The paper is devoted to a holistic analysis of the scientific-organisational and scientific-didactic activity of the Head of the Institute of Russian and Ukrainian philology, Professor Andrzej Sitarski (2008–2019). In the paper, the author presents her reflections on the status of ego-texts along with their categories. The authorʹs attention is primarily focused on the evaluation of Professor Sitarski’s role in the upbringing of talented linguists, as well as on his personal contribution to the development of Poznań Ukrainian studies. The in-depth analysis is conducted on the basis of the category of memory that is depicted in ego-text genres, including the genre of memoirs-dedications. Professor Sitarski has an outstanding linguistic personality of a bilingual that boils down to particular verbal and nonverbal properties represented through his psychotype – his abilities of the elite linguistic character of a scientist and lecturer of Russian language are distinctive for him.

Opis:
Goal – study of the legal and social origins of the institution of the statute of limitations for criminal prosecution in foreign and domestic criminal law. Research methodology – on the basis of a retrospective analysis, the moment of introducing the statute of limitations to criminal liability was established in the legislation, an attempt was made to identify the social and legal grounds for its introduction. Score/results – the reason for the study is the lack of theoretical research in the field of historical analysis of the causes and conditions of the institution of the statute of limitations for criminal liability. Originality/value – in the science of criminal law of the Republic of Belarus, there are no theoretical studies regarding the statute of limitations for criminal liability, the regulation of the application of this legal institution is not well developed. No earlier attempts have been made to retrospectively analyze this legal institution.

У ХІХ – на початку ХХ ст. на Києві, місті, яке приваблювало багатьох відвідувачів, позначалися загальнодержавні тенденції в розвитку вугільної, металургійної, машинобудівної, легкої, харчової промисловості, сільського господарства, а разом з тим – брак інженерів, агрономів і техніків. На цьому тлі виникла гостра потреба в заснуванні у Києві вищого закладу технічної освіти, яким і став Київський політехнічний інститут, відкритий 1898 р.Водночас саме в цей період туризм, котрий раніше був радше доповненням до паломництва, поступово переростав у масовий, відповідно й путівники, як видання, де окреслюються варті уваги маршрути, ставали все популярнішими. Тож важливо простежити, як новий виш входив до сфери уваги відвідувачів міста, і яку роль у цьому відігравали автори путівників – цінних комплексних джерел із історії міського повсякдення. У статті розглядаються особливості висвітлення в путівниках по Києву обставин відкриття Київського політехнічного інституту. Можна зробити висновки, що найбільше інформації про обставини відкриття Київського політехнічного інституту міститься в тих путівниках (крім К. Свірського), які вийшли друком одразу незабаром після відкриття цього закладу освіти (1900 р. і 1901 р.), хоча один із них – перевидання М. Сементовського – в першу чергу орієнтувався на паломників, а тільки в другу – на світських гостей міста. Ймовірно, укладачі прагнули зафіксувати як найдокладніше ще незавершений процес, який розгортався перед ними. В. Чеховський, котрий відкрито позиціонував свою роботу як присвячену модерним рисам тогочасного Києва, розкрив у ній головні, на його думку, передумови, та ключові аспекти постання інституту від планування до реалізації конкретизованого проекту, а серед найвизначніших залучених осіб не обійшов увагою етнічно споріднених із собою поляків, проте не перебільшував їхньої ролі. Пізніші видання вже не виходять за межі розміщення інформації, на думку авторів, найважливішої для середньостатистичних мандрівників. Впадає в око наголошування навіть при найбільш стислому висвітленні подій великої ролі пожертв від приватних осіб, часом із вказівкою вартості проекту.
In the 19th and at the beginning of the 20th century. in Kyiv, a city that attracted many visitors, nationwide trends in the development of the coal, metallurgical, machine-building, light, food industry, and agriculture industries were marked, and at the same time, there was a lack of engineers, agronomists, and technicians. Against this background, there was an urgent need to establish a higher institution of technical education in Kyiv, which became the Kyiv Polytechnic Institute, opened in 1898. At the same time, it was during this period that tourism, which before was rather a supplement to pilgrimage, gradually grew into a mass one, and accordingly, guides, as a publication outlining noteworthy routes, became more and more popular. Therefore, it is important to trace how the new university entered the sphere of attention of visitors to the city, and what role the authors of guidebooks – valuable comprehensive sources on the history of everyday life in the city – played in this. The article examines the peculiarities of coverage in Kyiv guidebooks of the circumstances of the opening of the Kyiv Polytechnic Institute. It can be concluded that the most information about the circumstances of the opening of the Kyiv Polytechnic Institute is contained in those guides (except K. Svirskiy) that were published immediately after the opening of this educational institution (in 1900 and 1901), although one of them – a reprint of M. Sementovskyi – in the first in the first turn it was aimed at pilgrims, and only in the second – at social guests of the city. Probably, the compilers sought to record as accurately as possible the still unfinished process unfolding before them.V. Chekhovsky, who openly positioned his work as dedicated to the modern features of the Kyiv of that time, disclosed in it the main, in his opinion, prerequisites and key aspects of the establishment of the institute from planning to the implementation of a concrete project, and among the most prominent persons involved, he did not overlook those ethnically related to Poles, but did not exaggerate their role. Later editions do not go beyond the placement of information, according to the authors, most important for average travellers. Even in the most succinct coverage of events, the importance of the role of donations from private individuals is noticeable, sometimes with an indication of the cost of the project.

У статті узагальнюються результати майже 75-річної діяльності одного з провідних відділів Інституту історії України НАН України з дослідження питань всесвітньої історії, міжнародних відносин і зовнішньої політики України. Розглядаються історія структурних реорганізацій інституту та відділу, формування й характеристика його кадрового складу, проблематика та інноваційний характер багатьох праць наукових співробітників відділу радянського періоду з проблем історії зарубіжних країн та міжнародних зв’язків України, незважаючи на політичну й ідеологічну заангажованість історичної науки в СРСР, а також зміна методологічної та історіографічної парадигм і проблематики досліджень відділу після повалення комуністичних режимів у Європі, розпаду Радянського Союзу й соціалістичного блоку та закінчення «холодної війни» і проголошення незалежності України. Зокрема наголошується, що за 30 років української незалежності науковими співробітниками відділу історії міжнародних відносин і зовнішньої політики України підготовлено й опубліковано понад 100 оригінальних наукових видань (індивідуальних і колективних монографій, тематичних збірників наукових праць, історичних хронік, збірників документів і матеріалів тощо), що є значним творчим здобутком відділу загалом і суттєвим внеском у розвиток вітчизняної історичної науки на сучасному етапі. Вагомим є також внесок відділу в підготовку висококваліфікованих наукових кадрів зі всесвітньої історії, підтвердженням чого є підготовка в ньому й успішний захист близько 50 докторських і кандидатських дисертацій, у розвиток міжнародних наукових зв’язків істориків та координацію наукових досліджень зі всесвітньої історії і міжнародних відносин в Україні.
The article summarises the results of almost 75-year old research activities on world history, international relations and foreign policy of Ukraine by one of the leading departments of the Institute of History of Ukraine of the National Academy of Sciences of Ukraine. The history of structural reorganizations of the institute and department, its staff composition, research problems and innovative manner of many scholarly works of the department in the Soviet period on the history of foreign countries and international relations of Ukraine, despite the political and ideological engagement of historical science in the USSR, are investigated. The author focuses on changes in methodological and historiographical paradigm, in the department's research issues following the crash of Communist regimes in Europe, the collapse of the Soviet Union and the break-up of the socialist camp, the end of the Cold War, Ukraine’s declaration of independence. The paper emphasises that for thirty years of Ukrainian independence the researchers of the Department of the History of International Relations and Foreign Policy of Ukraine have prepared over 100 original scholarly publications (individual and collective monographs, thematic collections of scientific papers, historical chronicles, collections of documents and materials, etc.). These scholarly works are a significant achievement of the department and a substantial contribution to the development of national historiography at the present time. The department’s participation is also crucial in training of highly qualified professionals in world history, as evidenced by the preparation and successful defence of about 50 pre-doctoral dissertations and doctoral theses, as well as in developing international scholarly relations among historians and coordination of scientific activities in Ukraine focusing on world history and international relations.

Having studied the publications on the pages of the official press, we can recreate a picture of the rich concert life of Ukrainian musicians of Lviv during the German occupation. The activities of a number of musical educational institutions, concerts on the Lviv Radio, on the stages of the Literary and Art Club and the Institute of Folk Art, the German Theater at the Lviv Opera House testify to the high professional level of performing arts and a continuation of the traditions prevailing in prewar years. For example, after the establishment of German domination, under the veto of higher education, Ukrainian activists, in spite of this, restored the work of the Higher Music Institute named after Mykola Lysenko (called the State Musical School with the Ukrainian language of instruction) and organized other educational centers (Courses of the theory of music and compositions, two levels Conducting courses and Musical School-studio at the IFА). The Ukrainian National Committee was the driving force behind Lviv’s artistic life during the whole period of the German occupation of the city. The concert bureau as a coordinating institution not only initiated some or other concert projects, but also realized them in life. An analysis of the quantitative and qualitative indicators of events and their publications suggests that the years of German occupation are a vivid example of an interesting phenomenon of preserving culture as a sign of national identity and, at the same time, preserving this identity through culture.

In relations to a an increasingly frequent convocations of general chapters in religious institutes of consecrated life, authoress took up a problem: if it is proper to take an excessive advantage of that institution? We expect, that participants of the extraordinary chapters will find proper ways of the renewal of religious life, solution of difficulties, and recovery from stagnation, and even – institute refound. It seems, that the meaning of the extraordinary chapters is frequently overestimated, expectations are too high and they are treated as very efficient and immediate antidote for problems existing in religious life, as well as for long-lasting negligence, wrong decisions, or their lack, performed by competent authority of the institute. Main contraindication related to the excessive using of that form of performing authority in the institute is a hasty convening of such chapters, risk of issuing too large number of the judiciary norms, or even the whole chapter’s documents, which, when cumulated, are very rarely read by institute members, and only few are saved. On the other hand the pre-chapter atmosphere in the institute, and during the chapter, brings about unfavourable, excessive, and long-term concentration of the members of the institute on certain matters, stirs up doubts, insecurity, needless discussions and pressure. Arrival of the chapter members to the place of proceedings – quite often from a distant countries – is connected with additional costs and a necessity of disruption of an institute everyday activities.

The issues discussed in the article oscillate around the nature and consequences of changes in the Act on Public Benefit and Volunteer Work, which is considered to be “the constitution of the non-governmental sector in Poland”, as it comprehensively regulates the functioning of civil society institutions, as well as defines the framework for their participation in the processes of public life and performing public administration tasks. These changes, especially with regard to the establishment of a new authority competent in matters of public benefit, as well as the expansion of supervision, may indicate a tendency towards state management of civil society in Poland, despite the constitutional principle of civil society which guarantees freedom and independence of civic activity from administrative structures. Conclusions in this regard can be drawn on the basis of a comparative analysis of statutory norms and their interpretation.
Problematyka poruszona w artykule oscyluje wokół charakteru i konsekwencji zmian w ustawie o działalności pożytku publicznego i o wolontariacie, która uważana jest za „konstytucję sektora pozarządowego w Polsce”, bowiem kompleksowo reguluje kwestie funkcjonowania instytucji społeczeństwa obywatelskiego, jak też określa ramy uczestnictwa tychże w życiu publicznym i wykonywaniu zadań administracji publicznej. Zmiany te, zwłaszcza w zakresie powołania nowego organu właściwego w sprawach pożytku publicznego, jak też rozszerzenie nadzoru wskazywać mogą na tendencję do państwowego zarządzania społeczeństwem obywatelskim w Polsce, pomimo konstytucyjnej zasady społeczeństwa obywatelskiego stanowiącej gwarancję swobody i niezależności aktywności obywatelskiej od struktur administracyjnych. Wnioski w tym względzie formułować można na podstawie analizy porównawczej norm ustawowych oraz ich interpretacji.

The aim of the present article is to present the history of the lie of Katyń and the pioneering role that Wiktor Sukiennicki (an unknown Polish sovietologist, a law philosopher and Professor at the University of Stanford and University of Vilnius) played by writing the memorial of the Katyń massacre. The preparation of the memorial was commissioned by the Polish government in London and its text was so pregnant in meaning and unquestionable about whom the culprit was that, despite the pressure from the Soviet side, Katyń was not added to the indictment against the Hitler war criminals during the Nuremberg trials. All of the materials collected in the present article are the outcome of the thorough research done by the author of the article at the Hoover Institute of the Stanford University in California, where the Sukiennicki’s archives collection is situated, as well at the Polish Institute and Sikorski Museum in London.
Celem niniejszego artykułu jest przedstawienie dziejów kłamstwa katyńskiego, oraz pionierskiej roli, jaką Wiktor Sukiennicki (polski sowietolog, filozof prawa, wykładowca Uniwersytetu Wileńskiego i Uniwersytetu Stanforda) odegrał za sprawą opracowania dotyczącego mordu katyńskiego. Ów opracowanie zlecone mu zostało przez rząd polski w Londynie, a praca miała wymowę tak przejrzystą, klarowną i niepozostawiającą złudzeń, co do sprawcy, że pomimo nacisków sowieckich Katyń nie został wpisany do aktu oskarżenia przeciwko hitlerowskim zbrodniarzom wojennym w procesie norymberskim. Wszystkie zebrane materiały pochodzą z badań własnych przeprowadzonych w Instytucie Hoovera na Uniwersytecie Stanforda w Kalifornii, gdzie znajduje się kolekcja archiwalna Sukiennickiego, a także z kolekcji Sukiennickiego znajdującej się w Instytucie Polski im. gen. Sikorskiego w Londynie.

Opis:
The subject of this research concerns the circular letter of the Congregation for Institutes of Consecrated Life and Societies of Apostolic Life, entitled Guidelines for the Administration of goods in the Institutes of Consecrated Life and Societies of Apostolic Life. The Author highlights that the circular letter is a reflection of some of the difficulties encountered in administration and further sets some useful guidelines. It is important to acknowledge that this information is not entirely new as there are many indicators of the usage of canon law, which should be adhered to by the administrators of ecclesiastical goods. The importance of management of goods belonging to religious institutes, lies in the transparency of financial reports as well as in the loyalty of the charism of the religious institute. The postulate of transparency is to increase the credibility of the mission of the institute. Another, equally important issue, is the financial integrity and collegiality to make a decision. Given the complexity of the financial issues the Congregation proposes a consultation with lay professionals, and other members of Institutes. Interestingly, the beginning and the end of the circular letter refers to the formation in the economic dimension. The idea of this is to make members of religious institutes aware of the cost of living and their responsibility for ecclesiastical goods. It will also help those appointed stewards, to face new challenges in the field of economics and management.
Przedmiotem artykułu jest list okólny Kongregacji ds. Instytutów Życia Konsekrowanego i Stowarzyszeń Życia Apostolskiego noszący tytuł Wytyczne dotyczące zarządzania majątkiem instytutów życia konsekrowanego i stowarzyszeń życia apostolskiego. Autor podkreśla, że list okólny jest odzwierciedleniem trudności w zarządzaniu i wskazanie pomocnych wytycznych.  W liście nie wszystkie zostały podjęte aspekty zarządzania, skupiono się raczej na wytycznych, które mają pomóc w zarządzaniu dobrami kościelnymi.   Istotnym znaczeniem w zarządzaniu dobrami zakonnymi jest transparentność sprawozdań oraz wierność charyzmatowi zakonnemu w zarządzaniu. Postulat transparentności ma podnieść wiarygodność w realizacji misji instytutu. Innym, równie ważnym, zagadnieniem jest integralność finansów i kolegialność w podejmowaniu decyzji. Dlatego w sytuacjach zawiłych Kongregacja sugeruje przeprowadzenie konsultacji ze świeckimi specjalistami, oraz z innymi członkami instytutów. Ciekawym spostrzeżeniem jest konstrukcja listu okólnego, który na wstępie i w zakończeniu Kongregacja odwołuje się do formacji w wymiarze ekonomicznym.

The announcement discusses the temporary exhibition titled 'Plants and animals. Atlases of natural history in the age of Linnaeus' which was organised at Museum of King Jan III's Palace at Wilanów between 6 May and 15 August 2021. The exhibition was the second edition of the exhibition originally organised by the International Cultural Centre in Cracow, the Scientific Library of the Polish Academy of Arts and Sciences and the Polish Academy of Learning in Cracow, together with the Library of the Institute of Systematics and Evolution of Animals of the Polish Academy of Sciences. The author of the text discusses the tenets of the authors of the scenario, the division of the narrative and the arrangement of the items in the new space, i.e. the interiors at the first floor of the Wilanów Palace, a former entre cour et jardin residence.

Celem artykułu jest zaprezentowanie wyników badania porównawczego wymagań kompetencyjnych wobec audytorów wewnętrznych. Korzystano z analizy treści ogłoszeń o pracę publikowanych w Polsce, Niemczech, Wielkiej Brytanii i USA. Identyfikacja wymaganych na rynku pracy kluczowych kompetencji audytora wewnętrznego i ocena stopnia ich uniwersalności może stanowić podstawę do tworzenia programów rozwojowych i szkoleniowych dla audytorów wewnętrznych przez nich samych, pracodawców, jak też przez organizacje szkoleniowe i zawodowe związane z audytem wewnętrznym.
The aim of the article is to present the results of comparative study on competency requirements for internal auditors in Poland, Germany, the United Kingdom and the United States. The analysis of job advertisements was used. The identification of key internal auditor competencies required on the labour market and assessment of their degree of universality may form the basis for development and training programs for internal auditors by internal auditors, employers, and the organizations related with internal audit.

Marks of ownership traced in the books are valuable, but often underestimated source of historical knowledge. In the books of the nineteenth-century collection in the Library of the Theological and Pastoral Institute and the Seminary of Rzeszów there are many of interesting marks of ownership in form of stamps and labels that say much about former owners. The examination of such marks allows to deepen our knowledge about them.
