“the fifth Switzerland”
Opis:
The article provides an insight into the realignment of voting behaviour of Swiss living abroad after the implementation of e-Voting. The canton of Geneva was selected as a case study in the article as it was one of the first to introduce online voting in Swit-zerland. In 2003 canton of Geneva together with cantons of Zurich and Neuchâtel partic-ipated in a pilot programme, the aim of which was to test e-Voting systems. A year later residents of Geneva were allowed to use online voting system in elections at cantonal and federal level. Subsequently the right was extended to other communities and in 2009 it was conferred on Swiss living abroad. The aim of the paper is to verify whether the implementation of e-Voting positively affected the turnout of citizens under consideration and if it replaced other means of voting. In the research mainly quantitative research methods were used. A statistical analysis was based on data related to voting behaviours of Swiss in period 1999–2014.

Regardless of the role that is attributed largely to the traditional attitude of Switzerland on bilateral relations and the trend of still continuing the support of the conduct of international design policies, one still cannot ignore the importance of the part played by the participation of both countries in international organizations. In the face of the current progressive opacity and complexity of the global situation, which not only makes it impossible to carry out the policy of isolationism, but also significantly reduces the effects of bilateral policy, an increase in the role of this plane has become increasingly evident in many contexts Polish-Swiss relations.

This article examines, in a comparative perspective, the integration policy of the two, in many respects, very similar, neutral states, with particular emphasis on the period after the signing of the Single European Act. Despite the converging political and economic objectives, the decisions of both countries were determined by different economic and political conditions. For Austria, the integration processes were perceived as an important step, towards reconstruction of the economy, the abolition of trade barriers with the most important economic partner. In political terms integration – enhanced Austria’s position within European Community. Unlike the Austrian Government, the authorities in Bern have acted under much more polarized conditions. Neutrality played still very important role in its international policies and the social fears connected mostly to the loss of political and economic independence were vivid. The Swiss authorities were thus forced to choose the bilateral path, which was not preferred by EU countries, but more socially acceptable, and therefore easier to implement.

The conclusions drawn from the analysis can be useful in social studies or in the implementation of innovative system solutions in civic education.

One of the most apparent signs of the crisis of the democratic system is a systematically decreasing turnout level in national and supranational elections and referenda. In reports and analyses concerning the level of political participation, experts more and more frequently notice a decreasing tendency of the citizen’s involvement in numerous types of elections. As Ola Pettersson points out, “according to the sources, less and less citizens appear at the ballot boxes”. Jacek Raciborski indicates that one of the most signifi cant consequences of the low citizen’s participation at the election procedures is the considerable legitimacy deficit. A number of countries attempt to prevent these phenomena from happening by undertaking various actions aimed at increasing the level of citizens’ involvement in political life (notably by increasing their participation in elections). That would infl uence the growth of the legitimacy level of the undertaken political decisions. It is worth noticing, that apart from the commonly used ways of increasing election attendance (such as correspondence voting, mobile ballot boxes), over the last few years politicians in many countries have had numerous discussions aimed at the implementation of electronic voting (e-voting). Its followers claim that thanks to e-voting, election and referenda turnout may be increased, as this method enables disabled people and people who are abroad to take part in elections. Furthermore, a considerable advantage of e voting, compared to traditional voting in polling stations is of greater convenience than the former. The aim of the following text is to attempt to provide an answer to the question whether electronic voting can be treated as a panacea for low election turnouts, whether this form of voting may be a warranty of a higher level of voter’s attendance than before. In the article, the author bases on the experience connected with e voting in two European countries – Estonia and Switzerland, which can be referred to as the pioneers in the use of e voting.

It has long been known which books were read most widely throughout enlightened Europe and to which intellectual authorities particular social groups referred. After the long history of research about the 18th century, modernity has also inherited various research habits consisting mainly of constant verification of the recognised hierarchy of authors, publications, and actors of intellectual life. However, the question remains: how to study this literary culture in given continent areas? Speaking of literary culture, we mean the prevailing patterns in the reception, evaluation, assimilation and imitation of literature, information and evaluation channels, local conditions that have a decisive influence on choices and opinions. The author proposes to speak about this matter based on the recently completed work on literary culture in French-speaking Switzerland in the 18th century. Despite its specificity and evident provincialism, this example provides material for a general, theoretical and methodological reflection: is it worth researching production from the second (and further) shelf? If so, how should this material be approached? What does it tell us about the evaluation procedures? The article presents and analyses these issues.

Celem artykułu jest przybliżenie polityki migracyjnej Szwajcarii od II połowy XX wieku aż do czasów współczesnych. Polityka migracyjna Szwajcarii ewoluowała przez ostatnie dziesięciolecia uwarunkowana z jednej strony dużym zapotrzebowaniem na siłę roboczą z drugiej jednak silnymi poglądami ksenofobicznymi wpływającymi m.in. na zaostrzenie polityki migracyjnej. Szczególna uwaga zostanie poświęcona referendum z lutego 2014 r., w którym naród szwajcarski opowiedział się za ograniczeniem swobodnego przepływu osób między Szwajcarią a Unią Europejską.
The main aim of the paper is to present Swiss migration policy from the second part of the 20thg century till present. This policy has evolved over recent decades. It was strongly influenced by the economic need for workers on the one hand, and by xenophobic opinions that made this policy more strict. The central part of the paper concerns the popular initiative voted through on 9 February 2014, when the Swiss nation decided to limit the free movement of people between Switzerland and the European Union.

The Swiss political system is an extremely specific management model, unparalleled in practically any other country in the world. It is a unique parliamentary committee system. The only organs that directly legitimize the public are the lower and upper houses of the Swiss Parliament, known as the National Council and the Council of Cantons. Both chambers have extensive systemic powers unparalleled anywhere else in the world. There is a kind of „safety valve” in the Swiss political system. They are the citizens themselves, whose voices may challenge the decision of the representative bodies that are strong in the political system. The voice of the citizens is indispensable for the conclusion of the legislative process. However, the widespread use of forms of direct democracy also has negative repercussions.

The article pertains to the subject of health policy. The paper examines in detail one of the best health systems in the world, which operates in Switzerland. The aim of the article is a detailed presentation of the functioning of the health system in Switzerland, according to selected criteria. The article was developed based on the study of literature (both national and international positions). The health model adopted and implemented in Switzerland has its advantages and disadvantages. The success of the health system in Switzerland is determined by, among other factors, the operation of many competing companies offering health insurance, broad and at the same time socially acceptable patient co-payment and the development of large-scale private health insurance and high "saturation" of medical personnel within the health system. Concrete proposals to im-prove the situation in the Polish health care system were indicated, based on the rich experience of the Swiss health system. The solutions adopted in the Swiss health care system should provide inspiration for all decision-makers in Poland.

The article addresses the issue of diglossia in its original and extended definition. The main point of discussion is the validity of the ‘defining cases’ of diglossia selected by Ferguson (1959) to substantiate his concept. The four well-known pairs of languages described by Ferguson in his seminal article include the ‘Swiss pair’ of Standard German and Swiss German and their functional distribution. Following a number of critical opinions, I will show that the consistency between the definition and its Swiss illustration raises a few questions and cannot be considered tenable. Lastly, I will highlight the main differences between diglossia and bilingualism as two phenomena which in certain contexts may overlap.

In Switzerland there is a parallel society made up of Muslims unwilling to integrate into the society of the country of residence, preferring Muslim law (Sharia) and - for various reasons - closing on their own "world". This leads directly to the formation of a parallel society, whose functioning can not be reconciled for long term with democratic principles and with the tolerance of religious. For Switzerland, this is a new socio-political situation, additionally difficult because of the decentralized federalism and the direct democracy system in this country. The political elites in Switzerland are blocking political rights of the muslim.

Współczesna architektura Szwajcarii swoje początki zawdzięcza Le Corbusierowi, który był jej prekursorem. Modernizm, który został przez niego rozpoczęty charakteryzuje się estetyką puryzmu i wprowadzeniem w latach pięćdziesiątych brutalizmu. Próbował połączyć ludzką egzystencję ze społeczeństwem przemysłowym, budując Jednostkę Marsylską. Współczesna architektura to unowocześnienie architektury historycznej oraz postawienie człowieka w centrum miejskiej przestrzeni.Oprócz Le Corbusiera modernistycznym architektem jest Peter Zumthor, Aldo Rossi, Mario Botta, Anette Gigon i Mike Guyer , Jacques Herzoga i Pierre de Meuron, Roger Diener czy Max Frish. Wielu szwajcarskich architektów przyczyniło się do stworzenia budowli, które miały służyć jako przestrzeń dla społeczeństwa, na przykład: muzea, uzdrowiska, budynki użytku publicznego. Używane materiały budowlane to beton, drewno i szkło, które umożliwiają stworzenie przemyślanej, oryginalnej i ponadczasowej architektury. Zdaniem wielu, architektura Szwajcarii została zaprojektowana idealnie pod jej kulturę i pejzaż. Należy przy tym pamiętać, że architekturę tworzą ludzie, posługując się swoją pomysłowością, wyobraźnią i wizją zagospodarowania danej przestrzeni. Przy projektowaniu każdemu twórcy powinna towarzyszyć oryginalność i kreatywność, która będzie określać ich styl projektowania, pozwoli im wyróżniać się na tle innych. Podczas tworzenia jednak powinien zachowany zostać pewien rytm, aby w efekcie końcowym nie powstał chaos czy też totalna abstrakcja. Projekty unowocześniają historyczną architekturę, nie zaburzając i nie zmieniając drastycznie jej charakteru. Wzniesione budowle wzbogacają i ożywiają szwajcarski skansen łagodnymi kontrastami i nowoczesnymi akcentami. Opisany kraj posiada przykłady każdego ważnego kierunku w europejskiej architekturze. Miasta i wsie zachowały wiele z ich osadniczej struktury. Jednymi z ciekawszych atrakcji architektonicznych są budynki mieszkalne, prezentujące oryginalne i regionalne cechy charakterystyczne dla Szwajcarii.
Contemporary Swiss architecture owes its origins to the architect Le Corbusier, who was its precursor. The modernism that was started by the architect is characterized by the aesthetics of purism and the introduction of brutalism in the 1950s. He tried to combine human existence with industrial society by building the Marseille Unit. Contemporary architecture is a modernization of historical architecture and putting people at the center of urban space. Apart from Le Corbusier, the modernist architects include Peter Zumthor, Aldo Rossi, Mario Botta, Anette Gigon and Mike Guyer, Jacques Herzoga and Pierre de Meuron, Roger Diener, and Max Frish. Many Swiss architects contributed to the creation of buildings that were to serve as spaces for society, for example: museums, spas, public buildings. The building materials used are concrete, wood and glass, which enable the creation of thoughtful, original and timeless architecture. According to many, the architecture of Switzerland was designed ideally for its culture and landscape. It should be remembered that people create architecture, using their ingenuity, imagination and vision of developing a given space. While designing, each creator should be accompanied by originality and creativity, which will define their design style, allow them to stand out from the others. When creating, however, a certain rhythm should be kept so that in the end there is no chaos or total abstraction. The projects modernize the historical architecture, without disturbing or changing its character drastically. The erected buildings enrich and enliven the Swiss open-air museum with gentle contrasts and modern accents. The described country has examples of every important direction in European architecture. Towns and villages have retained much of their settlement structure. One of the most interesting architectural attractions are residential buildings, presenting original and regional features characteristic of Switzerland.

The text is devoted to the analysis of Johann Heinrich Pestalozzi’s pedagogical concept of reforming criminal legislation, modernizing the prison system and dealing with convicts. Although this is not the main axis of his work and covers only a few texts, the message contained in them, supported by the author’s practical activity, makes him considered one of the main prison reformers of the late 18th and early 19th centuries, the mental father of the first wave of Swiss penitentiary reforms and the protoplast of the educational view of the purpose of imprisonment. After a introduction, the importance of Pestalozzi’s work and activities for modernizing the prison system is presented, followed by an analysis of his proposals in this regard. However, not only a presentation of his views on the treatment of criminals and the handling of convicts was made, but also the contexts and references of his ideas were extensively outlined, referring to his literary works, his practical outreach and education activities, but also illustrating his immersion in the current of reforms of the time and references to figures with whom he worked and valued. The author hopes that this will put Pestalozzi’s visionary postulates into a broader perspective.

The political system of Switzerland is unique and in no other country around the world exists a system which would be in the least similar to this one. The Swiss constitution and the governmental system are thought to be exceptional because of numerous unique solutions introduced. They include direct democracy, the collective, a particular kind of federal cantons connected with a long lasting tradition of a democratic country, often referred to as Sonderfall – “a special case". The unwritten elements of the political culture such as the political concordats or the everlasting aspiration to the balance of the rules of the public life make it difficult for the observers of the public life in Switzerland to understand its rules. Nevertheless, it would be a misunderstanding not to take into consideration plentiful elements of the state structures of Switzerland, which are similar or even identical to the systems of other countries. There can be found some resemblance of the political systems of Switzerland, the USA or the Federal Republic of Germany . Referenda or other social initiatives, which are so frequently used in Switzerland, are also applied, e.g. in many states of the USA. Moreover, concordats are a special form of democratic relations as the consensus democracy and have been examined by political scientists in 36 countries as an opposition of the majoritarian democracy.
