Opis:: The article presents a retrospective study of organised crime in the context of preventing and combatting the crime. The fi rst part of this article indicates the genesis of the research conducted by various academic centres, with particular emphasis on the initiatives undertaken in the 1980s by the Department of Criminal Law and Criminology at the Nicolaus Copernicus University in Toruń. In the years to follow, a leading role in this fi eld was played by the structures representing criminological sciences at the Faculty of Law in Białystok, within the Białystok School of Criminology. In the second part of the article, the author discusses the research initiatives undertaken by the Police Academy in Szczytno as regards an institutional approach to combatting organised crime. Indicated have been the most important research projects implemented by the academics of the Police Academy in Szczytno in cooperation with partners representing other academic centres and the Foundation for Organised Crime Prevention. The third part of the article deals with trends and opportunities to increase the effectiveness of preventing and fi ghting organised crime on the basis of the research conducted by the Białystok School of Criminology. In particular, the conclusions resulting from a pioneering research project carried out by Dr. Zbigniew Rau have been highlighted, which initiated coordinated research on security in Poland. To conclude, the author emphasises that the creation of a coherent and comprehensive system for preventing and combatting organised crime, based on a scientifi c analysis of this phenomenon, should be the main objective of the state authorities. Comprehensive solutions should include both material, legal, procedural and executive regulations. The role of scientifi c and academic centres is to search for and analyse the problems that accompany organised crime and the system of its prevention and control. Those may be legal, criminological, forensic, but also ethical in nature, e.g. protection of privacy, confl icts of legal goods - freedom and security, the constitutional principle of proportionality or opportunism in criminal procedings. Available technologies should therefore be analysed and assessed for their implementation, but it is the role of the authorities to introduce them and assess their suitability for the current needs of the services concerned. This should be done both in theoretical (including dogmatic) and practical terms.

Opis:: The ‘civil law’ fi eld, which is part of the curricula of university courses of law and administration, as well as of other courses of many higher education institutions (at both master’s and bachelor’s levels), has also found its place in the curriculum of the Police Academy in Szczytno. The basis of such a solution is the assumption that the knowledge of civil law issues, although it does not belong to the basic ‘tools of work’ of police offi cers and other law enforcers, appears to be useful in some of the positions in the service. Moreover, many civil law concepts occur in the structure of criminal law institutions, and show links with legal regulations relating directly to the tasks of the Police (other services) and the official status of officers. For this reason, they are an inspiring subject matter to be researched and published on, which is done, among others, in the periodicals of the Police Academy in Szczytno.

Opis:: Ecocriminology is one of the youngest research interests in the penal sciences. It is lectured in many renowned universities around the world, and since 2019, also in the Police Academy in Szczytno. The author presents the achievements in this fi eld, indicating its practical usefulness for law enforcement agencies, in particular in identifying organised forms of economic crime. These forms include smuggling and illegal trade in protected species of fl ora and fauna (so-called CITES crimes), smuggling and illegal trade in wastes, seizure of properties of particular value to the world’s natural heritage, land, water and air pollution, corruption, etc. The study has been enriched with a research part, in which the author presents the opinions of students—police offi cers of the Police Academy—on the educational activities in ecocriminology.

Opis:: Wraz z końcem II wojny światowej w Prusach Wschodnich przestał funkcjonować Kościół ewangelicko-unijny. Prawnym spadkobiercą stał się Kościół ewangelicko-augsburski w Polsce. Od 1945 r. w parafii luterańskiej w Szczytnie duszpasterzowali duchowni narodowości polskiej. Pierwszym proboszczem parafii był ks. Jerzy Sachs, pochodzący z wielopokoleniowej rodziny pastorskiej. Duszpasterzował w Szczytnie w latach 1945 – 1951. Kolejnym duszpasterzem był ks. Alfred Jagucki. Do Szczytna przybył z Sorkwit. Poza pracą duszpasterską w parafii pełnił urząd seniora diecezji mazurskiej w latach 1958 – 1963. Ks. Henryk Ćmok, był kolejnym duszpasterzem luterańskiej parafii w Szczytnie. Posługiwał siedem lat.
After the end of World War II, the Evangelical-Union Church ceased to exist in East Prussia. The Evangelical-Augsburg Church of Poland became its legal heir. Since 1945, the Lutheran parish of Szczytno was pastored by priests of Polish nationality. The first pastor of the parish was Rev. Jerzy Sachs, who came from a multi-generational pastoral family. He ministered in Szczytno from 1945 to 1951. The succeeding pastor was Rev. Alfred Jagucki. He came to Szczytno from Sorkwity. Besides his pastoral work in the parish, he held the office of senior minister of the Masurian Diocese from 1958 to 1963. Rev. Henryk Ćmok served as the successive pastor of the Lutheran parish in Szczytno. He held the ministry for seven years.

Opis:: W artykule ukazano istotę i znaczenie diagnozy społecznej oraz przedstawiono lokalny wymiar problemów i zagrożeń społecznych na przykładzie gminy miejskiej Szczytno. Lokalna diagnoza jest ważnym elementem strategii rozwiązywania problemów społecznych, a obowiązek jej opracowania wynika z ustawy o pomocy społecznej. Jej celem jest zidentyfi kowanie dotkliwych zjawisk i sytuacji w danej wspólnocie, tak aby zainicjować potrzebne zmiany społeczne. W Szczytnie, w latach 2004–2014, opracowano trzy diagnozy społeczne w oparciu o przeprowadzone badania empiryczne. Wynika z nich, że w mieście głównymi zagrożeniami o charakterze społecznym są bezrobocie, alkoholizm i narkomania. Takiego stanu rzeczy nie odzwierciedlają dane statystyczne gromadzone przez instytucje lokalne, zajmujące się wspomnianymi problemami. W związku z pojawiającymi się rozbieżnościami w ocenie zagrożeń występujących na terenie gminy, w artykule przedstawiono skalę i charakter niepożądanych zjawisk, które poddano analizie w szczycieńskich diagnozach społecznych. W tym celu odwołano się do „Diagnozy problemów uzależnień i innych zagrożeń społecznych dla miasta Szczytno” z 2009 r. oraz do dokumentu „Lokalna diagnoza, monitoring oraz strategia rozwiązywania problemów uzależnień i innych zagrożeń społecznych dla miasta Szczytno” opracowanego w 2014 r.

Opis:: Artykuł przedstawia wyniki ewaluacji przeprowadzonej wśród uczestników kursu specjalistycznego dla dowódców operacji policyjnych w Wyższej Szkole Policji w Szczytnie w latach 2014–2019. Przedmiotowy kurs wykorzystuje narzędzie nowoczesnej technologii w postaci symulatora działań w sytuacjach kryzysowych. Wpływa to na udoskonalenie systemu dowodzenia i wzrost wyszkolenia kadry dowódczej polskiej Policji. Poprawia efektywność zarządzania zasobami ludzkimi i materiałowymi podczas operacji ukierunkowanych na utrzymanie bezpieczeństwa i porządku publicznego podczas imprez masowych, zgromadzeń i uroczystości. Ewaluacji poddano zagadnienia takie jak: ocena programowa kursu, zdobyta wiedza i umiejętności praktyczne oraz poziom zadowolenia uczestników. Celem było ustalenie, w jakim zakresie podejmowane wysiłki naukowe oraz realizowane projekty badawcze w obszarze bezpieczeństwa wewnętrznego wpływają na optymalizację systemu szkolenia i doskonalenia zawodowego policjantów w WSPol w Szczytnie.

Opis:: In accordance with the legal regulations in Poland, local government administration is obliged to share responsibility for ensuring public order and security. However, the law does not take into account an appropriate system of preparation of the local government administration which emerges from democratic elections, to implement the statutory obligations to ensure this security. Due to the above, the role of the Police Academy in Szczytno in the support of local authorities in the implementation of tasks in the field of ensuring security and public order remains extremely important. The scope of this support should concern, among other things, the organisation of course trainings, the development of methodologies, instructions and training courses for the e-learning method, and other materials in the field of subject security, and to support local authorities in organising conferences and seminars. The above proposals to support local government administration by the Police Academy in Szczytno would result in the use of uniform forms and principles of training, and would allow for the coordination of this training at the level of municipalities and counties. The above would allow for more effective integration of all elements of the internal security system in the area of security and public order, would improve the organisation of cooperation and coordination of activities, and thus would consistently improve the efficiency of operations.

Opis:: The paper discusses the issue of historical furnishing (mainly of 17th and 18th centuries) preserved in Lutheran churches that have not changed their confession identity. Descriptions of the most interesting elements of furnishing of churches in Pasym, Szczytno, Sorkwity, Kętrzyn, Dźwierzuty, Łęguty and Pasłęk as well as in Dąbrówno and Gierzwałd are preceded with an extensive introduction explaining the assumptions of Lutheran Church art, sketchily outlining the development of Lutheran art within the area of the present Masurian diocese, and explaining the historical reasons for the today’s dispersion of Lutheran heritage in the region.
