Autorzy podjęli próbę zaprezentowania najważniejszych organizacji przestępczych działających na świecie. Przedstawili ich genezę, kulturę organizacyjną, zasady działania, tradycję, główne obszary ich aktywności oraz główne zagrożenia jakie generuje ona dla ekonomiki oraz społeczeństw zarówno w państwach skąd się wywodzą jak i dla gospodarki międzynarodowej. Autorzy zwrócili uwagę na przyczyny patologii społecznej jaką jest przestępczość zorganizowana, a także na jej dużą dynamikę i różnorodność. Odnieśli się do hipotezy, że istnieją bliskie związki tego rodzaju przestępczości z największym obecnie zagrożeniem bezpieczeństwa jakim jest terroryzm. Przeprowadzona przez nich krytyczna analiza literatury zajmującej się najgroźniejszymi formami przestępczości zorganizowanej potwierdziła, że istnieje ścisły związek pomiędzy działalnością grup dokonujących przestępstw kryminalnych i tych, których celem jest dokonywanie zamachów terrorystycznych. Autorzy dokonali analizy porównawczej terroryzmu i przestępczości zorganizowanej wskazując podobieństwa i różnice. Jednocześnie podali przykłady współdziałania pomiędzy grupami reprezentującymi te dwa, tylko z pozoru odmienne zjawiska. Tak naprawdę bardzo często wzajemnie się przenikają, a niekiedy są nawet tożsame. Artykuł kończy się konkluzją, że zarówno grupy terrorystyczne jak i przestępcze mają charakter transnarodowy, a to powoduje, że ich zwalczanie także nie może mieć granic, chyba że te które wyznaczają prawa człowieka.
Authors described the most important and influential major crimes organisations that are active worldwide. They’ve presented their genesis, structure, set of rules and traditions.. Authors identified as well areas of activities and main treats caused by the influence of organised crimes on economy both internal and international. Authors also focused their attention on reasons for social pahtologies in organised crimes, it’s dynamics and diversity. Writers have referred to the hypothesis, that they are very close ties between treats generated by organised crimes and terrorist groups. Critical analysis of literature conducted by the Authors leads to the point that there is a direct connection between groups that are committing crimes and groups perpetrating terrorist attacks. Authors analysed differences and similarities between terrorist and organised crime groups. They’ve proven as well that there is in fact cooperation between those two groups, pointing that sometimes they are even the same. Final conclusion of the article is that terrorist groups and organised crimes groups are transnational and leads to the point that fighting them has to be transnational as well. Fighting both of this groups cannot have any borders or limits unless it’s treating human rights.

Nowadays the international terrorism is the biggest threat for universal safety which concerns the whole international community. Many international law subjects paid the attention to that fact and it induced them to undertake the proper action in order to unite their power in the fight against this threat. Interpol, as the international police organization, became an initiator of undertaking closer cooperation with other international organizations of both − governmental and non-governmental character. The United Nations Organization is the biggest of them. To them belong also specialized − governmental and non-governmental character. The United Nations Organization is organizations of UN, such as International Atomic Energy Agency – IAEA, International Civil Aviation Organization – ICAO, including its Aviation Security Panel – AVSEC, International Maritime Organization – IMO, World Health Organization – WHO, United Nations Educational, Scientific and Cultural Organization – UNESCO. Moreover, the close cooperation ties Interpol with such governmental organizations as: Council of Europe, European Police Office – Europol, World Customs Organization – WCO, Organization for Economic Co-operation and Development – OECD, Commonwealth Secretariat, and also Organization of American States – OAS and Organization of African Unity – OAU. That cooperation comes to fruition with numerous anti-terrorist projects which are then realized by every organization within the limits of their statute determined activity profile. There are organized common symposia, consultations or trainings. It is performed between them constant exchange of information, specialized expert's reports and data relating to terrorist criminality. To the catalogue of above-mentioned governmental organizations it should be added such actively supported the Interpol's operations non-governmental organizations, as: International Society of Criminology, International Association of Penal Law, International Society of Social Defence, International Banking Security Organization, International Air Transport Association – IATA, International Federation of Air Line Pilots' Associations – IFALPA, Airports Council International – ACI, World Tourism Organization – WTO and Office for Prevention of International Terrorism – OPIT. They are equally important link in the international cooperation in the fight against terrorism.

The article examines the evolution of the term "terrorism," analyzes the features of the modern stage of terrorism and assesses the profits of modern terrorist organizations. Authors studied the process of terrorism like the one that is becoming a lever of world politics at the present stage of human development. The publication substantiates the complexity of the influence of the functioning of international terrorist organizations on the social, political and economic situation of individual countries and the system of international relations in general. The trends of activity of international terrorist organizations are highlighted. The ways of hampering the terrorist threat are justified and proposed in the article.
Artykuł analizuje ewolucję terminu "terroryzm", cechy jego współczesnej fazy oraz dokonuje oceny zysków organizacji terrorystycznych. Autorki badały proces terroryzmu stającego się dźwignią polityki światowej na obecnym etapie rozwoju. Publikacja potwierdza złożoność wpływu funkcjonowania międzynarodowych organizacji terrorystycznych na sytuację społeczną, polityczną i ekonomiczną poszczególnych państw oraz ogólnie na system stosunków międzynarodowych. Zaakcentowano trendy w działalności międzynarodowych organizacji terrorystycznych. W artykule uzasadniono także i zaproponowano sposoby ograniczania zagrożenia terrorystycznego.

Opis:
Every subject of international law. in order to be able to function efficaciously on the international arena and to face contemporary threat, depends in its activity on the solid law base which gives him adequate tools to do it. The specific character of the international terrorism phenomenon causes that a necessity of establishing effective instruments is the more urgent the more real and touching the whole international community, is threat for the universal safety. As an answer for the situation, there was enacted a number of international conventions. They give for the subjects interested in that problem, many opportunities for react in the fight against terrorism. Among them there are the institution of extradition and passing on authors of an attempt: an obligation for states to send to each other information which could help in a terrorism prevention or in catching criminals after commitment of an attempt; a law help: acceptation of uniform principles which can help to lay down competences in jurisdiction of states to judge assassins. Moreover it was brought in the obligation for states of undertaking any indispensable means, including the proper changes in the native legislations, in order to exclude any possibility to refer to political, philosophical, ideological, racial, ethnic or religious nature as circumstances justifying an attempt committed. Conventions recommend also to coordinate the administrative actions of states and close cooperation between them, for example in the scope of undertaking researches and developing methods of detection of explosives and other harmful substances which could be used by terrorists, but also to consult each other in that sphere. With regard to the problem of fighting with financing the terrorist activity, the solid identification-controlling system and transparent principles of procedures in the system of fund flowing are the base in that case. Some of these law instruments guarantee effectiveness in prevention. Part of them are used after having committed the crime enabling to capture its authors. Nevertheless all the catalogue of good constructed law instruments is not sufficient to conduct an efficient activity against that kind of threat. But only the proper use of these tools and the close cooperation between states in that scope are the conditions which are necessary for the successful fight against international terrorism.

Terroryzm często zmienia swoje oblicze stając się tym samym problemem trudnym do zwalczania dla podmiotów stosunków międzynarodowych. Państwa we współpracy z organizacjami międzynarodowymi podejmują działania mające na celu przeciwdziałanie temu zjawisku tworząc odpowiednie środki i metody zwalczania.
International terrorism is currently one of the biggest challenges for the international community. This phenomenon is still prevailing, takes new forms and evolves over time. The face of terrorism changes becoming the problem which is difficult to control. Some countries, in cooperation with international organizations, take actions to counteract this phenomenon by creating the appropriate means and methods of combating it.
