    Opis:
    The following paper is a review article. It is an attempt to analyze the most widely available publications of Salafi terrorist organizations addressed to European supporters. This article concentrates primarily on publications describing tactics related to committing acts of terror on civilian population. Organizations like AQ and ISIS suggest launching attacks using the most available resources (attack using a knife or a sharp tool, arson, ramming with a vehicle), constructing various kinds of IED (pipe bomb, pressure cooker bomb), encourage to attack in public and poorly protected places or advise on how to organize a shooting and hostage-taking situation. Moreover, they state bluntly that theft, vandalism or causing major traffic accidents are also actions which can help in the war with infidels. The substantive value of the instructions is questionable – the authors of many of them (e.g. the attack using a knife) have vague idea about equipment and combat. The content of these publications suggests that they are prepared for people relatively young, with no general experience in life and combat training. Terrorist organizations skillfully select passages from Quran and hadiths to find a pseudo religious justification for barbarism and cruelty. Finally, they treat all victims indiscriminately – all infidels deserve to die and killing them is a glorious achievement.

    The article includes various definitions of terrorism, and the motives and methods of operation in terrorism in a broad sense. The article describes secular and religious terrorism with its common features and differences. In the article terrorism is presented as currently the biggest threat to international security. The authors describe some methods of carrying out terrorist attacks in the world, particularly in the United States and Great Britain.

    This article is an empirical study of the visual mobilization strategies implemented by terrorist organizations seeking recruits or fighters. Drawing on the interdisciplinary theoretical approach of social movement studies and international relations and security studies, the author focuses on the propaganda narratives used by the Daesh organization from its inception to the COVID-19 pandemic. Between 2011 and 2022, the Daesh organization produced several publications and recordings containing migratory rhetoric, combined with provocative gender images and political or climate themes. Approaching terrorist propaganda through the lens of actors constructing visual forms of political mobilization, the article shows how the analyzed organizations are supported by professional graphic designers commercializing extremist ideologies by creating ambivalent images and text messages. In doing so, they construct a multidimensional environment that fosters reciprocal and cumulative radicalization.

    For decades, democratic countries have dealt with terrorist attacks carried out for the purpose of negotiations, which is the preferred modus operandi for some terrorist organizations. To what extent can a democratic regime effectively combat this abominable act while preserving a liberal or democratic character? Furthermore, these cases have become one of the most complicated dilemmas in both domestic and foreign policy. The prevalent opinion is that it is not possible to avoid meeting some of the demands of these terrorists. A government may even consent to paying a heavy price, so as to end the situation sooner. Media coverage influences this price, as extensive coverage of the terrorist attacks benefits the terrorists and thus increases their bargaining power. In contrast to the declarations of Israeli leaders in negotiations in cases of abduction, Israel has adopted a very flexible approach and is not interested in adopting the rigid approach of refusal to negotiate. The position of the opponents to negotiations with terrorist organizations is that the very negotiations with terrorist organizations legitimize them and the terrorist attacks, thus devaluing claims that terrorism is not a legitimate means of achieving one’s aims, and prevents the use of force in these situations. When all the prisoner exchange deals by the State of Israel are examined, approximately 7,500 terrorists have been released in the framework of the different deals, including terrorists with blood on their hands, in return for 14 living soldiers and civilians and 6 bodies of soldiers. A total of 1,027 terrorists were released in the Shalit deal alone.

    This article addresses the problems related to characteristics of contemporary terrorist organizations and the rules of their operation. The views presented here are based on an analysis of the differences and similarities of terrorist attacks carried out so far, taking into account their purpose and the tools used, and, above all, the traits of terrorist activities, such as surprise, dynamism, purposefulness and maneuverability. This allows the author to present the characteristics of methods applied by terrorists. At the same time, it provides the foundations for reflection in that respect. Finally, it presents the issues related to the impact of terrorist organizations on the local, regional and global scale as well as discussing the possible ways of counteracting this phenomenon.

    This paper analyzes the messages of the quasi-religious terrorist organizations operating within the EU borders to their potential recruits. We research the rhetorical means andthe images projected on the audience’s minds and having the aim to discredit the state authorities.

    Opis:
    From the analysis of large-scale incidents in the field of cyber terrorism and the possible influence of the Russian government, it was concluded that cyber attacks represent threats to NATO member countries and were included in the list of security threats identified in the NATO`s New Strategic Concept of 2010. This conclusion makes terrorism a new dimension, a cybernetic one, as an adaption of terrorism to the new era and a new defence field to be taken in consideration – the cybernetic field. For these reasons, in 2016, NATO recognised the importance of introducing virtual space as an operational domain, which opened the gates to cyber security, and invited member countries to contribute to the development of cyber defence projects. The solution of the cyber attacks has created the conditions for normal functioning of any state critical infrastructure.

    Artykuł stanowi próbę omówienia i oceny ataku terrorystycznego na Bombaj, który miał miejsce w listopadzie 2008 roku. Mimo, że sprawcy zaprezentowali zupełnie nową taktykę walki wydarzenia te nie stały się przedmiotem pogłębionej refleksji. Tymczasem wyciąganie wniosków z wydarzeń bieżących jest podstawowym zadaniem ośrodków analityczno prognostycznych, zwłaszcza zaś tych funkcjonujących w strukturach państwa. Intencją autora jest – częściowa choćby – zmiana tego stanu rzeczy. Ponadto wydarzenia w Bombaju po raz kolejny potwierdziły, że organizacje terrorystyczne mogą stać się użytecznym instrumentem w rękach służb państwowych lub poszczególnych frakcji i grup nacisku, a szczególnie prawdopodobne jest to w państwach o słabej strukturze wewnętrznej, gdzie nominalni przywódcy polityczni nie są w stanie zapewnić sobie efektywnej kontroli nad biurokracją, zwłaszcza resortami siłowymi. Tym samym na scenie międzynarodowej pojawił się kolejny „gracz niepaństwowy” zdolny w sposób znaczący wpływać na regionalną architekturę bezpieczeństwa.
    The paper discusses and is an attempt to evaluate the terrorist attack on Bombay which took place in November 2008. Although the perpetrators presented a totally new fighting tactics, it has not been a subject of any in-depth analysis. However, drawing conclusions from the current events is the basic task for the analytical and prognostic centres, particularly those operating on national level. The author’s intention is to, at least partly, change this state of things. Moreover, the events in Bombay proved yet again that the terrorist organizations may become a useful instrument in the hands of national service or particular fractions or pressure groups. It is especially probable in the countries where the internal structure is weak and where the appointed political leaders cannot effectively control the bureaucracy or the military forces. Therefore, on the international political scene appeared a ‘nonstate player’ able to significantly influence the regional architecture of security.
