standardized tools: Health Behaviour Inventory (IZZ) and The questionnaire on daily routines (chronocard).The most of the studied group (58%) undertook pro-health behaviours at the median level, 24% presented the maximum level of health behaviours, and the smallest studied group (18%) presented the minimum level of IZZ. It showed that gender didn’t influence the health behaviour of ex-cyclists (p=0,784). An amount of time for different activities (work/study, activities at home, relax, entertainment, physical activity and others) is different during each weekdays. The dominance in the time budget of ex-cyclists was work (study).The most of the leisure time, the studied group spent for amusements and the less for relax and physical activity.The dominance of the studied group were in median and minimum level of health behaviours with the most escalated behaviours in positive mental attitude and lower in nutritional habits, prophylactic behaviours and healthy habits. The studied group presented very restricted pro-healthy lifestyle.

    W potężnej kompresji czasu, charakteryzującej życie społeczeństw rozwiniętych, umiejętność zarządzania czasem nabrała szczególnego znaczenia. Coraz częściej jest ona bowiem warunkiem realizacji celów zawodowych i prywatnych, a tym samym zaspokojenia potrzeb i zrównoważonego rozwoju człowieka. W artykule na podstawie badań wtórnych oraz pierwotnych scharakteryzowano wybrane problemy współczesnego konsumenta – mieszkańca dużego miasta z zarządzaniem budżetem czasu. Życie pod presją czasu, związany z tym stres i poczucie niedoboru czasu na realizację wszystkich stojących przed jednostką wyzwań i zadań, a także brak równowagi czasowej pomiędzy poszczególnymi obszarami życia dotykają w różnym zakresie coraz większą grupę konsumentów, zwłaszcza tych wykształconych i osiągających wysokie dochody.
    In the life of developed societies characterized by a strong time compression, the time management skill became highly important. More and more often it is a precondition for achieving the professional and private goals, there by satisfying human needs and allowing for sustainable development. The article, based on the secondary and primary research, characterizes problems of the contemporary consumer (inhabitant of a big city) with time management. Life under time pressure, associated with its stress and sense of time shortage to accomplish all the challenges and tasks faced by an entity as well as the lack of time balance between the various areas of life are affecting a growing group of consumers, especially those who are educated and who receive high incomes.

    Celem artykułu są rozważania na temat czasu w konsumpcji. Służą one przedstawieniu wybranych zagadnień z zakresu interpretacji czasu – ich miejsca i znaczenia w analizie konsumpcji oraz istoty gospodarowania czasem jako niefinansowym środkiem konsumpcji będącym w dyspozycji jednostki. Prowadzą do stwierdzenia, że czas w konsumpcji jest tą kategorią, która z jednej strony ma charakter instytucji społecznej, regulatora zdarzeń społecznych, właściwości ludzkiego działania – jest integralną częścią porządku społecznego; z drugiej – jest cennym dobrem, ograniczonym zasobem jakim gospodarują jednostki w celu zaspokojenia potrzeb egzystencji (podstawowych), potrzeb samorozwoju i społecznych (wyższego rzędu).
    The aim of this article is a reflection on the time in consumption. They serve as a presentation: selected issues in the field of interpretation of time – their place and significance in the analysis of consumption; the economy sometimes acts as a nonfinancial means of consumption at the disposal of the individual. They lead to the conclusion that time in consumption is the category which, on the one hand, is the social institution, the regulator of social events, the characteristic of human activity – is an integral part of the social order; on the other hand, it is a valuable asset, limited by the resources that the individual manages to meet the needs of existence (basic), needs of selfdevelopment and social (higher order).

    W artykule, na podstawie badań wtórnych i pierwotnych, scharakteryzowano najważniejsze przemiany w sferze pracy stanowiące rezultat rozwoju technologicznego oraz procesu transformacji i integracji polskiej gospodarki, w aspekcie ich wpływu na budżet czasu współczesnego konsumenta (na przykładzie mieszkańców dużych miast). Odczuwane przez większość konsumentów przyspieszenie tempa życia i brak czasu przekładają się na problemy z gospodarowaniem budżetem czasu, a zwłaszcza jego równoważeniem. Przyczynia się do tego również praca, której poświęcamy nie tylko coraz więcej swojego czasu, ale także znaczną część energii życiowej. Z uwagi na współzależność i komplementarność poszczególnych sfer ludzkiego życia sytuacja taka skutkuje ograniczeniem możliwości zaspokojenia wielu ważnych ludzkich potrzeb związanych z życiem rodzinnym, obowiązkami społecznymi czy czasem wolnym.
    In her article, based on secondary and primary research, the author characterised the most important transformations in the labour sphere, being effects of the technological development and the process of transformation and integration of the Polish economy, in the aspect of their impact on the contemporary consumer’s time budget (on the example of residents of large towns). The felt by most consumers acceleration of the pace of life and time deficit translate into problems with time budget management and, particularly, with balancing thereof. This is also caused by work, which we devote not only more and more of our time, but also a considerable part of vitality. Due to the interdependency and complementarity of individual spheres of human life, such a situation results in constraint of the possibilities to meet many important human needs connected with the family life, social responsibilities or leisure.
    В статье на основе вторичных и первичных исследований провели характеристику основных преобразований в сфере труда, представляющих собой результат технологического развития и процесса трансформации и интеграции польской экономики в аспекте их влияния на бюджет времени современ- ного потребителя (на примере жителей крупных городов). Воспринимаемое большинством потребителей ускорение темпов жизни и дефицит времени ведут к проблемам с экономией бюджета времени, в особенности с его сба- лансированием. Это вызывает и труд, которому мы отводим не только все больше времени, но и значительную часть жизненной энергии. По причине взаимозависимости и комплементарности отдельных сфер жизни человека такая ситуация ведет к ограничению возможности удовлетворять многие важные потребности человека, связанные с семейной жизнью, общественными обязанностями или досугом.

    In the state of huge time compression that is characteristic of the modern consumer life, it is getting increasingly harder to meet all the challenges and fulfil all the tasks that we would like to or should undertake. Taking into consideration the relentlessness and inflexibility of time as well as its limited resources and simultaneously the ever increasing number of activities that occupy a space in a human time budget, the ability to manage one’s time, including especially balancing its budget, is currently gaining a special importance. For it is a significant precondition for a person’s balanced development as an employee, a member of a family or another group but also as an individual with specified needs, preferences and value system. The aim of this publication is to describe the problems of modern consumers – inhabitants of big cities, with managing the time budget, especially with regard to the possibility of maintaining a time balance between the different areas of life. The considerations were based both on the study of scientific literature, as well primary research conducted by the authors.
    W charakteryzującej życie współczesnego konsumenta potężnej kompresji czasu coraz trudniejsze staje się podołanie wszystkim wyzwaniom i zadaniom, jakie chcielibyśmy czy też powinniśmy podjąć. Biorąc pod uwagę nieubłagalność i nieelastyczność czasu oraz jego ograniczone zasoby, a jednocześnie coraz większą ilość zajęć wypełniających budżet czasu człowieka, szczególnego znaczenia nabiera obecnie umiejętność zarządzania czasem, w tym zwłaszcza równoważenia jego budżetu. Jest ona bowiem istotnym warunkiem zrównoważonego rozwoju człowieka jako pracownika, członka rodziny czy innej grupy ale też jednostki o określonych potrzebach, preferencjach i systemie wartości. Celem publikacji jest charakterystyka problemów współczesnych konsumentów – mieszkańców dużych miast, z zarządzaniem budżetem czasu, w tym szczególnie w odniesieniu do możliwości zachowania czasowej równowagi pomiędzy poszczególnymi obszarami życia. Podstawę rozważań stanowiły zarówno studia literaturowe, jak i wyniki przeprowadzonych przez autorów badań pierwotnych.

    W artykule zaprezentowano zmiany w ilości czasu przeznaczonego na czynności czasu wolnego w budżecie czasu Polaków. Artykuł napisano na podstawie danych wtórnych publikowanych przez Główny Urząd Statystyczny w latach 1976-2013. Obejmuje informacje na temat czasu poświęcanego na dobrowolną pracę w organizacjach i poza nimi, życie towarzyskie i rozrywki, uczestnictwo w sporcie i rekreacji, zamiłowania osobiste i gry oraz korzystanie ze środków masowego przekazu. Wyniki badań są przydatne m.in. dla zarządzających przedsiębiorstwami świadczącymi usługi zagospodarowujące czas wolny.
    The article presents the changes in the amount of time spent on leisure activities in Poles’ time budget. The article is based on secondary data published by the Central Statistical Office of Poland in the years 1976-2013. It includes information on the time devoted to voluntary work in organisations and beyond, social and entertainment life, participation in sports and recreation, personal hobby and games, and the use of the mass media. The results are useful for managers from leisure-time service providers.
    В статье представили изменения в объеме времени, отведенного для действий на досуге, в бюджете времени поляков. Статья написана на основе вторичных данных, публикуемых ЦСУ в период 1976-2013 гг. Она содержит ин- формацию о времени, отводимом для добровольной работы в организациях и вне их, общественной жизни и развлечений, участия в спорте и отдыхе, личных хобби и игр, а также для пользования средствами массовой информации. Результаты исследований могут использоваться, в частности, управляющими предприятиями, оказывающими услуги по проведению досуга.

    Reliability has been widely used as a potential indicator of the performance assessment for several real-life networks. Focus on a multistate transportation network in tourism (MTN), this study evaluates the reliability of the MTN as a basis for investigating the influence of transit time. Reliability is the probability to fulfill transportation demand under the given time threshold and budget limitation and evaluated at various levels of transit times. An algorithm, which employs the boundary points and recursive sum of disjoint products technique, is proposed to evaluate the MTN reliability. According to the obtained results, this paper analyzes the influence of transit times on MTN reliability. Particularly, this paper discusses and provides some suggestions about the appropriate transit time to maintain reliability. Decision-makers in the tourism industry also can predetermine the significant drops of reliability to improve the relevant transit times. Besides, the proposed investigation is indicated and proved through an illustrative example and a practical case.

    Using a continuous time dynamic model of growing economy we will show the following results. 1) When people derive utility from their money holding (or government bond holding) along with their consumption, a budget deficit is essential to achieve and maintain full employment under stable prices or inflation in a growing economy. 2) If we take into account that government spending due to budget deficits increases financial assets held by the private sector, and then consumption will occur from assets in addition to consumption from income, even when the interest rate on government bonds is higher than the real economic growth rate, the ratio of government debt to GDP can not diverge and the divergence is naturally prevented by mild inflation. The required inflation rate is such that the interest rate of the government bonds is smaller than the weighted average of the rate of return on capital and the nominal growth rate. Since the interest rate of the government bonds is usually considered smaller than the rate of return on capital, this is not a very demanding requirement. Thus, we need not worry at all about the accumulation of government debt or about the divergence of the debt to GDP ratio, which is often taken as an indicator of fiscal collapse.

    It has become almost impossible to have engineering and construction projects completed within the initial time and cost; this is a result of many factors the industry is being plagued with ranging from estimating time and cost. This paper presents strategic methodology that fosters effective engineering and construction projects management with respect to duration/time - cost. The project success is a two-faced phenomenon. On the one hand, project success can be approached from a triangular point of view of project objectives. Performance, cost, time, quality, and safety of a given particular project should be in accordance with the strategic objectives of work logics and methodology at the workflow organization. The main objective of this research is to develop methodology that will help company or individual construction practitioners achieve profitable objectives in the execution of construction projects. For this reason, use of multiple methods of work organization and their competitive model involving several considerations of a wide range of factors, (besides profit maximization and competition) that affect the margin-size decision; use of qualitative and subjective appropriate work organization, to more realistically capture the decision-making process were suggested. The defined optimum construction project works duration should be made in view of all major influential factors as pointed out in this paper (determinate and indeterminate) resulting into deviation of the estimated time and budget cost. At the consideration of the factors the most likely project duration time and it corresponding cost should be regulated (controlled) and some part of the estimates should be saved in form of insurance, and consequently profitable project would be achieved despite the influences of all factors affecting the project.

    Autor po raz pierwszy zajął stanowisko na temat miękkich ograniczeń budżetowych w 1976 roku. W ciągu kolejnych czterdziestu lat poczyniono znaczne postępy na drodze do pełniejszego zrozumienia tego zagadnienia. Dlatego autor nie zgadza się na zawężanie zakresu stosowania tego pojęcia do procesu ratowania nierentownych przedsiębiorstw socjalistycznych. Wykazuje, że syndrom miękkich ograniczeń budżetowych może wystąpić w różnych organizacjach i formach w wielu dziedzinach gospodarki oraz wskazuje na różnorodność dostępnych środków, z których finansuje się udzielaną pomoc. Pojedyncze działania ratunkowe nie tworzą syndromu miękkich ograniczeń budżetowych. Powstaje on dopiero wtedy, gdy miękkie ograniczenia budżetowe stają się elementem oczekiwań podmiotów gospodarczych. Szczególną uwagę zwrócono na następstwa tego rodzaju postępowania odpowiednio dla organizacji ratujących oraz ratowanych. W pracy zawarto przegląd doniesień na temat rozprzestrzeniania się omawianego syndromu na różnych etapach funkcjonowania systemów socjalistycznego i kapitalistycznego, a także w różnych rodzajach organizacji. Autor prezentuje własne poglądy w kwestiach normatywnych, proponując zabezpieczenia przed szkodliwym wpływem przedmiotowego syndromu.
    The author’s ideas on soft budget constraint (SBC) were first expressed in 1976. Much progress has been made in understanding the problem over the ensuing four decades. The study takes issue with those who confine the concept to the process of bailing out loss-making socialist firms. It shows how the syndrome can appear in various organizations and forms in many spheres of the economy and points to the various means available for financial rescue. Single bailouts do not as such generate the SBC syndrome. It develops where the SBC becomes built into expectations. Special heed is paid to features generated by the syndrome in rescuer and rescue organizations. The study reports on the spread of the syndrome in various periods of the socialist and the capitalist system, in various sectors. The author expresses his views on normative questions and on therapies against the harmful effects, He deals first with actual practice, then places the theory of the SBC in the sphere of ideas and models, showing how it relates to other theoretical trends, including institutional and behavioural economics and theories of moral hazard and inconsistency in time. He shows how far the intellectual apparatus of the SBC has spread in theoretical literature and where it has reached in the process of „canonization” by the economics profession. Finally, he reviews the main research tasks ahead.
